While the focus of government climate change policy in many regions is on mitigation, research shows that integrated approaches, focusing equally on mitigation and adaptation, seen in the context of more general sustainability goals, may ultimately yield more productive outcomes. Since 2008, the province of British Columbia has mandated that local governments be carbon neutral in their own operations and has used a suite of policies, outreach and incentive tools to enable them to do so. The Meeting the Climate Change Challenge project explored eleven leading communities in B.C. to empirically examine how climate change policies and innovations are being framed and considered at the local scale.In this paper, we examine the synergies and trade-offs between adaptation, mitigation, and sustainability. Our findings suggest that, among leading communities, pursuing an integrated sustainability strategy (rather than a narrow focus on climate change) has the potential to yield benefits for both adaptation and mitigation in the majority of cases. The findings suggest that communities leading on climate innovation in the province have moved beyond a siloed approach in considering mitigation and adaptation. These findings have implications on integrated decision making at the municipal scale and multi-level governance, identifying both the challenges and the benefits inherent in pursuing multiple priorities simultaneously.  相似文献

This paper describes an assessment of the ways in which water supply companies in England and Wales are adapting to climate change, evaluated in the context of a model of the adaptation process. The four components of the model are (i) awareness of and concern about the potential impacts of climate change, (ii) adaptation strategy, (iii) the concept of an adaptation space from which options are selected, and (iv) the notion that three groups of factors influence awareness, strategy and option selection: susceptibility to change, internal characteristics of the organisation, and regulatory and market context.Public water supply in England and Wales is provided by private sector companies, subject to environmental and economic regulation. Hydrological simulations suggest that climate change has the potential to reduce the reliability of supply sources over the next few decades. The industry in December 2004 completed a review of investment requirements over the next five years.Awareness of climate change is high in the water industry, but by developing assessment procedures and incorporating them into the investment review the regulators forced companies to consider explicitly the potential impacts of climate change in a consistent and rigorous manner. These analyses combined climate change with other pressures on water resources, and in practice companies did not attribute specific investment decisions or proposals to climate change or indeed any other individual drivers. The broad strategy adopted by all water supply companies – to maintain standards of service – is determined by regulatory controls and market considerations, but the degree of concern about the impacts of climate change and precise adaptation options necessary to address supply-demand imbalances varied between water supply companies, reflecting local geographic conditions. The water supply companies and regulators have different perspectives on the relative merits of supply-side and demand-side measures, reflecting different organisational priorities.The 2004 investment review determined that no specific actions were necessary to deal with future climate change, but that measures set in place – in terms of methodologies and investment in investigations into specific resource developments – provided a sound foundation for more specific actions in the next investment review in five years time. Commercial marine fishing contributes significantly to the Australian economy, and has great importance for coastal communities. However, climate change presents significant challenges for Australia’s fishing industries, now and into the future. With greater use of targeted information, the fishing industry will be better placed to minimise the negative impacts and take advantage of opportunities associated with the effects of climate change. The future of the fishing industry—specifically wild capture fisheries—will depend on its ability and capacity to apply appropriate adaptation strategies for its viability and sustainability in the long-term. Knowledge regarding expected long-term changes in species distributions, improved weather and seasonal climate forecasts and their influence on target species, and better understanding of species tolerances, can inform adaptation responses. This paper provides a review of recent advances in research addressing Australia’s priorities in relation to commercial marine fisheries’ responses to current and anticipated future climate change impacts, and considers barriers and adaptation options for fisheries management over the near-term planning horizon of 5–7 years.  相似文献

Effective climate change adaptation in mining communities is reliant on action by both local authorities and mining operations. This article reports the findings of two surveys conducted in late 2010, with Australian mining companies and local government authorities respectively, investigating their perceptions and activities related to climate change adaptation. The research identified the main types of weather and climate-related impacts experienced in the past and expected under future climate conditions for the two groups. There were significantly differing levels of concern about weather and climate-related impacts between the two types of organisations. Mining company respondents reported lower levels of severity of impact from both past and (expected) future weather events, as well as lower levels of belief in climate change and of adaptation activities to prepare for it. Interestingly, mining companies generally reported less concern about future impacts than those experienced in the past, suggesting discounting of risks due to climate change scepticism. The article reports on a range of factors relevant to adaptation in mining communities, including perceived barriers, collaboration and further information needs. The research findings are discussed in the context of other recent research on climate change adaptation by Australian organisations and studies of mining industry adaptation in other countries.  相似文献

The research activity described in this report is a comprehensive regional assessment of the impacts of climate change on water resources and options for adaptation in the Okanagan Basin. The ultimate goal of the project is to develop integrated climate change and water resource scenarios to stimulate a multistakeholder discussion on the implications of climate change for water management in the region. The paper describes two main objectives: (a) providing a set of research products that will be of relevance to regional interests in the Okanagan, and (b) establishing a methodology for participatory integrated assessment of regional climate change impacts and adaptation that could be applied to climate-related concerns in Canada and other countries. This collaborative study has relied on field research, computer-based models, and dialogue exercises to generate an assessment of future implications, and to learn about regional views on the prospects for adaptation. Along the way, it has benefited from strong partnerships with governments, researchers, local water practitioners, and user groups. Building on the scenario-based study components, and a series of interviews and surveys undertaken for the water management and adaptation case study components, a set of stakeholder dialogue sessions were organized which focused on identifying preferred adaptation options and processes for their implementation. Rather than seeking consensus on the “best” option or process, regional interests were asked to consider a range of available options as part of an adaptation portfolio that could address both supply side and demand side aspects of water resources management in the Okanagan. New hybrid forms of climate change adaptation combining local and nonlocal/scientific knowledge are emerging across the Asian Highlands region. Yet, while local adaptive capacity can be based on place-based knowledge that governments often lack, communities still need assistance from states to better adjust to climate change and socioeconomic impacts. Using a regional literature review, we evaluate the role of evolving hybrid forms of adaptive knowledge for coping with environmental and social change. The literature is clear that appreciating local knowledge is not enough; enfranchising people with representative decision-making and resource rights and responsibilities is also required so that people can employ that knowledge toward climate adaptation. Into the future, Asian Highland climate change actions must include more targeted state support for locally evolving hybrid knowledge, behaviors and institutions.  相似文献

Rancher and farmer perceptions of climate change in Nevada, USA   总被引:1,自引:1,他引:0  
Farming and ranching communities in arid lands are vulnerable to the adverse impacts of climate change. We surveyed Nevada ranchers and farmers (n?=?481) during 2009–2010 to assess climate change related knowledge, assumptions, and perceptions. The large majority of this group agreed that we are in a period of climate change; however, only 29 % of them believed that human activity is playing a significant role. Female ranchers and farmers hold more scientifically accurate knowledge about climate change than do their male counterparts, regardless of Democratic or Republican affiliation. Partisan affiliation, political ideology, and gender have strong impacts on climate change knowledge and perceptions. Republican, conservative and male rural residents view climate change as a low national priority, less important to themselves, and less harmful to their communities. Female ranchers and farmers are more concerned about the negative impacts of climate change. We found that only 4 % of our subjects (n?=?299) attribute local environment changes to climate change or global warming. The knowledge gained from this study will help researchers and natural resource managers understand how to best communicate about climate change with rural communities, and support policy makers in identifying potentially effective adaptation and mitigation policies and outreach programs.  相似文献

Dramatic climatic change in the Arctic elevates the importance of determining the risk of exposure for people living in vulnerable areas and developing effective adaptation programs. Climate change assessment reports are valuable, and often definitive, sources of information for decision makers when constructing adaptation plans, yet the scope of these reports is too coarse to identify site-specific exposure to the impacts of climate change and adaptation needs. Subsistence hunters and gatherers in the Arctic are valuable knowledge holders of climate-related change in their area. Incorporating both their traditional ecological knowledge and information found in climate science assessment reports can offer adaption planners a deeper understanding of exposure to climate change and local adaptation needs. In this study, we compare information found in assessment reports of climate change in the Arctic with what we have learned from the Alaskans Sharing Indigenous Knowledge project from 2009 to 2012, a research project documenting traditional ecological knowledge in two Native villages in Alaska, Savoonga and Shaktoolik. Content analysis of the interviews with hunters and gatherers reveal the site-specific impacts of climate change affecting these two villages. We find that their traditional ecological knowledge is complimentary and largely corroborates the climate science found in assessment reports. Traditional ecological knowledge, however, is more current to the social and local conditions of the villages, and presents a more unified social and biophysical portrayal of the impacts of climate change. If taken together, these two forms of knowledge can focus adaptation planning on the pertinent needs of the communities in question.  相似文献

This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. These results have significant implications for how climate policy can be developed to support autonomous adaptors in the UK and other countries.  相似文献

Adaptive practices are taking place in a range of sectors and regions in Australia in response to existing climate impacts, and in anticipation of future unavoidable impacts. For a rich economy such as Australia’s, the majority of human systems have considerable adaptive capacity. However, the impacts on human systems at the intra-nation level are not homogenous due to their differing levels of exposure, sensitivity and capacity to adapt to climate change. Despite past resilience to changing climates, many Indigenous communities located in remote areas are currently identified as highly vulnerable to climate impacts due to their high level of exposure and sensitivity, but low capacity to adapt. In particular, communities located on low-lying islands have particular vulnerability to sea level rise and increasingly intense storm surges caused by more extreme weather. Several Torres Strait Island community leaders have been increasingly concerned about these issues, and the ongoing risks to these communities’ health and well-being posed by direct and indirect climate impacts. A government agency is beginning to develop short-term and long-term adaptation plans for the region. This work, however, is being developed without adequate scientific assessment of likely ‘climate changed futures.’ This is because the role that anthropogenic climate change has played, or will play, on extreme weather events for this region is not currently clear. This paper draws together regional climate data to enable a more accurate assessment of the islands’ exposure to climate impacts. Understanding the level of exposure and uncertainty around specific impacts is vital to gauge the nature of these islands’ vulnerability, in so doing, to inform decisions about how best to develop anticipatory adaptation strategies over various time horizons, and to address islanders’ concerns about the likely resilience and viability of their communities in the longer term.  相似文献

Involving a wide-range of stakeholders at different moments in the planning of urban adaptation to climate change can help to overcome different barriers to adaptation, such as a lack of common perception, or control over options. This Article argues for an approach that involves a wide range of actors throughout the planning process in order to confront the challenges of urban adaptation to climate change. It builds on the results of a three-year participatory action research project to identify the catalysts with which local administrations can overcome the lack of data, the low level of engagement around the climate issue, and the cause-and-effect linkages of climate change impacts on the urban environment. Significant factors include territorial rootedness, leveraging actors’ experience, interaction between actors, as well as the valuing of local actors as experts of territorial management rather than as novices with regard to climate change adaptation. In addition to contributing towards the engagement of a large number of stakeholders around adaptation issues, a planning process that involves representatives from various sectors and during several stages contributes to a greater understanding of these issues and their linkages. It follows that such a process will bring changes to urban practices by better articulating local concerns about climatic issues.

Policy relevance

Although participation is commonly advocated in policy responses to climate change, only few empirical studies have investigated the ways in which local actors' knowledge can be integrated into climate change adaptation planning processes. The article builds on the results of an action research project carried out in Québec City, Canada, to address the relevance of involving a progressively broader range of actors as the adaptation process moves through its various phases. Given that a multitude of barriers to adaptation are at play at different times in a municipality, collaborations between local stakeholders emerge as a key factor. These collaborations provide greater insight into the linkages between climate change impacts and the urban environment and, in doing so, bring into question ordinary urban management and design practices.  相似文献

A survey documenting how climate change is perceived and responded to by Canadian mine operations was administered to a random sample of practitioners working at mine sites across Canada. Key findings include: (1) Mines are sensitive to climatic hazards; (2) There is concern about climate change among mine practitioners, but the majority have not yet noticed climate change to be affecting operations; (3) Future climate change is expected to have negative impacts for mine operations; (4) Mines are responding to climate change mainly through efforts to reduce greenhouse gas emissions but also through adaptation, although to a lesser degree; and (5) Knowledge of future climate change projections and impacts is limited, potentially constraining understanding of the nature of climate change risks. The survey compliments previous work documenting perceptions among upper level management on climate change in the Canadian mining industry. The results from both surveys are largely consistent, establishing that the mining sector perceives climate change as an emerging risk and is developing response options, but needs to invest more time and resources for adaptation to what are inevitable changes in climate. The results support the need for targeted in-depth research to assess the vulnerability of mining to climate change and to evaluate response options.  相似文献

Understanding vulnerability to the impacts of global environmental change and identifying adaptation measures to cope with these impacts require localized investigations that can help find actual and exact answers to the questions about who and what are vulnerable, to what are they vulnerable, how vulnerable are they, what are the causes of their vulnerability, and what responses can lessen their vulnerability. People living in forests are highly dependent on forest goods and services, and are vulnerable to forest changes both socially and economically. In the Congo basin, climate change effects on forest ecosystems are predicted to amplify the existing pressure on food security urging expansion of current agricultural lands at the expense of forest, biodiversity loss and socioeconomic stresses. The paper aimed at exploring vulnerability and adaptation needs to climate change of local communities in the humid forest zone of Cameroon. Field work was conducted in two forest communities in Lekié and in Yokadouma in the Center and Eastern Regions of Cameroon respectively. The assessment was done using a series of approaches including a preparatory phase, fieldwork proper, and validation of the results. Results show that: (a) the adverse effects of climate conditions to which these communities are exposed are already being felt and exerting considerable stress on most of their livelihoods resources; (b) drought, changing seasons, erratic rain patterns, heavy rainfall and strong winds are among the main climate-related disturbances perceived by populations in the project sites; (c) important social, ecological and economic processes over the past decades seemed to have shaped current vulnerability in the sites; (d) Some coping and adaptive strategies used so far are outdated; and specific adaptation needs are identified and suggestions for facilitating their long-term implementations provided.  相似文献

There is a strong contemporary research and policy focus on climate change risk to communities, places and systems. While the need to understand how climate change will impact on society is valid, the challenge for many vulnerable communities, especially some of the most marginalised, such as remote indigenous communities of north-west South Australia, need to be couched in the context of both immediate risks to livelihoods and long-term challenges of sustainable development. An integrated review of climate change vulnerability for the Alinytjara Wilurara Natural Resources Management region, with a focus on the Anangu Pitjantjatjara Yankunytjatjara lands, suggests that targeted analysis of climate change impacts and adaptation options can overlook broader needs both for people and the environment. Climate change will add to a range of complex challenges for indigenous communities, especially in relation to hazards, such as fire and floods, and local environmental management issues, especially in association with invasive species. To respond to future socio-ecological risk, some targeted responses will need to focus on climate change impacts, but there also needs to be a better understanding of what risk is already apparent within socio-ecosystems and how climate interacts with such systems. Other environmental, social and economic risks may need to be prioritised, or at least strongly integrated into climate change vulnerability assessments. As the capacity to learn how to adapt to risk is developed, the value attributed to traditional ecological knowledge and local indigenous natural resource management must increase, both to provide opportunities for strong local engagement with the adaptation response and to provide broader social development opportunities.  相似文献

Firm relocation as adaptive response to climate change and weather extremes   总被引:1,自引:0,他引:1  
Growing scientific evidence suggests that human-induced climate change will bring about large-scale environmental changes such as sea-level rise and coastal flooding, extreme weather events and agricultural disruptions. The speed and extent of these changes and the expected impacts on social and corresponding economic and industrial systems are now moving to the forefront of debates. In this paper, we argue that climate change will lead to significant disruptions to firms which might ultimately create the necessity of a geographical shift of firm and industrial activities away from regions highly affected by climate change. Such a shift might become necessary due to (1) direct disruptions through climate change impacts on firm operations, for instance through droughts, floods, or sea level rise, and due to (2) disruptions in a firm's supplier, buyer or resource base that lead to flow-on effects and adverse consequences for a firm. We propose a framework for integrating firm relocation decisions into firm adaptive responses to climate change. The framework consists of three assessment steps: the level of risk from climate change impacts at a firm's location, the feasibility of relocation, and associated costs and benefits. We apply the framework to two case examples. The first case of electricity distribution firms in Victoria/Australia illustrates how the relocation (undergrounding) of cables could decrease the vulnerability of distribution networks to bushfires and the risk of electricity-caused fires, but would require significant investments. The second case of firms in the Australian pastoral industry points to geographic diversification of pastoral land holdings as possible adaptation option, but also to constraints in form of availability of suitable properties, ties to local communities, and adverse impacts on biodiversity. Implications for adaptation research and practice are outlined.  相似文献

The preference rankings of a rural population in central British Columbia, Canada of potential environmental effects of climate change were assessed using the psychometric method of paired comparison. The survey results were used to develop an interval scale for eight hypothetical, but potential, environmental effects including major and minor impacts to water and fish, forest ecosystems, wildlife, and scenic and recreation. Interval scales were developed for the total sample as well as sub-samples made up of females, males, town residents, non-town residents, respondents with high school or less education, and respondents with at least some post-secondary education. Major impacts on water and fish were considered to be the most serious effects followed by major impacts on forest ecosystems and major impacts on wildlife. Major effects on scenic and recreation were ranked below minor effects on water and fish. Responses from the sub-samples were similar with some minor deviations. For example, females ranked major impacts on wildlife higher than males, and males ranked major impact on scenic and recreation higher than females. However, the overall rankings of females and males were highly correlated. This study showed climate change effects on environmental goods and services in terms of human preferences. A human preferences perspective (combined with biophysical assessments) is required for determining local adaptation priorities and for guiding impacts and adaptation research. The methodology and approach has potential for broader application.  相似文献

Climate variability has been evident on the Mongolian plateau in recent decades. Livelihood adaptation to climate variability is important for local sustainable development. This paper applies an analytical framework focused on adaptation, institutions, and livelihoods to study climate adaptation in the Mongolian grasslands. A household survey was designed and implemented in each of three broad vegetation types in Mongolia and Inner Mongolia. The analytical results show that livelihood adaptation strategies of herders vary greatly across the border between Mongolia and Inner Mongolia, China. Local institutions played important roles in shaping and facilitating livelihood adaptation strategies of herders. Mobility and communal pooling were the two key categories of adaptation strategies in Mongolia, and they were shaped and facilitated by local communal institutions. Storage, livelihood diversification, and market exchange were the three key categories of adaptation strategies in Inner Mongolia, and they were mainly shaped and facilitated by local government and market institutions. Local institutions enhanced but also at times undermined adaptive capacity of herder communities in the two countries, but in different ways. Sedentary grazing has increased livelihood vulnerability of herders to climate variability and change. With grazing sedentarization, the purchase and storage of forage has become an important strategy of herders to adapt to the highly variable climate. The multilevel statistical models of forage purchasing behaviors show that the strategies of livestock management, household financial capital, environmental (i.e., precipitation and vegetation growth) variability, and the status of pasture degradation were the major determinants of this adaptation strategy.  相似文献

To succeed in meeting carbon emissions reduction targets to limit projected climate change impacts, it is imperative that improved synergies be developed between mitigation and adaptation strategies. This is especially important in development policy among remote indigenous communities, where demands for development have often not been accompanied by commensurate efforts to respond to future climate change impacts. Here we explore how mitigation and adaptation pathways can be combined to transform rural indigenous communities toward sustainability. Case studies from communities in Alaska and Nepal are introduced to illustrate current and potential synergies and trade-offs and how these might be harnessed to maximize beneficial outcomes. The adaptation pathways approach and a framework for transformational adaptation are proposed to unpack these issues and develop understanding of how positive transformational change can be supported.  相似文献

Human adaptation to climate change is comprised of “adjustments” in response to (or anticipation of) climatic impacts. Adaptation does not necessarily imply favorable or equitable change, nor does it automatically imply sustainable use of ecosystems. “Sustainable adaptation” in this case implies strategic, collective action to respond to or anticipate harmful climate change to reduce disruption to key resource flows and adverse effects on general well-being. This research examined social-ecological system responses to recent warming trends in the remote northwest region of Interior Alaska using a unique vulnerability and adaptive capacity assessment (VA) approach that integrated indigenous observations and understanding of climate (IC) with western social and natural sciences. The study found that Alaska Native communities that were historically highly mobile and flexible across the landscape for subsistence hunting are increasingly restricted by the institutional rigidity of the regulatory system for wildlife and subsistence management. This has resulted in negative impacts to game harvest access and success threatening food security and community well-being. This suggests that policies limiting the ability of natural resource-dependent societies to be flexible, diversify, or innovate can threaten livelihoods and exacerbate vulnerability. Nevertheless, opportunities for sustainable adaptation exist where wildlife management is adaptive and includes an understanding of and response to climate variability and slow-onset climate change with the human dimensions of subsistence hunting for more effective “in-season” management.  相似文献
