This paper uses the concept of ‘ordinary citizenship’ (Staeheli et al., 2012) to explore the relationship between mobility, citizenship and political space in the European Union. Drawing on in-depth interviews with Britons living in South West France, the paper examines the ways in which citizenship is meaningful to migrants as a complexity of legal frameworks, normative structures and everyday activities. While EU citizenship has been advanced to underpin the formation of a closer Union, we demonstrate that contemporary forms of citizenship among these lifestyle migrants are shaped to a large extent by performances of national belonging, and individual interactions with other people at the local or community level. We argue that a bi-national structure of citizenship, or one based on domicile better accounts for the experiences of these migrants than supranational EU citizenship.  相似文献

The European Union has achieved internal cohesion and international economic recognition, but economics alone has not yet led to a united Europe. Although this cohesiveness strongly influence regions and cities, and cities have started to refer to their European background, the member nations continue to hold regional and urban planning power. Forced to take unanimous decisions, the European Council of Ministers maintained the doctrine of a unique capital for 40 years, provoking numerous urban and architectural visions while simultaneously accepting the existence of three provisional headquarters, Brussels, Strasbourg and Luxembourg. The host nations, Belgium, France and Luxembourg meanwhile oriented these cities to both European economic considerations and local needs.This article analyzes the logic that led to decentralization of the capital city functions, the reasons why cities were interested in hosting the European Communities, what individual cities and nations suggested and why the most obvious solutions were not adopted. The Maastricht Treaty, the ongoing strengthening of European and regional institutions, and the choice of the provisional headquarters as definite capitals in 1992 gives cause for hope that concepts based on European and regional necessities beyond the nation-state will now be elaborated. A European network of cities and regions including the three political capitals of Europe, as revealed by their infrastructures and buildings, seems to be the best expression of the meaning of European unity.  相似文献

This paper analyzes how processes of Europeanization opened up opportunities and generated ideals, which in turn changed the articulation between political and economic powers in the city and county of Timisoara, Western Romania. It builds on case studies of local government agencies and foreign investors from Italy. In doing so, it discusses the circular relationship between the European and the local levels of governance: European governance affected the interactions between firms and institutions in the city, while at the same time city authorities used different understandings of ‘Europe’ to pursue their own agenda. It also shows some of the unexpected side-effects of Europeanization, due to the political activism of Italian investors. Beck and Grande’s concept of ‘reflexive modernization’ and the literature on regional economies frame the discussion.  相似文献

This paper addresses the contradictions inherent in the interconnections between air transport liberalization and the economic and environmental dimensions to sustainability from the particular perspective of the dynamic expansion of European low-cost carriers and their networks. The argument considers the incompatibility of environmental sustainability with a business model that promotes rapid growth in air travel without meeting its external costs, but, simultaneously, claims to be socially and geographically inclusive. Moreover, that growth is perceived to be advantageous to strategies promoting national and regional economic growth and, consequently, the provision of low-cost airline services is being promoted by an array of national and local government agencies throughout the European Union. The paper concludes that the low-cost model does not account for its externalities despite air transport being the most environmentally damaging form of transport per passenger-kilometer but is clearly important to economic development at a variety of scales.  相似文献

This paper is concerned with the political significance of the spatial economic activities of states. Regional problems are often the result of social differences which frequently are expressed in regional consciousness and loyalties and in turn they often create potential political and social cleavages and thus affect the cohesion and viability of the state. Various aspects of regional development policies in both western and eastern European multinational states which involve the spatial distribution of economic activities are examined. Planning the economic and social life emphasizes the regional allocation of resources, the coordination of national plans with regional objectives and increased consideration of the problem of lagging regions. Most regional movements are a protest against neglect and demand more local control and autonomy, therefore regional policies must be geared to the modification of long standing grievances resulting from past policies. In countries where increased participation by its inhabitants in the economic and social policies of their respective countries has been a matter of national policy, regional grievances generally have been kept under control.  相似文献

Capital cities reflect the nature and organization of the states they control. Their functional role is higher in centralized systems, societies where the state is the source of all legitimacy, and countries using Continental Law. It is lower in federal systems, pillarized societies and countries, which are ruled according to a Common Law. The symbolic status of capital cities is higher when the state is the source of all legitimacy, lower in consociationalist societies. Theses processes were responsible for the development of two types of political capital cities and one type of economic and cultural capital cities during the nineteenth century. A partial standardization of the functions and statuses of capital cities occurred later. The European Union is neither a state nor a super-state since its main responsibilities are still in the economic field, it lacks a huge administrative bureaucracy and does not have definitive territorial limits. The European Union has officially three capital cities, Strasbourg, Luxembourg and Brussels. The really important one is Brussels. Its functions are nevertheless quite different from those of national capital cities during the first half of the twentieth century. European capital cities are thriving because most of them managed to become economic metropolises. The result is that the European Union has a complex and rapidly evolving system of capital cities.  相似文献

Historical processes of state formation and nation building are crucial for an understanding of the geography of religions and churches in Europe. Each country has developed its own model of state-church relations, giving rise to a ‘bewildering variety’ as Grace Davie aptly remarks. The aim of this paper is to bring some order to this variety by developing a framework for the comparative study of church-state relations based on Stein Rokkan’s famous conceptual map and recent extensions of it to Central and Eastern Europe by John Madeley. According to that framework Europe has been divided into three mono-confessional (Roman Catholic, Lutheran, and Eastern Orthodox) blocs and two multi-confessional culture belts from Northwest to Southeast, and from Northeast to Southeast. This historical pattern has been challenged by secularisation, which started with the Enlightenment and the French Revolution (Western Europe) and the Russian Revolution (Eastern Europe until the velvet revolutions of 1989/1991) and then became widespread after the ‘cultural revolutions’ of the 1960s. A second challenge has to do with globalisation and its consequences, such as massive immigration and the rise of immigrant religions, and in general deterritorialisation, which means the disembeddedness of religion from its national territory. A third challenge concerns reterritorialisation at other (supranational, regional, transnational, and local) scales, of which the new territorial order of the European Union seems to be the most important. Finally, this paper serves as an introduction to the case studies on church-state relations in this special issue.  相似文献

Cameroon's economic development is without doubt a story of success. Since independence, the country has been favoured by internal and external advantages but, as in most African countries south of the Sahara, the results of regional development policies — in spite of an existing and sound planning structure — are disappointing. Cameroon was always well-provided with the now fashionable ‘integrated’, ‘basic need-oriented’, ‘bottom-up’ and ‘development-from-within’ regional policy programmes. In discussing such a programme and proposing elements of a modified development strategy, it can, however, be argued that even the first step of creating a basic regional development project has been far from satisfactory. Further, in spite of government rhetoric, no regional development policy as normally defined exists. What does exist are regional effects of development projects. This prompts the question of whether it may be preferable to replace the term ‘regional development policy’, and to return to a ‘regionally based, comprehensively planned, project policy’, based on facts which first have to be collected and analysed.  相似文献

The European continent, the motherland of nationalism, and the part of the world where political borders and different territorial and cultural identities are mostly interrelated, is now facing new challenges regarding how best to represent its numerous interests within one system. With the increase of international integration European countries began to devote greater attention to the development problems of their border areas that had to be helped to undertake certain functions in the international integration process. The fostering of a more balanced regional development also resulted in a strengthening of regional characteristics, which the new model could no longer ignore. Regional characteristics in turn have always been preserved in Europe by persistent historical and cultural elements of ethnic and linguistic variety. Therefore, it is not surprising that the process of European integration based on the new regional development model was accompanied by a parallel process of ethnic or regional awakening of minorities and other local communities. The key question for contemporary European (though of course this is not limited to Europe) political geography is, then, how the process summarised under the twin labels of social convergence and deterritorialisation will effect the persistent maintenance of regional identities and the corresponding divergence of regional spaces. Or, in other words: is the ‘unity in diversity’ European programme ever practicable and exportable on a world-wide scale or are we to be absorbed by a new global ‘melting pot’?  相似文献

Local Agenda 21 (LA21) is widely regarded as a key tool for implementing sustainability policies since local authorities are closer to ordinary people and some local managers and politicians have the ability to adapt organisations to new managerial atmospheres and social demands. However, local governments tend to lack the right economic, human and knowledge resources. Consequently, in the search for local sustainable development, networking and collaborative approaches to LA21 can help local authorities save resources and share knowledge and best practices. Although both research and politicians have tended to focus on LA21, we believe Regional Agenda 21 (RA21) needs to be emphasised as a complementary tool. This paper examines successful innovative practices in the Basque Autonomous Community (BAC) over a 4-year period, with a view to shedding light on the theoretical literature and to aiding regional and local authorities. Although research on policy networks has produced useful results, we are still some way from a plausible, consensus-based theory of policy networks. Based on experience in the BAC, the present article offers an integrated approach to understanding the antecedents and consequences of a regional knowledge-driven network for LA21 promotion. Although LA21 implementation has been studied before, evidence about networking at regional level is scarce. Other regions in developing countries could use this approach to achieve successful policy networks.  相似文献

Subsidizing cross-border regions is a method to close the gap between citizens and the European Union. This analysis of PAMINA, a cross-border region in the Rhine Valley near Karlsruhe, discusses some of the difficulties of this policy. There are structural mismatches between the scales of different cross-border relations. These vertical mismatches are linked to the differences in the horizontal logics of economic and administrative cross-border relations. Especially cross-border commuting, made possible by European economic integration, has improved the daily life of many inhabitants of this region. Paradoxically this regional success of European economic integration is disconnected from the EU funded cross-border region. They not only relate to different scales, but the same spatial asymmetry generating this cross-border behaviour hinders administrative cross-border cooperation in PAMINA.

Until recently the traditional spatial configuration of the European geography was based upon the core-periphery model. The ‘pentagon’, broadly defined as lying between London, Paris, Milan, Munich and Hamburg, was seen as the core area characterised by having the highest concentration of economic development in the European Union (EU), with the remainder of the European territory viewed as peripheral, albeit to varying degrees. In a number of cases such peripheral areas equated with clear regional disparities. The elaboration of the European Spatial Development Perspective (ESDP) (CEC, European spatial development perspective, towards balanced and sustainable development in the territory of the European Union, 1999) challenged this core-periphery model. European spatial planning policies, aimed at encouraging social and economic, and with ever increasing importance, territorial cohesion, seek amongst other aspects to encourage the development of a balanced and polycentric urban system. This paper adopts a network analysis approach to the analysis of air passenger flows between some 28 principal European metropolitan urban regions. The evaluation of these flows contributes to an enhanced comprehension of the spatial dynamics of the European metropolitan territory which goes beyond that deriving from the more standard analyses of the individual components of the urban system. Several indicators are used, deriving from gravitational modelling techniques, to analyse the complexity of the air passenger flows. A multidimensional scaling (MDS) technique is introduced in order to interpret and visualise the resulting spatial configuration and positioning of the different metropolitan centres within the conceptual European ‘space of air passenger flows’, thereby contrasting with the more traditional map-based geographical image of Europe, based upon Cartesian coordinates.

Agricultural biotechnology (agbiotech) has intersected with a wider debate about ‘sustainable agriculture’, especially in Europe. Agbiotech was initially promoted as an alternative which would avoid or remedy past problems of intensive agriculture, but such claims were soon challenged. Agbiotech has extended the dominant agri-industrial paradigm, while critics have counterposed alternatives corresponding to an agrarian-based rural development paradigm. Amid controversy over environmental and health risks in the late 1990s, an extra issue emerged − the prospect that genetically modified (GM) material would become inadvertently mixed with non-GM crops. In response the European Commission developed a policy framework for ‘coexistence’ between GM, conventional and organic crops. This policy has aimed to ensure that farmers can freely choose among different production systems, which would develop side by side, yet specific proposals for coexistence rules favour some choices over others. Such rules have been contested according to different policy agendas, each promoting their model of future agriculture. Moreover, a Europe-wide network of regional authorities has promoted ‘GM-free zones’ as a territorial brand for green, localised, high-quality agri-food production, whose diverse qualities depend upon symbolic, immaterial characteristics. This alternative has been counterposed to the agri-industrial production of global commodities - symbolised by the European Union, especially its product authorisation procedure for the internal market. ‘Coexistence’ policy was intended to mediate policy conflicts over GM crops, yet it has become another arena for contending agricultural systems, which may not so readily co-exist in practice. Wherever an agrarian-based rural development paradigm gains local support, its alternative agricultures are in contradiction rather than coexistence with GM crops.  相似文献

The southern regions of Madagascar have the country’s lowest water supply coverage and are highly vulnerable to drought. Access to potable drinking water is a major challenge for the local population. Chronic droughts lead to annual emergency appeals to save the lives of acute malnourished children. UNICEF’s response consisting in providing potable drinking water through the drilling of boreholes has been challenged by the complex hydrogeology, the low yield of boreholes and high-level salinity of water, the lack of reliable groundwater data and the weak capacity of the drilling sector. These constraints result in a high rate of drilling failure. To improve drilling success and provide more potable drinking water to local communities, it is vital to undertake reliable groundwater investigation.UNICEF Madagascar and the European Union delegation in Madagascar collaborated on the use of satellite imagery to improve sector knowledge and access to safe and clean water for local communities in southern Madagascar. The methodology relies on produce thematic layers of groundwater potential areas. Later, these thematic layers were overlaid with ground-based hydrogeological data to map the groundwater potential zones (GWP) and identify the most suitable sites for borehole siting and drilling. Findings of this study are very encouraging, and the integrated approach used has proven its applicability in mapping groundwater potential areas in the eight drought-affected areas of south Madagascar. The groundwater potential zone map is being used by UNICEF and partners to plan water supply projects and identify the best sites for positioning new boreholes and reduce the likelihood of drilling failure. Additionally, the project developed a database of groundwater resources, which will improve knowledge of the regional hydrogeological context and strengthen the capacity of the water sector. Lessons learnt from this study show that an integration of the groundwater potential zone map with demographics and water demand information will help identifying priority areas for detailed studies. Moreover, a capacity building activity is required for knowledge/technology transfer to the Ministry of Energy, Water and Hydrocarbons (MEEH), allowing the possibility of scaling-up this integrated approach to the rest of Madagascar. Finally, strengthening the capacity of the MEEH and refining this approach as suggested above will certainly help in the pursuit to improve equitable access to safe and clean water for households located in the drought-affected areas of southern Madagascar, allowing them to be more resilient to the effects of climate change.  相似文献

Cross-border communication and co-operation at the Eastern fringe of the European Union seems so far to have been a matter of political initiative and a lot of good will at the levels of national, regional and local governance. This article maintains that everyday culture must be given more notice when cross-border activities are regarded at the local level, especially in twin cities. The case of the German-Polish twin city Guben/Gubin reveals a strong tendency towards a new divergence of thought and action between formal and informal levels of action, namely the level of local politics and governance and the level of local everyday milieux. While the politics of Euroregions, local administrations and local governments is very often directed towards establishing symbolic gestures of border-crossing and mutual understanding, social milieux at the ‘base’ of local societies are rather driven by a paradoxical mixture of hope, anxiety, resentments and prejudice, thus producing contradictions and even conflict with official political initiative. The most prominent ‘victim’ of the global financial crisis in 2007/2008 has been Greece, which is, even now, in the middle of an economic and social storm that is threatening its economic and social cohesion and its membership of the Eurozone. Using the social well-being conceptual framework as a benchmark and exploiting the literature of composite indicators, the paper aims to assess and measure the regional impact of the crisis in a systematic and comprehensive way. Differing from most of previous studies, both at national and international levels, this study is based on the assumption that the effects of the crisis go far beyond economics and create a social crisis strongly associated with significant human and social costs that might transform Greece’s regional status and threaten its regional well-being, probably in a very unequal way. The main finding of the analysis is that although all regions were severely affected by the dynamics and intensity of the crisis, some regions were more affected than others, leading to ‘winners’ and ‘losers’. From a policy point of view, the results of this study have serious implications for crisis management, recovery policy actions and a country’s social cohesion, especially in Greece where austerity policy measures not only imposed considerable cutbacks in regional development policies but also ignored the spatial dimension of the crisis.  相似文献

The rise of China as the ‘world factory’ has been attributed to the export-oriented industrialization largely driven by some fundamental transformations unfolding in China’s economic, political and cultural arenas, since the Reform and Opening-Up policies. As production costs and competitive pressures both rise, the flexible business environment that export-led production used to embed in has undergone dramatic restructuring and this has further pushed forward new rounds of spatial restructuring and industrial relocation, especially in China’s highly export-oriented apparel industry. Using a large firm-level dataset on new firm formation, we show the articulation of global, regional and local factors are shaping the new firm formation pattern and industrial relocation in interactional and collective ways. The econometric estimations also indicate the ways in which and the extents to which these factors affect firm location choice are highly determined by firm-specific capability.  相似文献

In the most recent decades European urban regions underwent functional changes reflecting heterogeneous land-use patterns and specific urban footprints. Several mono-centric cities shifted towards a scattered development with impact on the socio-spatial structure. Discontinuous expansion determined, in some cases, a net increase in land consumption. Using a multivariate exploratory approach, the present study analyzes the spatial relationships between 14 morphological variables and 22 socioeconomic indicators in Rome’s province. The aim of this study was to identify the demographic and socioeconomic indicators most associated to the transition from a mono-centric and semi-compact morphology towards a more dispersed settlement structure based on different sealing profiles observed at the local scale. Four groups of socioeconomic indicators (population structure, job market, economic specialization and settlement characteristics) associated to different sealing profiles (low, medium and high imperviousness) were identified and local municipalities classified accordingly. Although the urban–rural axis maintains an important role in the spatial organization of Rome’s province, other variables were found associated to areas with moderately low imperviousness, evidencing a specific demographic structure and persisting socioeconomic disparities at the base of the settlement model observed at the regional scale.  相似文献

Ecotourism, an economic diversification tool most commonly applied in the Third World as a means to protect ecosystems, preserve local cultures, and spur economic development, has recently been applied in First World resource-dependent areas. While ecotourism has traditionally focused on Third World ‘undisturbed’ protected lands, it has also been developed in their First World equivalents (i.e., old-growth forests) as well as in First World sites of past resource extraction and in places where current agricultural practices maintain cherished cultural landscapes. Forest County, Pennsylvania, a timber-dependent area, sought to diversify its economy by developing ecotourism based on its unique Allegheny hardwood forests, which are produced by timber harvesting. This ecotourism would encourage amenity-based, locally-driven economic development and maintain timber harvesting. While government and foundation supported ecotourism development efforts in areas dependent on resource extraction have incorporated some of ecotourism’s ideals, these operations have had mixed success. Such isolated areas, which have traditionally drawn visitors independently engaging in traditional outdoor recreation activities, have not been able to draw enough customers willing to pay for natural and cultural history tours. If ecotourism is to be successful, such areas may need further government support and destination branding to increase name recognition in order to counter the global orientation of the nature tour industry. For true community development, local collaborative efforts including resource and environmental interests are also required in which primary production is connected to processing and consumers through value-added and service sector activities such as tourism.  相似文献
