Vulnerability, adaptation and resilience are concepts that are finding increasing currency in several fields of research as well as in various policy and practitioner communities engaged in global environmental change science, climate change, sustainability science, disaster risk-reduction and famine interventions. As scientists and practitioners increasingly work together in this arena a number of questions are emerging: What is credible, salient and legitimate knowledge, how is this knowledge generated and how is it used in decision making? Drawing on important science in this field, and including a case study from southern Africa, we suggest an alternative mode of interaction to the usual one-way interaction between science and practice often used. In this alternative approach, different experts, risk-bearers, and local communities are involved and knowledge and practice is contested, co-produced and reflected upon. Despite some successes in the use and negotiation of such knowledge for ‘real’ world issues, a number of problems persist that require further investigation including the difficulties of developing consensus on the methodologies used by a range of stakeholders usually across a wide region (as the case study of southern Africa shows, particularly in determining and identifying vulnerable groups, sectors, and systems); slow delivery of products that could enhance resilience to change that reflects not only a lack of data, and need for scientific credibility, but also the time-consuming process of coming to a negotiated understanding in science–practice interactions and, finally, the need to clarify the role of ‘external’ agencies, stakeholders, and scientists at the outset of the dialogue process and subsequent interactions. Such factors, we argue, all hinder the use of vulnerability and resilience ‘knowledge’ that is being generated and will require much more detailed investigation by both producers and users of such knowledge.  相似文献

We develop a systems framework for exploring adaptation pathways to climate change among people in remote and marginalized regions. The framework builds on two common and seemingly paradoxical narratives about people in remote regions. The first is recognition that people in remote regions demonstrate significant resilience to climate and resource variability, and may therefore be among the best equipped to adapt to climate change. The second narrative is that many people in remote regions are chronically disadvantaged and therefore are among the most vulnerable to climate change impacts. These narratives, taken in isolation and in extremis, can have significant maladaptive policy and practice implications. From a systems perspective, both narratives may be valid, because they form elements of latent and dominant feedback loops that require articulation for a nuanced understanding of vulnerability-reducing and resilience-building responses in a joint framework. Through literature review and community engagement across three remote regions on different continents, we test the potential of the framework to assist dialogue about adaptation pathways in remote marginalized communities. In an adaptation pathway view, short-term responses to vulnerability can risk locking in a pathway that increases specific resilience but creates greater vulnerability in the long-term. Equally, longer-term actions towards increasing desirable forms of resilience need to take account of short-term realities to respond to acute and multiple needs of marginalized remote communities. The framework was useful in uniting vulnerability and resilience narratives, and broadening the scope for adaptation policy and action on adaptation pathways for remote regions.  相似文献

Even with substantially increased attention to climate adaptation in developing countries in recent years, there are a number of important remaining research needs: better incorporating stakeholder input; using replicable methodologies to provide comparability across different settings; assuring that stakeholder input reflects the results of climate science, not simply perceptions; and effectively linking stakeholder input with the regional and national levels at which policy changes are made. This study reports the results of a methodology for identifying and prioritizing local, stakeholder-driven response options to climate change in agriculture. The approach is based on multi-criteria scoring methods previously applied to research planning and priority-setting in agricultural and natural resource management research, public health, and other areas. The methodology is a sequential approach built around needs assessments by local stakeholders; the incorporation of climate science results; the sharing of these results and climate adaption response options with stakeholders at a series of workshops; stakeholder priority-setting exercises using multi-criteria scoring; and validation with policymakers. The application is to three diverse agroecosystems in Mexico, Peru and Uruguay. Among the many findings is that, notwithstanding the wide diversity of agro-ecosystems, there are numerous similarities in the agricultural adaptation responses prioritized by local stakeholders.  相似文献

A generalized vulnerability framework was used to structure an interdisciplinary and intercultural examination of factors that influence the ways in which reindeer pastoralism in Finnmark (northern Norway) may be affected by climate change. Regional and local (downscaled) climate projections included scenarios that can potentially influence foraging conditions for reindeer. None of the projections were without precedent; several climate change events in Finnmark during the last 100 years were at least as great as those projected in the next 20–30 years. Herders’ traditional responses to changes in both the natural and the socio-economic environments have depended on a flexibility in herding practice that is currently being eroded by several non-climate factors. The reduced of freedom of action resulting from loss of habitat, predation and aspects of governance (especially economic and legal constraints) potentially dwarves the putative effects of projected climate change on reindeer pastoralism. It may, however, also lead to situations in which new climatic conditions threaten the system in unprecedented ways. Developing appropriate methodologies for assessing the adaptive capacity, the vulnerability and the resilience of social–ecological systems to global changes remains a challenge. Recognition of the knowledge systems of Arctic cultures and the full engagement of local people throughout the process are key elements of the solution.  相似文献

Fossil energy subsidies create a series of distortions that often have negative environmental and social consequences. Yet, since subsidies confer salient and tangible benefits in the form of cheaper prices, citizens are very resistant to reforms. This research investigates how to best communicate the removal of fossil subsidies using a highly powered, pre-registered study with 5,498 participants across 11 countries in Latin America. We assessed baseline knowledge and views about subsidies and randomly assigned participants to one of eight experimental conditions varying in both the aspects emphasized (e.g., environment, distributive justice, prospective fiscal benefits) and the form of providing the message (i.e., complete or summarized information). Our results show that citizens (a) display a generalized lack of knowledge about the existence of energy subsidies, (b) are very unwilling to remove these subsidies once they know of their existence, and (c) would like subsidies to actually increase rather than decrease. Despite these results, our experiment revealed that communication strategies can be tailored to increase the acceptance of energy reforms. Specifically, emphasizing the negative consequences of subsidies (e.g., overconsumption of natural resources and unfair allocation of resources to the wealthy) is more effective than highlighting the potential benefits to be obtained via their removal (e.g., higher investment in healthcare, education, public safety, or welfare programs). Further, providing complete information is more effective than offering summarized pieces of information. These findings provide guidance on how to effectively communicate energy reforms.  相似文献

To respond to climate impact, poor agricultural households in less developed regions rely on different types of assets that define their overall adaptive capacity (AC). However not all assets build capacity equally. In this study we argue that building AC requires a combination of interventions that address not only climate-related risks (specific capacity) but also the structural deficits (e.g., lack of income, education, health, political power) (generic capacity) that shape vulnerability. Focusing on rainfed agriculture in NE Brazil, we investigate how households leverage and combine generic and specific capacities to reduce vulnerability. Particularly we explore: 1) the relative importance of different kinds of capacity in shaping vulnerability on these households and 2) how the level of generic capacities (particularly as a result of Brazil’s anti-poverty program Bolsa Família) influences the adoption of specific ones. We find that both kinds of capacity matter, as relatively higher levels of generic capacity (in terms of income in general, and climate-neutral income specifically) are associated with higher levels of specific capacity (irrigation). In addition we find that while Bolsa Família has been positive in increasing income, it has not been sufficient to manage the risk of food insecurity during drought events, suggesting a 'poverty trap' in which families are constantly coping with drought but failing to overcome the conditions that make them vulnerable. Our findings indicate that in order to decrease climate vulnerability of poor agricultural households, development interventions, such as anti-poverty programs, have to go beyond cash transfer and should incorporate risk management policies that enhance synergies between generic and specific capacities.  相似文献

Renewed attention to the role of subnational efforts in addressing myriad environmental challenges necessitates a greater understanding of the factors associated with program adoption. Given observed relationships between adoption of sustainability practices and the presence of carbon-intensive industry, and separately the observed persistence of industrial history in a given place, we explore the link between historical manufacturing employment volatility and current sustainability plan adoption at the local level. Our analysis suggests that the magnitude of changes in manufacturing employment is inversely related to the likelihood of sustainability plan adoption. Our analysis further suggests that, given the same pace of change, counties with shrinking manufacturing employment are more likely to adopt sustainability plans than those with growing employment. Lastly, we find that the link between past industrial transitions and local sustainability commitment is moderated by local disaster experience and priority for environmental protection. Collectively, the findings also shed light on potential—and otherwise unobservable—barriers to transitions to sustainable practices at the local level. In particular, the inverse relationship between pace of employment change and plan adoption suggests that minimizing the rapidity of contemporary transitions may counterintuitively ease the eventual adoption of sustainability-related policies.  相似文献

Climate change is an increasing threat to sustainable development worldwide. However, the dominant incremental policy approaches have not generated action at anywhere near the rate, scale or depth that is needed. This is largely due to the fact that climate change has historically been framed as a purely external, technical challenge. There is an urgent need for a more integral understanding that links internal and external (collective and systems) approaches to support transformation. However, related knowledge is scarce and fragmented across disciplines. This study addresses this gap. Through a systematic literature review, we analyse how the linkages between internal and external change are portrayed and understood in current research. We assess the scope, perspectives and approaches used to understand why, and how, internal change relates to climate action and sustainability. Our results highlight patterns and gaps regarding foci, conceptualisation, methods, epistemology, ontology and ethics that hamper emergent solutions and progress. Starting from the status quo, we propose an integrated model of change as an agenda and roadmap for future research, policy and practice.  相似文献

The element phosphorus underpins the viability of global and national food systems, by ensuring soil fertility, maximising crop yields, supporting farmer livelihoods and ultimately nutritional security of the global population. The implications of global phosphorus scarcity therefore have serious potential consequences for future food security, yet these implications have not been be comprehensively or sufficiently assessed at the global or national scales. This paper offers a new integrated framework for assessing the vulnerability of national food systems to global phosphorus scarcity—the Phosphorus Vulnerability Assessment framework. Drawing on developments in assessing climate and water vulnerability, the framework identifies and integrates 26 phosphorus-related biophysical, technical, geopolitical, socio-economic and institutional factors that can lead to food system vulnerability. The theoretical framework allows analysis of context-specific food system by examining impact due to exposure, sensitivity and adaptive capacity. The framework will also ultimately provide guidance for food and agriculture policy-makers, phosphate producers and phosphorus end-users (primarily farmers and consumers) to take action to reduce their vulnerability to this new global challenge.  相似文献

Understanding public perceptions of climate change is fundamental to both climate science and policy because it defines local and global socio-political contexts within which policy makers and scientists operate. To date, most studies addressing climate change perceptions have been place-based. While such research is informative, comparative studies across sites are important for building generalized theory around why and how people understand and interpret climate change and associated risks. This paper presents a cross-sectional study from six different country contexts to illustrate a novel comparative approach to unraveling the complexities of local vs global perceptions around climate change. We extract and compare ‘cultural knowledge’ regarding climate change using the theory of ‘culture as consensus’. To demonstrate the value of this approach, we examine cross-national data to see if people within specific and diverse places share ideas about global climate change. Findings show that although data was collected using ethnographically derived items collected through place-based methods we still find evidence of a shared cultural model of climate change which spans the diverse sites in the six countries. Moreover, there are specific signs of climate change which appear to be recognized cross-culturally. In addition, results show that being female and having a higher education are both likely to have a positive effect on global cultural competency of individuals. We discuss these result in the context of literature on environmental perceptions and propose that people with higher education are more likely to share common perceptions about climate change across cultures and tentatively suggest that we appear to see the emergence of a ‘global’, cross-cultural mental model around climate change and its potential impacts which in itself is linked to higher education.  相似文献

Bush encroachment is a significant phenomenon in savanna environments as it affects wildlife and local livelihoods by preventing new pasture generation. In this article we present a 2000-year record of vegetation change in the Dara range of the Mago National Park, southwestern Ethiopia, an area inhabited by Mursi agro-pastoralists. We use an interdisciplinary approach to understand whether bush encroachment in this area is a recent event or a transitional state of the savanna and describe the local understanding of encroachment as a species-specific process. The vegetation record was obtained from a fossil hyrax midden, a type of sediment already used in Southern Africa but never before in East Africa. Six encroaching phases, led by Capparaceae and Grewia, were found over the last two millennia. The system proved to be resilient, with alternating open and encroached phases, and showed a non-linear response to environmental change, thereby fitting the control theory hypothesis for hysteresis loops. Determining the thresholds conditioning the system's resilience could help to improve savanna management for both local people and National Park authorities.  相似文献

This paper builds on existing theory and proposes a framework to identify vulnerability to climate change in food systems by examining historic cases where common environmental problems caused famine. Cases presented are (1) Ireland’s Potato Famine, (2) El Niño induced famines during the Colonial period, and (3) Ethiopia between 1965 and 1997. Three factors stand out as common in each. Prior to each famine: (1) there were very few ways that people could obtain a living in the worst affected regions; (2) livelihoods in famine stricken communities came to depend on highly specialized agro-ecosystems that were sensitive to environmental change; (3) institutions failed to provide adequate safety nets to protect livelihoods from failure. This analysis suggests that vulnerability to climate change in food systems can be assessed by looking at agro-ecosystems, livelihoods and institutions. Local conditions, however, mean that ways of measuring these three factors will vary from place to place. As a result, direct comparisons are difficult. By conceptualizing these three variables as the axes of a three dimensional “vulnerability” space, it is possible to compare regions and look at trends over time by studying the paths through this “space” as traced by changes at the agro-ecosystem, livelihood, and institutional scale.  相似文献

Syndrome analysis seeks to capture socio-ecological dynamics of interaction by addressing clusters of symptoms rather than isolated variables. This paper identifies the main symptoms of vulnerability to hydrometeorological disasters in Central America and the Caribbean by building on the results of 14 postdisaster assessments. A syndrome representation for this region is proposed, including 13 symptoms and their causal interrelations. These symptoms are manifested in the spheres of biology, hydrology, soil, population, economy, social organization, and knowledge. The linkages of this syndrome representation to other syndromes, its degree of generality across places, and its causal loops are analyzed and discussed. Three vicious circles increasing vulnerability to hydrometeorological disasters in the region are identified. Two of them point to the importance of breaking urbanization cycles marked by the absence of effective land-use planning which lead to the occupation of hazardous areas by poor people. The third causal loop goes far beyond the urban context and establishes ecosystem degradation and conversion as its main driving force. This latter vicious circle supports the notion that vulnerability should be understood in the context of human–environmental interactions. Overall, the paper illustrates how syndrome analysis delivers integrated, and relatively generalizable, assessments of vulnerability.  相似文献

Understanding the relationship between multi-level institutional linkages and conditions influencing the likelihood of successful collective action has practical and theoretical relevance to sustainable local resource governance. This paper studies the relationship between multi-level linkages and local autonomy, a facilitating condition found to increase the likelihood of local successful collective action. A technique known as fuzzy-set qualitative comparative analysis (fsQCA) was applied to a longitudinal comparative data set. In the context of the decentralization of a protected area system in Costa Rica (1986–2006), it traced the emergence and endurance of autonomy among local institutions for biodiversity conservation. The technique illustrates which set of multi-level linkages combined in different ways, and at different points in time, to reach the same outcome (local autonomy). The findings show that a unique set of combinations of multi-level linkages led to the emergence of local autonomy among institutions for biodiversity conservation governance. In contrast, a more diverse set was associated with the endurance of local autonomy over time, suggesting that institutional diversity may play a more prominent role in the maintenance of institutional robustness than in processes of institutional emergence.  相似文献

Motivated by environmental concerns, a few historians have reaffirmed that history is more than relationships among people; it involves human beings interacting with their environment. Some investigators of European history have given consideration to the effects of climate variations on human history. Preliminary examination of historic documents available for Latin America suggest that a time series of climate variations could also be reconstructed for at least the last 400 years. These preliminary data suggest that the general economic and social crises that prevailed in Europe during the Little Ice Age have parallels in Latin America. Such a concurrence of economic and social trends for these regions seems to reflect the influence of the general adverse climate prevailing during this time. Clearly, an opportunity exists for historians and climatologists to reconstruct the past climate of Latin America and compare these records with other parts of the world to establish the timing, length and magnitude of climate fluctuations over periods of human history.  相似文献
