Climate change adaptation governance is in flux. Adaptation policies are being adopted by governments at a rapid pace, particularly in Europe. In the period 2005–2010, the total number of recorded adaptation policy measures in the EU grew by some 635%. Despite the plethora of work on adaptation governance, few if any empirical studies have been conducted that explore the driving forces behind the rapid adoption and diffusion of adaptation policies. Working within the theoretical framework of national policy innovation (see Jordan and Huitema, 2014a, Jordan and Huitema, 2014b), we draw on a uniquely systematic database of national climate polices to develop a set of hypotheses on the drivers and barriers surrounding the adoption and diffusion of climate change adaptation policies across 29 European countries. Using an internal/external model we postulate that adaptation is largely being driven by internal factors. Additionally, we look to the possible effects of this policy adoption and diffusion to see if adaptation is emerging into a new and distinct policy field. What we find is that indeed it could be in a handful of countries.  相似文献

A long history of household-level research has provided important local-level insights into climate adaptation strategies in the agricultural sector. It remains unclear to what extent these strategies are generalizable or vary across regions. In this study we ask about three potential key factors influencing farming households’ ability to adapt: access to weather information, household and agricultural production-related assets, and participation in local social institutions. We use a 12-country data set from sub-Saharan Africa and South Asia to explore the links between these three potential drivers of agricultural change and the likelihood that farmers made farm-associated changes, such as adopting improved crop varieties, increasing fertilizer use, investing in improved land management practices, and changing the timing of agricultural activities. We find evidence that access to weather information, assets, and participation in social institutions are associated with households that have reported making farming changes in recent years, although these results vary across countries and types of practices. Understanding these drivers and outcomes of farm-associated changes across different socio-economic and environmental conditions is critical for ongoing dialogues for climate-resilient strategies and policies for increasing the adaptive capacity of smallholders under climate change.  相似文献

This study provides insight into the potential of experiment-based policy making to address complex environmental challenges. The investigation shows the usefulness of making an analytical distinction between incremental and synoptic policy experiments to understand successful change over time. Incremental refers here to gradual adjustment of policies in a specific context, synoptic to radical change of policies on a large scale. Success is understood in terms of drawing lessons and realising policy goals, enabling diffusion and improving environmental status. This unique study, including both the initial investigation and a follow-up 10 years after, analyses the dynamics that emerged from seven empirical cases to identify factors affecting the design and success of these two types of experiments. We studied three incremental experiments and four synoptic experiments in the Dutch fen landscape to learn from their practical experiences. This densely populated and commercially used landscape is vulnerable to environmental pressure such as precipitation peaks, sea level rise and droughts. Initiators of the incremental experiments were able to change land-use management practices, albeit staying relatively close to the status quo. In contrast, while initiators of the synoptic experiments expressed higher ambitions in terms of change, these experiments tended to experience stagnation and difficulties in implementation and diffusion. Observations reveal that experiment-based policy change may crucially depend on capacity to deal with stakeholder dynamics and to embed experiments within multi-level institutional settings.  相似文献

Floods are challenging the resilience of societies all over the world. In many countries there are discussions on diversifying the strategies for flood risk management, which implies some sort of policy change. To understand the possibilities of such change, a thorough understanding of the forces of stability and change of underlying governance arrangements is required. It follows from the path dependency literature that countries which rely strongly on flood infrastructures, as part of flood defense strategies, would be more path dependent. Consequently there is a higher chance to find more incremental change in these countries than in countries that have a more diversified set of strategies. However, comparative and detailed empirical studies that may help scrutinize this assumption are lacking.To address this knowledge gap, this paper investigates how six European countries (Belgium, England, France, The Netherlands, Poland and Sweden) essentially differ with regard to their governance of flood risks. To analyze stability and change, we focus on how countries are responding to certain societal and ecological driving forces (ecological turn; climate change discourses; European policies; and the increasing prevalence of economic rationalizations) that potentially affect the institutional arrangements for flood risk governance. Taking both the variety of flood risk governance in countries and their responses to driving forces into account, we can clarify the conditions of stability or change of flood risk governance arrangements more generally. The analysis shows that the national-level impact of driving forces is strongly influenced by the flood risk governance arrangements in the six countries. Path dependencies are indeed visible in countries with high investments in flood infrastructure accompanied by strongly institutionalized governance arrangements (Poland, the Netherlands) but not only there. Also more diversified countries that are less dependent on flood infrastructure and flood defense only (England) show path dependencies and mostly incremental change. More substantial changes are visible in countries that show moderate diversification of strategies (Belgium, France) or countries that ‘have no strong path yet’ in comprehensive flood risk governance (Sweden). This suggests that policy change can be expected when there is both the internal need and will to change and a barrage of (external) driving forces pushing for change.  相似文献

Victorian farmers have experienced significant impact from climate change associated with drought and more recently flooding. These factors form a convergence with a complex of other factors to change production systems physically; and farmers’ decision making is variously described as adaptive or maladaptive to these drivers of change. Recently updated State Government policies on farming, climate and water have immediate and long term implications for food production systems but are not readily interpreted at a local scale. Further, peak oil and energy security are only partially integrated into either climate or water policy discourse. In effect, despite some far-sighted words about the meaning of climate change, uncertainty is largely met with a ‘business as usual’ mantra. Farmer narratives are used to demonstrate their systemic and increasing vulnerability and likelihood of perverse outcomes. The Future Farming strategy and Our Water Our Future are briefly analyzed, as are potential implications of the rhetoric of newly elected conservative government. Using ideas from Bourdieu and Bhabha we suggest that the reliance on farmers being able to innovate and take up opportunities associated with the uncertainty of large scale changes in climate and energy availability are misguided. It is more likely that current policy directions entrench the values of the global market and its elite, leaving farmers locked-in to historical structural responses that will not be successful in the long-term and will diminish their ability to imagine radical and diverse ways of avoiding the maladaptive structures currently surrounding their production systems.  相似文献

Understanding public perceptions of climate change is fundamental to both climate science and policy because it defines local and global socio-political contexts within which policy makers and scientists operate. To date, most studies addressing climate change perceptions have been place-based. While such research is informative, comparative studies across sites are important for building generalized theory around why and how people understand and interpret climate change and associated risks. This paper presents a cross-sectional study from six different country contexts to illustrate a novel comparative approach to unraveling the complexities of local vs global perceptions around climate change. We extract and compare ‘cultural knowledge’ regarding climate change using the theory of ‘culture as consensus’. To demonstrate the value of this approach, we examine cross-national data to see if people within specific and diverse places share ideas about global climate change. Findings show that although data was collected using ethnographically derived items collected through place-based methods we still find evidence of a shared cultural model of climate change which spans the diverse sites in the six countries. Moreover, there are specific signs of climate change which appear to be recognized cross-culturally. In addition, results show that being female and having a higher education are both likely to have a positive effect on global cultural competency of individuals. We discuss these result in the context of literature on environmental perceptions and propose that people with higher education are more likely to share common perceptions about climate change across cultures and tentatively suggest that we appear to see the emergence of a ‘global’, cross-cultural mental model around climate change and its potential impacts which in itself is linked to higher education.  相似文献

Policies to secure energy and water supplies from the impacts of climate change are currently being developed or are in place in many developed nations. Little is known about how these policies of security, and the systems of resource provision they prioritise, affect householders’ capacity to adapt to climate change. To better understand the connections between resource provision and consumption, this paper explores the notion that different ‘energies’ and ‘waters’ can be conceptualised as material elements of social practices, which shape the way practices are performed. We draw on a study of Australian migrants and their experiences with different resource provision systems in multiple countries, time periods and contexts across three generations. We discuss the differing characteristics of energy and water provision across three broad resource ‘eras’, and the way resources enable or reduce resourcefulness, adaptive capacity and resilience. We find that policy makers may inadvertently reduce householders’ capacity to respond and adapt to climate change impacts by prioritising the resource characteristics of immateriality, abundance and homogeneity. We conclude that policy which prioritises the resource characteristics of materiality, diversity and scarcity is an important, underutilised and currently unacknowledged source of adaptive capacity.  相似文献

Energy is crucial for supporting basic human needs, development and well-being. The future evolution of the scale and character of the energy system will be fundamentally shaped by socioeconomic conditions and drivers, available energy resources, technologies of energy supply and transformation, and end-use energy demand. However, because energy-related activities are significant sources of greenhouse gas (GHG) emissions and other environmental and social externalities, energy system development will also be influenced by social acceptance and strategic policy choices. All of these uncertainties have important implications for many aspects of economic and environmental sustainability, and climate change in particular. In the Shared-Socioeconomic Pathway (SSP) framework these uncertainties are structured into five narratives, arranged according to the challenges to climate change mitigation and adaptation. In this study we explore future energy sector developments across the five SSPs using Integrated Assessment Models (IAMs), and we also provide summary output and analysis for selected scenarios of global emissions mitigation policies. The mitigation challenge strongly corresponds with global baseline energy sector growth over the 21st century, which varies between 40% and 230% depending on final energy consumer behavior, technological improvements, resource availability and policies. The future baseline CO2-emission range is even larger, as the most energy-intensive SSP also incorporates a comparatively high share of carbon-intensive fossil fuels, and vice versa. Inter-regional disparities in the SSPs are consistent with the underlying socioeconomic assumptions; these differences are particularly strong in the SSPs with large adaptation challenges, which have little inter-regional convergence in long-term income and final energy demand levels. The scenarios presented do not include feedbacks of climate change on energy sector development. The energy sector SSPs with and without emissions mitigation policies are introduced and analyzed here in order to contribute to future research in climate sciences, mitigation analysis, and studies on impacts, adaptation and vulnerability.  相似文献

ABSTRACT

Based on research into multiple types of climate change mitigation and adaptation (CCMA) projects and policies in Cambodia, this paper documents intersecting social and environmental conflicts that bear striking resemblance to well-documented issues in the history of development projects. Using data from three case studies, we highlight the ways that industrial development and CCMA initiatives are intertwined in both policy and project creation, and how this confluence is creating potentials for maladaptive outcomes. Each case study involves partnerships between international institutions and the national government, each deploys CCMA as either a primary or supporting legitimation, and each failed to adhere to institutional and/or internationally recognized standards of justice. In Cambodia, mismanaged projects are typically blamed on the kleptocratic and patrimonial governance system. We show how such blame obscures the collusion of international partners, who also sidestep their own safeguards, and ignores the potential for maladaptation at the project level and the adverse social and environmental impacts of the policies themselves.

Abstract

New Labour came to power in 1997 pledging to put environment concerns at the heart of policy-making. Shortly after being elected, the Labour Government signed the Kyoto Protocol and adopted a voluntary domestic target of a 20% cut in carbon dioxide emissions by 2010. This article looks at the development of UK climate policy since 1997 and the political drivers that have led to development of the climate policy mix. It assesses the Climate Change Programme adopted in 2000 and its delivery, and it also looks at the 5-year Climate Change Programme Review published in March 2006. It conducts a quantitative assessment of the UK's performance by looking at emissions data, and it also provides a qualitative analysis, by looking at the UK policies and measures within their political and institutional context. The article concludes that Labour has been actively promoting climate policy since coming to power and has played a strong leadership role internationally. The UK is on track to meet and surpass its Kyoto target, meeting its international commitments. Between 24.1 and 29.1 million tonnes of carbon savings per year are expected by 2010. Policies and measures in the industrial sector are delivering real emissions reductions, in addition to the reductions made through fuel switching. The Government has found it more difficult to make some of the tough choices necessary to deliver emissions reductions in the transport and the household sectors. The article seeks to explain why the Labour Government has found it uncomfortable, politically, to implement stronger measures in these parts of the economy. The article highlights the changing dynamics within UK politics and concludes that there are two possible avenues for taking more stringent measures in the future. The first involves the development of a cross-party consensus on climate change. The second is to change the way that climate change is framed, so that it is no longer seen as an ‘environment’ issue but one with which voters and decision-makers can immediately connect. Only then will it be possible to implement the necessary policies and measures across the whole economy.  相似文献

This paper identifies challenges inherent in addressing multi-scale environmental problems, and outlines tentative guidelines for addressing such challenges and linking science and policy across scales. The study and practice of environmental assessment and management increasingly recognize the importance of scale and cross-scale dynamics in understanding and addressing global environmental change. These ongoing efforts, however, lack a systematic way of thinking about and addressing the challenges involved in integrating science and policy across multiple scales, for example, in the design of policy-relevant, scientific assessments of problems such as climate change. These challenges include matching scales of biogeophysical systems with scales of management systems, avoiding scale discordance (matching the scale of the assessment with the scale of management), and accounting for cross-scale dynamics. In this paper we propose tentative guidelines for meeting such challenges for both assessors and decision-makers: (1) utilize boundary organizations — institutions which serve to mediate between scientists and decision-makers, and between these actors at different scales; (2) utilize scale-dependent comparative advantages — coordinating the allocation of resources, technical expertise, and decision-making authority to best capitalize on scale-specific capabilities; and (3) employ adaptive assessment and management strategies — constructing long-term, iterative, experiment-based processes of integrated assessment and management.  相似文献

In 2008 the US amended the century-old US Lacey Act to prohibit the import of illegally harvested or traded timber. Together with similar policies in the EU and Australia, this initialized a paradigm shift in global forest governance towards a legality (verification) regime that could substantially contribute to environmental and social stewardship in the forest sector. The analysis of the formation and implementation of these new policies in the US, Europe and Australia is, however, only just beginning.Based on 31 semi-structured interviews with key stakeholders, 19 informal conversations, more than 100 documents, and participant observation data, we analyze the policy making and implementation of the 2008 US Lacey Act amendment. Our results suggest two essential drivers for this policy change: (1) the deployment of discursive divide-and-conquer strategies and (2) a shift away from sustainability to legality, on both the international level and in the US. Based on the Discursive Agency Approach, we illustrate how carefully deployed discursive and governance strategies were crucial for building a coalition between environmentalists and parts of the wood (products) industry. This coalition was able to create a powerful storyline that muted the opposition and presented a politically attractive amendment proposal. We further show how these strategies have significant effects on the perception of the amended Lacey Act and its implementation. During implementation, coalitions as well as discursive and governance strategies shifted substantially but were still determined by the pre-amendment policy discourse. We conclude by exploring the importance of our findings for what we might expect from the concept of legality in global forest and environmental governance.  相似文献

The subsidy, as a measure, is widely applied by governments at all levels around the world as a way of policy interventions. However, there are two completely opposite opinions of subsidies on energy and environmental protection. The only reason for subsidy in existence is the internalization of external benefit. The paper firstly examines the energy subsidy policies relevant to climate change mitigation in China and their effectiveness, then points out the deficiency existing in energy conservation policies and renewable energy development policies, and finally suggests that China should exert positive role of subsidy policies and reduce negative effects in promoting climate change mitigation.  相似文献

A range of intensifying pressures is making the future of European agriculture dynamic and contested. Insights into these pressures are needed to inform debates about the future of the sector. In this study, we use a foresight approach to identify, quantify and map megatrends. Megatrends are long-term driving forces which are observable today and will likely have transformational potential in the future. By mapping these megatrends at the regional scale, we establish a geography of megatrends and detect where they coincide. Four megatrends significant for the future of European agriculture at the regional scale are assessed: Climate change, demographic change, (post-) productivism shifts, and increasingly stringent environmental regulations. The direction and intensity of these megatrends differs between regions, which drives regions into different systemic lock-ins or dynamics. In most regions, megatrends converge to destabilize the current system, forewarning impending systemic changes. While the specific megatrends contributing to this instability differ regionally, this result highlights that many regions are on a dynamic rather than stable trajectory, and the governance challenge is to steer these dynamics towards a desirable future. However, some regions are found to be highly persistent, indicating that megatrends reinforce business as usual, and change needs to be triggered through purposeful governance. In a minority of regions megatrends may drive marginalization as the current system becomes increasingly unviable. We argue that research and policies concerning agricultural sustainability transitions should be cognizant of the regional diversity of European megatrends and the pressures they create.  相似文献

While the Conference of the Parties wrangle at an international scale with climate policy, a quiet set of policies and measures is being implemented at a local scale by municipalities across the globe. This study examines the motivation municipalities have for undertaking policies to reduce their greenhouse gas emissions, when the theory of free-ridingwould predict that local administrations should find it difficult to unilaterally reduce their emissions for the benefit of the global climate. Through interviews with officials and/or staff in 23 municipalities in the United States enacting climate policy, data are gathered that suggest local government abatement policies are primarily a top—down decision based on what officials or staff members believe to be “good business” or rational policy choices. They are primarily driven by the potential for realised or perceived cost savings and co-benefits rather than by public pressure. Economic data from some dozen municipal projects are analyzed, finding, while municipalities lack sophisticated accounting techniques, some justification for the often-disputed claim that at least initial reductions in emissions can be made at cost savings. In the United States, with the lack of national abatement policies, it is municipalities that are leading the way in beginning to implement mitigation strategies, even if only for initial reductions.  相似文献

While research has generated very useful insights, usually at the macro level, regarding the multifaceted nature of environmental innovation and regulation, the characteristics and drivers peculiar to international companies have remained underexposed in the policy-related literature on clean technology transfer and development. This article aims to help open the ‘black box’ of business, also as input for future policy making, by discussing aspects that influence corporate responses: sector-specific and company-specific peculiarities as well as those related to country contexts (both origin countries and host countries for companies). Most of the climate-related investments in ‘developing’ countries turn out to have been geared to a few emerging economies, generally involving established technologies with limited transfer, and a major role for developed-country utilities, particularly from Europe. Despite these limitations, there is a base with experience being built up, and a potential for extension to lesser-developed areas, but that requires market co-creation by joint business and governmental efforts. As viable business models are largely lacking, the article suggests three main modalities, ranging from fully commercial to primarily publicly funded, involving different types of actors and countries. Gearing policies more towards corporate realities and reaping the international momentum of sustainable energy might also further climate goals.  相似文献

In response to substantial deforestation over many decades, large scale reforestation programs are being implemented across many tropical developing countries. Examples include the United Nations Billion Trees Campaign, the National Greening Program in the Philippines, and the 5 million ha reforestation program in Vietnam. However, while substantial investments are being made in reforestation, little information exists on the drivers influencing reforestation success and how these interact to determine environmental and socio-economic outcomes. In this study we surveyed 43 reforestation projects on Leyte Island, The Philippines to identify the drivers that most influence reforestation success as measured by key indicators drawn from the literature, including interactions between drivers and between drivers and indicators. We investigated 98 potential success drivers, including technical and biophysical factors; socio-economic factors; institutional, policy and management factors; and reforestation project characteristics. We also measured 12 success indicators, including forest establishment, forest growth, environmental and socio-economic success indicators. Stepwise multiple regressions were used to identify significant relationships among drivers and indicators and this analysis was used to develop a system of driver and indicator relationships. Based on this we found that revegetation method, funding source, education and awareness campaigns, the dependence of local people on forests, reforestation incentives, project objectives, forest protection mechanisms and the condition of road infrastructure were highly connected drivers that influenced multiple success indicators either directly or indirectly. We conclude that policies targeting revegetation methods, socioeconomic incentives, forest protection mechanisms, sustainable livelihoods, diversification of funding and partnerships, technical support, and infrastructure development are likely to have a broad systemic and beneficial effect on the success of reforestation programs in tropical developing countries.  相似文献

Climate change is widely recognised as a ‘wicked’ policy problem. Agreeing and implementing governance responses is proving extremely difficult. Policy makers in many jurisdictions now emphasise their ambition to govern using the best available evidence. One obvious source of such evidence is the evaluations of the performance of existing policies. But to what extent do these evaluations provide insights into the difficult dilemmas that governors typically encounter? We address this question by reviewing the content of 262 evaluation studies of European climate policies in the light of six kinds of dilemma found in the governance literature. We are interested in what these studies say about the performance of European climate policies and in their capacity to inform evidence-based policy-making. We find that the evaluations do arrive at common findings: that climate change is framed as a problem of market and/or state failure; that voluntary measures tend to be ineffective; that market-based instruments tend to be regressive; that EU-level policies have driven climate policies in the latecomer EU Member States; and that lack of monitoring and weak enforcement are major obstacles to effective policy implementation. However, we also conclude that the evidence base these studies represent is surprisingly weak for such a high profile area. There is too little systematic climate policy evaluation work in the EU to support systematic evidence-based policy making. This reduces the scope for sound policy making in the short run and is a constraint to policy learning in the longer term.  相似文献

The Australian Government policy on reduction of greenhouse gas emissions announced in 1990 includes exploring the scope for immediate, low cost reductions. Such measures can be taken as including ‘no regrets’ policies: those that, in addition to mitigating potential climate change, confer economic gains (including other environmental benefits) which exceed their costs. Some possible ‘no regrets’ opportunities and policies are identified relevant to energy use by the road transport sector over the period to 2020. The MARKALMENSA multi-period linear programming model of the Australian energy sector is used to investigate the cost-effectiveness of these policies.  相似文献
