Under apartheid, tourism was essentially anti-developmental in focus and tourism research largely centred on the recreation of white South Africans. Since the 1994 democratic transition tourism has become recognised as an increasingly important sector for South Africa's economy and for achieving the government's goals for reconstruction and development. In this paper a review and critical analysis is presented of the changing directions and foci of tourism scholarship in South Africa. It is shown that South African scholars are beginning to respond to the challenges posed by tourism as a developmental focus. An atlas of isoseismal maps for South Africa, dating from as far back as 1932–2005, is provided. This work involved searching through historical reports to find records of macroseismic effects. In many instances, when there was a large tremor, questionnaires were distributed to local towns to assess the severity of the tremor and the damage it caused. Based on the results of these questionnaires and site investigations, isoseismal maps were drawn. These isoseismal maps were revisited and digitised for this study. Five additional isoseismal maps were prepared by the authors based on the results of questionnaires alone. Most isoseismal maps in the historical record use the Modified Mercalli scale. All maps are hence provided according to this scale. Skills development for tourism has attracted only a limited scholarship in the developing world. In this paper the role of skills development in advancing South Africa's tourism-led development strategy is investigated. Skills development has a central role to play in ensuring the effective and sustainable transformation and development of the tourism industry in developing countries and, in the case of South Africa, in ensuring that poorer South Africans begin to benefit from this industry. It is argued that the current lack of an integrated and co-ordinated approach to tourism skills development seriously limits the potential of skills development to impact positively on tourism transformation and development in South Africa. A critical overview of transboundary aquifers shared by South Africa   总被引:1,自引:0,他引:1  
Transboundary groundwater commonly implies a body of groundwater intersected by a political border with the attendant potential threat of dispute over a shared resource. This definition is inadequate in many parts of southern Africa. Approximately 96% of South Africa’s borders are underlain by low-yielding aquifers and, coupled with a low demand for water attendant on low population density, the risk of over-pumping or pollution leading to dispute is low, and a modified understanding is required. Examples of transboundary aquifers are used to illustrate implications for policy and management of southern African transboundary groundwater resources, where transmissivities are low and, less commonly, where over-pumping may indeed be a problem. The general lack of technical cooperation, data sharing, training and research between the riparian states on hydrogeology hampers a mutual understanding of the resources. The concept of transboundary groundwater must necessarily include aquifers where little cross-border flow occurs, but where cross-border cooperation will help to ensure sustainable cooperative utilisation of shared aquifer resources. This is imperative if future disputes are to be averted. Agreement between scientists is a necessary precursor to broader transnational governance agreements in regard to shared water resources, and recent initiatives by the Orange-Senqu River Commission promise closer integration.  相似文献

Urban tourism is a focus of vibrant research in developed countries. In this paper the focus is upon an element of urban tourism in a developing world city, viz., Johannesburg. Specific attention centers on an analysis of the role of small enterprise development in urban tourism. The major issues surrounding the development of small tourism businesses in two of Johannesburg's former black townships, namely Soweto and Alexandra, which are emerging as centers for so-termed ‘township tourism’ in South Africa, are investigated. A geological study of the hitherto poorly described Neoproterozoic Gifberg Group, with emphasis on lithogeochemistry and O, C and Sr isotopic composition of the carbonate-dominated Widouw Formation (Vredendal Outlier, westernmost South Africa) revealed that the entire group is an equivalent of the relatively well constrained Port Nolloth Group in the external, paraautochthonous part of the Pan-African Gariep Belt further north. Thus, the Vredendal Outlier can be regarded as the southern extension of the Port Nolloth Zone. Two diamictite units are recognised in the Vredendal Outlier, which can be correlated respectively with the c. 750 Ma Kaigas Formation diamictite and the 583 Ma, syn-Gaskiers Numees Formation diamictite in the Gariep Belt proper. The dominating carbonate unit in the studied area is post-glacial with respect to the older of the two diamictite units. The combined textural, structural and geochemical evidence suggests that parts of the variably dolomitised limestone succession represent former evaporite beds. Sedimentation in a restricted, very shallow and proximal basin led to a wide range in C isotope ratios (δ13CPDB from − 4.2 to + 4.8‰), very high Sr concentrations (derived from original anhydrite) and initial 87Sr/86Sr ratios that are significantly higher (0.70785) than those of coeval seawater. As C and Sr isotopes are commonly used for chemostratigraphic correlation, and high Sr concentrations in Neoproterozic carbonates are often interpreted as evidence of former aragonite, the findings of this study should be used as warning against uncritical use of geochemical and isotopic parameters for describing ancient seawater composition. Thus C and Sr isotope ratios alone in Neoproterozoic carbonates may be less powerful proxies of ancient seawater composition, and high Sr contents are not necessarily indicative of an “aragonite sea”, as previously inferred.  相似文献

This is the second part of our study on the assessment of seismic hazard and seismic risk for Tulbagh, the settlement, located about 90 km N-E from Cape Town, where the strongest and most damaging earthquake known in the existing earthquake history of South Africa took place. This part of our study, which can be read independently from Part I, concentrates on the probabilistic seismic risk analysis (PSRA) forTulbagh. The work begins with an introduction and a historical perspective on the estimation of seismic damage to buildings. The methodology for the estimation of expected damage from a probabilistic point of view is then presented. The work closes with an application of the described methodology to a site in the vicinity of Tulbagh.  相似文献

Current correlations between the Pretoria and Postmasburg Groups of the Transvaal Supergroup are shown to be invalid. The Postmasburg Group is also demonstrated to be broadly conformable with the underlying Ghaap Group and therefore considerably older (2.4 Ga) than previously supposed. The new stratigraphy documents an extensive (100 Ma) and continuous cold-climate episode with a glacial maximum at the Makganyene Formation diamictite. Iron formations of the underlying Asbesheuwels and Koegas Subgroups and overlying Hotazel Formation have similar origins, related, respectively, to the onset and cessation of the glacial event. This interpretation of the Transvaal Supergroup stratigraphy has significant implications for various Palaeoproterozoic environmental models and for the timing of the development of an oxygenated atmosphere.  相似文献

Despite progressive policies and guidelines to ensure gender equity in the South African land reform programme, the achievement to date is less impressive. In agreement with others we view gender related challenges in the land reform programme as the result of (1) inconsistent interpretations of gender equity and (2) uncertainty on how women specifically should be targeted in the land reform programme. The paper proposes to promote gender equity by introducing of a supply-led strategy with class sensitive gender targets within the land redistribution component of the land reform programme. Market-Led Agrarian Reform (MLAR), which is advocated by the World Bank and is being implemented in various contexts around the world, is a more neo-liberal approach to land reform than that we have seen implemented in the past. MLAR principles have underpinned South Africa’s land reform programme, being based on the ‘willing-seller, willing-buyer’ principle, which guarantees market-related prices to sellers. Evidence presented in this paper, however, raises serious questions about the extent to which the South African government has held on to MLAR principles. Specifically, the paper argues that South Africa’s peculiar geo-historical context has in some instances led the government to fuse market-led approaches with more authoritarian interventions that dictate to land reform beneficiaries how the land will be used. A case in point is the government’s approach to the restitution of land rights to communities dispossessed from the Levubu area of Limpopo province. As the paper illustrates, the government has imposed on the intended beneficiaries a so-called ‘strategic partnership’ between them and agribusinesses. Although the government touts the approach as a way to protect the commercial viability of the land and to transfer skills from white farmers to the beneficiaries, the terms of the Levubu solution may turn out to be less than favourable for the beneficiaries.  相似文献

The idealization of natural landscapes and peoples during colonialism, coupled with the popularity of sustainable development in the postcolonial era, has contributed to the expansion of conservation planning throughout the African continent. Concerns surrounding the promotion of national and international conservation agendas at the expense of local livelihood needs have generated interest in community conservation projects that attempt to include local participation and knowledge in natural resource management. The early excitement associated with community conservation has waned in light of recent assessments that it has been unsuccessful in meeting its ecological and social goals. This parallels other research that suggests communities are understood in generic or homogenous ways that influence how these initiatives are understood. Using a case study of the Mahushe Shongwe Game Reserve, this paper evaluates how rural households access environmental and economic resources to produce livelihoods, and how these access patterns impact their views of the project. It is argued that there are significant livelihood variations within the community that shape the ways households engage with, and benefit from, conservation planning. Rather than strictly viewing Mahushe Shongwe as a constraint to environmental resource access or site for limited employment, community members identify a number of benefits from its existence including education and development opportunities. Additionally, transformations in governance systems in the region impact community views of the project since younger residents are less likely to engage with the Matsamo Tribal Authority, which participates in managing the reserve. The consequence is that conservation has various impacts and meanings within a specific community that remain tied to the livelihood and governance systems being renegotiated in the post-apartheid era.  相似文献

The Pering deposit on the Ghaap Plateau, Northwestern Province, South Africa, was the largest of several Zn–Pb occurrences hosted by Neoarchean platform dolostones of the Transvaal Supergroup. With a Paleoproterozoic mineralization age, these occurrences are widely regarded as the oldest representatives of Mississippi Valley-type Pb–Zn deposits. Hosting an initial resource of 18 Mt at an average grade of 3.6 wt% Zn and 0.6 wt% Pb, the Pering deposit was mined from 1984 until its final closure at the end of November 2002. In this study, available geological and grade distribution maps were evaluated and complemented by the examination of mining-related outcrops, drill core, and a large set of ore and host rock samples. Four different styles of brecciation can be distinguished at the Pering deposit: (1) pyritic rock matrix breccia; (2) chemical wear breccia; (3) mosaic breccia; and (4) crackle breccia. Geological and mineral paragenetic observations on these different breccia types suggest that the formation of the Pering deposit commenced with an initial stage of hydrothermal karstification. Large volumes of pyritic rock matrix breccia formed by wall rock collapsing into the open space attributed to carbonate dissolution. This stage of hydrothermal karstification acted as ground preparation for the subsequent mineralization event. By the upward advance of the hydrothermal karstification process, fluid reservoirs in the previously undisturbed dolostone host rock succession were tapped, ultimately leading to fluid mixing. Hydrothermal sulphides are the most abundant where fluid mixing was most effective, i.e. along the outer and upper margins of the breccia bodies, and in stratabound zones along permeable host rock units. Chemical wear brecciation and formation of large volumes of fine-grained replacive sphalerite mineralization mark the early stage of hydrothermal Zn–Pb mineralization associated with this fluid mixing. The fine-grained stage of sulphide mineralization was succeeded by very coarse-grained open-space-infill mineralization. The latter is very uniform across the entire deposit and typically cements mosaic and crackle breccia, but also fills remaining open space within chemical wear brecciated portions of the deposit.  相似文献

Sedimentary sequences within headwater valleys on the landward side of the Great Escarpment of South Africa are elucidated and their significance as indicators of environmental change is assessed. This study focuses on the Sneeuberg Range, the most prominent mountain range in the semi‐arid central Great Karoo. Valley fills of a hitherto unrecognised complexity and of a greater age than any previously recorded in the central Great Karoo are reported. Three phases of deposition spanning the Late Pleistocene up to the present are documented from sites where gully erosion has incised the valley fills. The earliest depositional phase is represented by deeply weathered, calcretised gravel deposits, which probably were emplaced by debris flow and fluvial processes in the form of a fan. These deposits subsequently were buried by finer grained, largely unconsolidated sediment, with much of this emplacement occurring during the Holocene. There is evidence for phases of landscape stability and instability within this facies. Finally, sheetwash has removed fine‐grained sediments from valley flanks and has deposited it either on valley bottoms, or in presently active gullies. This process appears to be ongoing, and is the subject of current investigation. The sedimentary deposits are interpreted as representing a wide range of palaeoenvironmental conditions that have prevailed within the central Great Karoo since the penultimate glaciation. Land use change and livelihood systems are often analyzed separately or with one “driving” the other. This “driver-feedback” relationship has been buttressed by approaches to social process that are often far too static. Actors are confronted with a bundle of choices that they must negotiate as they create pathways of change. These choices are always bound up in relations of power and the knowledges that are the conditions for and results of these relations. We suggest that land uses and livelihood are different manifestations of the social processes by which individuals and groups negotiate the everyday conditions that shape their lives. We propose a framework that extends current understandings of the relationship between land use change and livelihoods by treating social relations of power as the entry point into this complex relationship. We underpin our arguments with empirical examples from South Africa and Ghana that locate power/knowledge relations in the context of social change in both study areas.  相似文献

St. Lucia Estuary is on the subtropical, predominantly microtidal Zululand coast of South Africa. Lake St. Lucia's surface area fluctuates between 420 and 215 km2 and has a mean depth of less than 1 m. The 21-km-long narrows connects Lake St. Lucia with the Indian Ocean. Tidal effects penetrate 14 km up the narrows. The St. Lucia system has changed substantially since the 1930s due to bad farming techniques within its catchment. Large amounts of sediment were deposited in the estuary mouth, resulting in relocation of the Mfolozi River mouth to the south at Mapelane. The St. Lucia catchment was subjected to two devastating floods in the last ten years: Cyclone Domoina during February 1984 and the September 1987 cutoff low flood. After floods scoured out the estuary, marine sand advanced up the estuary at a rate of 1200 m/y as a series of flood-tidal deltas. Over 600,000 m3 of sediment accumulated in the St. Lucia Estuary mouth from February 1988 to November 1989. Of this amount, 466,000 m3 of sediment was removed by dredging, although this has not stopped the shoaling. During high rainfall years, the estuary mouth is able to maintain an open outlet to the sea, but as lake levels drop, shoaling causes the mouth to constrict and eventually close. Without the dredging program the mouth would ultimately close during low rainfall years, causing management problems.  相似文献

Sustainable development is accepted worldwide as a programme for the improvement of human-environment relations. It has been argued that the local level is the optimum level at which to implement sustainability. However, variability of local characteristics problematises this process as engagements with the principles and practices of sustainable development in unique places are likely to result in varying interpretations of the internationally accepted discourses of sustainable development. In order to assess local level interpretations of sustainability [Sharp, L., 1999. Local policy for the global environment: in search of a new perspective. Environmental Politics 8 (4), 137-159] calls for a more contextual analysis of the relationship between sustainability and the local level.This paper evaluates the interpretations of sustainability that were evident in a capacity building workshop in the Ugu District Municipality on the south coast of KwaZulu-Natal in South Africa through consideration of the context in which they emerged. The notion of place as a construction of social and spatial interrelations, the social relations of power within places and the environmental discourses through which debates over sustainability often occur have been used in this study to consider how unequal power relations and the process of political and social transition taking place within the Ugu District Municipality drive the social construction of sustainability agendas. Consequently, the case study draws attention to the need to consider the ways in which local contexts set the terms for interpretations of sustainability as these conceptualizations can direct actions for sustainability and may interrelate to assist or hinder the implementation of local level sustainability plans.  相似文献

The paper comprises a response to the overwhelming lack of geographical research into South African gay male leisure space development and augments the first detailed analyses of white gay leisure space development in this country by redirecting the geographic focus to a smaller provincial city. The image of gay leisure space that emerges in Bloemfontein is different from those identified and described in large metropolitan complexes. What emerges in this city is the development of gay-coded spaces in which heterosexual leisure spaces are queered, but not with the intent or outcome of generating exclusively gay spaces. Homonormalised spaces are created. It is contended that much of the current debates approach the so-called homonormalistion of gay leisure space from an unhelpful “gay/queer-disempowered” perspective which is inadequate to explain the development of a range of leisure spaces certain gay/queer cohorts created and/or seek out. It is suggested that homonormalised spaces are far more than heteronormativity infiltrating the gay (leisure) world through a range of consumption-led processes/events, or gay male capitulation to such normative hegemonies. It is argued that “homonormalisation” should be understood more reflexively.  相似文献

This article presents a discussion of one of the first large-scale community based rural land claims in South Africa. The Makuleke land claim was highly contentious, as it involved more than 20 stakeholders: government departments, local communities and their chiefs, NGOs, mining companies, commissions and task teams, and individuals; all pursuing vested and conflicting interests. [According to the former Chief of the Defence Force, General George Meiring, “the whole area (was) riddled with claims. Many of the claims came from people who visited (the area) once in a blue moon” (WildNet Africa, 1997. News File, May 9)]. Moreover, the greater part of the claim lies within the Kruger National Park, thus, drawing statutory environmental conservation policies into the ambit of land reform. The analysis presented here juxtaposes historical material and trajectories of restitution in order to shed light on the contestation between national goals and community interests.  相似文献

Permian coals of the southern hemisphere are generally considered to contain lower concentrations of sulfides, halogens, and trace elements when compared to northern hemisphere Carboniferous coals. Few studies have considered the trace element content in South African coals, and little or no work has been published for Highveld coals. Of the nineteen coal fields in South Africa, the Highveld coal field is one of the nine currently producing, and is second largest in terms of production. Five run of mine samples and a high ash middlings product from the Number 4 Lower seam were analyzed, totaling six sample sets. Fourteen trace elements (As, Cd, Co, Cr, Cu, Hg, Mn, Mo, Ni, Pb, Sb, Se, V, and Zn) were selected for this study based on the global perception that these elements may be hazardous to human health and/or the environment when they are released during coal utilization. Several sample preparation techniques were tested using certified reference materials (SARMs 18, 19 and 20) to determine the most repeatable technique for these coals. The samples were analyzed by ICP-AES and CVAA (Hg only). Microwave digestion proved to be generally unreliable despite the utilization of several different methods. A slurry direct injection method into the ICP-AES provided good correlations with the reference material, but requires further development to enhance the confidence level in this relatively unexplored technique. Samples prepared based on three ASTM standards for the determination of trace elements in coal provided repeatable results in most instances, and were the preparation methods utilized for the Highveld coals.The trace element values determined for the Highveld coals are generally in good agreement with values available in literature for South African coals, with the exception of Hg, Mn and Cr. Hg values reported here are lower, Cr and Mn higher. Results generally agree well with analyses on the same samples conducted by the United States Geological Survey. When considering the global ranges for trace elements, the Highveld range values are within Swaine's range boundaries with the exception of Cr. Compared to the cited global average values for the fourteen trace elements determined, the values obtained for the Highveld coals generally fall below or well below these average values, with the exception of Cr and Mn. Concentrations of Cd and Cu are lower compared to global average values, and As, Mo, Pb, Se, Sb, and Zn can be considered low to very low. Arsenic is ten times lower compared to typical USA values. Concentrations of Co and Ni are similar to global averages, with V and Hg being very slightly higher. The middlings samples reported higher concentrations of most elements, related to the higher ash content of these samples. Of interest, the chalcophile elements determined are all depleted in the Highveld coals compared to global averages, and the siderophile elements are enriched or comparable to global averages.Risk-based health studies in the USA on coals with similar or higher Hg and significantly higher As contents have not reported negative health effects, and therefore it could be assumed that the mobilization of these trace elements from the five Highveld coals are unlikely to cause human health problems. Work is ongoing to determine the modes of occurrence of these HAPs and to address the partitioning behaviors and speciation states of these elements during coal utilization.  相似文献

The mineralogy of the managanese ores of the giant Paleoproterozoic Kalahari manganese deposit of the Transvaal Supergroup has been subject of many studies and up to now 135 different ore and gangue minerals have been described, of which eight represent new mineral species. Through correlation of different mineral assemblages with specific geological events and by determining relative ages of minerals in outcrop, hand specimen and under the microscope an attempt is made in this publication to construct a paragenetic sequence for this complex mineral assemblage. Sedimentation and early diagenesis of the Hotazel Formation, composed of interbedded iron formation and braunite lutite, was followed by low-grade metamorphism and associated stratabound metasomatism. Braunite lutite of sedimentary origin, comprising 97% of the total ore reserve, is composed of braunite, hematite and kutnahorite, and abundant early diagenetic kutnahorite and manganoan calcite forming laminae and ovoids. Fluid flow during late diagenesis or lower greenschist facies metamorphism led to stratabound metasomatic oxidation of Mn-bearing carbonates to hausmannite and Mn-poor calcite. Three structurally controlled hydrothermal alteration events succeed metamorphism. These events are referred to as Wessels, Mamatwan and Smartt events. The Wessels alteration event is the oldest of the three events and it is of great economic importance because virtually all of the high-grade ore (> 42% Mn), 3% of the total ore reserve, formed during this event through alteration of carbonate-rich low-grade Mamatwan-type ore (braunite lutite) to high-grade, carbonate-poor Wessels-type manganese ore. This Wessels hydrothermal alteration event took place in the northwestern part of the Kalahari deposit, associated with a system of major north-south- and minor east-west-striking normal faults. The Mamatwan alteration event is observed throughout the Kalahari manganese deposit but alteration is very localized. Reduction halos and discolouration of braunite lutite around fracture or joint-hosted sulphide-carbonate mineralization are typical of the Mamatwan alteration event. In contrast, the Smartt alteration event is characterized by oxidation of braunite lutite and the formation of todorokite and manganomelane. Syn- and Post-Kalahari supergene alteration has taken place below the suboutcrop of the Hotazel Formation against the calcretized sediments of the Cenozoic Kalahari Formation. Cryptomelane and pyrolusite are the predominant products of surficial weathering.  相似文献
