Grassroots innovations emerge as networks generating innovative solutions for climate change adaptation and mitigation. However, it is unclear if grassroots innovations can be successful in responding to climate change. Little evidence exists on replication, international comparisons are rare, and research tends to overlook discontinued responses in favour of successful ones. We take the Transition Movement as a case study of a rapidly spreading transnational grassroots network, and include both active and non-active local transition initiatives. We investigate the replication of grassroots innovations in different contexts with the aim to uncover general patterns of success and failure, and identify questions for future research. An online survey was carried out in 23 countries (N = 276). The data analysis entailed testing the effect of internal and contextual factors of success as drawn from the existing literature, and the identification of clusters of transition initiatives with similar internal and contextual factor configurations. Most transition initiatives consider themselves successful. Success is defined along the lines of social connectivity and empowerment, and external environmental impact. We find that less successful transition initiatives might underestimate the importance of contextual factors and material resources in influencing success. We also find that their diffusion is linked to the combination of local–global learning processes, and that there is an incubation period during which a transition initiative is consolidated. Transition initiatives seem capable of generalising organisational principles derived from unique local experiences that seem to be effective in other local contexts. However, the geographical locations matter with regard to where transition initiatives take root and the extent of their success, and ‘place attachment’ may have a role in the diffusion of successful initiatives. We suggest that longitudinal comparative studies can advance our understanding in this regard, as well as inform the changing nature of the definition of success at different stages of grassroots innovation development, and the dynamic nature of local and global linkages.  相似文献

Community energy projects are attracting increasing attention as potential sources of innovation to support sustainable energy transitions. Research into ‘grassroots innovations’ like community energy often recognises the difficulties they face in simply surviving let alone in growing or seeding wider change. Strategic niche management theory is potentially helpful here as it highlights the important roles played by ‘intermediary actors’ in consolidating, growing and diffusing novel innovations. This paper presents the first in-depth analysis of intermediary work in the UK community energy sector. New empirical evidence was gathered through interviews with 15 community energy intermediaries and a content analysis of 113 intermediary-produced case studies about community energy projects. Analysis finds intermediaries adopting a variety of methods to try and diffuse generic lessons about context-specific projects, but that trying to coordinate support for local projects that exist amidst very different social and political circumstances is challenging. This is exacerbated by the challenges of building a coherent institutional infrastructure for a sector where aims and approaches diverge, and where underlying resources are uncertain and inconsistent. Applications of relatively simple, growth-oriented approaches like strategic niche management to grassroots innovations need to be reformulated to better recognise their diverse and conflicted realities on the ground.  相似文献

How social networks support or constrain the transition to co-management of small-scale fisheries and marine reserves is poorly understood. In this paper, we undertake a comparative analysis of the social network structures associated with the transition to co-management in three Jamaican marine reserves. Data from quantitative social relational surveys (n = 380) are integrated with data from semi-structured interviews (n = 63) and focus groups (n = 10) to assess how patterns of relational ties and interactions between and among fishermen and other local level actors (e.g., managers, wardens, NGO staff) support and constrain the transition to co-management. Our research suggests that the transitions to co-management were supported by a combination of three network structure and relational attributes: (i) the presence and position of institutional entrepreneurs; (ii) a dense central core of network actors; and (iii) the prevalence of horizontal ties and vertical linkages held by the community-based organizations formally responsible for the management of the marine reserves. Our findings also show that overall low network cohesion in the three reserves and limited social influence among the wardens may be problematic for sustained collective action that extends beyond the core set of network actors. These findings suggest the importance of strategies to enhance collective action, specifically through attention to the attributes of the corresponding social networks, as a means to contribute to successful transitions to co-management of marine reserves and small-scale fisheries. Our results provide more precise guidance, through social network analysis, on where in the respective networks social capital and leadership may require support or enhancement, and thus on how to target interventions for greatest effect.  相似文献

Nearly all long-term energy projections rely heavily on renewable energy sources on the assumption of abundance. Yet, already today, wind and solar projects can encounter local objections and competition with other uses. This paper presents the ranges of realistic potential supply for solar and wind electricity, using a 1 km2 grid level analysis covering the whole world at country level. In addition, the potential for building-based solar electricity is assessed. We find that long-term combined potentials range between 730 and 3700 EJ/a worldwide, depending crucially on the acceptable share of land—up to 3.5% of total (non-ice covered) land on earth. Realistic potentials account for limitations such as land-use competition and acceptance, together with resource quality and remoteness as proxies for cost. Today's electricity demand (65 EJ/a) is well covered by the range, but constraints may occur in the long run locally. Amongst large countries, Nigeria and India may need imports to meet electricity demand.  相似文献

The sustainability transitions literature seeks to explain the conditions under which technological innovations can diffuse and disrupt existing socio-technical systems through the successful scaling up of experimental ‘niches’; but recent research on ‘grassroots innovations’ argues that civil society is a promising but under-researched site of innovation for sustainability, albeit one with very different characteristics to the market-based innovation normally considered in the literature. This paper aims to address that research gap by exploring the relevance of niche development theories in a civil society context. To do this, we examine a growing grassroots innovation – the international field of community currencies – which comprises a range of new socio-technical configurations of systems of exchange which have emerged from civil society over the last 30 years, intended to provide more environmentally and socially sustainable forms of money and finance. We draw on new empirical research from an international study of these initiatives comprising primary and secondary data and documentary sources, elite interviews and participant observation in the field. We describe the global diffusion of community currencies, and then conduct a niche analysis to evaluate the utility of niche theories for explaining the development of the community currency movement. We find that some niche-building processes identified in the existing literature are relevant in a grassroots context: the importance of building networks, managing expectations and the significance of external ‘landscape’ pressures, particularly at the level of national-type. However, our findings suggest that existing theories do not fully capture the complexity of this type of innovation: we find a diverse field addressing a range of societal systems (money, welfare, education, health, consumerism), and showing increasing fragmentation (as opposed to consolidation and standardisation); furthermore, there is little evidence of formalised learning taking place but this has not hampered movement growth. We conclude that grassroots innovations develop and diffuse in quite different ways to conventional innovations, and that niche theories require adaptation to the civil society context.  相似文献

Research on place attachments and identities has made an important contribution to understanding social acceptance of low carbon infrastructure, which are often objected to by local communities. However, a focus on local attachments predominates in studies to date, neglecting the potential role of national and global attachments and identities on energy beliefs and attitudes, despite the fact that large energy infrastructures are not only local in significance or function. To investigate this, survey data was collected from a representative sample of UK adults (N = 1519), capturing place attachments at local, national and global levels, climate change concern, beliefs about power lines and support for energy system change. Findings show significant differences in infrastructure beliefs and attitudes depending upon relative strength of attachments at different levels, controlling for personal characteristics. Analyses of variance revealed that individuals with stronger national than local or global attachments were less likely to support European grid integration; those with relatively stronger global attachment were most likely to support decentralised energy and those with relatively stronger local attachment were most likely to protest against a nearby power line. In addition, those with strong attachments at local, national and global levels were most willing to reduce energy demand, and those with weak attachments were least likely to trust grid companies. Relatively stronger global than national attachment was positively associated with support for decentralised energy, with this effect partially mediated by climate change concern. Explanations for the findings and implications for future research are discussed.  相似文献

This article provides a first-cut estimate of the potential impacts of the clean development mechanism (CDM) on electricity generation and carbon emissions in the power sector of non-Annex 1 countries. We construct four illustrative CDM regimes that represent a range of approaches under consideration within the climate community. We examine the impact of these CDM regimes on investments in new generation, under illustrative carbon trading prices of US$ 10 and 100/t C. In the cases that are most conducive to CDM activity, roughly 94% of new generation investments remains identical to the without-CDM situation, with only 6% shifting from higher to lower carbon intensity technologies. We estimate that the CDM would bolster renewable energy generation by as little as 15% at US$ 10/t C, or as much as 300% at US$ 100/t C.A striking finding comes from our examination of the potential magnitude of the “free-rider” problem, i.e. crediting of activities that will occur even in the absence of the CDM. The CDM is intended to be globally carbon-neutral — a project reduces emissions in the host country but generates credits that increase emissions in the investor country. However, to the extent that unwarranted credits are awarded to non-additional projects, the CDM would increase global carbon emissions above the without-CDM emissions level. Under two of the CDM regimes considered, cumulative free-riders credits total 250–600 Mt C through the end of the first budget period in 2012. This represents 10–23% of the likely OECD emissions reduction requirement during the first budget period. Since such a magnitude of free-rider credits from non-additional CDM projects could threaten the environmental integrity of the Kyoto protocol, it is imperative that policy makers devise CDM rules that encourage legitimate projects, while effectively screening out non-additional activities.  相似文献

The use of Local Environmental Knowledge has been considered as an important strategy for adaptive management in the face of Global Environmental Change. However, the unprecedented rates at which global change occurs may pose a challenge to the adaptive capacity of local knowledge systems. In this paper, we use the concept of the shifting baseline syndrome to examine the limits in the adaptive capacity of the local knowledge of an indigenous society facing rapid ecosystem change. We conducted semi-structured interviews regarding perceptions of change in wildlife populations and in intergenerational transmission of knowledge amongst the Tsimane’, a group of hunter-gatherers of Bolivian Amazonia (n = 300 adults in 13 villages). We found that the natural baseline against which the Tsimane’ measure ecosystem changes might be shifting with every generation as a result of (a) age-related differences in the perception of change and (b) a decrease in the intergenerational sharing of environmental knowledge. Such findings suggest that local knowledge systems might not change at a rate quick enough to adapt to conditions of rapid ecosystem change, hence potentially compromising the adaptive success of the entire social-ecological system. With the current pace of Global Environmental Change, widening the gap between the temporal rates of on-going ecosystem change and the timescale needed for local knowledge systems to adjust to change, efforts to tackle the shifting baseline syndrome are urgent and critical for those who aim to use Local Environmental Knowledge as a tool for adaptive management.  相似文献

Successful adaptation to global environmental change will require confronting multiple unfolding challenges in concert. Coastal regions vulnerable to sea level rise and tropical storms will likely also be influenced by resource limitation in an uncertain future. In this paper, we explore the interrelated dynamics of coastal population migration, economic instability, and anthropogenic phosphorus (P) flows. Accounting for P flows and improving human P use efficiency are critical tasks given the finite global supply of phosphate rock and widespread eutrophication. We use material flow analysis to examine societal P metabolism in the Upper Pontchartrain Basin in coastal Louisiana, USA for two 5-y time periods (2001–2005 and 2006–2010) to capture the effects of fertilizer economics and population growth partially driven by the impact of Hurricane Katrina in the lower basin in 2005. Mass balances encompass human-mediated P fluxes in food production and consumption subsystems across agricultural, developed, and forested landscapes. Drastic reductions in locally purchased inorganic P fertilizer (78% decline between periods) were correlated to increases in fertilizer prices. Total P input to the study region decreased from 5452 to 3268 Mg P y−1 between periods. Changes in P flows were primarily driven by fertilizer economics, declining dairy production, and the influx of new residents, which has been characterized by decentralized settlement that limits P recycling. Societal P metabolic efficiency increased from 22% to 32% due largely to reduced fertilizer inputs. Leakage to the Pontchartrain Estuary and the Mississippi River represented 17–23% of total system P input, while the vast majority of P accumulated within soils, wastewater systems, and landfills. We discuss basin trends and management implications. A historic opportunity exists to encourage future coastal development characterized by synergies between local agriculture and human habitation to promote energy efficient nutrient recycling. The effect would be a decreased vulnerability to future fertilizer price spikes, along with the mitigation of current and future eutrophication.  相似文献

It has long been accepted that the relative affluence and technological efficiency of nations are important contributors to their rate of emissions. These associations have, in turn, driven questions about the feasibility of mitigating anthropogenic greenhouse gas emissions through incremental transition to “business as usual” policy structures in variant social contexts. Here, I explore the extent to which the historical context of colonial relations impacts the feasibility of a nation mitigating emissions per capita, emissions per dollar, and total emissions under current development logics. To do so I examine the structure of variation for 152 nations during the 1960–2018 period. Subsequently, I examine how being situated as an extractive colony in the past serves to moderate the association of GDP per capita with CO 2 emissions per capita, CO 2 emissions per dollar, and total CO 2 emissions in the present. I find that roughly 11% of cross-national variation in CO 2 emissions per capita and CO 2 emissions per dollar, as well as nearly 6% of variation in total CO 2 emissions between 1960 and 2018 is attributable to having been historically subjected to extractive colonial processes. These findings suggest that mitigation of emissions through transition of “business as usual” policy structures appears significantly less feasible for nations positioned as extractive colonies in the past, relative to all others.  相似文献

A mooring equipped with 200 high-resolution temperature sensors between 6 and 404 m above the bottom was moored in 1890 m water depth above a steep, about 10° slope of Mount Josephine, NE-Atlantic. The sensors have a precision of less than 0.5 mK. They are synchronized via induction every 4 h so that the 400 m range is measured to within 0.02 s, every 1 s. Thin cables and elliptical buoyancy assured vertical mooring motions to be smaller than 0.1 m under maximum 0.2 m s−1 current speeds. The local bottom slope is supercritical for semidiurnal internal tides by a factor of two. Exploring a one-month record in detail, the observations show: 1/semidiurnal tidal dominance in variations of dissipation rate ε, eddy diffusivity Kz and temperature, but no significant correlation between the records of ε and total kinetic energy, 2/a variation with time over four orders of magnitude of 100-m vertically averaged ε, 3/a local minimum in density stratification between 50 and 100 m above the bottom, 4/a gradual decrease in daily or longer averaged ε and Kz by one order of magnitude over a vertical distance of 250 m, upwards from 150 m above the bottom, 5/monthly mean values of <[ε]> = 2 ± 0.5 × 10−7 m2 s−3, <[Kz]> = 8 ± 3 × 10−3 m2 s−1 averaged over the lower 150 m above the bottom.  相似文献

Few studies consider how social-ecological systems recover from disturbance. We consider the small semi-autonomous island of Rodrigues (Indian Ocean). Based on semi-structured interviews (n = 70), a fisher survey (n = 73), weather data and official records we build a timeline of key events. We tabulate local perceptions (5+ mentions) of changes (social, economic and natural capital) and look for signs of adaptive cycles in the island's social-ecological past. Rising human pressure and extreme weather event impacts are reported since first settlement. We propose a recent “collapse” phase catalysed in the 1970s by severe drought, based on respondents’ perceptions of still-ongoing changes in farming and fishing, water, external dependence, migration and inter-island political change. Connectivity (flows of people, goods, information, money, power) appear to have strengthed local island recovery, but degradation continued, not least due to water scarcity and a lack of shared political vision as Rodrigues became more tied into the wider world.Overall, our findings suggest social-ecological systems may get stuck in a post-collapse recovery without any new structure emerging, presuming adaptive cycles can even be detected. Data gaps and global change redefining spatial and temporal scales could mean the adaptive cycle's usefulness is limited in development policy-making contexts.  相似文献

The upper layer, wind-driven circulation of the South China Sea (SCS), its through-flow (SCSTF) and the Indonesian through flow (ITF) are simulated using a high resolution model, FVCOM (finite volume coastal ocean model) in a regional domain comprising the Maritime Continent. The regional model is embedded in the MIT global ocean general circulation model (ogcm) which provides surface forcing and boundary conditions of all the oceanographic variables at the lateral open boundaries in the Pacific and Indian oceans. A five decade long simulation is available from the MITgcm and we choose to investigate and compare the climatologies of two decades, 1960–1969 and 1990–1999.The seasonal variability of the wind-driven circulation produced by the monsoon system is realistically simulated. In the SCS the dominant driving force is the monsoon wind and the surface circulation reverses accordingly, with a net cyclonic tendency in winter and anticyclonic in summer. The SCS circulation in the 90s is weaker than in the 60s because of the weaker monsoon system in the 90s. In the upper 50 m the interaction between the SCSTF and ITF is very important. The southward ITF can be blocked by the SCSTF at the Makassar Strait during winter. In summer, part of the ITF feeds the SCSTF flowing into the SCS through the Karimata Strait. Differently from the SCS, the ITF is primarily controlled by the sea level difference between the western Pacific and eastern Indian Ocean. The ITF flow, consistently southwestward below the surface layer, is stronger in the 90s.The volume transports for winter, summer and yearly are estimated from the simulation through all the interocean straits. On the annual average, there is a ∼5.6 Sv of western Pacific water entering the SCS through the Luzon Strait and ∼1.4 Sv exiting through the Karimata Strait into the Java Sea. Also, ∼2 Sv of SCS water enters the Sulu Sea through the Mindoro Strait, while ∼2.9 Sv flow southwards through the Sibutu Strait merging into the ITF. The ITF inflow occurs through the Makassar Strait (up to ∼62%) and the Lifamatola Strait (∼38%). The annual average volume transport of the ITF inflow from the simulation is ∼15 Sv in the 60s and ∼16.6 Sv in the 90s, very close to the long term observations. The ITF outflow through the Lombok, Ombai and Timor straits is ∼16.8 Sv in the 60s and 18.9 Sv in the 90s, with the outflow greater by 1.7 Sv and 2.3 Sv respectively. The transport estimates of the simulation at all the straits are in rather good agreement with the observational estimates.We analyze the thermal structure of the domain in the 60s and 90s and assess the simulated temperature patterns against the SODA reanalysis product, with special focus on the shallow region of the SCS. The SODA dataset clearly shows that the yearly averaged temperatures of the 90s are overall warmer than those of the 60s in the surface, intermediate and some of the deep layers and the decadal differences (90s  60s) indicate that the overall warming of the SCS interior is a local effect. In the simulation the warm trend from the 60s to the 90s in well reproduced in the surface layer. In particular, the simulated temperature profiles at two shallow sites at midway in the SCSTF agree rather well with the SODA profiles. However, the warming trend in the intermediate (deep) layers is not reproduced in the simulation. We find that this deficiency is mostly due to a deficiency in the initial temperature fields provide by the MITgcm.  相似文献

How individuals perceive climate change is linked to whether individuals support climate policies and whether they alter their own climate-related behaviors, yet climate perceptions may be influenced by many factors beyond local shifts in weather. Infrastructure designed to control or regulate natural resources may serve as an important lens through which people experience climate, and thus may influence perceptions. Likewise, perceptions may be influenced by personal beliefs about climate change and whether it is human-induced. Here we examine farmer perceptions of historical climate change, how perceptions are related to observed trends in regional climate, how perceptions are related to the presence of irrigation infrastructure, and how perceptions are related to beliefs and concerns about climate change. We focus on the regions of Marlborough and Hawke’s Bay in New Zealand, where irrigation is utilized on the majority of cropland. Data are obtained through analysis of historical climate records from local weather stations, interviews (n = 20), and a farmer survey (n = 490). Across both regions, no significant historical trends in annual precipitation and summer temperatures since 1980 are observed, but winter warming trends are significant at around 0.2–0.3 °C per decade. A large fraction of farmers perceived increases in annual rainfall despite instrumental records indicating no significant trends, a finding that may be related to greater perceived water availability associated with irrigation growth. A greater fraction of farmers perceived rainfall increases in Marlborough, where irrigation growth has been most substantial. We find those classes of farmers more likely to have irrigation were also significantly more likely to perceive an increase in annual rainfall. Furthermore, we demonstrate that perceptions of changing climate – regardless of their accuracy – are correlated with increased belief in climate change and an increased concern for future climate impacts. Those farmers that believe climate change is occurring and is human induced are more likely to perceive temperature increases than farmers who believe climate change is not occurring and is not human induced. These results suggest that perceptions are influenced by a variety of personal and environmental factors, including infrastructure, which may in turn alter decisions about climate adaptation.  相似文献

A population’s attitudes toward climate change can strongly influence governmental policies as well as community and individual climate-related behaviors. These attitudes have been explained with a variety of factors, including cultural worldviews, environmental attitudes, political ideology, knowledge of climate change, severe weather exposure, and sociodemographic characteristics. These studies typically assume an individual forms attitudes on the basis of preexisting values or beliefs and do not account for dynamic social interaction as a source of influence. This study introduces a network perspective that accounts for the social embeddedness of individuals, using network variables to predict climate attitudes, including homophily, network strength, attitude diversity, centrality, network size, and network valence. An exploratory factor analysis identified two distinct attitudinal dimensions: climate change epistemic skepticism and belief strength. Using egocentric data from a nationally representative survey collected in 2011, this study found that network variables were significant in predicting both climate attitude dimensions; hierarchical regression analyses accounting for other known predictors found two different predictive models for epistemic skepticism and belief strength. Homophily, network strength, attitude diversity, and network valence predicted epistemic skepticism (R2change = 4.8%), while centrality and network strength predicted belief strength (R2change = 8.9%). The analyses also found support for cultural factors as significant predictors of climate attitudes, particularly Christianity and cultural worldviews. The results of this study suggest that interpersonal influence through communication networks is a promising avenue for continued research, and should be included in studies of climate attitude formation and change.  相似文献

Understanding the spatial distribution of the quantity and economic value of Non-Timber Forest Product (NTFP) collection gives insight into the benefits that local communities obtain from forests, and can inform decisions about the selection of forested areas that are eligible for conservation and enforcement of regulations. In this paper we estimate transferable household production functions of NTFP extraction in the Eastern Arc Mountains (EAM) in Tanzania, based on information from seven multi-site datasets related to the behaviour of over 2000 households. The study shows that the total benefit flow of charcoal, firewood, poles and thatch from the EAM to the local population has an estimated value of USD 42 million per year, and provides an important source of additional income for local communities, especially the poorest, who mainly depend on subsistence agriculture. The resulting map of economic values shows that benefits vary highly across space with population density, infrastructure and resource availability. We argue that if further restrictions on forest access to promote conservation are considered, this will require additional policies to prevent a consequent increase in poverty, and an enforced trade-off between conservation and energy supply to rural and urban households.  相似文献

The Pic 2005 field campaign took place from 13 June to 7 July 2005 close to the high-altitude permanent atmospheric observatory Pic-du-Midi (PDM), situated at 2875 m asl in the French Pyrenees. The experimental set-up combined in situ ground-based observations at PDM with ozone lidar measurements at two lower sites in close vicinity (600 m asl/28 km away, and 2380 m asl/500 m away). Such an experimental configuration is appropriate to address the question of the vertical layering of the chemical atmosphere in a mountain area and above the plain nearby, and how this influences measurements conducted on a mountain summit under the influence of horizontal transport at regional scale, and vertical transport at local scale. Forecast tools made it possible to plan and carry out 6 one-day Intensive Observation Periods (IOPs), mostly in anticyclonic conditions favoring local thermally induced circulations, with and without local pollution in the lower troposphere.It was thus possible to document i) ozone diurnal variations at PDM; ii) correlation between ozone measurements at PDM and their counterparts at the same altitude in the free troposphere; iii) ozone variability in the vicinity of PDM.The field campaign provided direct experimental evidence that at daytime in the encountered conditions (mostly anticyclonic), PDM failed in a large extent to be representative of the troposphere above the surrounding flat areas at similar altitude. First, ozone daily averages at PDM were found lower than their free-tropospheric counterpart. Thermally induced circulations and convection pumping clean air from the rural boundary layer can account qualitatively for ozone depletion observed at PDM during daytime. However the surface measurements do not support the hypothesis of direct lifting of near-surface air masses up to PDM. Thus, mixing with free-tropospheric air, photochemistry and surface deposition in the valleys appear to be needed ingredients to account quantitatively for the observed variations (in proportions that further studies should determine). Second, ozone variability was found to be much lower at PDM than in the free troposphere—again an indication of atmospheric mixing. In particular at daytime, the PDM observatory did not allow for detection of ozone-rich layers simultaneously visible above the plain. Beyond these first results, the data set presented here paves way to detailed studies of the IOPs.  相似文献

The results of the first large scale chemical characterization of PM10 and PM2.5 at three different sites in the urban city of Beirut, Lebanon, are presented. Between May 2009 and April 2010 a total of 304 PM10 and PM2.5 samples were collected by sampling every sixth day at three different sites in Beirut. Observed mass concentrations varied between 19.7 and 521.2 μg m? 3 for PM10 and between 8.4 and 72.2 μg m? 3 for PM2.5, respectively. Inorganic concentrations accounted for 29.7–35.6 μg m? 3 and 46.0–53.5 μg m? 3 of the total mass of PM10 and PM2.5, respectively. Intra-city temporal and spatial variations were assessed based on the study of three factors: correlation coefficients (R) for PM and chemical components, coefficient of divergence (CODs), and source apportionment using positive matrix factorization (PMF). Based on R and COD of PM concentrations, the three sites appear homogeneous. However, when individual elements were compared, heterogeneity among sites was found. This latter was attributed to the variability in the percent contribution of biogenic and local anthropogenic source factors such as traffic related sources and dust resuspension. Other factors included the proximity to the Mediterranean sea, the population density and the topographical structure of the city. Hence, despite its small size (20.8 km2), one PM monitoring site does not reflect an accurate PM level in Beirut.  相似文献

On April 2nd, 2007 a 12 m tsunami struck Simbo, a relatively remote island in Western Province, Solomon Islands. Although Simbo's population continues to depend on their own food production and small-scale governance regimes regulate access to resources, the island's way of life over the last century has increasingly been affected by processes associated with globalization. In this context of a rapidly globalizing world, this article examines the island's resilience and vulnerability to the tsunami and the adaptive capacities that enabled the response and recovery. The tsunami completely destroyed two villages and damaged fringing coral reefs, but casualties were low and social–ecological rebound relatively brisk. By combining social science methods (household surveys, focus group and ethnographic interviews) and underwater reef surveys we identify a number of countervailing challenges and opportunities presented by globalization that both nurture and suppress the island's resilience to high amplitude, low-frequency disturbances like tsunamis. Analysis suggests that certain adaptive capacities that sustain general system resilience come at the cost of more vulnerability to low-probability hazards. We discuss how communities undergoing increasingly complex processes of change must negotiate these kinds of trade-offs as they manage resilience at multiple spatial and temporal scales. Understanding the shifting dynamics of resilience may be critical for Pacific Island communities who seek to leverage globalization in their favor as they adapt to current social–ecological change and prepare for future large-scale ecological disturbances.  相似文献

Global agroecosystems can contribute to both climate change mitigation and biodiversity conservation, and market mechanisms provide a highly prospective means of achieving these outcomes. However, the ability of markets to motivate the supply of carbon sequestration and biodiversity services from agricultural land is uncertain, especially given the future changes in environmental, economic, and social drivers. We quantified the potential supply of these services from the intensive agricultural land of Australia from 2013 to 2050 under four global outlooks in response to a carbon price and biodiversity payment scheme. Each global outlook specified emissions pathways, climate, food demand, energy price, and carbon price modeled using the Global Integrated Assessment Model (GIAM). Using a simplified version of the Land Use Trade-Offs (LUTO) model, economic returns to agriculture, carbon plantings, and environmental plantings were calculated each year. The supply of carbon sequestration and biodiversity services was then quantified given potential land use change under each global outlook, and the sensitivity of the results to key parameters was assessed. We found that carbon supply curves were similar across global outlooks. Sharp increases in carbon sequestration supply occurred at carbon prices exceeding 50 $ tCO2−1 in 2015 and exceeding 65 $ tCO2−1 in 2050. Based on GIAM-modeled carbon prices, little carbon sequestration was expected at 2015 under any global outlook. However, at 2050 expected carbon supply under each outlook differed markedly, ranging from 0 to 189 MtCO2 yr−1. Biodiversity services of 3.32% of the maximum may be achieved in 2050 for a 1 $B investment under median scenario settings. We conclude that a carbon market can motivate supply of substantial carbon sequestration but only modest amounts of biodiversity services from agricultural land. A complementary biodiversity payment can synergistically increase the supply of biodiversity services but will not provide much additional carbon sequestration. The results were sensitive to global drivers, especially the carbon price, and the domestic drivers of adoption hurdle rate and agricultural productivity. The results can inform the design of an effective national policy and institutional portfolio addressing the dual objectives of climate change and biodiversity conservation that is robust to future uncertainty in both national and global drivers.  相似文献
