The paper discusses the newly produced temperature and precipitation series from instrumental observations in the Western Mediterranean (WM) area, dating back to 1654. The two series had a continuous swing and unstable coupling passing from correlation to anti-correlation. Only after 1950 are they permanently anti-correlated with increasing temperature and decreasing precipitation. It is not clear how long this coupling will persist. The analysis of the correlation between the Northern Hemisphere (NH) and the WM temperature anomalies and their trends shows a certain variability from 1850 to 1950; later a strong coupling between NH and WM. Results suggest that the WM climate is approaching a turning point that might locally oppose the adverse effects of Global Warming.  相似文献

Do temperature anomalies affect political polarization over global warming? Americans’ attitudes about global warming are affected by whether they reside in states experiencing unseasonably warm (or cold) temperatures versus those experiencing milder temperatures. Specifically, in terms of causal attribution, political polarization over global warming is more pronounced in states experiencing temperature anomalies. Using pooled data collected during 2013–2014, this study utilizes logistic regression to explore how temperature anomalies exacerbate the political polarization among Americans over perceptions of whether global warming impacts are immediately evident as well as the attribution of global warming to human activity. Results indicate that very cold or warm temperature anomalies from a 5-year baseline predict perceptions of global warming impacts and exacerbate existing political polarization over the causal attribution of global warming. These effects are particularly noticeable among Democrats. This analysis provides a contribution to understanding how temperature anomalies from the recent past shape the sociophysical context of global warming attitudes.  相似文献

The way that the media reports and comments on key events in the fragmented global climate governance landscape is one important route to strengthening public accountability of such governance. Editorials and other opinion pieces provide key contributions to the public sphere, but have been almost entirely neglected in media research on climate change. Another understudied aspect in such research is the reporting on the fragmentation of global climate governance across numerous forums. This article provides an exploratory approach to address these two research gaps. It presents a quantitative analysis of how often leading newspapers in seven countries (Finland, India, Laos, Norway, South Africa, UK and USA) wrote about 18 meetings in six different global climate governance forums between 2004–2009 and whether they provided commentaries about them. The study shows that media coverage (articles and opinion pieces) is limited or absent for many meetings that are not attended by heads of state, are the launch of a new process or do not have the convening power of the United Nations Framework Convention on Climate Change. The pattern of coverage differs significantly among individual newspapers and there is no clear distinction between developed and developing country newspapers. The article concludes that overall news coverage, and editorial commentary in particular, of global climate meetings in the selected newspapers is too low and too patchy to significantly support domestic publics to hold their own (and indirectly other) governments accountable with regard to fragmented global climate governance.

Policy relevance

This study is instructive for the media and civil society, who should both act as accountholders of governments with regard to how they act in global climate governance and its implementation. Reporting and commentaries need to reflect the overarching process, not only sporadic coverage of high-level meetings, but also critical analysis of what is achieved. They should also take a broader scope in terms of the kinds of meetings and processes in global governance that they cover. Civil society should encourage the media to increase coverage along these lines, e.g. by adequate monitoring of government actions (or lack thereof) and share this with the media.  相似文献

Innovative micro-insurance schemes can be one tool to help African small-holder farmers cope with climate variability and change. A critical challenge for implementing such risk transfer programs, however, is helping participants understand how insurance operates, and there is evidence that farmers with a poor understanding of insurance are less likely to use it. One of the proposed tools to help farmers understand insurance is a simulation game, through which farmers can gain first-hand experience with a functioning insurance market. This paper reports on the results of experiments in Ethiopia and Malawi, investigating farmers’ understanding and the effectiveness of a role-playing game at improving that understanding. Our results suggest a generally poor understanding of basic insurance concepts, and are consistent with past results in suggesting that better understanding correlates with greater willingness to purchase it. Our results also suggest that role-playing games may be an important tool for improving understanding, but that they do not necessarily out-perform more conventional training practices.  相似文献

The question of whether and to what extent global warming may be changing tropical cyclone (TC) activity is of great interest to decision makers. The presence of a possible climate change signal in TC activity is difficult to detect because interannual variability necessitates analysis over longer time periods than available data allow. Projections of future TC activity are hindered by computational limitations and uncertainties about changes in regional climate, large scale patterns, and TC response. This review discusses the state of the field in terms of theory, modeling studies and data. While Atlantic TCs have recently become more intense, evidence for changes in other basins is not persuasive, and changes in the Atlantic cannot be clearly attributed to either natural variability or climate change. However, whatever the actual role of climatic change, these concerns have opened a “policy window” that, if used appropriately, could lead to improved protection against TCs.  相似文献

Indigenous Peoples of British Columbia have always had to accommodate and respond to environmental change. Oral histories, recollections of contemporary elders, and terms in indigenous languages all reflect peoples’ responses to such change, especially since the coming of Europeans. Very recently, however, many people have noted signs of greater environmental change and challenges to their resilience than they have faced in the past: species declines and new appearances; anomalies in weather patterns; and declining health of forests and grasslands. These observations and perspectives are important to include in discussions and considerations of global climate change.  相似文献

The recent study "Trends of Extreme Precipitation in Eastern China and Their Possible Causes" attributed the observed decrease/increase of light/heavy precipitation in eastern China to global warming rather than the regional aerosol effects. However, there exist compelling evidence from previous long-term observations and numerical modeling studies, suggesting that anthropogenic pollution is closely linked to the recent changes in precipitation intensity because of considerably modulated cloud physical properties by aerosols in eastern China. Clearly, a quantitative assessment of the aerosol and greenhouse effects on the regional scale is required to identify the primary cause for the extreme precipitation changes.  相似文献

Metaphors are essential devices for fostering collective understanding and forging political commitment across diverse constituencies. Due to the ineffectualness of prevailing linguistic representations of climate change, discursive entrepreneurs have begun to invoke over the last few years new imagery that frames the challenge as tantamount to a protracted state of armed hostility. This process of rhetorical militarization has been most prominent in the UK and it is subsequently creating opportunities for policy makers to propose greenhouse gas-reduction strategies that are reminiscent of wartime austerity programs. A particular approach that has attracted considerable interest is consumer regulation involving the imposition of annual quotas on personal carbon emissions. This idea is best understood as a variant of the comprehensive civilian rationing programs that were deployed during and after World War II. Because any eventual scheme to reduce greenhouse gas production at the individual level will require consummate public legitimacy, this historical experience can serve as a useful reference point for the design of contemporary interventions. To this end, the discussion highlights the methods that the British government used to sustain compliance with the war and postwar consumption control regimes. Of special interest is the role that black market trading and other illicit forms of commerce played during these periods. The conclusion reflects on the status of consumerism in contemporary lifestyles, considers the risks of political interference with consumer prerogatives, and draws some insights from this earlier experience with rationing  相似文献
