Over the past decade carbon capture and storage (CCS) has attracted increasing international attention as a climate change mitigation option and moved into the center of climate policy debates and negotiations. This special issue of Global Environmental Change brings together leading scholars to analyze the politics, policy and regulation of CCS in cross-country comparisons as well as in a global context. The aim is to contribute on two fronts: first, by applying concepts, theories and methodologies from the social and policy sciences, to elucidate how societies are engaging with CCS as a mitigation option; and secondly, to point toward a future research agenda which, while exploring basic aspects of technology development as situated in a social context, would also be aligned with the needs of the climate and environmental policy community. The contributions address at least one of three inter-related research areas; CCS and the emergence of long-term climate and energy strategies; regulation, policy instruments and public acceptance; and international politics and CCS in developing countries.  相似文献

With the publication of the IPCC Special Report on Carbon dioxide Capture and Storage (CCS), CCS has emerged as a focal issue in international climate diplomacy and energy collaboration. This paper has two goals. The first goal is to map CCS activities in and among various types of intergovernmental organisations; the second goal is to apply International Relations (IR) theories to explain the growing diversity, overlap and fragmentation of international organisations dealing with CCS. Which international organisations embrace CCS, and which refrain from discussing it at all? What role do these institutions play in bringing CCS forward? Why is international collaboration on CCS so fragmented and weak? We utilise realism, liberal institutionalism and constructivism to provide three different interpretations of the complex global landscape of CCS governance in the context of the similarly complicated architecture of global climate policy. A realist account of CCS's fragmented international politics is power driven. International fossil fuel and energy organisations, dominated by major emitter states, take an active role in CCS. An interest-based approach, such as liberal institutionalism, claims that CCS is part of a “regime complex” rather than an integrated, hierarchical, comprehensive and international regime. Such a regime complex is exemplified by the plethora of international organisations with a role in CCS. Finally, constructivism moves beyond material and interest-based interpretations of the evolution of the institutionally fragmented architecture of global CCS governance. The 2005 IPCC Special Report on CCS demonstrates the pivotal role that ideas, norms and scientific knowledge have played in transforming the preferences of the international climate-change policy community.  相似文献

Demonstration of a fully integrated power plant with carbon capture and storage (CCS) at scale has not yet been achieved, despite growing international political interest in the potential of the technology to contribute to climate change mitigation and calls from multiple constituents for more demonstration projects. Acknowledging the scale of learning that still must occur for the technology to advance towards deployment, multiple CCS demonstration projects of various scales are emerging globally. Current plans for learning and knowledge sharing associated with demonstration projects, however, seem to be limited and narrowly conceived, raising questions about whether the projects will deliver on the expectations raised. Through a comparison of the structure, framing and socio-political context of three very different CCS demonstration projects in different places and contexts, this paper explores the complexity of social learning associated with demonstration projects. Variety in expectations of the demonstration projects’ objectives, learning processes, information sharing mechanisms, public engagement initiatives, financing and collaborative partnerships are highlighted. The comparison shows that multiple factors including the process of building support for the project, the governance context and the framing of the project matter for the learning in demonstration projects. This analysis supports a broader conceptualization of learning than that currently found in CCS demonstration plans - a result with implications for both future research and practice.  相似文献

Carbon dioxide capture and storage (CCS) technology has become a crucial part of climate change mitigation strategies around the world; yet its progress has been slow. Some have criticised CCS as a distracting hype, even as mainstream support continues. This article adapts the literature on technological hypes to develop a framework suitable for technologies with limited media/public exposure, such as CCS. It provides a qualitative context and analyses seven quantitative indicators of hype that are largely internal to the CCS technology regime. Throughout, the article contrasts results for CCS with those of comparable technologies. The main findings, which support the view that CCS has been hyped, are as follows. “Expectations” mounted rapidly in the form of project announcements for electricity applications of CCS and deployment forecasts in influential reports. However, announcements soon plummeted. “Commitments” remained high, nonetheless, judging by allocations in public budgets and number of peer-reviewed publications. Meanwhile, “outcomes”—in terms of patents, prototypes and estimated costs—reveal few if any improvements for CCS. Considering these findings and the characteristics of CCS, its development is likely to be more difficult than initially expected. Accordingly, this article calls for decisively prioritising CCS for industrial and, potentially, bioenergy uses. Coal- and gas-fired power plants may be replaced by non-CCS technologies, so power CCS development is far less pressing.  相似文献

The objective of this paper is to develop independent and systematic criteria for assessing CCS policy in terms of its level of policy integration. We believe that we should assess CCS policy in terms of the distance to an ideal integrated CCS policy in order to keep track of its trajectory toward sustainable development. After reviewing the existing literature of environmental policy integration, an assessment framework for integrated CCS policy is developed based on Arild Underdal's notion of ‘integrated policy’ then, its usefulness is demonstrated by applying it to CCS policies in Japan and Norway. In the final part, we summarize the findings of the cases and conclude with some observations regarding explanatory factors of the difference in terms of the achieved level of policy integration between Japan and Norway's CCS policies, and some policy implications derived from the analysis based on the framework.  相似文献

Attaining deep greenhouse gas (GHG) emission reductions in industry in order to support a stringent climate change control target will be difficult without recourse to CO2 capture and storage (CCS). Using the insights from a long-term bottom-up energy systems model, and undertaking a sectoral assessment, we investigated the importance of CCS in the industrial sector. Under climate policy aimed at limiting atmospheric concentration of GHGs to 650 ppm CO2e, costs could increase fivefold when CCS is excluded from the portfolio of mitigation option measures in the industry sector as compared to when CCS is excluded in the power sector. This effect is driven largely by the lack of alternatives for deep emission reductions in industry. Our main policy conclusion is that a broader recognition of CCS in industrial applications in both current policy discussions and research, development, and demonstration funding programmes is justified. In recognition of the heterogeneity of the many types of industrial production processes, the size and location of industrial CO2 sources, the specific need for CCS-retrofitting, and the exposure of most industrial sectors to international trade, policies aimed at supporting CCS must distinguish between the different challenges faced by the power and industrial sectors.  相似文献

A combination of characteristics of the climate change problem make the credibility of future commitments crucial for climate policy: the long lifetimes of carbon dioxide in the atmosphere and of energy infrastructure requires a long term perspective; the inherently global aspects of the atmosphere as a public good requires international coordination; decarbonizing the global economy depends on the incentives for investment in innovation; and persistent uncertainty— both about the problem and potential solutions—necessitate adapting to new information. Even in a first best world, climate policy design needs to navigate a tradeoff between making commitments that are sufficiently credible to stimulate transformation and retaining flexibility to adjust. The goal of this paper is to use the experience in other policy areas to assemble a broad set of possible remedies for addressing credibility problems and then characterize the advantages and disadvantages of each. We first review the theory and practice of addressing credibility problems in monetary, fiscal, and trade policy. From this we derive a taxonomy of four policy design categories. As a preliminary example, we then apply this framework to assess the credibility of climate targets made by selected developing countries as part of the United Nations Framework Convention on Climate Change process. Finally, we evaluate the items in the taxonomy as policy alternatives in terms of their effects on incentives for investment in low-carbon technology.  相似文献

应对气候变化南南合作物资赠送项目是中国气候变化南南合作的重要组成部分。该项目自2011年实施以来,进展顺利,影响深远。国家国际发展合作署组建后,对援外项目监管和评估提出了更加具体的要求,但相关理论和方法的研究仍处在起步阶段,尚不足以对实践形成有效支撑。本文立足援外改革要求,结合对历史项目进展及成效的回顾分析,研究提出了适用于处理非结构化项目信息的系统性评估方法,构建了包含战略政策与项目实施两个视角、兼顾项目效果与质量评估两个维度的三级评估指标体系,同时可为项目实施监管、经验反馈、效果提升、传播推广等提供可用工具。研究发现,截至2020年6月,中方已实施完成40次公开招标采购,落实了与29个合作国签署的应对气候变化南南合作物资赠送谅解备忘录,累计提供总价值逾5亿元人民币的应对气候变化物资。该项目在支持国家外交战略与政策实施、彰显国际责任,支持合作国应对气候变化与可持续发展,推动构建人类命运共同体等多方面取得务实成效,提升了中国气候变化南南合作在国际社会的影响力。但具体物资赠送项目的差异化特征突出、基础信息来源渠道复杂、信息化水平不足等因素仍在一定程度上制约了评估工作的可操作性和便捷性,以及评估结果服务项目监管的能力和效率。  相似文献

国际气候治理中的公正转型议题涉及就业、关乎民生,是各国都很关注的政策领域之一,因此也被视为是支持应对气候变化的一种重要社会机制。近年来,国际社会积极推动建设气候治理公正转型制度体系,各国也在所制定的国家应对气候变化战略和规划中越来越多地提出与公正转型和就业相关的目标与措施。公正转型议题在国际气候治理进程中主流化的趋势给中国参与和引领全球气候治理带来了新的机遇与挑战。中国应加强关于该问题的基础性研究;在国内应对气候变化的行动中充分考虑该问题,保障受影响就业群体获得社会公正对待;总结具体实践经验;在政策领域协调上做好新的布局;积极参与《联合国气候变化框架公约》下公正转型治理体系的构建中。  相似文献

This paper investigates the adoption of discourses on Reducing Emissions from Deforestation and forest Degradation (REDD+) across different national contexts. It draws on institutional theories to develop and test a number of hypotheses on the role of shared beliefs and politico-economic institutions in determining the discursive choices of policy actors. The results show that win–win ecological modernization discourse, embraced by powerful government agencies and international actors, dominates national REDD+ policy arenas. This discourse is challenged primarily by a minority reformist civic environmentalist discourse put forward primarily by domestic NGOs. We find evidence that countries with a less democratic political system and large-scale primary sector investments facilitate the adoption of reconciliatory ecological modernization discourse, which may not directly challenge the drivers of deforestation. Policy actors who believe in and are engaged in market-based approaches to REDD+ are much more likely to adopt ecological modernization discourses, compared to policy actors who work on community development and livelihoods issues.  相似文献

Abstract

Fossil fuel combustion is the largest source of anthropogenic greenhouse gas (GHG) emissions. As a result of combustion, essentially all of the fuel carbon is emitted to the atmosphere as carbon dioxide (CO2), along with small amounts of methane and, in some cases, nitrous oxide. It has been axiomatic that reducing anthropogenic GHG emissions requires reducing fossil-fuel use. However, that relationship may no longer be as highly coupled in the future. There is an emerging understanding that CO2 capture and storage (CCS) technology offers a way of using fossil fuels while reducing CO2 emissions by 85% or more. While CCS is not the ‘silver bullet’ that in and of itself will solve the climate change problem, it is a powerful addition to the portfolio of technologies that will be needed to address climate change. The goal of this Commentary is to describe CCS technology in simple terms: how it might be used, how it might fit into longer term mitigation strategies, and finally, the policy issues that its emergence creates. All of these topics are discussed in much greater detail in the recently published Intergovernmental Panel on Climate Change (IPCC) Special Report on Carbon Dioxide Capture and Storage (SRCCS) (IPCC, 2005).  相似文献

Poor countries are more heavily affected by extreme weather events and future climate change than rich countries. One of the reasons for this is the so-called adaptation deficit, that is, limits in the ability of poorer countries to adapt. This paper analyses the link between income and adaptation to climate events theoretically and empirically. We postulate that the adaptation deficit may be due to two factors: A demand effect, whereby the demand for the good “climate security” increases with income, and an efficiency effect, which works as a spill-over externality on the supply-side: Adaptation productivity in high-income countries is enhanced because of factors like better public services and stronger institutions. Using panel data from the Munich Re natural catastrophe database we find strong evidence for a demand effect for adaptation to two climate-related extreme events, tropical cyclones and floods. Evidence on the efficiency effect is more equivocal. There are some indications that adaptation in rich countries might be more efficient, but the evidence is far from conclusive. The implication for research is that better data, in particular on adaptation effort, need to be collected to understand adaptation efficiency. In terms of policy, we conclude that inclusive growth policies (which boost adaptation demand) should be an important component of international efforts to close the adaptation deficit.  相似文献

In the wake of the Fukushima nuclear accident, countries like Germany and Japan have planned a phase-out of nuclear generation. Carbon capture and storage (CCS) technology has yet to become a commercially viable technology with little prospect of doing so without strong climate policy to spur development. The possibility of using renewable power generation from wind and solar as a non-emitting alternative to replace a nuclear phase-out or failure to deploy CCS technology is investigated using scenarios from EMF27 and the POLES model. A strong carbon price appears necessary to have significant penetration of renewables regardless of alternative generation technologies available, but especially if nuclear or CCS are absent from the energy supply system. The feasibility of replacing nuclear generation appears possible at realistic costs (evaluated as total abatement costs and final user prices to households); however for ambitious climate policies, such as a 450 ppm target, CCS could represent a critical technology that renewables will not be able to fully replace without unbearable economic costs.  相似文献

The feasibility of two low-carbon society (LCS) scenarios, one with and one without nuclear power and carbon capture and storage (CCS), is evaluated using the AIM/Enduse[Global] model. Both scenarios suggest that achieving a 50% emissions reduction target (relative to 1990 levels) by 2050 is technically feasible if locally suited technologies are introduced and the relevant policies, including necessary financial transfers, are appropriately implemented. In the scenario that includes nuclear and CCS options, it will be vital to consider the risks and acceptance of these technologies. In the scenario without these technologies, the challenge will be how to reduce energy service demand. In both scenarios, the estimated investment costs will be higher in non-Annex I countries than in Annex I countries. Finally, the enhancement of capacity building to support the deployment of locally suited technologies will be central to achieving an LCS.

Policy relevance

Policies to reduce GHG emissions up to 2050 are critical if the long-term target of stabilizing the climate is to be achieved. From a policy perspective, the cost and social acceptability of the policy used to reduce emissions are two of the key factors in determining the optimal pathways to achieve this. However, the nuclear accident at Fukushima highlighted the risk of depending on large-scale technologies for the provision of energy and has led to a backlash against the use of nuclear technology. It is found that if nuclear and CCS are used it will be technically feasible to halve GHG emissions by 2050, although very costly. However, although the cost of halving emissions will be about the same if neither nuclear nor CCS is used, a 50% reduction in emissions reduction will not be achievable unless the demand for energy service is substantially reduced.  相似文献

A population’s attitudes toward climate change can strongly influence governmental policies as well as community and individual climate-related behaviors. These attitudes have been explained with a variety of factors, including cultural worldviews, environmental attitudes, political ideology, knowledge of climate change, severe weather exposure, and sociodemographic characteristics. These studies typically assume an individual forms attitudes on the basis of preexisting values or beliefs and do not account for dynamic social interaction as a source of influence. This study introduces a network perspective that accounts for the social embeddedness of individuals, using network variables to predict climate attitudes, including homophily, network strength, attitude diversity, centrality, network size, and network valence. An exploratory factor analysis identified two distinct attitudinal dimensions: climate change epistemic skepticism and belief strength. Using egocentric data from a nationally representative survey collected in 2011, this study found that network variables were significant in predicting both climate attitude dimensions; hierarchical regression analyses accounting for other known predictors found two different predictive models for epistemic skepticism and belief strength. Homophily, network strength, attitude diversity, and network valence predicted epistemic skepticism (R2change = 4.8%), while centrality and network strength predicted belief strength (R2change = 8.9%). The analyses also found support for cultural factors as significant predictors of climate attitudes, particularly Christianity and cultural worldviews. The results of this study suggest that interpersonal influence through communication networks is a promising avenue for continued research, and should be included in studies of climate attitude formation and change.  相似文献

The ambition to introduce carbon capture and storage (CCS) technology in developing countries raises particular considerations and challenges, where, most fundamentally, pressing socio-economic needs imply that there are other political priorities than GHG mitigation. This suggests that the interest in, and viability of, large-scale deployment of CCS in developing countries has to be analyzed as a strategic issue in the overall context of national development. But what are then the strategic concerns that may influence developing countries’ decisions to pursue large-scale deployment of CCS technology? The present article takes a first step in answering this question by comparing CCS policies and ongoing activities in Brazil, India and South Africa.  相似文献

Abstract

The Least Developed Countries (LDCs) are a group of 49 of the world's poorest countries. They have contributed least to the emission of greenhouse gases (GHGs) but they are most vulnerable to the effects of climate change. This is due to their location in some of the most vulnerable regions of the world and their low capacities to adapt to these changes. Adaptation to climate change has become an important policy priority in the international negotiations on climate change in recent years. However, it has yet to become a major policy issue within developing countries, especially the LDCs. This article focuses on two LDCs, namely Bangladesh and Mali, where progress has been made regarding identifying potential adaptation options. For example, Bangladesh already has effective disaster response systems, and strategies to deal with reduced freshwater availability, and Mali has a well-developed programme for providing agro-hydro-meteorological assistance to communities in times of drought. However, much remains to be done in terms of mainstreaming adaptation to climate change within the national policymaking processes of these countries. Policymakers need targeting and, to facilitate this, scientific research must be translated into appropriate language and timescales.  相似文献

The exponential growth in global populations, economic activity and resource utilization means it is becoming increasingly difficult to satisfy global demand for a number of fundamental resources, while some key ecosystems services are under stress. The likelihood of future resource scarcities have begun to influence the positions taken within international climate change negotiations by fast-growing developing countries. When Brazil, South Africa, India, and China formed the BASIC group it took many by surprise. The coordination needed to align this heterogeneous group of countries cannot simply be understood in terms of a set of shared interests around climate policy. How the BASIC group emerged and the nature of its cooperation on climate change are examined within the broader context in which these increasingly powerful countries came to join forces. Although traditionally aligned with the G77 group of developing countries, recent strategising as a group of emerging economies reflects their realization that there are insufficient global resources available to follow the same development pathway as industrialized countries. Hence, they must seek alternative growth pathways, which requires establishing common ground while also keeping track of each others' positions on important global issues like climate change.  相似文献
