Recent political and military events in Ukraine have brought into sharp focus concerns over the security of European gas supplies from Russia. At the same time, the creation of an infrastructural and political ‘energy union’ has become a key stated priority for the governing bodies of the European Union. Both contingencies have highlighted the 28-nation bloc’s dependence on energy sources well beyond its state boundaries, underpinned by the existence of a transnational network for the transport and distribution of natural gas. We develop a theoretical framework predicated upon assemblage and governance approaches to explore the regulatory practices and spatial features associated with this hitherto largely unexplored infrastructural realm. Qualitative evidence from interviews, policy documents and media reports is interrogated interpretively and with the aid of social network analysis techniques. The paper reveals the existence of a socio-technical assemblage for the transmission of natural gas across national boundaries emerging as a result of the erosion of decision-making power away from established state actors, and the rise of new institutional orders. While undermining the organizational arrangements that have traditionally dominated the European gas sector, these contingencies also challenge existing understandings of transnational energy governance as they apply to overland gas transit.  相似文献

After losing much of their demographic vitality under communism, rural areas of Eastern Europe are now handicapped by greatly reduced commuting opportunities and by a lack of foreign investment in the countryside. Although restitution and privatisation has placed much of the land under the control of private farmers, there is a need to modernise agriculture and rural infrastructure generally and also to increase the scope for pluriactivity. At the same time, functional links with the towns must be restored through a growth of employment linked with the central place system. Despite the importance of private enterprise under the conditions of a market economy, the government must take a lead and this paper deals with initiatives taken in rural Slovakia to mobilise the human resources of the countryside. The paper is heavily oriented towards research by the geographers at Nitra who have been much involved with the transformation of their local area. It is evident that while there has been no shortage of ideas, progress has been limited on account of low investment and the tensions associated with a series of three Meciar governments which have dominated Slovak politics through the 1990s. Agriculture in arid and semi-arid regions faces two of the principal global challenges: sustainability and water scarcity in the context of climate changes. To overcome the water scarcity constraint, Tunisia adopted different strategies and policies. Since 1989, it has embarked on a policy of decentralization and participatory water management in irrigated areas “IA.” This policy has led to the state disengagement in favor of collective water management. Since then, water management becomes a task of irrigator associations. These associations have experienced a series of transformations ranging from “collective interest associations: CIA” to the current form “Development Agricultural Groups: GDAs.” In spite of these institutional changes, GDAs are suffering from several problems impeding their functioning such as budgetary deficit, conflicts between stakeholders, leaving of irrigated activity by some farmers, and inequality. The current situation of GDA and most IA hypothesizes the existence of local governance problems; these governance problems are causing a performance decrease in IA. The analysis of the interdependence between governance and performance of irrigation water management, in Nadhour IA, is the main aim of this paper. To conduct this analysis, the strategic analysis approach was adopted. Assuming that IA forms a concrete action system, the analysis of structured games between actors allowed assessing their power, convergence, divergence, and ambivalence. Results confirm the hypothesis of a significant effect of governance problems, including political source, on the performance of water management in IA.  相似文献

Supranational policies move from their places of spatial design towards domestic and local materialization, a journey on which policy programs are subject to multiple loops of translation in various spatial contexts. These loops involve shifting rationalities, historically formed path dependencies and distinct constellations of stakeholders, all of which affect the means of their implementation within national and regional socio-spatial environments. This article evaluates the complexity of governance assemblages based on the translation and mutation of European Union bioenergy policies. As part of the transition towards a low carbon economy, EU member states have been given the responsibility to choose their own approaches within the common EU 2020 renewable energy framework. While EU documents highlight energy security, energy union and sustainability, a contested policy translation process reformulates governance means and aims along the way and sometimes causes the generic targets to vanish. Thus, context dependent decision making assemblages are portrayed as shaping the policy process and the advancement of renewable energy in various directions. The article bundles the empirical results of case studies in Finland, Germany, Estonia, France, and Norway, as well as EU institutions in Brussels to conceptualize peculiarities that guide policy design, translation and boosterist processes in transnational governance.  相似文献

A case study of a debris slide (estimated volume of about 35,000 m3) is described in this paper. This slide occurred in April 2009 in the North Western Italian Alps (Aosta valley) and damaged the SR25 road along the Valgrisenche valley. Ground investigations started with severe safety and logistic issues being posed. Given the need to open as soon as possible the road, the design of the landslide stabilization works was carried out using a “design as you go” approach. The stabilization measures were conceived to be flexible in order to allow for changes and integration during construction, in line with the progressive refinement of the geological–geotechnical slope model being developed. Back analysis by means of the limit equilibrium method (LEM) and the finite element method (FEM) was used. Groundwater level rise following heavy rainfall and spring snow melting was found to be the main cause of the debris slide. The stabilization works were designed by using both the LEM and FEM methods. The stability conditions of the engineered slope were assessed based on the available performance monitoring data.  相似文献

This paper applies and validates a method for generating spatially distributed hydraulic conductivity (k) based on the specific capacity (Q s) for data-scarce regions. This method has been applied to the Araripe sedimentary basin, Brazil, and consists of four steps: (1) selection of (32) wells for which both k and Q s data are available; (2) estimation of k as a function of Q s for the (128) wells for which only specific capacity data are available; (3) spatial distribution of k using the kriging geostatistical tool; (4) validation of the method, using (17) representative wells with k measured data. The equation relating k and Q s showed a statistically significant linear relationship (R = 0.93), from which a database has been generated using kriging with the spherical model. The results showed a calibration coefficient of Nash and Sutcliffe (NS) of 0.54 and moderate spatial dependence ratio of 69 %. The validation process provided only a moderate efficiency (NS = 0.22), possibly due to the geological complexity of the focus system. Despite its limitations, the method indicates the possibility of application of ordinary kriging to generate reliable data from auxiliary variables, especially for the water management of data-scarce areas.  相似文献

Economic transition in central and eastern Europe (CEE) has had a particularly strong impact on industrial cities and regions. Following their economic collapse, most of them are now confronted with serious problems such as high unemployment and vast ecological damage. The paper presents findings from a pan European research project that investigated the problems of these cities and regions as well as the strategies being adopted to cope with structural change. It examines the differences in approaches and addresses the question whether existing EU policy is suitable for supporting the redevelopment of old industrial cities and regions in CEE countries. This paper introduces a unique industrial configuration that has emerged in Beijing, where three economic clusters in the biomedical industry, originally established as industrial/research parks, have developed parallel to each other. This configuration of multiple co-located clusters of the same industry, which has not been discussed before, raises the question of whether the industrial/research parks are competing for the same resources, or whether they are complementary to each other and can collectively be viewed as a new type of industrial configuration. The paper conceptualizes a framework of multiple clusters in mega-city regions that distinguishes between collaborating and competing clusters and presents initial empirical evidence for the Beijing case. As such, this research aims to unravel the phenomenon of multiple clusters in mega-city regions and to understand the complex spatial interrelationships that exist within and beyond multiple co-located clusters in the same industry.  相似文献

In the present case study, impact of urbanization and industrial development on the shallow groundwater regime of Saharanpur town of Uttar Pradesh in India is examined with the aim of planning groundwater protection for better governance. The hazardous physicochemical and bacteriological parameters and heavy metals detected in the shallow aquifer include harmful pathogens like fecal coliforms, heavy metals like cadmium, chromium, nitrates and sulphates. An assessment of ground water vulnerability using the well known DRASTIC method has confirmed that the shallow groundwater in some central and southern localities of Saharanpur town fall in the medium risk zones. Further, using field data of 32 electrical resistivity soundings, the protective capacity of the unconfined aquifer is assessed in terms of a ‘total longitudinal conductance’ of the semi-pervious to impervious sediments overlying the unconfined aquifer. However, some areas aligned along a northwest-southeast and in the western parts of the town seem to have relatively higher protective capacity against infiltrating waste pollutants. A ground water protection planning map prepared by combining the DRASTIC map and the ‘potentially hazardous pollutants’ map has brought out the need to install eleven new groundwater quality monitoring wells in the town at locations near the line sources and point sources of pollution. This approach can be readily employed by the decision makers in framing sound guidelines for groundwater protection and governance.  相似文献

The aim of this paper is to use an economic framework to derive decision making rules for river basin management with a focus on groundwater resources. Using an example from northern Nigeria, the paper provides an example of how decision making for sustainable water resources management may be facilitated by comparing net benefits and costs across a river basin. It is argued that economic tools can be used to assess the value of water resources in different uses, identify and analyze management scenarios, and provide decision rules for the sustainable use and management of surface and ground water resources in the region.

Social vulnerability is a term that has been widely used in the natural hazards literature for quite a few years now. Yet, regardless of how scholars define the term, the approaches and indicators they use remain contested. This article presents findings from social vulnerability assessments conducted in different case studies of flood events in Europe (Germany, Italy and the UK). The case studies relied upon a common set of comparable indicators, but they also adopted a context-sensitive, qualitative approach. A shared finding across the case studies was that it was not possible to identify a common set of socio-economic–demographic indicators to explain social vulnerability of groups and/or individuals for all phases of the disastrous events. Similarly, network-related indicators as well as location- and event-specific indicators did not have the relevance we expected them to have. The results underline that vulnerability is a product of specific spatial, socio-economic–demographic, cultural and institutional contexts imposing not only specific challenges to cross-country research concerning social vulnerability to flooding but also to attempts at assessing social vulnerability in general. The study ends with some reflections upon the methodological, practical and theoretical implications of our findings.  相似文献

This paper presents a case study of the instability mechanisms, and the excavation sequence, re-qualification and reinforcement methods adopted to pass through a short segment of a nearly 2-km tunnel built as part of a new 55-km state highway in northern Turkey. The instability problems were encountered during tunnel excavation due to the failure to recognize the fact that alteration in stress field and resulting deformation could cause dilation and increase in the permeability of claystone-shale layers and local fault gouge zones, and in turn significant reduction in shear strength. Change in natural drainage pattern and capillarity exacerbated saturation and the consequent strength reduction. The 92-m3 loose material flowed into the tunnel due to the collapse and caused 2.5 months of delay in completion of the tunnel. Longitudinal and oblique cracks observed in shotcrete were attributed to the reduction in modulus upon saturation, which caused a large cumulative deformation of approximately 110 mm at a section about 30 m behind the collapse face.

It is concluded that early detection or prediction of potentially problematic zones (via probe drilling and monitoring) in tunnelling is of paramount importance, especially through mixed or difficult ground conditions characterized by alternating layers, folding, faulting and localized zones of high water pressure. Because mechanical detection methods cannot be fully relied upon, availability of experienced personnel to predict and deal with such instability problems effectively and promptly is the best insurance for successful completion of tunnelling contracts.  相似文献

Aquatic socio-ecological systems show pervasive cross-scale interactions and problems of fit between ecosystems and institutions. Nested bio-hydrological processes within river basins are prone to third-party impacts, and equitable/sustainable management of water resources requires adequate governance patterns that both cover relevant scalar levels and handle cross-scale interactions. This paper provides the example of the Zayandeh Rud basin, in central Iran, and describes the historical evolution of water use at three different nested scales. It shows how the gradual overallocation of water resources (basin closure) and the manipulation of the hydrological cycle by the state and other actors have resulted in a constant spatial and social redistribution of water use and associated benefits and costs. State-centered modes of governance characterized by the priority to large-scale infrastructure, vested political and financial interests, lack of attention to local processes and hydrological interconnectedness, and the neglect of environmental degradation, must give way to forms of comanagement that better articulate the different levels of control and governance.  相似文献

The paper presents the results of a new geostatistical approach to generate bathymetric surface models from point measurement converted into continuous contour surfaces of reservoir bottoms in Uzbekistan. Sedimentation of reservoirs raises engineering, environmental and economical issues for the communities around the world in areas affected by a strong water deficit. Because of Uzbekistan’s arid climatic conditions, and uneven spatial and temporal water resources distribution, responsive and innovative water availability assessment surveys of all major water reservoirs are required. Bathymetric surveying is a traditional method that is carried out for the estimation of reservoir volumes and surface areas of the corresponding reservoir stages in order to assess the water availability. Volume and surface area differences derived from multiple surveys of a reservoir provide storage loss estimates over time due to sedimentation. However, two main factors, such as intensive field data measurement and post data-processing, often limit the frequency of these surveys. Alternatively, innovative depth measurement technologies coupled with contouring and surface mapping programs provide automated reservoir volume and surface area calculations. This significantly reduces time, workload and financial burdens for reservoir sedimentation projects. This research proposes the use of geostatistical approach to assess the reservoir sedimentation in the Akdarya reservoir of Uzbekistan. The geostatistical approach includes (semi-) variogram analysis and interpolation (kriging and simulations—turning bands) techniques predicting values at unsampled locations for generating digital bathymetric surface models of reservoir bottom conditions in order to calculate the volume and surface area at a given water elevation. The simulation enables to have range of reservoir volumes and surface areas with the same probability, in comparison to the kriging and traditional methods. This gives a real estimation of the resource availability for water operators to manage natural resources and hydraulic infrastructure in a sustainable manner.  相似文献

Adaptive governance is the use of novel approaches within policy to support experimentation and learning. Social learning reflects the engagement of interdependent stakeholders within this learning. Much attention has focused on these concepts as a solution for resilience in governing institutions in an uncertain climate; resilience representing the ability of a system to absorb shock and to retain its function and form through reorganisation. However, there are still many questions to how these concepts enable resilience, particularly in vulnerable, developing contexts. A case study from Uganda presents how these concepts promote resilient livelihood outcomes among rural subsistence farmers within a decentralised governing framework. This approach has the potential to highlight the dynamics and characteristics of a governance system which may manage change. The paper draws from the enabling characteristics of adaptive governance, including lower scale dynamics of bonding and bridging ties and strong leadership. Central to these processes were learning platforms promoting knowledge transfer leading to improved self-efficacy, innovation and livelihood skills. However even though aspects of adaptive governance were identified as contributing to resilience in livelihoods, some barriers were identified. Reflexivity and multi-stakeholder collaboration were evident in governing institutions; however, limited self-organisation and vertical communication demonstrated few opportunities for shifts in governance, which was severely challenged by inequity, politicisation and elite capture. The paper concludes by outlining implications for climate adaptation policy through promoting the importance of mainstreaming adaptation alongside existing policy trajectories; highlighting the significance of collaborative spaces for stakeholders and the tackling of inequality and corruption.  相似文献

This paper explores a series of maxims, widely known in policy and academic circles as the ‘principles of good governance’, which state that policymaking in the European Union (EU) should be participatory, conducted as close to citizens as practicable, transparent, accountable, effective and coherent. These maxims were introduced into EU fisheries management as part of a radical reform of the Common Fisheries Policy (CFP) in 2002. This reform was instituted in response to criticisms of a prevailing management regime alleged to be inefficient, undemocratic, and potentially responsible for an environmental crisis: the exhaustion of key fish stocks. The research for this work has found that there are limits to the actual achievement of good governance in EU fisheries. In practice governance innovations are very often contradictory and rife with tensions. I reason that such problems result not merely from policy implementation failures; they constitute a more endemic feature of the CFP reforms. We can begin to understand these limits to good governance principles by looking to Agamben’s permanent state of exception thesis. Agamben’s theory helps to show how these contradictions and tensions occur under new governance regimes, because the relationship between democratic norms (like good governance) and political power is no longer clear. I argue that this blurring has been exploited by groups seeking influence in these new regimes. They do this through citing a supposed need for emergency measures to mitigate crisis. Although this research broadly supports the state of exception thesis, my analysis leads me to question some aspects of its application in contemporary governance spaces.  相似文献

The geopolitical and socio-economic changes in East-Central Europe that started at the beginning of the 1990s has brought about a fundamental change in the status of frontier areas in this region. The paper examines the new transborder relationships as well as the conditions, forms and dynamics of integration processes on the example of Poland. It discusses some stimuli and barriers to cross-border co-operation, including the creation of new transborder institutional embeddedness (e.g. Euroregions). On the other hand, the paper stresses the role of the informal economy in the current development of border zones in East-Central Europe.
