The development of effective environmental management plans and policies requires a sound understanding of the driving forces involved in shaping and altering the structure and function of ecosystems. However, driving forces, especially anthropogenic ones, are defined and operate at multiple administrative levels, which do not always match ecological scales. This paper presents an innovative methodology of analysing drivers of change by developing a typology of scale sensitivity of drivers that classifies and describes the way they operate across multiple administrative levels. Scale sensitivity varies considerably among drivers, which can be classified into five broad categories depending on the response of ‘evenness’ and ‘intensity change’ when moving across administrative levels. Indirect drivers tend to show low scale sensitivity, whereas direct drivers show high scale sensitivity, as they operate in a non-linear way across the administrative scale. Thus policies addressing direct drivers of change, in particular, need to take scale into consideration during their formulation. Moreover, such policies must have a strong spatial focus, which can be achieved either by encouraging local–regional policy making or by introducing high flexibility in (inter)national policies to accommodate increased differentiation at lower administrative levels. High quality data is available for several drivers, however, the availability of consistent data at all levels for non-anthropogenic drivers is a major constraint to mapping and assessing their scale sensitivity. This lack of data may hinder effective policy making for environmental management, since it restricts the ability to fully account for scale sensitivity of natural drivers in policy design.  相似文献

Mismatches between the spatial scales of human decision-making and natural processes contribute to environmental problems such as global warming and biodiversity losses. People damage the environment through local activities like clearing land or burning fossil fuels, but the damages only become manifest at larger regional or global scales where no one pays for them. Payments for ecological services like carbon sequestration can correct for these damages caused by scale mismatches. This paper presents a spatially explicit land-use model to investigate the consequences of scale mismatches for pollination and carbon storage services and examine the effect of payment for only carbon storage services. The model integrates processes in multiple spatial scales ranging from the parcel level used by landowners’ decision about deforestation, to the larger scale used by animals to pollinate plants, and finally to the global scale where carbon storage services are supplied. We show that payment for carbon storage services can become an effective mechanism to protect forests at the same time that it creates inequities among landowners in income level.These findings suggest that market-based approaches that focus on conservation of a single ecosystem service may reproduce unequal power relations among landowners.  相似文献

On the eve of the 15th climate negotiations conference in Copenhagen, the pressure to assess all climate mitigation options is mounting. In this study, a bio-physic model and a socio-economic model were designed and coupled to assess the carbon sequestration potential of agricultural intensification in Senegal. The biophysical model is a multiple linear regression, calibrated and tested on a dataset of long-term agricultural trials established in West Africa. The socio-economic model integrates both financial and environmental costs related to considered practice changes. Both models are spatially explicit and the resulting spatial patterns were computed and displayed over Senegal with a geographic information system. The national potential from large-scale intensification was assessed at 0.65–0.83 MtC. With regards to local-scaled intensification as local projects, the most profitable areas were identified in agricultural expansion regions (especially Casamance), while the areas that meet the current financial additionality criteria of the Clean Development Mechanism were located in the northern part of the Peanut Basin. Using the current relevant mode of carbon valuation (Certified Emission Reductions), environmental benefits are small compared to financial benefits. This picture is radically changed if “avoided deforestation”, a likely consequence of agricultural intensification, is accounted for as the greenhouse gases sink capacity of projects increases by an average of a hundred-fold over Senegal.  相似文献

Over its 17 years, the UN's Global Environment Facility (GEF) has allocated US $7.5 billion intended to develop and implement scientifically and socially credible solutions to key global environmental problems such as climate change, biological diversity loss and degradation of transboundary aquatic systems. We studied 906 GEF projects to analyse the challenges that it is facing in delivering solutions that are likely to be sustainable in the long-term. The research included desk reviews of relevant documents and follow-up interviews with a wide range of stakeholders. Some of the challenges the GEF faces are deeply rooted in temporal and spatial mismatches of scale between human economies and their environmental consequences and the strongly sectoral way current society is managed. We conclude that the GEF obtained impressive results for tackling problems of limited complexity and easily quantified benefits but progress is slower on more complex and less tangible problems impeding sustainable development. Potentially, the GEF could enable adaptive management through a ‘learning by doing’ process, transforming it into an innovative mechanism for delivering global benefits. Continued emphasis on ‘easy wins’ would not allow it to achieve this goal.  相似文献

Two decades ago, an article was published in Global Environmental Change proposing the importance of place attachments, at local and global scales, for understanding human responses to climate change (Feitelson, 1991). Despite concluding that ‘studies of individual's attachment to place may provide important inputs for strategies to enhance the prospects for sharing the globe’ (p. 406, 1991), the article remains overlooked. This article takes up and extends Feitelson's argument for more systematic research on place attachments and climate change. First, the paper critically reviews interdisciplinary literature on place attachment and the related concept of place identity, drawing on scholarship in human geography, environmental and social psychology. The review identifies a lack of cross-disciplinary dialogue, as well as several limitations to the ways that scalar aspects have been researched. Second, climate change research, encompassing adaptation, mitigation and communication that has incorporated place related attachments and identities is critically reviewed; in particular, emerging research on the role of ‘psychological distance’ is critiqued. The article concludes with five recommendations for future research: to capture place attachments and identities at global as well as local scales; to integrate qualitative and quantitative methods that capture constructions of place as well as intensity of attachments and identifications; to investigate links between attachments, identities and collective actions, particular ‘NIMBY’ resistance to adaptation and mitigation strategies; to apply greater precision when investigating spatial frames of risk communication; and to investigate links between global attachments and identities, environmental worldviews and climate change engagement. Finally, the implications of such research for evaluating area-based climate interventions are discussed.  相似文献

This paper explores Australia's domestic response to the issue of climate change, and charts the evolution of ‘no-regrets’ as the guiding principle for policy development. The concept of no-regrets encapsulates the ecologically modern idea that addressing environmental problems can bring economic, as well as social and environmental, benefits. It is argued that the degree of reconciliation between environmental and economic objectives achieved has been made possible through a progressive narrowing of the scales over which costs and benefits are weighed, and the exclusion of the non-material benefits of the environment. Tensions between addressing climate change and continuing business as usual, which are far from unique to Australia, remain and continue to limit effective reductions in greenhouse gas emissions.  相似文献

Despite recent success in reducing forest loss in the Brazilian Amazon, additional forest conservation efforts, for example, through ‘Reducing Emissions from Deforestation and Forest Degradation’ (REDD+), could significantly contribute to global climate-change mitigation. Economic incentives, such as payments for environmental services could promote conservation, but deforestation often occurs on land without crucial tenure-security prerequisites. Improving the enforcement of existing regulatory disincentives thus represents an important element of Brazil's anti-deforestation action plan. However, conservation law enforcement costs and benefits have been much less studied than for conditional payments. We develop a conceptual framework and a spatially explicit model to analyze field-based regulatory enforcement in the Brazilian Amazon. We validate our model, based on historical deforestation and enforcement mission data from 2003 to 2008. By simulating the current conservation law enforcement practice, we analyze the costs of liability establishment and legal coercion for alternative conservation targets, and evaluate corresponding income impacts. Our findings suggest that spatial patterns of both deforestation and inspection costs markedly influence enforcement patterns and their income effects. Field-based enforcement is a highly cost-effective forest conservation instrument from a regulator's point of view, but comes at high opportunity costs for land users. Payments for environmental services could compensate costs, but will increase budget outlays vis-à-vis a command-and-control dominated strategy. Both legal and institutional challenges have to be overcome to make conservation payments work at a larger scale. Decision-makers may have to innovatively combine incentive and disincentive-based policy instruments in order to make tropical forest conservation both financially viable and socially compatible.  相似文献

This article empirically investigates the impact of transaction costs for monitoring, reporting, and verification (MRV) of emissions on companies regulated by the EU Emissions Trading System (EU ETS) in Germany. Based on a unique panel dataset, we investigate if MRV costs are dependent on the amount of annual emissions of regulated companies and if there are differences in transaction costs between economic sectors. The results indicate that administrative costs are dependent on the amount of annual emissions for larger companies, which has implications for the economic efficiency of the EU ETS. The most important finding, however, is that there are significant differences in MRV transaction costs dependent on the type and size of companies. This implies the existence of considerable economies of scale. Overall, the EU ETS could benefit from reforms by means of a push towards upstream regulation as this would likely increase administrative efficiency.

Policy relevance statement

Transaction costs are, among other things, an important aspect of market-based climate policy design. A policy instrument with low transaction costs is preferred over instruments with larger transaction costs under equal conditions. This is occasionally referred to as administrative efficiency, and its importance was acknowledged in directive 2009/29/EC of the European Commission. Thoughtful empirical examination of transaction costs is essential in order to inform about the extent and impact of these costs. This article provides an analysis of transaction costs for monitoring, reporting, and verification (MRV) of emissions in the EU ETS. It is shown that administrative costs will likely have negative effects on the cost efficiency of the EU ETS. However, the most relevant finding is that small companies (<250 employees) or firms emitting small amounts of carbon dioxide per year face far higher average transaction costs compared with larger firms or emitters. Thus, there is a tendency for the EU ETS to cause MRV transaction costs that are disadvantageous for small companies. A regulation that is more upstream-oriented could mitigate this negative effect to some extent. The EU ETS could initiate a reform that is targeted on putting a price on the carbon content of fossil fuels instead of directly regulating emissions in a so-called ‘end-of-the-pipe’ way at the installation level.  相似文献

A brief review of the information available on technological means for reducing anthropogenic emissions of greenhouse gases is provided. No assessment of economic or institutional difficulties for their implementation is attempted. A few cost figures are quoted where available, usually at the single-unit, microeconomic level, and further aggregation of the data is required to estimate global costs. Considerable additional analysis is required to do the latter, since simple summation of micro-level figures will in general not correctly yield macro level costs. It follows that no conclusions can be drawn from the information provided in this paper as to the preferred, most effective strategies for abating emission growths. The review should be viewed as providing a snap-shot picture of the data available as of today that is needed as input to an analysis of means and costs for achieving global scale reduction in emissions levels.  相似文献

Until now, there has been little empirical evidence that EU Emissions Trading Scheme (ETS) transaction costs are incurred at firm level. The transaction costs (internal costs, capital costs, consultancy and trading costs) incurred by Irish firms under the EU ETS during its pilot phase (2005–2007) were measured and analysed. Evidence for the sources of transaction costs, their magnitude and the distribution of costs shows that these were mainly administrative in nature. Considerable variation in costs was found due to economies of scale, as the costs per tonne of CO2 were lower for participants with larger allocations. For the largest firms—accounting for over half the emissions—average transaction costs were €0.05 per tonne. However, for small firms, average transaction costs were €2.02—over 18% of the current allowance price. This supports the concerns that transaction costs are excessive for smaller participants. The immediate policy implication is that additional attention will be needed to address different sizes of firms, number of installations per firm, and the size of the initial allocations.  相似文献

Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. Analyzing the spatial and temporal properties of information flow with a multi-century perspective could illuminate the sustainability of human resource-use strategies. This paper uses historical and archaeological datasets to assess how spatial, temporal, cognitive, and cultural limitations impact the generation and flow of information about ecosystems within past societies, and thus lead to tradeoffs in sustainable practices. While it is well understood that conflicting priorities can inhibit successful outcomes, case studies from Eastern Polynesia, the North Atlantic, and the American Southwest suggest that imperfect information can also be a major impediment to sustainability. We formally develop a conceptual model of Environmental Information Flow and Perception (EnIFPe) to examine the scale of information flow to a society and the quality of the information needed to promote sustainable coupled natural-human systems. In our case studies, we assess key aspects of information flow by focusing on food web relationships and nutrient flows in socio-ecological systems, as well as the life cycles, population dynamics, and seasonal rhythms of organisms, the patterns and timing of species’ migration, and the trajectories of human-induced environmental change. We argue that the spatial and temporal dimensions of human environments shape society’s ability to wield information, while acknowledging that varied cultural factors also focus a society’s ability to act on such information. Our analyses demonstrate the analytical importance of completed experiments from the past, and their utility for contemporary debates concerning managing imperfect information and addressing conflicting priorities in modern environmental management and resource use.  相似文献

Recent moves by national and local policy makers have sought to encourage individuals to engage in a wide range of pro-environmental practices to address both discrete environmental problems and major, global challenges such as climate change. The major framing device for these developments is the notion of ‘citizen–consumers’, which positions individual ecological responsibilities alongside consumer choice logics in a Neo-liberal socio-economic framework. In the environmental social sciences, there have been recent moves to interpret the citizen–consumer through adopting a social practices approach, which advances the notion that in understanding environmental commitments, a deeper appreciation of underlying norms, values, identity politics and consumption is required to uncover the complex processes that lead to environmental practices in specific contexts. This paper argues that whilst these approaches have considerable utility in tracing the normalisation of established and discrete environmental practices in particular contexts, the issue of climate change represents an independent and over-arching discursive conflict between new and embedded practices that challenges the ability of citizen–consumers to act as agents for change. Accordingly, the data presented in this paper suggest that climate change can be seen as an unsettling and dynamic issue that generates discursive conflict in its own right around fundamental issues of knowledge, responsibility, scale and place. The paper therefore argues that a new and more critical perspective is required within environmental social science to understand (conflicting) discourses of sustainable living between the ‘passive’ normalisation of conventional environmental practice and the ‘contested’ ambiguities of climate change.  相似文献

Despite ongoing faith in their ability to deliver meaningful reductions in GHG emissions as the Durban climate summit approaches in December 2011 and as the end of the first commitment period of the Kyoto Protocol in 2012 looms large, carbon markets have been adversely affected by low prices that are failing to drive necessary investment in low-carbon technology and a series of scandals about their integrity. Some Clean Development Mechanism (CDM) projects have nevertheless delivered reductions in GHG emissions and sustainable development benefits. However, these benefits are too few, and strong incentives still remain in place to go for ‘low-hanging fruit’ opportunities that bring few additional environmental and developmental gains. Although governance reforms have a part to play in addressing these issues, these are not teething problems that can be easily weeded out with further institutional learning and innovation. They touch on the deeper politics of carbon markets and the role politics play in responses to climate change that have to be addressed.  相似文献

The degradation of air quality, an environmental consequence of anthropogenic activities, poses a challenge to human health. However, the corresponding control measures incur additional costs. This study presents an analysis of the health and socioeconomic benefits of air quality control measures and climate change mitigation. Multidisciplinary modelling was used for PM2.5 and ozone distribution to analyze the co-benefits of end-of-pipe measures and electrification as well as their period-specific impacts on human health and the economy. The results indicated that the long-term impacts of end-of-pipe technologies and electrification in Japan's residential, building, and transportation sectors could reduce premature deaths, caused by PM2.5 and ozone pollution, by 65,500 annually from 2010 to 2050. These technologies could save a per capita work hour loss of 3.64 h and avoid an economic loss of 5.43 billion USD by 2050. This study predicted climate actions would enable western Japan to benefit from PM2.5 control measures, whereas the entire country would benefit from ozone pollution reduction.  相似文献

There is now a growing literature emphasizing the critical importance of social variables in the formulation of coastal management policies seeking to tackle climate change impacts. This paper focuses on the role of social capital, which is increasingly identified as having a significant role in climate change adaptation and mitigation strategies. We focus on public perceptions of the social costs and benefits arising from two management options (managed retreat/realignment and hold-the-line), the resulting level of policy acceptability, and how this acceptability is mediated by social capital parameters within coastal communities. These issues are examined by means of a quantitative social survey implemented in Romney Marsh (east Sussex/Kent, UK), an area facing significant impacts from climate change. We tested two models through path analysis with latent structures. The first correlates respondents’ perceived costs and benefits with the level of public acceptability of the two policy options. In the second model, we introduce social capital variables, investigating the impacts on perceived social costs and benefits of the policy options, and the overall effect on the level of public acceptability. Our findings demonstrate: (1) perceived social costs and benefits of proposed policy options influence the level of public acceptability of these policies; (2) these social costs and benefits are connected with the level of public acceptability; and (3) specific social capital parameters (i.e. social trust, institutional trust, social networks and social reciprocity) influence perceived policy costs and benefits, and also have a significant impact on the level of public acceptability of proposed policy options.  相似文献

为满足雷电灾害风险决策的精准化需求,突破人口、GDP等社会经济数据受行政区域的限制。本文基于多源遥感资料及统计年鉴数据,反演贵州省人口、GDP空间精细化分布情况,实现受灾对象在空间上的连续性分布;同时结合闪电定位监测资料、土壤电导率(HWSD)数据、地理信息数据,从致灾因子、孕灾环境、承灾体3个方面选取评价因子,构建雷电灾害风险评价模型,实现精细化风险评价研究。结果表明:(1)通过融入坡度分布修正人居指数、土地利用数据和夜间灯光数据反演不同产业经济数据实现的人口、GDP数据空间化分布,在总体趋势和局部特征上与贵州省实际情况相符,可为雷电灾害及其他自然灾害风险评价中承灾体的精细化分布提供参考。(2)雷电灾害风险主要受致灾因子、承灾体的影响,与雷电活动频繁程度以及社会经济发展水平有关。贵州省高风险区域主要集中在六盘水、毕节东南部、黔西南东北部、安顺南部及北部、贵阳东南部,黔南西南及东北部、遵义西北部、铜仁中部及东南部等区域。  相似文献

The Kyoto Protocol introduces the possibility that changes in carbon stock on agricultural and forest land and soils may be counted against countries’ commitments to reduce their greenhouse gas emissions. Including activities related to land use change and forestry in the international climate change agreement may stimulate new incentives for soil-conservation practices domestically. However, a primary criteria for their inclusion relates to the level of accuracy and transparency with which carbon stock changes can be assessed. Parties will also be concerned with the wider environmental impact of different sequestration practices, and the impact of offsets on overall emissions targets. This paper examines these issues for agricultural soils, considering recent research in North America. It is argued that incentives for carbon sequestration practices may need to be implemented independently of actual stock changes because farm-level soil monitoring would be very costly. In the USA, priority should be given to establishing incentives for cover crops and to expanding conservation tillage programs. These activities provide a range of ancillary environmental benefits. In contrast, improvements in biomass yield tend to rely on higher fertilizer inputs with their related environmental costs. Carbon accumulated through any of these activities is easily lost if the practices are discontinued, and so assessment procedures are needed that would avoid overestimating sequestration. Annual accumulation in agricultural soils could be equivalent to about 10% of Annex I carbon dioxide emissions, and therefore options for limiting sink credits from soils should be considered.  相似文献

Cloud seeding projects may have the time scale of half a century and cover the planetary-scale surface. Such activities among the positive also have negative consequences that include environmental pollution. Year after year cloud seeding over certain areas could produce large amounts of seeding agents washed out in precipitation. The sampling of these deposits is therefore important, but not applied in large space and time scales due to a high cost. As an alternative, the cloud seeding project measurements may be used for finding the deposit spatial pattern and locations of its maximum. In this study, we established the method for finding the spatial distribution of deposited silver iodide over a selected area after hail suppression using the observed characteristics of seeded hailstorms. The estimation of the silver iodide deposit maximum is 155?μg?m?2 during a 6-year period. Our findings agree well with those obtained from sampling silver content in precipitation during the other convective cloud seeding experiments. On the other hand, our method gives an answer of where to place the samplers, and hence more detailed chemical analysis and monitoring can be done in the future. The proposed methodology may be applied for any other target area and cloud seeding scenario.  相似文献
