Brazil is the largest economy in Latin America and the world's leading producer and exporter of coffee. Smallholders are the predominant producers of Brazilian coffee and have been significantly impacted by post-ISI (import substitution industrialisation) neoliberal reforms that swept the nation's agricultural sector beginning in the 1980s. These reforms stimulated increased coffee production while simultaneously diminishing state interventions, including agricultural subsidies, farmer credits, research and development programmes, extension services, and rural development initiatives. These changes were closely followed by major restructuring of the global coffee market and the elimination of international coffee export quotas. Our research joins a growing body of recent literature exploring how changes related to market liberalisation and globalisation affect localities and regions where producers supply coffee for conventional markets. Through a case study, we describe the impacts of neoliberal globalisation on the lives, livelihoods, and environment of small-scale coffee producers in Minas Gerais, Brazil. We explore how neoliberal reform, reflected in the specific historical, geographical, and environmental context of Brazilian coffee production, has resulted in the increased marginalisation of small-scale farmers, the degradation of soils, and overall rural decline.  相似文献

The paper examines the relations between seed cotton buyers in Zimbabwe's deregulated cotton sector. It draws upon interviews with officials from cotton companies to expose the disagreements and lack of cooperation among them over side marketing of contracted seed cotton and in maintaining common industry standards. In this context, the paper discusses cotton sector reforms spearheaded by some industry stakeholders aimed to address problems in the cotton sector. Despite the companies’ official agreement to the draft reforms of 2004, there were simmering tensions and disputes that strained relations among them. The government's unwillingness to intervene and provide coordination exacerbated problems in the cotton sector. Further, the paper highlights the contradictions in neo‐liberal reforms that seek to promote competitive agricultural markets, and argue against state intervention and strong regulation of markets. It argues that there is a need to reconceptualize the role of the state in some predatory and developing countries that liberalized agricultural markets because of the multiple and uneven effects of the lack of regulation and absence of institutions in the private sector.  相似文献

Brazilian agricultural census data at the municipal level are used to develop and map a simple index of staple food versus nonstaple food agriculture for Brazil over time (1996–2006). The results show spatial variation in the direction and degree of the shift toward or away from staple food cropping across Brazil. The index is presented as an important methodological step toward a systematic geographic understanding of crop share changes surrounding food versus fuel and other nonfood crop production.  相似文献

ABSTRACT. Pressured by structural adjustment loan conditions, Côte d'Ivoire reduced state support for rice production and processing during the 1990s. In this article we examine how various actors in the rice commodity chain adapted to the macroeconomic reforms. Following a brief history of the rice sector, we present the results of fieldwork based on interviews conducted in 2002 of farmers, millers, traders, and workers in the state extension service and nongovernmental organizations. We found that, in the absence of state supports for farmers, private millers became the focal point of regional producer‐processor rice networks. The four networks identified became the sole source of domestic commercial rice when the state removed subsidies for fertilizer and modern seeds, privatized extension, and liberalized prices and imports. To increase their role in the national rice supply, the rice networks may need support through microlending and a focus on niche markets.  相似文献

In‐field conservation of locally domesticated crop varieties ameliorates agrobiodiversity losses, but the interaction among nationally regulated socioeconomic factors at the local scale tends to discourage this. Analyses of household surveys conducted in Ecuador demonstrate that state and nongovernmental institutions interact to discourage cultivation of locally domesticated varieties of beans (Phaseolus spp.). Land privatization, agricultural extension, and credit programs favor market production of introduced modern bean varieties, and locally domesticated varieties are noted for favorable nutrition, culinary, and agroecological qualities. Resolving disconnections between the market and social values for landrace beans may provide agrobiodiversity conservation opportunities.  相似文献

While the geopolitical legacies of the World War I peace negotiations are widely recognized, this article examines the often overlooked connection between the WWI Paris Peace Conference's spatial and geopolitical logics and contemporary refugee‐border dynamics. We argue that the spatial and geopolitical logics that framed the WWI Paris Peace Conference—the creation of new states, the propagation of the Western ideal of bounded sovereign states, the nationalist goals of self‐determination and homogeneous ethnic nations, and the establishment of a system of international governance—continue to impact refugee‐border dynamics and “crises” today. The categories, ideals, and practices of the international refugee regime that emerged over the last one‐hundred years stem in great part from these logics. In this paper, we urge critical contemplation about how these foundations—including the establishment of the post of High Commissioner for Refugees in 1921, the resultant Nansen Passports, the post‐WWI minority treaties, and lastly the 1933 Convention Relating to the International Status of Refugees—connect to contemporary human (im)mobility and border violence. We also introduce the articles in this special issue and highlight key themes and future directions for research in critical migration studies.  相似文献

Since the 1990s, international water sector reforms have centred heavily on economic and market approaches. In regard to water resources management, tradable water rights have been promoted, often supported by the neoliberal model adopted in Chile. Chile's 1981 Water Code was reformed to comprise a system of water rights that could be freely traded with few restrictions. International financial institutions have embraced the Chilean model, claiming that it results in more efficient water use, and potentially fosters social and environmental benefits. However, in Chile the Water Code is deeply contested. It has been criticised for being too permissive and has produced a number of problems in practice. Moreover, attempts to modify it have become the focus of a lengthy polemic debate. This paper employs a political ecology perspective to explore the socio‐environmental outcomes of water management in Chile, drawing on a case study of agriculture in the semi‐arid Norte Chico. The case illustrates how large‐scale farmers exert greater control over water, while peasant farmers have increasingly less access. I argue that these outcomes are facilitated by the mode of water management implemented within the framework of the Water Code. Through this preliminary examination of social equity and the environmental aspects of water resources management in Chile, I suggest that the omission of these issues from the international debates on water rights markets is a cause for concern.  相似文献

Local geography and gender are two major factors determining which crop varieties are cultivated in a case study of two rural villages in Bangladesh. This paper explores the interrelationships between gender, agrobiodiversity, and the use of, and preferences for, improved and local crop varieties. These are examined in relation to rice, minor field crops, and home garden fruits and vegetables. Reasons for both the displacement and the persistence of local varieties (LVs) are analysed in comparison to improved variety (IV) diffusion. The research evaluates agrobiodiversity through the number, types, and varieties of crops grown in fields and home gardens. The desired agroecological, economic, and cultural characteristics of crops grown document how respondents rank their variety preferences. Variety preferences and the perceived importance of LV preservation are compared with what is actually grown. The study indicates that there was little variation between villages in their approach towards the use of IV and LV rice; IVs were cultivated for their high yields and LV rice for taste and culinary uses. However, there were significant differences in relative agricultural dependence between the two villages which led to unique variety preferences. In both villages, women's preferences for IVs or LVs play a major role in crop choices, particularly as they manifest themselves in gendered domains of authority.  相似文献

Focusing on the growth of Real Estate Investment Trusts in Brazil, the paper explores how financializing policy instruments intertwine financial markets and the urban built environment. It studies the career of REITs and questions the role of financial market capital and actors in urban dynamics. The paper uncovers three processes usually considered separately: i) how a network of public and private financial market actors coaxes state bodies into using their regulatory powers and financial resources to transform real estate into an asset class; ii) how the government-run financial market authority and banks lure urban households into liquid real estate through marketing and education campaigns; and iii) how asset managers are “applied economic geographers” insofar as they channel households’ capital into a selected cities and properties. The active role played by financial actors in the design, enhancement and implementation of such a policy instrument leads us to conclude on their role as urban policy-makers.  相似文献

The Ethiopian highlands are a center of diversity for numerous globally important crops. Heterogeneous landscapes, traditional agricultural practices, and inaccessibility have created and maintained diverse subsistence agroecosystems. We surveyed sixty-three farms in twelve communities of the Gamo highlands and found high levels of on-farm diversity of crop species and varieties. The extent and nature of this diversity are related to both ecological factors, namely elevation, and anthropogenic factors such as land-use history, accessibility to markets and extension, and strength and scale of farmer exchange networks. These human landscape features have the potential to both enhance and mediate effects of elevation and other environmental factors on crop diversity. The interaction of environmental and anthropogenic forces on the diversity of crops grown by farmers affects the strategies farmers employ to adapt their farming to changing conditions.  相似文献

Local food has become a significant focus of food studies analysis in recent years with much of this work identifying the potential environmental, social and economic benefits of food localisation. However, a growing body of literature destabilises these assumed benefits with research now questioning the utility of scale in assessing food system outcomes. This paper explores this destabilisation by examining how concepts associated with the ‘local’ have been deployed by the Capital Region Farmers Market (CRFM) in the Australian Capital Territory (ACT). This leads to two key conclusions: firstly, the practical case study confirms theoretical insights highlighting the instability of the local, identifying how it is animated in multiple and sometimes contradictory ways often in response to conventional market forces; and secondly, we argue that the role of farmers' markets may not be best understood through the lens of the local but, rather, through their role in facilitating citizen engagement with the food system via the direct consumer–producer relationship at markets and the characteristics of the food purchased there (i.e. freshness and quality). In these ways, farmers' markets can disrupt conventional forms of engagement with the food system, creating a space that enhances social embeddedness and which may promote new forms of consumer understanding of food systems.  相似文献

This paper revisits the debate on marriage migration by highlighting the role of governing power and individual response in the process of migration decision‐making and post‐settlement of Vietnamese marriage migrant activist women in South Korea. It contributes to current marriage migration debates by employing the lens of ‘governmobility’ and ‘spatial capability’. The research looks at how female migrant activists maneuver coercion, resistance, and activism, both governed by nation‐state politics, but also actively deciding their fate amidst pressures of the global marriage market. Based on in‐depth interviews with 21 Vietnamese marriage migrant women who have worked in mentoring, counselling and translating for other Vietnamese migrants, our findings demonstrate that marriage migrants are positioned in between two nation‐states whose perspectival focus is on relieving the tensions of their own domestic job and marital markets. At the same time, these women have broken free from the inertia of socio‐familial status quo and state intervention to become self‐governing agents of mobility in various stages of their migration and adaptation. Fueled on by their position as activists, the marriage migrants then expand their spatial capability to place‐making—shifting the notion of freedom from simply taking part in mobility to reshaping their locale.  相似文献

In August 2011, many Singaporean citizens grabbed their cooking pots and used the city‐state's national obsession with food to express growing dissatisfaction with immigration and integration trends. The ‘cook and share a pot of curry’ event—a local response to Chinese newcomers complaining about the smell of their Indian Singaporean neighbours’ food—is significant for its use of smell to catalyse a collective citizen reaction and for its reliance on contemporary social media. By analysing this event, we intend to (1) conceptualize the role of smell and viscera in framing citizenship; (2) understand how smells shed light on the city‐state's contemporary ethnic politics and sense of national identity; and (3) reframe the significance of curry day as an expression of visceral citizenship that complements how the state frames Singaporean citizenry. We maintain that curry day sheds light on a specific dimension of Singaporean citizenship, as it uses smell, viscera and embodied activism to mobilize against rationalistic state‐defined distinctions between local and international concerns, economic objectives and social cohesion, inter‐racial harmony and national identity.  相似文献

This paper is concerned with how existing migration policies affect individual migrant women's choices, in particular, with the advancement, or consolidation, of a migrants' rights perspective. The focus is thereby on those migrants classified as unskilled, who constitute the largest and most vulnerable category among migrants. The analysis of migration policies has conventionally been approached from a state/government‐centred viewpoint that sees states as the key actors. This paper, however, emphasises a larger number of actors ‐ governmental and non‐governmental ‐ as well as the power relations among them to argue that protection through “legal regulation” in the absence of actual implementation is an incomplete solution to alleviate unfair labour conditions that migrants in general, and migrant women specifically, experience. Measures designed to “protect” migrants must be accompanied by measures that empower them, a role that has largely been taken on by existing migrant worker non‐governmental organisations (NGOs). Focussing on intra‐Asian migration flows in which Southeast Asia is the main labour sender and East Asia the receiver of Southeast Asian migrants, the paper explores the nexus between law and civic activism in the specific subject area of international labour migration and its gender implications.  相似文献

This article investigates the geographies of subprime urbanization, and by extension, the displacement of 2007–08 financial crisis to the Global South. Previous research examined the formative ways that technological innovations enabled mortgages to deterritorialize and circulate on secondary markets. Less is known about how cities with underdeveloped financial systems and housing markets have been impacted. The case of Tangier, Morocco, is used to argue that the geography of the crisis must be understood as a particular mode of urbanization, subprime urbanization, predicated upon the creation and exploitation of housing submarkets into new geographical frontiers. Subprime urbanization emerged in Tangier in response to the historic contradictions of regional disinvestment in northern Morocco. Weak financial inclusion for local low-income homebuyers led State bureaucrats to increasingly use housing policy to encourage European investment into Moroccan property markets, thereby transforming policy away from improving homeownership access and inclusion toward an urban model centered on the logics of international property speculation.  相似文献

Brazil seeks to rapidly increase its agricultural production to meet future demands, especially for sugarcane, which is an agricultural commodity and a biofuel source. In this paper, we explore how to achieve this increase without compromising existing forestlands. We propose that it is possible to substantially expand sugarcane production in Brazil while avoiding further environmental losses and the indirect land use changes often associated with them, such as deforestation. This task could be accomplished by converting existing pasturelands with agricultural potential into cropland. A great deal of pastureland exists in Brazil. Thus, we addressed the following questions in this study: (1) where are the most suitable pasturelands for sugarcane located geographically and (2) what potential do these pasturelands have for sugarcane production regarding their physical suitability and other significant factors, such as infrastructure availability and socioeconomic factors. We conducted a land suitability analysis using a spatial location model based on multicriteria decision-making and geographic information systems (GIS) to identify the cultivated pasturelands most suitable for conversion to sugarcane production in Brazil. “What if” scenarios were built to determine how changes in the subjectively derived weights of the priority criteria would modify the spatial distribution of the suitability classes relative to the MCDA model and demonstrate the robustness of the crop suitability assessment. The most suitable pastureland areas for conversion to sugarcane production were predominantly located in Minas Gerais, São Paulo, Paraná, Goiás, Mato Grosso do Sul, Mato Grosso and Pará. These zones have large contiguous areas of pasture with moderate and high agricultural potentials for sugarcane production. The total estimated area of cultivated pasturelands with moderate or high suitability for sugarcane production was 50 million hectares, which is much larger than the area currently used for sugarcane production in Brazil.  相似文献

This article adapts a general equilibrium model that provides a spatial solution for land use, labor allocation, and product markets in a two good economy. The adaptation, based on von Thünen, considers the multi-regional case, and solves for two regions, one industrial and the other, a newly opened agricultural frontier. The conceptual framework is considered with reference to Brazil, where forest recovery in the Atlantic Rainforest occurs simultaneously with forest losses in Amazonia. Simulation results of the theoretical model are given, demonstrating the impacts of comparative advantage in regional agriculture on the spatial system. The main theoretical interest of the article, aside from providing a formal spatial statement, is to define a distinction between aggregate forest transition (A-FT), when the area of all forests in a multi-regional system increases with the advent of trade relations, and regional forest transition (R-FT), when forest recovery is spatially constrained, and depends on forest losses elsewhere. Thus, the article addresses the role of scale in defining forest transition, and does so by representing spatial dynamics with a formal model. It also suggests that forest transition privileges one biome at the expense of others, and that a concept of landscape turnaround is more germane from a wildlands conservation perspective. The article closes with a discussion of Brazil, and how its forests in Amazonia and along the Atlantic will fare in the coming years.  相似文献

The conservation of crop genetic diversity in farmers' fields is important for future food security. Recent research on women and biodiversity has emphasized the importance of women's knowledge in plant domestication and biodiversity conservation. This paper presents a case study of the differences in women's and men's knowledge of maize landraces in four different environments in the Bajío region of Mexico. We argue that research on crop diversity and conservation needs to include both men and women farmers' knowledge. Gendered knowledge results from men and women in a household being responsible for different tasks and sometimes for farming separate plots. In addition, as economic pressures increasingly force men to work away from their communities for extended periods, women become the primary agricultural decision-makers.  相似文献
