Intersectionality is gaining credence in explaining the complexities in rural women’s vulnerability to the impacts of climate change. This study is framed on the assumption that rural women are likely to be affected differently by climate change due to cultural differences. The life history approach was utilised to conduct empirical research in the Bamenda Highlands Region, Cameroon on ethnicity and differential effects of climate change among female farmers in the communities of Kom and Oku representing a matrilineal and patrilineal communities respectively. The research found that single and married women in both matrilineal and patrilineal societies experienced similar patterns of vulnerability relating to socio-economic and cultural discrimination stemming from patriarchal dominance. However, the study also highlighted that contrary to other communities women are not more economically empowered under matrilineal systems than their counterparts in patrilineal societies. In contrast, widows in patrilineal societies were found to have more autonomy in the control of land and other resources than those in matrilineal societies. The study contributes to growing interest in the cultural dimensions of vulnerability to climate change and recommends the inclusion of cultural perspectives in the design and implementation of adaption policies, programs and actions.  相似文献

This paper reviews the complex impact of climate change on gender relations and associated vulnerability on the Eastern Gangetic Plains of Nepal and India. Field research has identified that gendered vulnerability to climate change is intricately connected to local and macro level political economic processes. Rather than being a single driver of change, climate is one among several stresses on agriculture, alongside a broader set of non-climatic processes. While these pressures are linked to large scale political–economic processes, the response on the ground is mediated by the local level relations of class and caste, creating stratified patterns of vulnerability. The primary form of gendered vulnerability in the context of agrarian stress emerges from male out-migration, which has affected the distribution of labour and resources. While migration occurs amongst all socio-economic groups, women from marginal farmer and tenant households are most vulnerable. While the causes of migration are only indirectly associated with climate change, migration itself is rendering women who are left behind from marginal households, more vulnerable to ecological shocks such as droughts due to the sporadic flow of income and their reduced capacity for investment in off-farm activities. It is clear that policies and initiatives to address climate change in stratified social formations such as the Eastern Gangetic Plains, will be ineffective without addressing the deeper structural intersections between class, caste and gender.  相似文献

As scores of climate change adaptation measures are implemented around the world, there have been growing calls among academics and practitioners to also address the processes that underpin human vulnerability to climate change. However, there is mounting evidence that adaptation and vulnerability are linked, such that ostensibly adaptive responses can have negative consequences and augment people’s vulnerability. We analyzed several climate change responses at various scales and developed a typology of five discrete but related modes by which the vulnerability of already vulnerable populations is being [re]produced. Crucially, this work suggests that for at least one of these modes, the vulnerability of other groups is perversely inverted, such that relatively secure populations perceive themselves to be at risk. The cases we present illustrate that people’s vulnerability is being used against them, or put another way, is being weaponized―exacerbating their precarity by excluding them from much needed and due assistance, while directing resources instead to bolstering the well-being of those already well-positioned to respond to climate threats. Our typology provides a theoretical intervention by illustrating how climate vulnerability and security are co-produced, as well as a practical tool to help decision makers to adopt more just and equitable climate policies.  相似文献

The past decade has seen a proliferation of community-scale climate change vulnerability assessments globally. Much of this work has employed frameworks informed by scholarship in the vulnerability field, which draws upon interviews with community members to identify and characterize climatic risks and adaptive responses. This scholarship has developed a baseline understanding of vulnerability in specific places and industries at particular times. However, given the dynamic nature of vulnerability new methodologies are needed to generate insights on how climate change is experienced and responded to over time. Longitudinal approaches have long been used in sociology and the health sciences to capture the dynamism of human processes, but their penetration into vulnerability research has been limited. In this article, we describe the application of two longitudinal approaches, cohort and trend studies, in climate change vulnerability assessment by analyzing three case studies from the Arctic where the authors applied these approaches. These case studies highlight how longitudinal approaches can be operationalized to capture the dynamism of vulnerability by identifying climate anomalies and trends, and how adaptations develop over time, including insights on themes such as social learning and adaptive pathways.  相似文献

While it is generally asserted that those countries who have contributed least to anthropogenic climate change are most vulnerable to its adverse impacts some recently developed indices of vulnerability to climate change come to a different conclusion. Confirmation or rejection of this assertion is complicated by the lack of an agreed metric for measuring countries’ vulnerability to climate change and by conflicting interpretations of vulnerability. This paper presents a comprehensive semi-quantitative analysis of the disparity between countries’ responsibility for climate change, their capability to act and assist, and their vulnerability to climate change for four climate-sensitive sectors based on a broad range of disaggregated vulnerability indicators. This analysis finds a double inequity between responsibility and capability on the one hand and the vulnerability of food security, human health, and coastal populations on the other. This double inequity is robust across alternative indicator choices and interpretations of vulnerability. The main cause for the higher vulnerability of poor nations who have generally contributed little to climate change is their lower adaptive capacity. In addition, the biophysical sensitivity and socio-economic exposure of poor nations to climate impacts on food security and human health generally exceeds that of wealthier nations. No definite statement can be made on the inequity associated with climate impacts on water supply due to large uncertainties about future changes in regional water availability and to conflicting indicators of current water scarcity. The robust double inequity between responsibility and vulnerability for most climate-sensitive sectors strengthens the moral case for financial and technical assistance from those countries most responsible for climate change to those countries most vulnerable to its adverse impacts. However, the complex and geographically heterogeneous patterns of vulnerability factors for different climate-sensitive sectors suggest that the allocation of international adaptation funds to developing countries should be guided by sector-specific or hazard-specific criteria despite repeated requests from participants in international climate negotiations to develop a generic index of countries’ vulnerability to climate change.  相似文献

We review five perspectives on human vulnerability to environmental change—biophysical, human ecological, political economy, constructivist and political ecology—and assess their respective strengths and weaknesses. While each of these perspectives offers important insights, and some theoretical convergence is evident, the field remains divided along a number theoretical fracture lines. Two deeply rooted metatheoretical assumptions—essentialism and nominalism—are hindering the construction of a more integrated perspective on vulnerability, one capable of addressing the interrelated dynamics of social structure, human agency and the environment. We conclude by suggesting that an evolutionary perspective on social change, grounded in a critical realist epistemology, provides the best prospect for avoiding the above pitfalls and advancing our understanding of vulnerability.  相似文献

Knowledge on climate change impacts, adaptation, and vulnerability is fragmented, because it is found in disparate case studies which use inconsistent terminology and focus on distinct aspects relevant to adaptation. While large-scale syntheses such as the Assessment Reports of the Intergovernmental Panel on Climate Change provide a high level overview and are useful for international decision-making, there is a need for systematic and flexible access to this research-based knowledge in order to aid future adaptation research and decision-making. Against this background, we present a ‘conceptual’ meta-analysis, a novel approach to meta-analyse studies on climate change impacts, adaptation, and vulnerability in Europe. The meta-analysis results in a classification scheme for relating the diverse studies. This scheme consists of (i) a classification of studies according to the type of adaptation-relevant results they produce and (ii) a hierarchical classification of the regional and thematic context of studies. The implementation of this scheme, for example in the form of a database, overcomes some of the identified gaps of current adaptation knowledge representation. We furthermore present a quantitative analysis of the classified studies that exemplifies how the developed classification scheme can be applied to get a systematic and quantitative overview of the knowledge they contain. Thus, the conceptual meta-analysis and the classification scheme represent a first step towards a systematisation of knowledge on climate change impacts, adaptation, and vulnerability and may be seen as a useful complement to qualitative literature reviews.  相似文献

Media accounts routinely refer to California's Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006, as “landmark” climate change legislation. On its surface, this label is an accurate reflection of the state's forward-thinking stance across many environmental issues including pesticides, toxic substances, solid waste, and air quality. For all its promise, however, AB 32 can also be considered a low point in the landscape of conflict between state environmental regulators and California's environmental justice movement. While the legislation included several provisions to address the procedural and distributive dimensions of environmental justice, the implementation of AB 32 has been marked by heated conflict. The most intense conflicts over AB 32 revolve around the primacy of market mechanisms such as “cap and trade.” This article examines the drivers and the manifestations of these dynamics of collaboration and conflict between environmental justice advocates and state regulators, and pays particular attention to the scalar and racialized quality of the neoliberal discourse. The contentiousness of climate change politics in California offers scholars and practitioners around the world a cautionary tale of how the best intentions for integrating environmental justice principles into climate change policy do not necessarily translate into implementation and how underlying racialized fractures can upend collaboration between state and social movement actors.  相似文献

Recent moves by national and local policy makers have sought to encourage individuals to engage in a wide range of pro-environmental practices to address both discrete environmental problems and major, global challenges such as climate change. The major framing device for these developments is the notion of ‘citizen–consumers’, which positions individual ecological responsibilities alongside consumer choice logics in a Neo-liberal socio-economic framework. In the environmental social sciences, there have been recent moves to interpret the citizen–consumer through adopting a social practices approach, which advances the notion that in understanding environmental commitments, a deeper appreciation of underlying norms, values, identity politics and consumption is required to uncover the complex processes that lead to environmental practices in specific contexts. This paper argues that whilst these approaches have considerable utility in tracing the normalisation of established and discrete environmental practices in particular contexts, the issue of climate change represents an independent and over-arching discursive conflict between new and embedded practices that challenges the ability of citizen–consumers to act as agents for change. Accordingly, the data presented in this paper suggest that climate change can be seen as an unsettling and dynamic issue that generates discursive conflict in its own right around fundamental issues of knowledge, responsibility, scale and place. The paper therefore argues that a new and more critical perspective is required within environmental social science to understand (conflicting) discourses of sustainable living between the ‘passive’ normalisation of conventional environmental practice and the ‘contested’ ambiguities of climate change.  相似文献

Australia's vulnerability to climate variability and change has been highlighted by the recent drought (i.e. the Big Dry or Millennium Drought), and also recent flooding across much of eastern Australia during 2011 and 2012. There is also the possibility that the frequency, intensity and duration of droughts may increase due to anthropogenic climate change, stressing the need for robust drought adaptation strategies. This study investigates the socio-economic impacts of drought, past and present drought adaptation measures, and the future adaptation strategies required to deal with projected impacts of climate change. The qualitative analysis presented records the actual experiences of drought and other climatic extremes and helps advance knowledge of how best to respond and adapt to such conditions, and how this might vary between different locations, sectors and communities. It was found that more effort is needed to address the changing environment and climate, by shifting from notions of ‘drought-as-crisis’ towards acknowledging the variable availability of water and that multi-year droughts should not be unexpected, and may even become more frequent. Action should also be taken to revalue the farming enterprise as critical to our environmental, economic and cultural well-being and there was also strong consensus that the value of water should be recognised in a more meaningful way (i.e. not just in economic terms). Finally, across the diverse stakeholders involved in the research, one point was consistently reiterated: that ‘it's not just drought’. Exacerbating the issues of climate impacts on water security and supply is the complexity of the agriculture industry, global economics (in particular global markets and the recent/ongoing global financial crisis), and demographic changes (decreasing and ageing populations) which are currently occurring across most rural communities. The social and economic issues facing rural communities are not just a product of drought or climate change – to understand them as such would underestimate the extent of the problems and inhibit the ability to coordinate the holistic, cross-agency approach needed for successful climate change adaptation in rural communities.  相似文献

Climate change is already affecting rural communities along the high Andean plateau, but it is just one of many stresses that Andean people experience on a regular basis. This paper examines the experiences of quinoa farmers in Southwestern Bolivia as they faced the overlapping crises of protracted drought and market disruption in 2017. Drawing on political ecologies of resilience, this paper argues that the ability of rural people to cope with this double exposure was already compromised by ecological and social vulnerabilities produced through the development trajectories of the previous two decades. These development strategies generated three overlapping processes: 1) neoliberal entanglements involving specialization in quinoa production, marketization, and individualization of livelihoods in ways that undermined collective action; 2) new relationships of debt that tied households to monetized response paths and undermined flexibility; and 3) the degradation of soils through extensification, overproduction, and industrialization of quinoa production. This paper argues that while climate and market disruptions are not to be dismissed, we must historicize the double exposure to also ask how resilience and vulnerability to such challenges are generated in the first place.  相似文献

This paper assesses the economic impact of the expected adverse changes in the climate on crop farming in South Africa using a revised Ricardian model and data from farm household surveys, long-term climate data, major soils and runoffs. Mean annual estimates indicate that a 1% increase in temperature will lead to about US$ 80.00 increase in net crop revenue while a 1 mm/month fall in precipitation leads to US$ 2.00 fall, but with significant seasonal differences in impacts. There are also significant spatial differences and across the different farming systems. Using selected climate scenarios, the study predicts that crop net revenues are expected to fall by as much as 90% by 2100 with small-scale farmers been most affected. Policies therefore need to be fine-tuned and more focused to take advantage of the relative benefits across seasons, farming systems and spatially, and by so doing climate change may be beneficial rather than harmful.  相似文献

The literature on migration and climate change has become increasingly attuned to the role of climatic factors in already complex migration dynamics, and amid different kinds of mobility. However, to date little evidence has been provided of the relationship between resettlement and climate change, including the degree to which resettlement may shape the vulnerability of households or communities. In this article we ask: is there any evidence that resettlement may be a driver of vulnerability and if so, what factors make resettled households more vulnerable when compared to non-resettled households? These questions are considered with reference to new evidence drawn from a livelihoods-based vulnerability analysis in a drought-prone, poverty county in China’s Shanxi Province, which encompassed households involved in local poverty resettlement programs. Evidence of the characteristics of resettled households compared to non-resettled households shows that resettlement adversely impacts on the household asset base, particularly in terms of financial and natural capital. It may therefore be a driver of vulnerability. At a time when the Chinese government is repackaging resettlement as a climate change adaptation measure, this article provides evidence that resettlement as it is currently practiced has the potential to amplify rather than alleviate household vulnerability to climate change.  相似文献

Behavioural models that allow simple representation of the complexity of human–environment links are important in vulnerability assessment because they allow the analysis of human adaptive processes in a changing environment. This paper applies an agent-based framework that considers the behavioural model of farmers in three villages in a municipality in the Philippines. Agent-based modelling is a useful policy tool for simulating the effects of different adaptation options on reducing vulnerability because it allows representation of not only the dynamic changes in climate and market but also the dynamic adaptive process of different groups of communities to the impacts of these changes. Model simulations of adaptation options under various global change scenarios showed that production support would significantly reduce future vulnerability only if complemented with appropriate market support. It is thus important for policy to provide a complementary bundle of adaptation measures. Lack of money and information are the most important reasons for not applying available technical adaptation measures, which currently hinder reduction of vulnerability in selected villages in the municipality. Social networks, which play an important role in adapting to environmental changes, are limited to relatives and neighbours, who are important sources of informal credit.  相似文献

While scientific consensus and political and media messages appear to be increasingly certain, public attitudes and action towards the issue do not appear to be following suit. Popular and academic debate often assumes this is due to ignorance or misunderstanding on the part of the public, but some studies have suggested political beliefs and values may play a more important role in determining belief versus scepticism about climate change. The current research used two representative postal surveys of the UK public to: measure scepticism and uncertainty about climate change; determine how scepticism varies according to individual characteristics, knowledge and values; and examine how scepticism has changed over time. Findings show denial of climate change is less common than the perception that the issue has been exaggerated. Scepticism was found to be strongly determined by individuals’ environmental and political values (and indirectly by age, gender, location and lifestyle) rather than by education or knowledge. Between 2003 and 2008, public uncertainty about climate change has remained remarkably constant, although belief that claims about the issue are exaggerated has doubled over that period. These results are interpreted with reference to psychological concepts of motivated reasoning, confirmation bias and ‘finite pool of worry’. Implications for communication and policy are discussed.  相似文献

This paper examines power relations, coalitions and conflicts that drive and hinder institutional change in South African climate policy. The analysis finds that the most contested climate policies are those that create distributional conflicts where powerful, non-poor actors will potentially experience real losses to their fossil fuel-based operations. This finding opposes the assumption of competing objectives between emissions and poverty reduction. Yet, actors use discourse that relates to potentially competing objectives between emissions reductions, jobs, poverty reduction and economic welfare.

The analysis relates to the broader questions on how to address public policy problems that affect the two objectives of mitigating climate change and simultaneously boosting socio-economic development. South Africa is a middle-income country that represents the challenge of accommodating simultaneous efforts for emissions and poverty reduction.

Institutional change has been constrained especially in the process towards establishing climate budgets and a carbon tax. The opposing coalitions have succeeded in delaying the implementation of these processes, as a result of unequal power relations. Institutional change in South African climate policy can be predominantly characterized as layering with elements of policy innovation. New policies build on existing regulations in all three cases of climate policy examined: the climate change response white paper, the carbon tax and the renewable energy programme. Unbalanced power relations between coalitions of support in government and civil society and opposition mainly from the affected industry result in very fragile institutional change.

  • A successfully managed renewable energy programme has started to transform a coal- and nuclear-powered electricity sector towards integrating sustainable energy technologies. The programme is vulnerable to intergovernmental opposition and requires management at the highest political levels.

  • Potential conflict with poverty reduction measures is not a major concern that actively hinders institutional change towards climate objectives. Predominantly non-poor actors frequently use poverty-related discourse to elevate their interests to issues of public concern.

对2015年全国公众气象服务评价调查结果的分析显示,我国公众中男性对气候变化认识程度以及对气象灾害预警的认知水平和满意度都比女性高。城镇女性选择环保产品、环保出行及愿意对生活或工作方式做出改变来应对气候变化的比例高于城镇男性,而农村男性选择调整或改变种植或养殖方式、改变种植或养殖品种及转换谋生方式的比例高于女性。男性选择购买相关气象或气候保险、参加培训或辅导的比例比女性高,而女性选择学习气象灾害和气候变化相关的专业知识比例高于男性。女性对气象服务信息的需求比例比男性高。建议:1)积极推进气候变化及其灾害认知的社会性别研究,建立灾害认知性别数据库,将社会性别融入到气象灾害风险管理的整个过程;2)在气象服务中引入社会性别视角,加强针对女性的宣传和指导,开发适合女性的服务产品和信息传播渠道,提升她们应对灾害的意识和能力。  相似文献

This article describes an experimental Hunger and Climate Vulnerability Index showing the relative vulnerability of food insecure populations to climate risks at country level, as a tool for better understanding risks to food security presented by climate change. Data from socioeconomic and environmental indicators were analysed, and the most relevant indicators were aggregated using a composite index to compare differential vulnerabilities. The paper shows the high correlation between hunger and climate risk, especially for the regions of the world most affected by food insecurity. The analysis goes beyond the impact of climate on crop yields and provides a multidimensional analysis of vulnerability, while demonstrating the critical role that adaptive capacity has in determining vulnerability. The paper also presents a method for analysing food security vulnerability to climate risks that is replicable at different scales to provide a robust planning tool for policy makers. This approach can also be used to monitor vulnerability, evaluate potential effectiveness of programmes, and/or examine plausible impacts of climate change by introducing scenarios into the vulnerability model.  相似文献
