Digital divides are differences in access to information and communication technologies (ICTs) which tend to reflect the social and regional inequalities between and within countries. This paper presents a case study from Chile, which is among the leaders in Latin America both in levels of e-readiness and in social and regional inequality. The Chilean state’s ICT policies are situated within the “Third Way” approach of the centre-left government, reflecting the tensions between a pro-active and positive view of neoliberal globalisation, and state social programmes to support poorer sectors of society.The paper presents a multi-level analysis of two elements of Chilean ICT policy: Chilecompra, an online public e-procurement system aimed at creating transparent and competitive transactions in line with neoliberal economic theory, and Red Comunitaria, a network of Community Information Centres which offer free internet access and training to individuals, including microentrepreneurs. Interviews were conducted at the national, regional and local level. Findings were that the Community Information Centres (telecentros) had indeed furthered digital inclusion while in the meantime the shift to e-procurement had excluded many microentrepreneurs who had not registered with the system of Chilecompra. The larger of the local enterprises had registered but were having difficulties competing online with bigger companies located in the regional and national capitals.The paper argues that while both state policies see themselves as successes, the political objectives underlying the technology mirror the Chilean government’s struggle to simultaneously embrace neoliberal globalisation while working towards greater social and regional cohesion. At the local level there is evidence of the failure to reconcile the two approaches which may be indicative of a more general tension between these goals.  相似文献

Since a central concern of the geography of international migration is to consider how and why stocks and flows of migrants are variable from country to country, the study of skilled international migration must address policies of individual governments towards local and foreign skilled workers. These policies are most evident in immigration and emigration legislation, regulations and practice, but also, less directly but often of more fundamental significance, in policies in education, manpower planning and towards wages and salaries. In Sub-Saharan Africa there is a wide range of experience of recent skilled international migration, driven by direct and indirect policies pursued by individual governments since independence. At an intercontinental scale the deleterious effects of the global division of labour have not merely been passively accepted; within the continent new patterns of skilled-labour migration have been created by increasingly differentiated economic performance and political relationships. A case study of Kenya, a country of small current net immigration of skilled workers, is used to specify some of the processes that establish the relationships between immigration and emigration policies, and how these have been mediated by conditions for skilled workers. The concluding section of this paper sets the general experience and that of the Kenyan case study in the wider context of the role of the state as a factor in the geography of skilled international migration in the Third World.  相似文献

In South Africa the science and practice of soil conservation have been dominated by a technical approach which does not take into account the perceptions, knowledge and needs of people living in rural areas. Attempts to incorporate land users into soil conservation programmes have not had much influence on conservation policies. In order to compare the scientifically-based physical appraisals of an area with the community's perceptions of soil erosion on their land, a project was established in a rural area of KwaZulu/Natal. This paper briefly reviews soil conservation policy in former homeland areas. It then considers the historical development of the community of Cornfields and their responses to changing government policies. The research indicates that rural dwellers have valuable knowledge concerning soil conservation, but that the neglest of such communities by agricultural and conservation authorities has led to the unsustainable use of the land. The area is severely eroded and soils in the area are amongst the most highly erodible in the province. Therefore levels of degradation would be high even without dense human occupation. This evidence is clearly important in future conservation planning and recommendations are made regarding a policy for the management of soil resources in rural areas.  相似文献

Cameroon's economic development is without doubt a story of success. Since independence, the country has been favoured by internal and external advantages but, as in most African countries south of the Sahara, the results of regional development policies — in spite of an existing and sound planning structure — are disappointing. Cameroon was always well-provided with the now fashionable ‘integrated’, ‘basic need-oriented’, ‘bottom-up’ and ‘development-from-within’ regional policy programmes. In discussing such a programme and proposing elements of a modified development strategy, it can, however, be argued that even the first step of creating a basic regional development project has been far from satisfactory. Further, in spite of government rhetoric, no regional development policy as normally defined exists. What does exist are regional effects of development projects. This prompts the question of whether it may be preferable to replace the term ‘regional development policy’, and to return to a ‘regionally based, comprehensively planned, project policy’, based on facts which first have to be collected and analysed.  相似文献

This paper analyzes recent union efforts to organize low-wage workers in the home- and community-based segments of homecare, childcare, and services to people with developmental disabilities in the US. In these sectors, consumer demand has combined with privatization to create an army of “flexible”, part-time, poverty-wage workers, most of them women, people of color, and immigrants. This workforce is profoundly fragmented due to the preponderance of small nonprofit employers, widespread self-employment, and spatially atomized labor performed within myriad private homes. However, service sector unions have adapted creatively to these opportunities and constraints by implementing two interlinked scale-jumping strategies to overcome care workers’ spatial and organizational atomization. One is state-by-state policy advocacy to raise labor (and service) standards industry-wide and to aggregate employment through various organizational and legal interventions. The other is coalition building with consumers and advocates at the local, state, and national level to generate essential political support for these measures. We find that the success of this strategy has been shaped in large part by the political landscape of region and the political economy of distinct care industry segments. Finally, the resulting care industry unionism constitutes a distinct strand of an emergent public services unionism—in which consumers and workers struggle to define care labor as a socially necessary public good, and workers pushed into the nebulous zone between state and market struggle to define themselves as public workers.  相似文献

In many Indigenous territories, continuing processes of primitive accumulation driven by governments?? claims to resources and territory simultaneously deny Indigenous rights and insist on market forces as the foundation for economic and social futures in Indigenous domains. Drawing on research in North Australia, this paper identifies the erasure of Indigenous governance, the development of wickedly complex administrative systems, continuing structural and procedural racism and state hostility to Indigenous rights as constructing Indigenous vulnerability to poverty, addiction and underdevelopment. Shaping sustainable Indigenous futures in remote areas that are characterised by long-term development failure requires rethinking of remote local and regional economic relationships. Recognising remote regional economies as hybrid economies that rely on environmental, social and cultural wealth is an important first step in reorienting policy settings. It is also crucial that we acknowledge sustainable Indigenous futures cannot arise from policy interventions that rely on creating wealth for state and corporate appropriation and assume enough of this wealth can be redistributed to local Indigenous communities to constitute ??development??. Politically constructed crisis interventions, such as Australia??s recent actions in remote Northern Territory communities, represent a failure of state relationships rather than an appropriate and sustainable response to the challenge of Indigenous vulnerability. This paper argues that attention to Indigenous rights and development of good relationships and good processes of governance, autonomy and responsibility within communities as well as between them and governments is fundamental to sustainable Indigenous futures. Without this, neither government programs nor large-scale natural resource-based development projects can deliver sustainable futures for remote Indigenous groups.  相似文献

The reshaping of South African cities is being guided by policies aiming to build socially and environmentally just communities. Despite widespread commitment to this goal, there is little consensus on what it means and how it should and could translate into practice. The paper shows that despite the emphasis on environmental justice and building sustainable communities in policy, the institutional context for implementation (including expert driven and deliberative approaches) do not always deliver on this mandate. Consequently, policy outcomes do not reflect those of the communities and households it is meant to serve, raising challenging moral and ethical questions for institutions involved in environmental governance. This paper shows how the institutional context of environmental assessment combined with the role played by the values held by environmental practitioners charged with influencing decision-making result in the perpetuation of environmental injustices. The lack of a clearly defined profession and professional body, reflecting a diversity of values, debating, regulating, defining and defending a set of principles to guide decision-making in cities is identified as a possible reason for the lack of congruence between the values reflected in policy with those held by the communities these interventions are intended to serve. The resulting value added by sustainable cities interventions in the light of this mismatch is therefore questionable, raising challenges regarding international calls for local action as well as an increasing policy focus in South Africa on the local level as the agent of political and spatial transformation of cities.  相似文献

Decentralisation reforms and political conditions in the Philippines present an ideal environment for forest management by recognising the land entitlements of upland and indigenous communities and promoting the involvement of local government units. By assessing whether current conditions – policies, institutions, and programmes – are conducive to effective decentralisation, this study examines the present state of decentralisation in the forestry sector of the Philippines. By analysing case studies conducted in Nueva Vizcaya Province, it also attempts to answer a broader question: when is decentralisation a success and when is it a failure? A number of uncertainties are revealed, along with various issues that hamper decentralisation, and that are interrelated and reinforce one another in much the same way as they have done over the past decade. The study highlights the need for caution when increasing the involvement of government at different levels, as it affects the pace of decentralisation reforms. It also shows that a mix of site-specific interventions and community endeavours that focus on securing local livelihoods has led to some success. This is a strategy that helps decentralisation reforms.  相似文献

In 2008, an 8.0-magnitude earthquake struck southwest China less than 100 km north of Chengdu, the booming capital of Sichuan Province. The city government undertook a massive reconstruction project in its rural hinterlands that was guided by existing policies to develop rural areas through coordinated urban and rural planning. Planners sought to avoid replicating urban settlements in rural areas by developing recognizably “pastoral” villages, an approach that is being widely echoed in the relatively new discipline of rural spatial planning in China. This paper argues that such design concessions evade the key feature of the new villages: the concentration of rural residents. The Chengdu government, though this symbolic and actual de-peopling of rural landscapes, has recast rural space as an environmental amenity and an abstract stock of arable land. Drawing on interviews, site visits, and policy and media documents, the paper analyzes the metropolitan plans that provided the framework for rural reconstruction in post-quake Chengdu, and connects these to a model village site in Chengdu’s rural periphery. The case illustrates the need to understand site-level village planning in the context of regional political economies of land, and highlights the new role that metropolitan governments are playing in rural development strategies.  相似文献

Understanding people’s willingness to participate in projects and programmes of payments for ecosystem services (PES) has not been a key analytical concern of the scholarly literature around this new field of environmental policy and practice. This paper analyses participation in four communities benefiting from payments for biodiversity and carbon fixation in Mexico, and contrasts the results for each case with neighbouring communities that do not receive payments. We take a holistic approach that accounts for procedural rules, actors’ interactions, institutions and values, and individuals’ characteristics. We show that the nature of PES rules and the effectiveness of communication with government officers and NGOs influence resource managers’ ability and willingness to participate. We highlight community size, resource managers’ ability to diversify livelihood activities and local perspectives on the conservation of common forests, particularly sacred values and intergenerational concerns on forest conservation, as critical participation drivers. This analysis provides insights on why and how these new institutions may be attractive for some resource managers and permits to draw some recommendations for the future design of PES projects and programmes.  相似文献

China’s rapid economic growth following the 1978 reforms has resulted in significant economic, social and environmental change. These reforms and their outcomes have been subjected to considerable scrutiny. However, relatively little research has been directed towards the relationship between the changing role of local government, which has itself been subject to substantial restructuring, and the local mediation of the social and environmental impacts of rapid economic growth. This paper investigates the local manifestation of social and environmental change in Zhejiang Province. In particular, it considers the changing role of local government in the regulatory process, and features a case study of Huzhou Municipality. A synthesis of the factual knowledge and perceptions of 48 key-informants from government and public institutions and rural industries is used as the platform for an analysis of the changing nature of local regulation with respect to the provision of key public services (health care and education) and environmental protection (water pollution control). The results reveal the ability of local government to selectively implement national and provincial policies in light of local priorities, which is taken as indicative of the emergence of local agency within local development processes. The case study suggests a need to re-evaluate conventional wisdom on the absence of autonomy at local levels of government in China, particularly as it relates to the continued devolution of administrative responsibility and the emergence of increasingly powerful economic interests.  相似文献

The mesh of several agrarian structures in Galicia, North Western Iberia, are recognized as being, with other factors, key forces which have precluded most sectors of society from reaping rewards from a generally physically well endowed region. Historical factors, such as the region's administration in the past, which managed it more like a colony than an integral part of the state, have contributed to Galicia's problems. The spatial organization of rural society and the rural economy has been transformed in the last century into a closed system referred to as minifundismo which manifests significant regional contrasts, but remains essentially a subsistance system of prodution. It is demonstrated that minifundismo cannot revitalize itself, because of its structure, and contemporary rural policies of the government are achieving little, as effects rather than causes of the difficulties are being tackled. Future prospects in the short and medium term for Galicia remain bleak unless a dynamic sweeping policy of integrated, rural, structural reform is implemented which aims to tackle the problem at several levels.  相似文献

Macro government policies are often considered outside the context of their spatial impact. Following recent discussions of the problem, this paper is concerned with a critical review of Canadian Manpower policy in the context of national efficiency, regional equity and their interaction. Thus Manpower policy is analysed with respect to its implications concerning regional development as well as implicit regional policy. It is contended that many of the problems of Manpower policy in the spatial context can be traced back to the implicit theoretical background of Manpower policy; Human Capital theory. A radical critique of Human Capital theory is presented and a brief discussion of the ‘functional’ relationship between regional inequality and national macro-planning is also noted. In general the paper concludes that Manpower and regional policies in Canada tend to be contradictory although more research is needed to analyse the spatial impact of macro-policy which may overwhelm spatial policy and significantly influence the future of the spatial economy.  相似文献

The idea that the deprived communities of the UK’s towns and cities are ‘unsustainable’ has been a central theme of government housing policy since New Labour came into power in 1997. The creation of ‘mixed-tenure communities’ has been heralded by some policy makers as a key component of creating sustainable communities by overcoming concentrations of deprivation as well as creating responsible citizens who make few demands on the state. Since devolution, support for owner-occupation has been promoted by both Scottish Labour and SNP regimes as a regeneration tool, and has been included in the Local Housing Strategy of many local authorities in Scotland. Drawing on research in Glasgow, this paper achieves three things. First, it highlights the ethopolitics associated with the identities of owner-occupiers and social rented tenants as skilled or flawed consumers; second, it explores the tools used in recent years to create mixed communities through encouraging owner-occupation; and third, it questions the continued uncritical support of the insertion of owner-occupiers into deprived areas as a regeneration and responsiblisation tool.  相似文献

Extensive rural regions are facing major socio-economic, political and environmental change from the dual effects of agricultural restructuring and environmental degradation. While central governments often rely on regional level policy responses, local actors, such as rural local governments may resist these ‘top-down’ initiatives. This paper examines the oppositional response of 34 rural local governments to state-led regionalisation for economic development and natural resource management in the extensive and sparely populated Wheatbelt region of Western Australia. The analysis explores how state threats of amalgamation; shifting national policy empathies in rural development; and, local preferences for horizontal rather than vertical forms of cooperation are influential in catalysing a brand of defensive regionalism amongst local government actors. Adopting this defensive posture allowed local actors to both buffer state intervention and improve the effectiveness of their own cooperative planning and management activities for sustainable development. These observations are interpreted through concepts of collective identity formation, providing an analytical perspective that is sensitive to the inter-scalar politics in rural governance.  相似文献

This paper is concerned with the political significance of the spatial economic activities of states. Regional problems are often the result of social differences which frequently are expressed in regional consciousness and loyalties and in turn they often create potential political and social cleavages and thus affect the cohesion and viability of the state. Various aspects of regional development policies in both western and eastern European multinational states which involve the spatial distribution of economic activities are examined. Planning the economic and social life emphasizes the regional allocation of resources, the coordination of national plans with regional objectives and increased consideration of the problem of lagging regions. Most regional movements are a protest against neglect and demand more local control and autonomy, therefore regional policies must be geared to the modification of long standing grievances resulting from past policies. In countries where increased participation by its inhabitants in the economic and social policies of their respective countries has been a matter of national policy, regional grievances generally have been kept under control.  相似文献

Mass migration to major USA cities is reworking patterns of ethnic jobholding and labor market segmentation. Employers in a variety of industries have turned to recent migrants, many of whom are not authorized to work in the USA, as a stable labor supply for low-wage jobs. As a result, many migrant workers enter urban economies through precarious jobs in low-wage industries and the informal economy where they often endure routine violations of labor and employment laws. This paper examines the activities of a “migrant worker center” in improving wages and working conditions in migrant labor markets. Through a case study of a worker center located in a port-of-entry immigrant neighborhood on Chicago’s Southwest Side, we examine the geographies of the low-wage labor market and the problems that have arisen for workers who hold jobs that effectively exist beyond the reach of government regulation. We argue that migrant worker centers will likely emerge as a key resource for workers who are drawn to global cities by the promise of economic opportunity yet confront harsh conditions in the local labor markets in which they are employed.  相似文献

The interface between environmentalism and neoliberalism in industrialised nations is dynamic and evolving with each of these significant socio-political movements exerting influence on the other. In the context of Australian environmental policy, ideas of heritage, sense of place and belonging are increasingly invoked to support the current policy emphasis on the role of regional communities for realising goals for land and water conservation and environmental restoration. To explore the broader meaning and consequences of these developments, we focus on the manner in which ideas of heritage are employed and evoked within the Murray–Darling Outreach Project, a collaboration between the Murray–Darling Basin Commission, a key natural resource management agency, and the National Museum of Australia. The Murray–Darling Outreach Project has the aim of increasing community involvement in local environmental issues by promoting ideas of vernacular heritage.  相似文献

The notion of community has been central to the political project of renewal of New Labour in the UK. The paper explores how the discourses of community are framed within New Labour and discusses these in the light of the results from research which focuses on how people within urban deprived areas construct their community. It draws upon the results of one part of a larger research project (the ‘Well London’ programme) which aimed to capture the views of residents from 20 disadvantaged neighbourhoods throughout London using an innovative qualitative method known as the ‘World Café’. Our results show the centrality of young people to the development of cohesive communities, the importance of building informal relationships between residents alongside encouraging greater participation to policy making, and the need to see these places as fragile and temporary locations but with considerable social strengths. Government policies are only partially addressing these issues. They pay greater attention to formally encouraging citizens to become more involved in policy making, largely ignore the contribution young people could make to the community cohesion agenda, and weakly define the shared norms and values that are crucial in building cohesive communities. Thus, the conclusion is that whilst an emphasis of the government on ‘community’ is to be welcome, more needs to be done in terms of considering the ‘voices’ of the community as well as enabling communities to determine and act upon their priorities.  相似文献
