California is considering the adoption of a cap-and-trade regulatory mechanism for regulating the greenhouse gas emissions from electricity and perhaps other industries. Two options have been widely discussed for implementing cap-and-trade in the electricity industry. The first is to regulate the emissions from electricity at the load-serving entity (LSE) level. The second option for implementation of cap-and-trade has been called the ‘first-seller’ approach. Conceptually, under first-seller, individual sources (i.e. power plants) within California would be responsible for their emissions, as with traditional cap-and-trade systems. Emissions from imports would be assigned to the ‘importing firm’. An option that has not been as widely discussed is to implement a pure source-based system within California, effectively excluding imports from the cap-and-trade system altogether. This article examines these three approaches to implementing cap-and-trade for California's electricity sector. The article discusses many of the issues relating to measurement and the impacts on bidding and scheduling incentives that are created by the various regulatory regimes.  相似文献

Simulations of impacts of a double-CO2 climate with the Changed Climate Fire Modeling System in Northern California consistently projected increases in area burned and in the frequency of escaped fires compared with simulations of the present climate. However, the magnitude of those increases was strongly influenced by vegetation type, choice of atmospheric general circulation model (GCM) scenario, and choice of climatic forcing variables. The greatest projected increase in fire severity occurred in grasslands, using the Princeton Geophysical Fluid Dynamics Laboratory GCM, with wind speed, temperature, humidity and precipitation as driving variables.  相似文献

This paper provides a framework for integrated assessment of the impacts of climate change on natural resources and sets the stage for papers that follow in this volume. Integrated assessments are used to organize large quantities of technical information bearing on complex issues (environmental and others) in ways that facilitate application of the information in decision making and policy setting. Any integrated assessment must be based on the best available information. For that reason this paper includes a ‘primer’ on the current (and presumably best available) understanding of the science underlying climatic change. The remainder of the paper describes the component parts of one possible framework for integrated assessment.  相似文献

Climate change: impacts on electricity markets in Western Europe   总被引:1,自引:0,他引:1  
This paper studies some impacts of climate change on electricity markets, focusing on three climate effects. First, demand for electricity is affected because of changes in the temperature. Second, changes in precipitation and temperature have impact on supply of hydro electric production through a shift in the inflow of water. Third, plant efficiency for thermal generation will decrease because the temperature of water used to cool equipment increases. To find the magnitude of these partial effects, as well as the overall effects, on Western European energy markets, we use the multi-market equilibrium model LIBEMOD. We find that each of the three partial effects changes the average electricity producer price by less than 2%, while the net effect is an increase of only 1%. The partial effects on total electricity supply are small, and the net effect is a decrease of 4%. The greatest effects are found for Nordic countries with a large market share for reservoir hydro. In these countries, annual production of electricity increases by 8%, reflecting more inflow of water, while net exports doubles. In addition, because of lower inflow in summer and higher in winter, the reservoir filling needed to transfer water from summer to winter is drastically reduced in the Nordic countries.  相似文献

The impacts of global warming on farmers in Brazil and India   总被引:1,自引:0,他引:1  
How big a threat is global warming to climate-sensitive and economically important sectors such as agriculture in developing countries? How well will farmers be able to adapt to the threats of global warming? This paper attempts to shed light on these two important questions. A cross-sectional analysis is employed to estimate the climate sensitivity of agriculture in Brazil and India. Using panel data from both countries, the study measures how net farm income or property values vary with climate, and consequently, how farmers in India and Brazil react and adapt to climate. The estimated relationships are then used to predict the consequence of alternative climate scenarios. Global warming by the end of the next century could cause annual damages in Brazil between 1% and 39% and between 4% and 26% in India, although some of this effect may be potentially offset by carbon fertilization. These estimates do not factor into account climate-induced extreme weather events.  相似文献

全球变暖是当前热点问题之一,各大洋区时有发生的"超乎寻常"的台风活动也广为关注.全球范围内的台风活动特征是否悄然发生了变化?这种变化与全球变暖是否存在关联?这些问题已成为国际台风界的重点研究内容之一,近年来取得了许多进展.文中从全球台风活动特征变化事实的观测研究,成因分析、数值模拟与预测等方面对此进行了概述.综合各方观点,得到主要共识如下:单个台风的异常活动不宜直接归因于气候变化;全球台风频数的年际变化趋势并不明显;沿海地区人口增长和基础设施增加是近期台风对社会影响加重的主要原因;自1970年以来,一些海区的超强台风比例明显增大,比目前数值模式的模拟结果要大许多;如果全球气候持续变暖,台风的最大风速和降水很可能会继续增加;尽管在台风记录中同时有支持和不支持人类活动(全球变暖的影响)信号存在的证据,但在这一点上还不能给出一致的肯定结论.另外,由于台风和相关气候资料存在均一性方面问题,气候数值模式对台风气候特征描述也存在缺陷,这两类问题的存在使得在目前阶段确切阐明全球变暖和台风活动的关系仍有极大的不确定性.  相似文献

This study investigates how a large-scale reforestation in Savanna (8–12°N, 20°W–20°E) could affect drought patterns over West Africa in the future (2031–2060) under the RCP4.5 scenario. Simulations from two regional climate models (RegCM4 and WRF) were analyzed for the study. The study first evaluated the performance of both RCMs in simulating the present-day climate and then applied the models to investigate the future impacts of global warming and reforestation on the drought patterns. The simulated and observed droughts were characterized with the Standardized Precipitation and Evapotranspiration Index (SPEI), and the drought patterns were classified using a Self-organizing Map (SOM) technique. The models capture essential features in the seasonal rainfall and temperature fields (including the Saharan Heat Low), but struggle to reproduce the onset and retreat of the West African Monsoon as observed. Both RCMs project a warmer climate (about 1–2 °C) over West Africa in the future. They do not reach a consensus on future change in rainfall, but they agree on a future increase in frequency of severe droughts (by about 2 to 9 events per decade) over the region. They show that reforestation over the Savanna could reduce the future warming by 0.1 to 0.8 °C and increase the precipitation by 0.8 to 1.2 mm per day. However, the impact of reforestation on the frequency of severe droughts is twofold. While reforestation decreases the droughts frequency (by about 1–2 events per decade) over the Savanna and Guinea coast, it increases droughts frequency (by 1 event per decade) over the Sahel, especially in July to September. The results of this study have application in using reforestation to mitigate impacts of climate change in West Africa.  相似文献

A recent modelling study has shown that precipitation and runoff over land would increase when the reflectivity of marine clouds is increased to counter global warming. This implies that large scale albedo enhancement over land could lead to a decrease in runoff over land. In this study, we perform simulations using NCAR CAM3.1 that have implications for Solar Radiation Management geoengineering schemes that increase the albedo over land. We find that an increase in reflectivity over land that mitigates the global mean warming from a doubling of CO2 leads to a large residual warming in the southern hemisphere and cooling in the northern hemisphere since most of the land is located in northern hemisphere. Precipitation and runoff over land decrease by 13.4 and 22.3%, respectively, because of a large residual sinking motion over land triggered by albedo enhancement over land. Soil water content also declines when albedo over land is enhanced. The simulated magnitude of hydrological changes over land are much larger when compared to changes over oceans in the recent marine cloud albedo enhancement study since the radiative forcing over land needed (?8.2?W?m?2) to counter global mean radiative forcing from a doubling of CO2 (3.3?W?m?2) is approximately twice the forcing needed over the oceans (?4.2?W?m?2). Our results imply that albedo enhancement over oceans produce climates closer to the unperturbed climate state than do albedo changes on land when the consequences on land hydrology are considered. Our study also has important implications for any intentional or unintentional large scale changes in land surface albedo such as deforestation/afforestation/reforestation, air pollution, and desert and urban albedo modification.  相似文献

Weather services base their operational definitions of “present” climate on past observations, using a 30-year normal period such as 1961–1990 or 1971–2000. In a world with ongoing global warming, however, past data give a biased estimate of the actual present-day climate. Here we propose to correct this bias with a “delta change” method, in which model-simulated climate changes and observed global mean temperature changes are used to extrapolate past observations forward in time, to make them representative of present or future climate conditions. In a hindcast test for the years 1991–2002, the method works well for temperature, with a clear improvement in verification statistics compared to the case in which the hindcast is formed directly from the observations for 1961–1990. However, no improvement is found for precipitation, for which the signal-to-noise ratio between expected anthropogenic changes and interannual variability is much lower than for temperature. An application of the method to the present (around the year 2007) climate suggests that, as a geographical average over land areas excluding Antarctica, 8–9 months per year and 8–9 years per decade can be expected to be warmer than the median for 1971–2000. Along with the overall warming, a substantial increase in the frequency of warm extremes at the expense of cold extremes of monthly-to-annual temperature is expected.  相似文献

Recent studies have shown that changes in solar radiation affect the hydrological cycle more strongly than equivalent CO2 changes for the same change in global mean surface temperature. Thus, solar radiation management ??geoengineering?? proposals to completely offset global mean temperature increases by reducing the amount of absorbed sunlight might be expected to slow the global water cycle and reduce runoff over land. However, proposed countering of global warming by increasing the albedo of marine clouds would reduce surface solar radiation only over the oceans. Here, for an idealized scenario, we analyze the response of temperature and the hydrological cycle to increased reflection by clouds over the ocean using an atmospheric general circulation model coupled to a mixed layer ocean model. When cloud droplets are reduced in size over all oceans uniformly to offset the temperature increase from a doubling of atmospheric CO2, the global-mean precipitation and evaporation decreases by about 1.3% but runoff over land increases by 7.5% primarily due to increases over tropical land. In the model, more reflective marine clouds cool the atmospheric column over ocean. The result is a sinking motion over oceans and upward motion over land. We attribute the increased runoff over land to this increased upward motion over land when marine clouds are made more reflective. Our results suggest that, in contrast to other proposals to increase planetary albedo, offsetting mean global warming by reducing marine cloud droplet size does not necessarily lead to a drying, on average, of the continents. However, we note that the changes in precipitation, evaporation and P-E are dominated by small but significant areas, and given the highly idealized nature of this study, a more thorough and broader assessment would be required for proposals of altering marine cloud properties on a large scale.  相似文献

Based on homogenized land surface air temperature (SAT) data (derived from China Homogenized Historical Temperature (CHHT) 1.0), the warming trends over Northeast China are detected in this paper, and the impacts of urban heat islands (UHIs) evaluated. Results show that this region is undergoing rapid warming: the trends of annual mean minimum temperature (MMIT), mean temperature (MT), and mean maximum temperature (MMAT) are 0.40 C decade?1, 0.32 C decade?1, and 0.23 C decade?1, respectively. Regional average temperature series built with these networks including and excluding “typical urban stations” are compared for the periods of 1954–2005. Although impacts of UHIs on the absolute annual and seasonal temperature are identified, UHI contributions to the long-term trends are less than 10% of the regional total warming during the period. The large warming trend during the period is due to a regime shift in around 1988, which accounted for about 51% of the regional warming.  相似文献

Regional scale studies of the impacts of global warming scenarios provide a useful mechanism for identifying potential regional sensitivities, data gaps and research needs, and for raising awareness of the global warming issue at the regional level. Thus, a pilot study of water resources in the Saskatchewan River Sub-basin was undertaken in order to provide first-cut estimates of impacts in this region, and to identify future research needs. Thirty scenarios were constructed, using two hypothetical growth rates for irrigation, five scenarios based on outputs from General Circulation Models (GCMs), and ten hypothetical warming scenarios. During the course of this study, a number of methodological questions were raised, including the representativeness of data points, interpolation of observed and scenario data, and the quantification of uncertainty.Results indicated decreases in summer soil moisture and increases in irrigation demand, but no consensus on changes in runoff or annual net basin supply, primarily due to differences in the GCM-based scenario output at the Rocky Mountains, the major source region for runoff. There were a number of recommendations for follow-up research and monitoring.  相似文献

Motivated by the high abatement costs of the Kyoto Protocol for Germany, this paper is estimating the economic impact of global warming on agriculture in that country. The hedonic approach is used as theoretical background. Stating that land prices are – among others – determined by climatic factors, this approach can consequently be used to value global warming. To avoid a priori restrictions stemming from functional forms, the land price function is modeled as quadratic Box–Cox function that nests a wide range of specifications. In a second step, the estimated results are used to forecast the impact of climate change. The results indicate that German farmers will be winners of climate change in the short run, with maximum gains occurring at a temperature increase of +0.6°C against current levels. In the long run, there may be losses from global warming. However, the net present value from climate change is under the most probable scenarios positive.  相似文献

Researchers of climate change have suggested that climate change and variability has a significant influence on the epidemiology of infectious diseases, particularly vector-borne diseases. The purpose of this study is to explore how climate conditions and the dengue fever epidemic in Taiwan are related and to estimate the economic impact of climate change on infectious diseases. To achieve these objectives, two different methods, one involving the Panel data model and the other the Contingent Valuation Method (CVM), are applied in this study. At first, we use the Panel data model to assess the relationship between climate conditions and the number of people infected by dengue fever during the period from January 2000 to February 2006 in 308 cities and townships in the Taiwan. The results of the empirical estimation indicate that climate conditions have an increasingly significant impact on the probability of people being infected by dengue fever. The probability of being infected by dengue fever due to climate change is then calculated and is found to range from 12% to 43% to 87% which represent low, mid, and high probabilities of infection caused by climate change when the temperature is increased by 1.8°C. The respondent’s willingness to pay (WTP) is also investigated in the survey using the single-bounded dichotomous choice (SBDC) approach, and the results show that people would pay NT$724, NT$3,223 and NT$5,114 per year in order to avoid the increased probabilities of 12%, 43%, and 87%, respectively, of their being infected with dengue fever.  相似文献

Germany's current efforts to decarbonize its electricity system are analysed. As nuclear power and fossil power plants equipped with carbon capture and storage were ruled out in 2011, renewable electricity generation (RES) together with electricity savings are the primary focus for achieving decarbonization. Germany aims to have RES account for at least 80% of its electricity by 2050. Achieving renewable generation needs strong political support and regulatory provisions for its market integration. Four main technical and regulatory challenges are the maintenance of a steady and efficient expansion of RES, the provision of balancing capacities, the realization of the targeted electricity savings, and the smart adaptation of the transport and distribution grid. An overview of the existing and planned regulatory provisions for decarbonization are described, and some gaps identified, particularly with regard to the overall management of the process, the inclusion of electricity savings and the interference of Germany's decarbonization strategies with neighbouring countries. Policies that both accelerate grid expansion and direct RES expansion should immediately be put in place and can be supported by a targeted mobilization of balancing capacities. Electricity savings are a significant and cost-efficient strategy for low-carbon electricity.

Policy relevance

Germany is actively converting its national electricity system towards a fully renewable one. As renewable electricity has reached about a quarter of total consumption, a number of technical and regulatory challenges arise. Current discussions and plans are described for the four main challenges: maintaining and optimizing high investment rates into RES generation technologies, providing balancing capacities, reducing demand, and adapting the grid to the changing needs. Policy recommendations for these four tasks highlight the need to intensify electricity demand reduction and also consider the potential interactions between the German electricity system and its neighbouring countries.  相似文献
