This study examines spatially referenced perceived landscape values and climate change risks collected through public participation geographic information systems for potential use in climate change planning. Using survey data from the Southern Fleurieu Peninsula, South Australia, we present a method for identifying perceived landscape values and climate change risks to describe and quantify their spatial associations. Two spatial data models??vector and raster??and two analytical methods??Jaccard coefficients and spatial cross-correlations were used to describe the spatial associations. Results indicate that perceptions of climate change risk are driven, in part, by the values people assign or hold for places on the landscape. Biodiversity and intrinsic landscape values have strong spatial association with biodiversity loss risk while recreation values have strong spatial association with riparian flooding, sea-level rise and wave action risks. Other landscape values show weak to no spatial association with perceived climate change risks. The methodology described in this research provides a mechanism for government agencies to develop place-based adaptation strategies based on these associations.  相似文献

A changing climate will exacerbate many of the problems currently faced by California’s public health institutions. The public health impacts of climate change include: an increase in extreme heat events and associated increases in heat-related morbidity and mortality, increases in the frequency and severity of air pollution episodes, shifts in the range and incidence of vector-borne diseases, increases in the severity of wildfire, increased risks of drought and flooding, and other extreme events. This article assesses the readiness of California’s public health institutions to cope with the changes that will accompany a changing climate and how they relate to strategies laid out in the state’s Climate Adaptation Strategy. County-level health offices are the front line actors to preserve public health in the face of numerous threats, including climate change. Survey results show that local health officers in California believe that climate change is a serious threat to public health, but feel that they lack the funding and resources to reduce this risk. Local health agencies also have a number of tools in place that will be helpful for preparing for a changing climate.  相似文献

A public health frame arouses hopeful emotions about climate change   总被引:1,自引:1,他引:0  
Communication researchers and practitioners have suggested that framing climate change in terms of public health and/or national security may make climate change more personally relevant and emotionally engaging to segments of the public who are currently disengaged or even dismissive of the issue. To evaluate these assumptions, using a nationally representative online survey of U.S. residents (N?=?1,127) conducted in December, 2010, we randomly assigned six previously identified audience segments on climate change to one of three experimental conditions. Subjects were asked to read uniquely framed news articles about climate change emphasizing either the risks to the environment, public health, or national security and the benefits of mitigation and adaptation-related actions. Results show that across audience segments, the public health focus was the most likely to elicit emotional reactions consistent with support for climate change mitigation and adaptation. Findings also indicated that the national security frame may possibly boomerang among audience segments already doubtful or dismissive of the issue, eliciting unintended feelings of anger.  相似文献

Process-based models used to investigate forest ecosystem response to climate change were not necessarily developed to include the effect of carbon dioxide (CO2) and temperature increases on physiological processes. Simulation of the impacts of climate change with such models may lead to questionable predictions. It is generally believed that significant shifts in the performance of black spruce (Picea mariana [Mill] B.S.P.) will occur under climate change. This species, which accounts for 64% of Ontario's coniferous growing stock and 80% of the annual allowable cut, represents important economic activity throughout the boreal forest region. Forest management planning requires relatively accurate productivity estimates. Thus, it is imperative to ensure that process-based models realistically predict the effect of climate change. In this study, CENTURY and FOREST-BGC models were calibrated for a productive, upland black spruce stand in northwestern Ontario. Even though both models predicted similar relative outcomes after 100 years of climate change, they disagreed on the impacts of temperature in combination with an increase in CO2. Also, absolute amounts of carbon sequestered varied with climate change scenarios. Comparison of both models indicated that the representation of critical processes in these two forest ecosystem models is incomplete. For instance, the interactive effects of CO2 and temperature increases on physiological processes at stand and soil levels are not well documented nor are they easily identifiable in the models. Their incorporation into models is therefore problematic. Practitioners must consequently be wary of assumptions about the inclusion of critical processes in models.  相似文献

Even with substantially increased attention to climate adaptation in developing countries in recent years, there are a number of important remaining research needs: better incorporating stakeholder input; using replicable methodologies to provide comparability across different settings; assuring that stakeholder input reflects the results of climate science, not simply perceptions; and effectively linking stakeholder input with the regional and national levels at which policy changes are made. This study reports the results of a methodology for identifying and prioritizing local, stakeholder-driven response options to climate change in agriculture. The approach is based on multi-criteria scoring methods previously applied to research planning and priority-setting in agricultural and natural resource management research, public health, and other areas. The methodology is a sequential approach built around needs assessments by local stakeholders; the incorporation of climate science results; the sharing of these results and climate adaption response options with stakeholders at a series of workshops; stakeholder priority-setting exercises using multi-criteria scoring; and validation with policymakers. The application is to three diverse agroecosystems in Mexico, Peru and Uruguay. Among the many findings is that, notwithstanding the wide diversity of agro-ecosystems, there are numerous similarities in the agricultural adaptation responses prioritized by local stakeholders.  相似文献

Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

This paper scopes a number of the health impacts of climate change in Europe (EU-27) quantitatively, using physical and monetary metrics. Temperature-related mortality effects, salmonellosis and coastal flooding-induced mental health impacts resulting from climate change are isolated from the effects of socio-economic change for the 2011–2040 and 2071–2100 time periods. The temperature-induced mortality effects of climate change include both positive and negative effects, for winter (cold) and summer (heat) effects, respectively, and have welfare costs (and benefits) of up to 100 billion Euro annually by the later time-period, though these are unevenly distributed across countries. The role of uncertainty in quantifying these effects is explored through sensitivity analysis on key parameters. This investigates climate model output, climate scenario, impact function, the existence and extent of acclimatisation, and the choice of physical and monetary metrics. While all of these lead to major differences in reported results, acclimatisation is particularly important in determining the size of the health impacts, and could influence the scale and form of public adaptation at the EU and national level. The welfare costs for salmonellosis from climate change are estimated at potentially several hundred million Euro annually by the period 2071–2100. Finally, a scoping assessment of the health costs of climate change from coastal flooding, focusing on mental health problems such as depression, are estimated at up to 1.5 billion Euro annually by the period 2071–2100.  相似文献

The effects of climate change on drinking-waterborne cryptosporidiosis transmission in the United States are analyzed using an influence diagram representation of epidemic development. Results from a systematic qualitative analysis indicate that climate change will have little effect on cryptosporidiosis incidence if the United States continues to be wealthy and maintains its commitment to public health. The major impact will, instead, be the additional costs of adapting to new climate regimes in order to avoid drinking-waterborne disease risk. These costs, for the most part, will be from improved monitoring and treatment of drinking water. The consequences of disaster scenarios are also considered. These, too, suggest that climate change per se will be a poor predictor of waterborne cryptosporidiosis in countries with high standards of living. Rather, the risk of epidemics will depend on the interplay between population, public health investment, infrastructure maintenance, emergency planning/response capabilities, water-treatment technologies, drinking-water regulations, and climate.  相似文献

A growing body of research indicates that opinions about long-term climate change and other natural resource issues can be significantly affected by current weather conditions (e.g., outside air temperature) and other highly contingent environmental cues. Although increased severity and frequency of droughts is regarded as a likely consequence of anthropogenic climate change, little previous research has attempted to relate the experience of drought with public attitudes about water supply or water-related climate change issues. For this study, a large set (n?=?3,163) of public survey data collected across nine states of the southern United States was spatio-temporally linked with records of short-term (~12 weeks) and long-term (~5 years) drought condition at the level of each respondent’s zip code. Multivariate ordinal logistic regression models that included numerous other independent variables (environmental ideology, age, gender, education, community size, residency duration, and local annual precipitation) indicated highly significant interactions with long-term drought condition, but showed no significant effect from short-term drought condition. Conversely, attitudes about water-related climate change showed highly significant interactions with short-term drought, with weaker to no effects from long-term drought. While the finding of significant effects from short-term drought condition on opinions about future drought is broadly consistent with previous public opinion research on climate change, the finding of water supply attitudes being more responsive to longer term drought condition is, to our knowledge, a novel result. This study more generally demonstrates the methodological feasibility and applied importance of accounting for local drought condition when public opinion information is used to evaluate outreach programs for water conservation and climate change.  相似文献

Snakebite envenoming is an important public health problem worldwide and addressing this issue has turned into a challenge for applied science. In this sense, the study of the distributional patterns of problematic snakes is central in terms of public health. Global Climate Change is affecting the distributional ranges of snakes, so that decisions regarding treatment of ophidism (poisoning by snake venom) may also change spatially and/or temporally. Here, we assessed suitable climate spaces at present conditions and estimated potential future changes in the distributions of the five southernmost venomous snakes, responsible for almost 99 % of accidents in Argentina, by implementing an ensemble of forecasts between different algorithms and scenarios for 2030 and 2080. Present suitable climate spaces showed high concordance with known distribution of the species. Future projections show moderate “north to south” displacements of the snakes’ suitable climate spaces, implying potential increments of suitable spaces in human populated areas in Argentina. Our results suggest the necessity of considering ophidism as a dynamic problem. In this regard, the analyses implemented here are useful tools in improving the assessment of snakebite envenoming in light of global climate change.  相似文献

Climate change scenarios with a high spatial and temporal resolution are required in the evaluation of the effects of climate change on agricultural potential and agricultural risk. Such scenarios should reproduce changes in mean weather characteristics as well as incorporate the changes in climate variability indicated by the global climate model (GCM) used. Recent work on the sensitivity of crop models and climatic extremes has clearly demonstrated that changes in variability can have more profound effects on crop yield and on the probability of extreme weather events than simple changes in the mean values. The construction of climate change scenarios based on spatial regression downscaling and on the use of a local stochastic weather generator is described. Regression downscaling translated the coarse resolution GCM grid-box predictions of climate change to site-specific values. These values were then used to perturb the parameters of the stochastic weather generator in order to simulate site-specific daily weather data. This approach permits the incorporation of changes in the mean and variability of climate in a consistent and computationally inexpensive way. The stochastic weather generator used in this study, LARS-WG, has been validated across Europe and has been shown to perform well in the simulation of different weather statistics, including those climatic extremes relevant to agriculture. The importance of downscaling and the incorporation of climate variability are demonstrated at two European sites where climate change scenarios were constructed using the UK Met. Should energy projects to extend the use of natural gas be considered for funding under public climate finance commitments? This article provides an overview of evidence for and against climate finance for natural gas projects. The argument focuses on a case study, the UK’s International Climate Fund (ICF). This synthesis concludes that gas-related projects will rarely be eligible for funding under public climate finance, save a few exceptions in which they provide energy access to households directly. Although gas power plants have generally lower emissions than those which use other fossil fuels such as coal, their impact will depend on the material constraints to calculate emissions reductions, the context of implementation, and the political economy of the target country. Three case studies demonstrate that energy access projects need to be understood as providing a whole range of sustainable benefits, from improving local health to reducing emissions. Overall, gas-related projects are complex interventions that require context-specific knowledge of both the effects of technology and the possible business models that can work in context.

POLICY RELEVANCE

This article investigates whether projects related to natural gas constitute an appropriate use of public climate finance, with a particular focus on the UK’s International Climate Fund. Policy makers in developed countries will decide in the coming years how to use public climate finance; that is, the fraction of overseas development assistance (ODA) for climate change mitigation and adaptation. In the UK, for example, the ICF is the most important instrument to provide climate finance for developing countries. In 2013, the UK set out a clear position ‘to end support for public financing of new coal-fired power plants overseas, except in rare circumstances.’ This ban has fostered debate about whether similar positions should follow for other fossil fuels such as natural gas, specifically in the context of ICF funding. Similar debates are taking place in other countries such as Germany and Norway, and are informing the implementation of international facilities such as the Green Climate Fund.  相似文献

‘Scepticism’ in public attitudes towards climate change is seen as a significant barrier to public engagement. In an experimental study, we measured participants’ scepticism about climate change before and after reading two newspaper editorials that made opposing claims about the reality and seriousness of climate change (designed to generate uncertainty). A well-established social psychological finding is that people with opposing attitudes often assimilate evidence in a way that is biased towards their existing attitudinal position, which may lead to attitude polarisation. We found that people who were less sceptical about climate change evaluated the convincingness and reliability of the editorials in a markedly different way to people who were more sceptical about climate change, demonstrating biased assimilation of the information. In both groups, attitudes towards climate change became significantly more sceptical after reading the editorials, but we observed no evidence of attitude polarisation—that is, the attitudes of these two groups did not diverge. The results are the first application of the well-established assimilation and polarisation paradigm to attitudes about climate change, with important implications for anticipating how uncertainty—in the form of conflicting information—may impact on public engagement with climate change.  相似文献

This study examined whether people living in the US connect their sensory experiences with local temperature to climate change and whether mass media influences the process. We used the volume of Twitter messages containing words “climate change” and “global warming” as the indicator of attention that public pays to the issue. Specifically, the goals were: (1) to investigate whether people immediately notice substantial local weather anomalies such as deviations from long-term mean temperatures and connect them to climate change by contributing to climate change discourse on Twitter and (2) to examine the role of mass media in this process. Over 2 million tweets were collected for a two-year period (2012–2013) and were assigned to 157 urban areas in the continental US. The rate of tweeting on climate change was regressed on the time variables, number of climate change publications in the mass media, and a number of temperature variables. The analysis was conducted at the two levels of aggregation – national and local. The high significance of the mass media and temperature variables in the majority of regression models suggests that both the weather and mass media coverage control public interest to the topic. However, no convincing evidence was found that the media acts as a mediator in the relationship between local weather and climate change discourse. Overall, the findings confirmed that the public recognize extreme temperature anomalies and connect these anomalies to climate change.  相似文献

Public scepticism surrounding climate change is an obstacle for implementing climate change mitigation measures in many countries. However, very little is known about: (1) the nature and sources of climate change scepticism; and (2) its influence on preferences for climate change mitigation policies. In this paper, we investigate these two issues using evidence and analysis from an Australian public survey and choice experiment. The study has three key findings. First, the intensity of scepticism varies depending on its type; we observed little scepticism over the cause, trend and impact of climate change and widespread scepticism over the effectiveness of mitigation measures and global co-operation. Second, cause and mitigation scepticism play significant roles in determining public support for climate change abatement. Respondents who believed in human-induced climate change were significantly more supportive of mitigation. Likewise, respondents who believed that mitigation would be successful in slowing down climate change were significantly more likely to be supportive. Third, the general public tend to give the benefit of the doubt to supporting mitigation. Those who expressed higher uncertainty about climate outcomes were more supportive of mitigation than others with similar expectations but lower uncertainty.  相似文献

Climate change raises many questions with strong moral and ethical dimensions that are important to address in climate-policy formation and international negotiations. Particularly in the United States, the public discussion of these dimensions is strongly influenced by religious groups and leaders. Over the past few years, many religious groups have taken positions on climate change, highlighting its ethical dimensions. This paper aims to explore these ethical dimensions in the US public debate in relation to public support for climate policies. It analyzes in particular the Christian voices in the US public debate on climate change by typifying the various discourses. Three narratives emerge from this analysis: ‘conservational stewardship’ (conserving the ‘garden of God’ as it was created), ‘developmental stewardship’ (turning the wilderness into a garden as it should become) and ‘developmental preservation’ (God's creation is good and changing; progress and preservation should be combined). The different narratives address fundamental ethical questions, dealing with stewardship and social justice, and they provide proxies for public perception of climate change in the US. Policy strategies that pay careful attention to the effects of climate change and climate policy on the poor – in developing nations and the US itself – may find support among the US population. Religious framings of climate change resonate with the electorates of both progressive and conservative politicians and could serve as bridging devices for bipartisan climate-policy initiatives.  相似文献

Climate change impacts and adaptation in cities: a review of the literature   总被引:5,自引:1,他引:4  
Many of the decisions relating to future urban development require information on climate change risks to cities This review of the academic and “grey” literature provides an overview assessment of the state of the art in the quantification and valuation of climate risks at the city-scale. We find that whilst a small number of cities, mostly in OECD countries, have derived quantitative estimates of the costs of climate change risks under alternative scenarios, this form of analysis is in its infancy. The climate risks most frequently addressed in existing studies are associated with sea-level rise, health and water resources. Other sectors such as energy, transport, and built infrastructure remain less studied. The review has also undertaken a case study to examine the progress in two cities—London and New York—which are relatively advanced in the assessment of climate risks and adaptation. The case studies show that these cities have benefited from stakeholder engagement at an early stage in their risk assessments. They have also benefited from the development of specific institutional responsibilities for co-ordinating such research from the outset. This involvement has been critical in creating momentum and obtaining resources for subsequent in-depth analysis of sectoral impacts and adaptation needs..While low cost climate down-scaling applications would be useful in future research, the greatest priority is to develop responses that can work within the high future uncertainty of future climate change, to build resilience and maintain flexibility. This can best be used within the context of established risk management practices.  相似文献
