配额拍卖机制在碳市场中具有重要作用。文中在综述配额拍卖机制研究进展的基础上,重点回顾拍卖机制在欧盟、美国加州和澳大利亚等具有代表性的国际碳市场中的应用情况,结合国内试点碳市场的运行情况,分析不同地区碳市场中拍卖机制的效果。研究认为,国际碳市场拍卖机制设计较为完善,在实际应用中效果良好,起到了增强市场流动性的作用,国内各试点碳市场拍卖机制仍处于探索阶段。文中从拍卖机制的要素设计、平台建设、所得资金管理等方面对全国统一碳市场配额拍卖机制设计提出建议,为全国碳市场中拍卖机制的建设提供参考。  相似文献

China is exploring the total volume control system of carbon emissions to speed up its progress of carbon peaking and carbon neutrality. Allocation of provincial carbon emission allowances (CEA) is the key to China’s implementation of the total volume goal of carbon emissions. This paper reviews the research on allocating China’s provincial CEA from three aspects: allocation criteria, methods, and results. The results show that taking both principles of fairness and efficiency into account is the consensus of many types of research. However, there are still disputes on the interpretation and measurement of the principle of fairness. The index and optimization methods are most widely used in allocating China’s provincial CEA. The former can take into account the interests of multiple parties, while the latter can improve allocation efficiency. The hybrid method has great potential for development due to its multi-method advantages. The game method is rare due to its’ lack of transparency. There is still a gap between the emission reduction responsibilities of each province in previous allocation results and the actual situation of each province. In addition, previous allocation results only focus on a specific year’s CEA allocation or a specific period’s cumulative CEA allocation. They lack attention to the year-by-year CEA allocation. It is suggested that follow-up research should pay more attention to the construction process of intertemporal dynamic allocation methodology, which takes into account both fairness and efficiency, considers regional heterogeneity and consumer emission responsibility, adopts a multi-method combination, and is compatible with the particularity of individual cases. © 2023 Tomsk Polytechnic University, Publishing House. 以欧盟碳市场的实践以及中国碳市场的发展现状为背景,调研分析了碳成本传递原理,重点以电力行业为例分析碳成本传递率的主要影响因素。结果显示影响电力行业碳成本传递率的主要因素包括碳排放权交易的配额分配方式以及电力市场结构。分配方式对传递率的影响主要包括配额是否免费发放、是否实时更新免费配额的发放额度、关闭的发电设备是否获得免费配额和新进入者是否发放免费配额等因素。电力市场结构对传递率的影响主要体现在市场竞争程度、市场需求与供给条件。最后,基于当前国内碳市场试点的碳配额分配方式,给出了循序渐进地改变碳排放额初始分配的方法、减少一次性发放未来相对长时期的免费配额、选择基于发电量发放免费配额而非装机容量发放免费配额等相关政策建议。  相似文献

通过总结欧盟碳排放权交易市场(EU ETS)的实践经验,提出了碳市场运行过程中潜在的碳排放权价格过度波动的问题,深入剖析了碳市场过度波动性的根源及其负面影响,在此基础上提出了引入碳市场价格稳定机制的必要性。文章系统分析了几种主要的碳市场价格稳定机制、相应的实施手段及可能存在的问题。根据EU ETS等国际碳市场的经验,建议中国在碳市场建立之初,应该考虑设计一套系统灵活、简单易行且实施成本较低的碳市场价格稳定方案,包括整个试点期内价格暴涨预防机制、价格暴跌预防机制以及试点期内各年份之间的价格波动平抑机制,使得碳市场充分发挥作用,以较低成本达成既定减排目标。  相似文献

基于国际碳市场建设的初始决策环境,从政治诉求、决策环境、经济基础、市场根基等4个维度的32个子指标构建了碳市场建立背景与条件指标体系,据此深入挖掘了欧盟碳排放权交易体系(EU ETS)、美国区域温室气体减排行动(RGGI)、美国西部行动倡议(WCI)等国际典型碳市场建立的背景与基础条件,并归纳出各国建立不同类型碳市场的必要条件,进而判断中国建立各类碳市场所具备的条件和不足之处。研究发现:跨界联盟型碳市场建立通常具备经济联系紧密、单个地区减排成本过高和地理位置临近等3个要点;国家型碳市场建立通常考虑到了国家强制减排责任、能源结构转型需求强烈和稳固的国家立法保障等方面;地区型碳市场的建立需满足地区减排诉求强烈与国家层面排放权立法缺失等条件;行业型碳市场建立的基础条件则包括温室气体排放集中度高、行业竞争力保护、重点行业排放需求增长和行业排放数据基础稳固等4个特征。当前,中国碳市场应重点考虑行业型与跨界联盟型碳市场并行的建设模式,进一步完善碳市场监管法律体系,加快各省市排放数据清单制作,加强地方碳市场能力建设培训,尽快完善国家型碳市场建立的基本条件,进而实现温室气体减排与产业结构升级的双重目标。  相似文献

碳普惠制是一种以城市居民为主体的温室气体自愿减排机制。将乘坐地铁出行作为低碳行为纳入碳普惠制,是建设全民参与型低碳社会的重要探索。本文提出了替代法和均值法两种市民乘坐地铁出行减碳量的核算方法,并以广州市为例,计算了2015年广州市民乘坐地铁出行的减碳量。结果显示:替代法下广州市民乘坐地铁出行的减碳量约为0.5419 kg CO2/人次,均值法下约为0.5155 kg CO2/人次,如果按2015年广州市地铁系统的客运量计算,替代法和均值法下全市地铁系统的年减碳量分别约为130万t CO2和124万t CO2。其中,替代法主要参考已有的CCER方法学设计,具有一定的理论基础,但其替代出行模式的确定受被调查对象的主观影响较大,而均值法以城市现有的机动化出行模式为基准线,较少受到人为因素的干扰,均值法被认为更适合于计算碳普惠制下市民乘坐地铁出行的碳减排量。  相似文献

气候变化及其广泛影响推动世界各国实施碳中和战略。本文从碳中和建筑理论体系入手,提出碳中和与气候适应性的建筑设计基本原则,强调对被动式建筑全生命周期内的节能效益(运行碳)和实施成本(隐含碳)平衡的动态考量,并且根据场域气候和城市形态特点,关注被动式建筑对场域风、热、光等物理环境特征的适应与反馈。进一步从场域与气候、建筑类型、围护结构、通风、采光、可再生能源利用及其他技术方面,识别重庆市被动式建筑的碳源/汇情景,探讨重庆市“湿热、湿冷、弱风”气候特征下,应用被动式策略降低建筑碳排放的潜力,借此推动重庆市净零碳城市建设。  相似文献

基于风廓线雷达数据产品的垂直速度资料和地面气象观测站2014年分钟降雨记录,采用多项式非线性拟合方法,探讨了各季节特征高度层垂直速度与地面降雨之间的相关关系;并根据场次降雨过程的分钟数据分析了垂直速度阈值对降雨开始、结束时间以及降雨强度的指示性。结果表明,垂直速度能够反映雨滴的下落速度特征,综合各个高度层来看,700 m高度层垂直速度与小时雨量回归方程拟合优度较为稳定,其他高度层在不同季节拟合优度差别略大;垂直速度的大小虽不能完全定量地预报降雨强度,但对于整个过程的雨强波动变化有着明显的指示性作用,700 m高度层垂直速度对于降雨的预报指示效果最为稳定。垂直速度对降水的指示性可用于灾害性天气,如暴雨、冰雹、降雪等的预警及临近预报,其阈值的确定受降水相态、降水类型、气温、湿度、湍流等影响,且并非唯一指标。  相似文献

全国碳市场将在电力行业启动交易,配额分配方法是其核心。通过试点经验对比分析,将对全国起到借鉴作用。研究结果表明,八试点共纳入电力企业202家,在覆盖范围、信息披露、分配方法、抵消机制等方面存在共性和差异,但普遍存在基准线法基础薄弱、间接排放处理不科学、热电联产供电和供热分摊困难等问题。建议在制定全国碳市场电力部门配额分配方案时应考虑循序渐进、协调推进、稳定性、科学与实用、激励和灵活、公开透明等基本原则。  相似文献

The European Union (EU), the US and Australia have each adopted, or are considering, free allocations to emissions-intensive, trade-exposed industries (EITEIs) in order to minimize emissions leakage and industrial offshoring resulting from climate policy. Differences in the design of these schemes, including how a country defines eligible EITEIs, the scale of allocation and the method of distribution, all have the potential to affect the outcomes of the programmes. In crafting their EITEI allocation formulas, policymakers in each country must balance three important priorities – the economic efficiency of the cap and trade programme, an equitable distribution of the programme's allowances and the effectiveness of the allocations in addressing leakage and competitiveness concerns. These three priorities provide a useful framework for considering the tradeoffs inherent in designing allocation schemes for EITEIs. Through this lens, policy approaches taken by the EU, US and Australia are evaluated with respect to four important questions of allocation policy design: the definition of EITEIs, the costs to be covered, the methodology for distributing allowances and the duration of free allocation.  相似文献

Carbon leakage is central to the discussion on how to mitigate climate change. The current carbon leakage literature focuses largely on industrial production, and less attention has been given to carbon leakage from the electricity sector (the largest source of carbon emissions in China). Moreover, very few studies have examined in detail electricity regulation in the Chinese national emissions trading system (which leads, for example, to double counting) or addressed its implications for potential linkage between the EU and Chinese emissions trading systems (ETSs). This article seeks to fill this gap by analysing the problem of ‘carbon leakage’ from the electricity sector under the China ETS. Specifically, a Law & Economics approach is applied to scrutinize legal documents on electricity/carbon regulation and examine the economic incentive structures of stakeholders in the inter-/intra-regional electricity markets. Two forms of ‘electricity carbon leakage’ are identified and further supported by legal evidence and practical cases. Moreover, the article assesses the environmental and economic implications for the EU of potential linkage between the world’s two largest ETSs. In response, policy suggestions are proposed to address electricity carbon leakage, differentiating leakage according to its sources.

  • Such leakage arises from the current electricity/carbon regulatory framework in China and jeopardizes mitigation efforts.

  • With the US retreat on climate efforts, evidence suggests that EU officials are looking to China and expect an expanded carbon market to reinforce EU global climate leadership.

  • Given that the Chinese ETS will be twice the size of the EU ETS, a small amount of carbon leakage in China could have significant repercussions. Electricity carbon leakage should thus be considered in any future EU–China linking negotiations.
