Over the last 100 years, linear trends of tributary streamflow have changed on Columbia River Basin tribal reservations and historical lands ceded by tribes in treaties with the United States. Analysis of independent flow measures (Seasonal Flow Fraction, Center Timing, Spring Flow Onset, High Flow, Low Flow) using the Student t test and Mann-Kendall trend test suggests evidence for climate change trends for many of the 32 study basins. The trends exist despite interannual climate variability driven by the El Niño–Southern Oscillation and Pacific Decadal Oscillation. The average April—July flow volume declined by 16 %. The median runoff volume date has moved earlier by 5.8 days. The Spring Flow Onset date has shifted earlier by 5.7 days. The trend of the flow standard deviation (i.e., weather variability) increased 3 % to 11 %. The 100-year November floods increased 49 %. The mid-Columbia 7Q10 low flows have decreased by 5 % to 38 %. Continuation of these climatic and hydrological trends may seriously challenge the future of salmon, their critical habitats, and the tribal peoples who depend upon these resources for their traditional livelihood, subsistence, and ceremonial purposes.  相似文献

This introduction to a special issue of Climatic Change argues that it is timely and welcome to intensify historical research into climate change and climate as factors of history. This is also already an ongoing trend in many disciplines. The article identifies two main strands in historical work on climate change, both multi-disciplinary: one that looks for it as a driver of historical change in human societies, the other that analyzes the intellectual and scientific roots of the climate system and its changes. In presenting the five papers in this special issue the introduction argues that it is becoming increasingly important to also situate “historicizing climate change” within the history of thought and practice in wider fields, as a matter of intellectual, political, and social history and theory. The five papers all serve as examples of intellectual, political, and social responses to climate-related phenomena and their consequences (ones that have manifested themselves relatively recently and are predominantly attributable to anthropogenic climate change). The historicizing work that these papers perform lies in the analysis of issues that are rising in societies related to climate change in its modern anthropogenic version. The history here is not so much about past climates, although climate change itself is always directly or indirectly present in the story, but rather about history as the social space where encounters take place and where new conditions for humans and societies and their companion species and their life worlds in natures and environments are unfolding and negotiated. With climate change as a growing phenomenon historicizing climate change in this version will become increasingly relevant.  相似文献

The UK Government’s first National Adaptation Programme seeks to create a ‘climate-ready society’ capable of making well-informed and far-sighted decisions to address risks and opportunities posed by a changing climate, where individual households are expected to adapt when it is in their interest to do so. How, and to what extent, households are able to do this remains unclear. Like other developed countries, research on UK adaptation has focused predominately on public and private organisations. To fill that gap, a systematic literature review was conducted to understand what actions UK households have taken in response to, or in anticipation of, a changing climate; what drives or impedes these actions; and whether households will act autonomously. We found that UK households struggle to build long-term adaptive capacity and are reliant upon traditional reactive coping responses. Of concern is that these coping responses are less effective for some climate risks (e.g. flooding); cost more over the long-term; and fail to create household capacity to adapt to other stresses. While low-cost, low-skill coping responses were already being implemented, the adoption of more permanent physical measures, behavioural changes, and acceptance of new responsibilities are unlikely to happen autonomously without further financial or government support. If public policy on household adaptation to climate change is to be better informed than more high-quality empirical research is urgently needed.  相似文献

Based on issues recently raised on the future of climate science, I present here a critical discussion which embraces the crucial aspects of the communication between climate scientists and laypersons, of the role confusing statements may exert on possible advancements in climate research, and of scientific priorities in climate science. I start distinguishing between different applications of climate models and identifying confusing uses of the words ??prediction?? and ??projection?? in recent discussions on climate modeling. Numerical models like those used in climate simulations are not assimilable to truly theories, nor can obtained results be considered as truly experimental evidences. Hence, it is hard to envisage the feasibility of crucial experiments through climate models. Increasing model resolution and complexity, although undoubtedly helpful for many applications related to a deeper understanding of the complex climate system and to substantial improvement of short-term forecasts, is not destined to change this fundamental limitation, to tackle the impossibility of predicting prominent climate forcings and to facilitate result comparisons against observations. Finally, as an example describing possible alternative resource allocations, I propose to devote more energy to strengthen the observational part of climate research, to focus on midterm forecasts, and to implement a new employment policy for climate scientists. In particular, through an increased and truly global in situ and remote sensing climate observing network, crucial experiments could emerge to challenge the fundamental basis of the conjecture of a great anthropogenic climate change, which, as known, is largely based on high climate sensitivities simulated by numerical models.  相似文献

Scientific and technical information can increase the ability of policy makers to make strategic decisions. However, climate change policy is often formulated without significant input from science. We examine whether the availability and accessibility of information related to climate change is a major barrier for policy action on climate change adaptation for smallholder farmers. We also investigate whether scientific information related to climate change is available and used in policy making in Central America and Mexico. Our online survey of 105 decision makers indicated that a lack of scientific and technical information hinders policy makers from developing policies to help smallholder farmers adapt to climate change. Specific needs include information on the impacts of climate change on water availability for agriculture and the areas that are or will be prone to flooding, droughts or landslides. Information about the location of the farmers who are most vulnerable to climate change, the projected temperature and precipitation in agricultural areas and the expected impacts of climate change on crop yields or animal productivity, is also needed. Despite high interest in having scientific information guide policy making, many respondents indicated that policy makers rarely use this information in adaptation planning. In addition to ensuring that relevant information is available to inform policy making, technical and scientific information must be published in venues that are readily accessible for policy makers, easy to understand, and written in a format that is policy-relevant. It is also critical that scientific articles provide specific recommendations for achieving desired policy outcomes.  相似文献

In the past decade, polar bears have become the poster species of climate change. But in March 2013, a joint proposal by the governments of the United States and the Russian Federation to up-list polar bears to Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) diverted public attention from climate change towards the hunting of polar bears. Prior to a vote on the proposal, non-governmental organisations spear-headed a media campaign to support the up-listing. In the United Kingdom the campaign received support from celebrities and was widely reported in English language news media. Narratives of commercial legal and illegal polar bear hunting and the imminent extinction of polar bears were aggressively promoted, rhetorically supported by the manipulation of trade and scientific data. By rendering discourses of commercial hunting and a lucrative global trade in polar bear parts highly visible, sustainable hunting and climate change-induced habitat loss were rendered invisible. Media reports of commercial hunting de-coupled polar bear conservation from climate change mitigation, and disassociated polar bear hunting from regulated indigenous subsistence practices. A review of current polar bear conservation measures and an analysis of media coverage leading up to the CITES decision reveal these conflicting discourses, and suggest that more nuanced media coverage of polar bear conservation is necessary if appropriate multilateral conservation policies are to be enacted and publicly supported.  相似文献

The impact of climate change on Swiss maize production is assessed using an approach that integrates a biophysical and an economic model. Simple adaptation options such as shifts in sowing dates and adjustments of production intensity are considered. In addition, irrigation is evaluated as an adaptation strategy. It shows that the impact of climate change on yield levels is small but yield variability increases in rainfed production. Even though the adoption of irrigation leads to higher and less variable maize yields in the future, economic benefits of this adoption decision are expected to be rather small. Thus, no shift from the currently used rainfed system to irrigated production is expected in the future. Moreover, we find that changes in institutional and market conditions rather than changes in climatic conditions will influence the development of the Swiss maize production and the adoption of irrigation in the future.  相似文献

In this study, the contributions from changes in man-made greenhouse gases (GHG), anthropogenic aerosols (AA), and land use (LU), as well as natural solar and volcanic (NAT) forcing changes, to observed changes in surface air temperature (T) and precipitation (P) over global land, especially over arid-semiarid areas, during 1946–2005 are quantified using observations and climate model simulations from the Coupled Model Intercomparison Project Phase 5 (CMIP5). Results show that the anthropogenic (ANT) forcings dominate the ubiquitous surface warming seen in observations and lead to slight increases in precipitation over most land areas, while the NAT forcing leads to small cooling over land. GHG increases are the primary factor responsible for the anthropogenic climate change, while the AA forcing offsets a large part of the GHG-induced warming and P changes. The LU forcing generally contributes little to the T and P changes from 1946 to 2005 over most land areas. Unlike the consistent temperature changes among most model simulations, precipitation changes display a large spread among the models and are incomparable with the observations in spatial distributions and magnitude, mainly due to its large internal variability that varies among individual model runs. Using an optimal fingerprinting method, we find that the observed warming over land during 1946–2005 can be largely attributed to the ANT forcings, and the combination of the ANT and NAT forcings can explain about 85~95% of the observed warming trend over global land as well as over most arid-semiarid regions such as Northern China. However, the anthropogenic influences on precipitation over the past 60 years are generally undetectable over most land areas, including most arid-semiarid regions. The climates of the mid-Holocene (MH), 6,000 years ago, and of the Last Glacial Maximum (LGM), 21,000 years ago, have extensively been simulated, in particular in the framework of the Palaeoclimate Modelling Intercomparion Project. These periods are well documented by paleo-records, which can be used for evaluating model results for climates different from the present one. Here, we present new simulations of the MH and the LGM climates obtained with the IPSL_CM5A model and compare them to our previous results obtained with the IPSL_CM4 model. Compared to IPSL_CM4, IPSL_CM5A includes two new features: the interactive representation of the plant phenology and marine biogeochemistry. But one of the most important differences between these models is the latitudinal resolution and vertical domain of their atmospheric component, which have been improved in IPSL_CM5A and results in a better representation of the mid-latitude jet-streams. The Asian monsoon’s representation is also substantially improved. The global average mean annual temperature simulated for the pre-industrial (PI) period is colder in IPSL_CM5A than in IPSL_CM4 but their climate sensitivity to a CO2 doubling is similar. Here we show that these differences in the simulated PI climate have an impact on the simulated MH and LGM climatic anomalies. The larger cooling response to LGM boundary conditions in IPSL_CM5A appears to be mainly due to differences between the PMIP3 and PMIP2 boundary conditions, as shown by a short wave radiative forcing/feedback analysis based on a simplified perturbation method. It is found that the sensitivity computed from the LGM climate is lower than that computed from 2 × CO2 simulations, confirming previous studies based on different models. For the MH, the Asian monsoon, stronger in the IPSL_CM5A PI simulation, is also more sensitive to the insolation changes. The African monsoon is also further amplified in IPSL_CM5A due to the impact of the interactive phenology. Finally the changes in variability for both models and for MH and LGM are presented taking the example of the El-Niño Southern Oscillation (ENSO), which is very different in the PI simulations. ENSO variability is damped in both model versions at the MH, whereas inconsistent responses are found between the two versions for the LGM. Part 2 of this paper examines whether these differences between IPSL_CM4 and IPSL_CM5A can be distinguished when comparing those results to palaeo-climatic reconstructions and investigates new approaches for model-data comparisons made possible by the inclusion of new components in IPSL_CM5A.  相似文献

We developed the Livelihood Vulnerability Index (LVI) to estimate climate change vulnerability in the Mabote and Moma Districts of Mozambique. We surveyed 200 households in each district to collect data on socio-demographics, livelihoods, social networks, health, food and water security, natural disasters and climate variability. Data were aggregated using a composite index and differential vulnerabilities were compared. Results suggest that Moma may be more vulnerable in terms of water resources while Mabote may be more vulnerable in terms of socio-demographic structure. This pragmatic approach may be used to monitor vulnerability, program resources for assistance, and/or evaluate potential program/policy effectiveness in data-scarce regions by introducing scenarios into the LVI model for baseline comparison.  相似文献
