城镇土地有偿使用研究

本文首先分析了城镇土地有偿使用的背景、意义及依据,然后,结合合川县实际,对城镇土地定级的方法,级差收益测算的步骤做了论述,并制定出合川县城镇土地使用费收费标准。最后,对与城镇土地有偿使用密切相关的问题,城镇土地有偿转让和城镇土地市场建立做了简要分析,并对土地定级和级差收益测算的方法进行了改进,土地定级的结果以及土地使用费收费标准可做为有关部门决策的依据。

论述城市土地评价。从土地的自然、经济观状入手,按土地质量的优劣,将其划分为不同的等级,并测算出土地级差收益。     

城市土地综合基准地价评估方法探讨

在城市土地类别基准地价测算基础上,依据土地最高收益原则和最佳利用原则,并借用阿朗索竞租理论和边际分析法,可评估出城市土地的综合基准地价.本文概略说明了上述理论和方法,并用这些理论和方法对苏南某一城市的综合基准地价进行了评估.     

中国城市土地有偿使用的地域差异及分等研究

城市土地的级差收益不仅存在于城市内部,而且在城市之间也有反映。本文以级差地租理沦和区位论为基础,分析了影响城市土地收益地区差异的主要因素因子,采用多因素综合评价的方法,把全国的城市分为七个等级,为国家制定土地有偿使用的宏观政策提供依据。     

谈谈土地成本的折旧

在运用收益还原法评估物业时,土地要不要折旧?这是一个有争议的问题。我国一些评估著作中都没有把土地折旧列为房地产收益中扣除项目,这里所说的土地折旧指的是土地使用权取得费和土地开发费的摊提。中国房地产估价学会编的《房地产估价理论与方法》在说明纯收益时,有这么一段文字"以收益为目的而出租的房     

农村宅基地整治潜力和整治成本测算方法——以河南省濮阳市为例

为量化农村宅基地整治潜力价值和整治开发成本,促进农村宅基地有偿退出工作的开展,探索农村宅基地整治潜力测算方法体系,运用人均标准法、户均标准法、闲置率法、层次分析法(AHP)及土地估价中的年收益法、综合基准地价法、土地出让溢价法构建测算模型,测算农村宅基地整治潜力、潜力价值和整治成本。研究表明:农村宅基地综合整治价值与整治成本基本持平,测算模型程序科学,方法简便易于操作,对河南省濮阳市的案例研究结果客观实际,可从定量的角度为农村宅基地整治、有偿退出和新型城镇化建设提供测算方法和数据参考。     

云贵高原喀斯特山区土地人口承载力研究

针对人－地关系这一主要矛盾，应用联合国粮农组织卡萨姆公式测算，并积极考虑人对土地的影响作用。科学计算土地生产潜力。采用多目标规划方法，在土地利用优化结构的基础上，寻求土地承载人口的最佳容量和提高土地承载力的有效措施和途径。     

福州市城市规划区基准地价测算初步研究

《中华人民共和国城市房地产管理法》于1995年1月1日起实施，该法规定我国实行基准地价公布制度。这一法律规定的实质是我国在法律上要求建立以基准地价为核心的地价管理体系。福州市是全国最早实施土地有偿、有限期使用制度的城市，多年的土地有偿使用及城市改造实践，为土地市场及房产市场的发展提供了良好的社会条件；同时也为基准地价评估提供了丰富的市场资料。但是，福州市至今未公布基准地价。本文对福州市规划区基准地价测算进行初步研究，以求对福州市基准地价公布及地价管理有所裤益。一、基准地价的性质与测算的技术途径（一）基…     

我国可耕地资源资产评估的理论与方法探讨

随着我国可耕地资源使用制度改革的深入，对可耕地资源资产评估的需求日益迫切。该文在分析国内外与可耕地资源资产评估相关研究的基础上，以农业生态地带理论和收益还原理论为依据，提出我国可耕地资源资产评估的理论与技术方案。该方案通过把气候生产潜力等级区、土地分类、土地分级和土地分级系数、土地标准粮产量、农地基准价格等主要关键性步聚组装为有机整体，在可耕地资源资产评估中实现了土地生产力的形成要素（土地质量）与表征要素（土地产出水平）的综合。根据该技术方案可制订全国统一标准的可耕地资源基准价格，而且其动态、开放性可使之应用ＧＩＳ技术建立我国可耕地资源资产评估的专家决策支持系统。     

三工河流域农户土地流转因素与流转规模灰色关系研究

运用灰色理论方法,通过农户问卷抽样调查,对三工河流域土地流转因素与规模的关系进行了分析,得出以下结论:(1)三工河流域的土地流转因素与流转规模整体上属于中等关联度.(2)土地流转因素对流转规模的灰色影响以中等和较强水平为主.人均收入对土地流转规模的灰色影响最大,农村社会保障程度、土地流转市场的发育程度和政府对土地流转的...

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
