Crop and livestock farmers must respond to climate change, including a range of physical and cultural impacts and risks. In rural northern California, farmers face extreme drought and catastrophic wildfires with increasing frequency. I draw on an extended case study of farmers and agricultural advisors in Siskiyou County to understand how rural agriculturalists perceive risks when navigating climate change discourses. While farmers are changing their management practices in response to the physical effects of climate change, many perceive substantial social risks within their communities if they align themselves publicly with climate change beliefs or actions. Perceived social consequences included loss of access to the benefits of membership in formal and informal farming groups. Efforts focused on educating or convincing farmers of climate science may, in some contexts, increase rather than decrease the perceived social risks of climate action. The framing of climate policies, programs, and practices – especially by public agricultural advisors like Cooperative Extension Advisors and local USDA staff (e.g., Farm Service Agency) – is important not only for increasing farmer participation, but also for reducing perceived social risks associated with climate change. Interventions that focus on livelihood impacts and validate existing land stewardship-oriented values have more potential to increase the pace and scale of climate change mitigation and adaptation in agriculture.  相似文献

ABSTRACT

This article identifies and analyzes some of the main knowledge gaps that affect the development of climate adaptation policies in the Latin American context. It is based on a comparative analysis of online survey results conducted among government officials working on climate adaptation in six countries of the region: Argentina, Brazil, Chile, Costa Rica, Paraguay and Uruguay. The article addresses four key issues. First, it identifies some of the critical knowledge deficits (missing or incomplete information) that affect climate adaptation policy making and implementation. Second, it addresses the obstacles and difficulties facing collaborative processes of knowledge production (co-production) between scientists and public policy actors. Third, it analyzes factors affecting knowledge uptake and use by policymakers. Finally, it identifies some of the main knowledge deficits specifically affecting the monitoring and assessment of climate adaptation policies and measures. Overall, the article provides a diagnosis of the main knowledge gaps facing climate adaptation policy in the Latin American countries studied. The results of this diagnosis can serve as input for a research and action agenda aiming to strength the interaction between science and policy on climate adaptation in Latin American countries.

Media accounts routinely refer to California's Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006, as “landmark” climate change legislation. On its surface, this label is an accurate reflection of the state's forward-thinking stance across many environmental issues including pesticides, toxic substances, solid waste, and air quality. For all its promise, however, AB 32 can also be considered a low point in the landscape of conflict between state environmental regulators and California's environmental justice movement. While the legislation included several provisions to address the procedural and distributive dimensions of environmental justice, the implementation of AB 32 has been marked by heated conflict. The most intense conflicts over AB 32 revolve around the primacy of market mechanisms such as “cap and trade.” This article examines the drivers and the manifestations of these dynamics of collaboration and conflict between environmental justice advocates and state regulators, and pays particular attention to the scalar and racialized quality of the neoliberal discourse. The contentiousness of climate change politics in California offers scholars and practitioners around the world a cautionary tale of how the best intentions for integrating environmental justice principles into climate change policy do not necessarily translate into implementation and how underlying racialized fractures can upend collaboration between state and social movement actors.  相似文献

The agro-ecological knowledge held by Ovambo farmers in North Central Namibia has, for centuries, given them resilience to high levels of climate variability and associated impacts. New research, conducted in North Central Namibia, suggests that knowledge co-production between farmers and agricultural extension workers may, in addition, strengthen adaptive capacity to future climate change. However, this useful kind of knowledge co-production is far from automatic, and indeed the conditions which make it more likely to happen are not well understood. This paper explores agro-ecological knowledge in North Central Namibia as adaptive capacity, and suggests avenues for better conceptualising and understanding the conditions for adaptive capacity-enhancing knowledge co-production.  相似文献

Governments have a key role to play in the process of climate adaptation, through the development and implementation of public policy. Governments have access to a diverse array of instruments that can be employed to adapt their operations and influence the behaviour of individuals, organizations, and other governments. However, the choice of policy instrument is political, because it affects the distribution of benefits and costs, and entrenches institutional procedures and resources that are difficult to redeploy. This article identifies four key governing resources that governments employ in the service of adaptation and analyses these resources using criteria drawn from the policy studies literature. For each category, specific policy instruments are described, and examples are provided to illustrate how they have been used in particular jurisdictions. The article also discusses instrument selection, focusing on trade-offs among the instrument attributes, processes for setting the stage for instrument choice, jurisdictional constraints on instrument selection, and ways to avoid negative vertical and horizontal policy interplay.

Policy relevance

Adaptation is a nascent field of public policy, and courses of action to reduce vulnerability and build adaptive capacity are in their infancy. This article contributes to policy development and analysis by identifying the range of policy instruments available to governments and analysing concrete ways in which they are employed to implement adaptation policy objectives. Taking stock of these adaptation tools and comparing their behavioural assumptions and attributes helps to illuminate potential policy options, and to evaluate their technical viability, political acceptability, and economic feasibility. Providing examples of how these instruments have been implemented successfully in other jurisdictions offers ideas and lessons for public officials.  相似文献

Flood risk will increase in many areas around the world due to climate change and increase in economic exposure. This implies that adequate flood insurance schemes are needed to adapt to increasing flood risk and to minimise welfare losses for households in flood-prone areas. Flood insurance markets may need reform to offer sufficient and affordable financial protection and incentives for risk reduction. Here, we present the results of a study that aims to evaluate the ability of flood insurance arrangements in Europe to cope with trends in flood risk, using criteria that encompass common elements of the policy debate on flood insurance reform. We show that the average risk-based flood insurance premium could double between 2015 and 2055 in the absence of more risk reduction by households exposed to flooding. We show that part of the expected future increase in flood risk could be limited by flood insurance mechanisms that better incentivise risk reduction by policyholders, which lowers vulnerability. The affordability of flood insurance can be improved by introducing the key features of public-private partnerships (PPPs), which include public reinsurance, limited premium cross-subsidisation between low- and high-risk households, and incentives for policyholder-level risk reduction. These findings were evaluated in a comprehensive sensitivity analysis and support ongoing reforms in Europe and abroad that move towards risk-based premiums and link insurance with risk reduction, strengthen purchase requirements, and engage in multi-stakeholder partnerships.  相似文献

For decades Norwegian climate policy has largely ignored the agricultural sector and focused on cost-effective emission reductions abroad. Yet in June 2020, Norway decided to ban the cultivation of peatlands to protect critical carbon sinks, and the issue became ‘high politics’. We explain this radical policy change by combining an adapted version of the Multiple Streams framework with the Punctuated Equilibrium model of agenda-setting. We argue that the two models combined can provide a holistic explanatory framework, albeit with two revisions. Firstly, the window of opportunity or punctuation was in our case of a longer duration than both models anticipate. Secondly, we find that multiple complete couplings can take place within the opening of a policy (or more specifically, a decision) window. Both findings can be explained by party competition, thus underlining the need to revise agenda-setting models to better account for party politics.  相似文献

If we are to limit global warming to 2 °C, all sectors in all countries must reduce their emissions of GHGs to zero not later than 2060–2080. Zero-emission options have been less explored and are less developed in the energy-intensive basic materials industries than in other sectors. Current climate policies have not yet motivated major efforts to decarbonize this sector, and it has been largely protected from climate policy due to the perceived risks of carbon leakage and a focus on short-term reduction targets to 2020. We argue that the future global climate policy regime must develop along three interlinked and strategic lines to facilitate a deep decarbonization of energy-intensive industries. First, the principle of common but differentiated responsibility must be reinterpreted to allow for a dialogue on fairness and the right to development in relation to industry. Second, a greater focus on the development, deployment and transfer of technology in this sector is called for. Third, the potential conflicts between current free trade regimes and motivated industrial policies for deep decarbonization must be resolved. One way forward is to revisit the idea of sectoral approaches with a broader scope, including not only emission reductions, but recognizing the full complexity of low-carbon transitions in energy-intensive industries. A new approach could engage industrial stakeholders, support technology research, development and demonstration and facilitate deployment through reducing the risk for investors. The Paris Agreement allows the idea of sectoral approaches to be revisited in the interests of reaching our common climate goals.

Policy relevance

Deep decarbonization of energy-intensive industries will be necessary to meet the 2 °C target. This requires major innovation efforts over a long period. Energy-intensive industries face unique challenges from both innovation and technical perspectives due to the large scale of facilities, the character of their global markets and the potentially high mitigation costs. This article addresses these challenges and discusses ways in which the global climate policy framework should be developed after the Paris Agreement to better support transformative change in the energy-intensive industries.  相似文献

中国高度重视适应气候变化工作,实行减缓与适应并重的应对气候变化原则,已出台适应气候变化相关的战略、规划等一系列政策文件。但总体来看,中国适应气候变化政策与行动尚处于起步阶段,面临着法规制度缺位、监测评估不足、组织协调机制不完善等挑战,适应气候变化政策的类型、数量和力度都明显弱于减缓。为完善中国适应气候变化政策与机制的框架设计,文中梳理了相关研究、《联合国气候变化框架公约》下的适应气候变化国际机制及主要国家经验,提出了一套完整闭环的适应气候变化核心决策流程及关键支撑机制,并重点从开展法制建设、制定适应战略(计划)、建立监测评估机制、构建协调机制和完善资金机制等五方面,归纳了主要国家的经验与启示,最终研究提出完善我国适应气候变化政策与机制框架设计的建议,包括加快建立和完善适应气候变化法制建设、加快构建国家适应气候变化的政策体系、加快完善国家适应气候变化的机制设计、加强适应气候变化支撑能力建设、推动适应气候变化的国际合作等。  相似文献

One potential barrier to climate policy action is that individuals view climate change as a problem for people in other parts of the world or for future generations. As some scholars argue, risk messaging strategies that make climate change personally relevant may help overcome this barrier. In this article, we report a large-n survey experiment on San Francisco Bay Area residents to investigate how providing spatially-resolved risk information to individuals shapes their climate risk perceptions in the context of sea-level rise. Our results suggest that personalized risk messaging can sometimes reduce concern about sea-level rise. These experimental effects are limited to respondents who believe that climate change is happening. Further, we do not find an effect of providing local risk messages on an individual's willingness to pay for regional climate adaptation measures. Our results emphasize that local messaging strategies around sea-level rise risks may not have the clear impacts that some advocates and scholars presume.  相似文献

This paper presents a participatory approach to investigate vulnerability and adaptive capacity to climate variability and water stress in the Lakhwar watershed in Uttarakhand State, India. Highly water stressed microwatersheds were identified by modelling surface runoff, soil moisture development, lateral runoff, and groundwater recharge. The modelling results were shared with communities in two villages, and timeline exercises were carried out to allow them to trace past developments that have impacted their lives and livelihoods, and stimulate discussion about future changes and possible adaptation interventions.  相似文献

Abstract

This article reveals the contribution of woodland expansion in Ukraine to climate change mitigation policies. The opportunities for climate change mitigation of three policy scenarios: (1) carbon storage in forests, (2) carbon storage and additional wood-for-fuel substitution, and (3) carbon storage with additional sink policy for wood products, are investigated by using a simulation technique, in combination with cost—benefit analysis. The article concludes that the Ukraine's forests and their expansion offer a low-cost opportunity for carbon sequestration. Important factors that influence the results are the discount rate and the time horizon considered in the models. The findings provide evidence that the storage climate change mitigation forest policy scenario is most viable for the country, under the assumptions considered in this research.  相似文献

The Amazon region has been undergoing profound transformations since the late ‘70s through forest degradation, land use changes and effects of global climate change. The perception of such changes by local communities is important for risk analysis and for subsequent societal decision making. In this study, we compare and contrast observations and perceptions of climate change by selected Amazonian communities particularly vulnerable to alterations in precipitation regimes. Two main points were analysed: (i) the notion of changes in the annual climate cycle and (ii) the notion of changes in rainfall patterns. About 72% of the sampled population reports perceptions of climate changes, and there is a robust signal of increased perception with age. Other possible predictive parameters such as gender, fishing frequency and changes in/planning of economic activities do not appear overall as contributing to perceptions. The communities’ perceptions of the changes in 2013–2014 were then compared to earlier results (2007–2008), providing an unprecedented cohort study of the same sites. Results show that climate change perceptions and measured rainfall variations differ across the basin. It was only in the southern part of the Amazon that both measured and perceived changes in rainfall patterns were consistent with decreased precipitation. However, the perception of a changing climate became more widespread and frequently mentioned, signalling an increase in awareness of climate risk.  相似文献

This paper assesses the forces working for and against the political sustainability of the UK 2008 Climate Change Act. The adoption of the Act is seen as a landmark commitment to action on climate change, but its implementation has not been studied in any depth. Recent events, including disagreements over the fourth carbon budget and the decarbonisation of the electricity sector, shows that while the Act might appear to lock in a commitment to reducing emissions through legal means, this does not guarantee political lock-in. The assumption, made by some proponents of the Act, that accountability of political leaders to a public concerned about climate change, via Parliament, would provide the main political underpinning to the Act is criticised. An analysis of alternative sources of political durability is presented, drawing on a framework for understanding the sustainability of reform developed by Patashnik. It is argued that the Act has helped create major institutional transformations, although the degree to which new institutions have displaced the power of existing ones is limited. The Act has produced some policy feedback effects, especially in the business community, and some limited investment effects, but both have been insufficient to withstand destabilisation by recent party political conflicts. The Climate Change Act remains at risk.  相似文献

A long history of household-level research has provided important local-level insights into climate adaptation strategies in the agricultural sector. It remains unclear to what extent these strategies are generalizable or vary across regions. In this study we ask about three potential key factors influencing farming households’ ability to adapt: access to weather information, household and agricultural production-related assets, and participation in local social institutions. We use a 12-country data set from sub-Saharan Africa and South Asia to explore the links between these three potential drivers of agricultural change and the likelihood that farmers made farm-associated changes, such as adopting improved crop varieties, increasing fertilizer use, investing in improved land management practices, and changing the timing of agricultural activities. We find evidence that access to weather information, assets, and participation in social institutions are associated with households that have reported making farming changes in recent years, although these results vary across countries and types of practices. Understanding these drivers and outcomes of farm-associated changes across different socio-economic and environmental conditions is critical for ongoing dialogues for climate-resilient strategies and policies for increasing the adaptive capacity of smallholders under climate change.  相似文献

Mobility is a key livelihood and risk management strategy, including in the context of climate change. The COVID-19 pandemic has reinforced long standing concerns that migrant populations remain largely overlooked in economic development, adaptation to climate change, and spatial planning. We synthesize evidence across multiple studies that confirms the overwhelming preponderance of in-country and short distance rather than international migration in climate change hotspots in Asia and Africa. The emerging findings highlight the critical importance of addressing immobility and the intersecting social determinants that influence who can move and who cannot in development policy. This evidence suggests a more focused climate mobilities research agenda that includes understanding multiple drivers of mobility and multi-directional movement; intersecting social factors that determine mobility for some and immobility for others; and the implications for mobility and immobility under climate change and the COVID-19 recovery.  相似文献

This paper reports on the barriers that members of the UK public perceive to engaging with climate change. It draws upon three mixed-method studies, with an emphasis on the qualitative data which offer an in-depth insight into how people make sense of climate change. The paper defines engagement as an individual's state, comprising three elements: cognitive, affective and behavioural. A number of common barriers emerge from the three studies, which operate broadly at ‘individual’ and ‘social’ levels. These major constraints to individual engagement with climate change have implications for achieving significant reductions in greenhouse gases in the UK. We argue that targeted and tailored information provision should be supported by wider structural change to enable citizens and communities to reduce their carbon dependency. Policy implications for effective engagement are discussed.  相似文献

This paper examines power relations, coalitions and conflicts that drive and hinder institutional change in South African climate policy. The analysis finds that the most contested climate policies are those that create distributional conflicts where powerful, non-poor actors will potentially experience real losses to their fossil fuel-based operations. This finding opposes the assumption of competing objectives between emissions and poverty reduction. Yet, actors use discourse that relates to potentially competing objectives between emissions reductions, jobs, poverty reduction and economic welfare.

The analysis relates to the broader questions on how to address public policy problems that affect the two objectives of mitigating climate change and simultaneously boosting socio-economic development. South Africa is a middle-income country that represents the challenge of accommodating simultaneous efforts for emissions and poverty reduction.

Institutional change has been constrained especially in the process towards establishing climate budgets and a carbon tax. The opposing coalitions have succeeded in delaying the implementation of these processes, as a result of unequal power relations. Institutional change in South African climate policy can be predominantly characterized as layering with elements of policy innovation. New policies build on existing regulations in all three cases of climate policy examined: the climate change response white paper, the carbon tax and the renewable energy programme. Unbalanced power relations between coalitions of support in government and civil society and opposition mainly from the affected industry result in very fragile institutional change.

  • Powerful coalitions of coal-related industries and their lobbies have constrained institutional change and managed to delay the implementation of carbon pricing measures.

  • A successfully managed renewable energy programme has started to transform a coal- and nuclear-powered electricity sector towards integrating sustainable energy technologies. The programme is vulnerable to intergovernmental opposition and requires management at the highest political levels.

  • Potential conflict with poverty reduction measures is not a major concern that actively hinders institutional change towards climate objectives. Predominantly non-poor actors frequently use poverty-related discourse to elevate their interests to issues of public concern.

Climate change is an increasing threat to sustainable development worldwide. However, the dominant incremental policy approaches have not generated action at anywhere near the rate, scale or depth that is needed. This is largely due to the fact that climate change has historically been framed as a purely external, technical challenge. There is an urgent need for a more integral understanding that links internal and external (collective and systems) approaches to support transformation. However, related knowledge is scarce and fragmented across disciplines. This study addresses this gap. Through a systematic literature review, we analyse how the linkages between internal and external change are portrayed and understood in current research. We assess the scope, perspectives and approaches used to understand why, and how, internal change relates to climate action and sustainability. Our results highlight patterns and gaps regarding foci, conceptualisation, methods, epistemology, ontology and ethics that hamper emergent solutions and progress. Starting from the status quo, we propose an integrated model of change as an agenda and roadmap for future research, policy and practice.  相似文献
