Expert elicitation studies have become important barometers of scientific knowledge about future climate change (Morgan and Keith, Environ Sci Technol 29(10), 1995; Reilly et al., Science 293(5529):430–433, 2001; Morgan et al., Climate Change 75(1–2):195–214, 2006; Zickfeld et al., Climatic Change 82(3–4):235–265, 2007, Proc Natl Acad Sci 2010; Kriegler et al., Proc Natl Acad Sci 106(13):5041–5046, 2009). Elicitations incorporate experts’ understanding of known flaws in climate models, thus potentially providing a more comprehensive picture of uncertainty than model-driven methods. The goal of standard elicitation procedures is to determine experts’ subjective probabilities for the values of key climate variables. These methods assume that experts’ knowledge can be captured by subjective probabilities—however, foundational work in decision theory has demonstrated this need not be the case when their information is ambiguous (Ellsberg, Q J Econ 75(4):643–669, 1961). We show that existing elicitation studies may qualitatively understate the extent of experts’ uncertainty about climate change. We designed a choice experiment that allows us to empirically determine whether experts’ knowledge about climate sensitivity (the equilibrium surface warming that results from a doubling of atmospheric CO2 concentration) can be captured by subjective probabilities. Our results show that, even for this much studied and well understood quantity, a non-negligible proportion of climate scientists violate the choice axioms that must be satisfied for subjective probabilities to adequately describe their beliefs. Moreover, the cause of their violation of the axioms is the ambiguity in their knowledge. We expect these results to hold to a greater extent for less understood climate variables, calling into question the veracity of previous elicitations for these quantities. Our experimental design provides an instrument for detecting ambiguity, a valuable new source of information when linking climate science and climate policy which can help policy makers select decision tools appropriate to our true state of knowledge.  相似文献

Abstract

Project-based emission reduction or ‘offset’ programs are being implemented widely, from the CDM (Clean Development Mechanism) to corporate voluntary efforts and municipal and state-level activities. Additionality assessment remains a central and persistent challenge in all programs. Concerns have been raised with methods currently used, such as investment analysis, barrier analysis, and performance thresholds. They have been variously critiqued for high costs, resistance to standardization, weak environmental integrity, and susceptibility to gaming. Technology penetration rates provide another means to infer additionality, and could be a potentially useful complement to other methods. The notion is that emerging technologies with low but increasing penetration rates typically require some type of support, as might be provided through offsets markets, to compete effectively in the marketplace. For penetration rate analysis to provide a useful tool for additionality assessment, several fundamental questions need to be addressed. What do penetration rates represent and how can they be measured? How can additionality evaluation utilize penetration rates? For which sectors and project types are the use of penetration rates most promising? This article shows that penetration tests have a mixture of pluses and minuses, with greater relevance in certain market niches and regions. Reasonable ranges for penetration thresholds are discussed, along with partial crediting approaches to reduce ‘knife-edge’ effects.  相似文献

This study aims to characterize the spatiotemporal features of the low frequency Atlantic Multidecadal Oscillation (AMO), its oceanic and atmospheric footprint and its associated hydroclimate impact. To accomplish this, we compare and evaluate the representation of AMO-related features both in observations and in historical simulations of the twentieth century climate from models participating in the IPCC’s CMIP5 project. Climate models from international leading research institutions are chosen: CCSM4, GFDL-CM3, UKMO-HadCM3 and ECHAM6/MPI-ESM-LR. Each model employed includes at least three and as many as nine ensemble members. Our analysis suggests that the four models underestimate the characteristic period of the AMO, as well as its temporal variability; this is associated with an underestimation/overestimation of spectral peaks in the 70–80 year/10–20 year range. The four models manifest the mid-latitude focus of the AMO-related SST anomalies, as well as certain features of its subsurface heat content signal. However, they are limited when it comes to simulating some of the key oceanic and atmospheric footprints of the phenomenon, such as its signature on subsurface salinity, oceanic heat content and geopotential height anomalies. Thus, it is not surprising that the models are unable to capture the majority of the associated hydroclimate impact on the neighboring continents, including underestimation of the surface warming that is linked to the positive phase of the AMO and is critical for the models to be trusted on projections of future climate and decadal predictions.  相似文献

As the low-carbon transition accelerates, loans to and investments in carbon-intensive assets, firms and sectors are at risk of not generating the anticipated returns, with implications for individual financial institutions as well as financial markets more broadly. However, research on this topic has largely been focused on high- and upper-middle income economies to date. In this paper, we explore the salience of this issue in India – one of the world’s largest emitters and economies – by asking: (1) how extensive is financial-sector exposure to transition risks? And: (2) are finance professionals and financial institutions taking sufficient action to manage those transition risks? Our findings reveal that India’s financial sector is much more heavily exposed to low-carbon transition risks than standard borrowing classifications might suggest. For example, our granular assessment of individual loans and bonds finds that three-fifths of lending to the ‘mining’ sector is for oil and gas extraction, while one-fifth of ‘manufacturing’ debt is for petroleum refining and related industries. We also find that electricity production – by far the largest source of emissions – accounts for 5.2% of outstanding credit, but that only 17.5% of this lending is to pureplay renewables. Yet our survey of India’s largest financial institutions suggests that there have been limited efforts to identify, measure or manage low-carbon transition risks. Fewer than half of the 154 finance professionals surveyed were familiar with environmental issues including climate change mitigation and adaption, greenhouse gas emissions or transition risks. Only four of the ten major financial institutions surveyed collect information on ESG risks, and these firms do not systematically incorporate that data into business continuity planning, internal capital adequacy assessment processes, credit risk assessments, enterprise risk management frameworks or loan product pricing. Given extensive financial-sector exposure to low-carbon transition risks coupled with the absence of bottom-up action to manage those risks, our findings suggest that financiers, regulators and policymakers in emerging and developing economies should be acting swiftly to ensure an orderly transition to net-zero.  相似文献

Common understanding of sensor calibration is essential for the effective communication among sensor vendors, calibration scientists, satellite operators, program managers, and remote sensing data users, who must cooperate to ensure that a nation’s strategic investment in a sophisticated operational environmental satellite system serves the nation’s interest and enhances the human lives around the world. Partitioning of semivolatile organic compounds between gas, organic aerosol, and aqueous aerosol phases has been described in atmospheric models using Raoult’s Law and/or Henry’s Law, with activity coefficients accounting for nonideal behavior in the aerosol solutions. Raoult’s Law and Henry’s Law are thermodynamically consistent with each other as long as the parameters defining their different reference states are accurately known. Unfortunately, saturation vapor pressures, Henry’s law constants, and activity coefficients for organic aerosol compounds must typically be estimated. As a result, thermodynamic inconsistencies can arise when using Raoult’s and Henry’s Law approaches together due to errors in estimation methods. A test of predicted partitioning parameters for representative semivolatile organics suggests overall errors of at least an order of magnitude. Box model simulations with a simplified partitioning scenario demonstrate that these estimation errors can significantly alter partitioning for many compounds and, more importantly, that thermodynamic inconsistencies will lead to even greater errors than those due solely to uncertain parameters. To avoid these errors, a common reference state should be used to define equilibrium among all phases, improved estimation methods and measurements should continue to be pursued, and alternative reference states that better represent typical organic aerosol mixtures should be explored.  相似文献

Successful adaptation assumes the availability of appropriate information for groups potentially impacted by climate change. This research examines information available to help farmers in the Canadian Prairies to adapt, with focus on information related to soil and water conservation practices, such as preserving wetlands and maintaining shelterbelts and groundcover, considered particularly important for this region. Results of 28 semi-structured interviews carried out with producers in two Prairie provinces, Alberta and Manitoba, revealed that information regarding soil and water conservation practices comes from a variety of sources. These included industry, government, producer and conservation organizations, social sources of information and personal experience, and media. Producers were more open to new practices when they could learn them through observation, trials, and two-way dialogue. There appears to be a general lack of producer organization involvement, and dearth of government information, direction, and coordination for climate change adaptation. Information from government and producer organizations can be important for the co-production of knowledge that can lead to successful adaptation.  相似文献

China’s influence on climate governance has been steadily increasing since the adoption of the Paris Agreement on climate change in 2015. Much of this influence, this article argues, has come from China forging a path for climate adaptation and mitigation for the global South. This is having far-reaching consequences, the article further argues, for the politics of global climate governance. China’s discursive and diplomatic power in climate politics is growing as China builds alliances across the global South. China is leveraging this enhanced soft power to elevate the importance of adaptation in multilateral climate negotiations, advance a technocentric approach to climate mitigation, export its development model, and promote industrial-scale afforestation as a nature-based climate solution. China’s strategy is enhancing climate financing, technology transfers, renewable power, and adaptation infrastructure across the global South. To some extent, this is helping with a transition to a low-carbon world economy. Yet China’s leadership is also reinforcing incremental, technocratic, and growth-oriented solutions in global climate governance. These findings advance the understanding of China’s role in global environmental politics, especially its growing influence on climate governance in the global South.  相似文献

The theoretical framework of the vertical discretization of a ground column for calculating Earth’s skin temperature is presented. The suggested discretization is derived from the evenly heat-content discretization with the optimal effective thickness for layer-temperature simulation. For the same level number, the suggested discretization is more accurate in skin temperature as well as surface ground heat flux simulations than those used in some state-of-the-art models. A proposed scheme (“op(3,2,0)”) can reduce the normalized root–mean–square error (or RMSE/STD ratio) of the calculated surface ground heat flux of a cropland site significantly to 2% (or 0.9 W m?2), from 11% (or 5 W m?2) by a 5-layer scheme used in ECMWF, from 19% (or 8 W m?2) by a 5-layer scheme used in ECHAM, and from 74% (or 32 W m?2) by a single-layer scheme used in the UCLA GCM. Better accuracy can be achieved by including more layers to the vertical discretization. Similar improvements are expected for other locations with different land types since the numerical error is inherited into the models for all the land types. The proposed scheme can be easily implemented into state-of-the-art climate models for the temperature simulation of snow, ice and soil.  相似文献

Smallholder farming is among the most vulnerable sectors due to its great social and economic sensitivity. Despite future climate change, current climate variability is already an issue of concern that justifies adaptation efforts. In Brazil, the Semi-Arid Region is a climate hotspot, well known for both historic socioeconomic setbacks, and agriculture failures caused by dry spells and severe droughts. In 2010, the Brazilian government enacted the National Policy on Climate Change, which states as one of its key goals the identification of vulnerabilities and the adoption of adequate measures of adaptation to climate change. The improvement of vulnerability assessment tools is a response to the growing demand of decision makers for regular information and indicators with high spatial and temporal resolution. This article aims at undertaking a comparative assessment of smallholder farming’s vulnerability to droughts. An integrated assessment system has been developed and applied to seven municipalities located in the Brazilian Semi-Arid Region (within the State of Ceará). Results show regional vulnerability contrasts driven by institutional and socioeconomic factors, beyond climatic stressors.  相似文献

Dynamical downscaling of global climate simulations is the most adequate tool to generate regional projections of climate change. This technique involves at least a present climate simulation and a simulation of a future scenario, usually at the end of the twenty first century. However, regional projections for a variety of scenarios and periods, the 2020s or the 2050s, are often required by the impact community. The pattern scaling technique is used to estimate information on climate change for periods and scenarios not simulated by the regional model. We based our study on regional simulations performed over southern South America for present climate conditions and two emission scenarios at the end of the twenty first century. We used the pattern scaling technique to estimate mean seasonal changes of temperature and precipitation for the 2020s and the 2050s. The validity of the scalability assumptions underlying the pattern scaling technique for estimating near future regional climate change scenarios over southern South America is assessed. The results show that the pattern scaling works well for estimating mean temperature changes for which the regional changes are linearly related to the global mean temperature changes. For precipitation changes, the validity of the scalability assumption is weaker. The errors of estimating precipitation changes are comparable to those inherent to the regional model and to the projected changes themselves.  相似文献

The relevance and cost-effectiveness are key criteria for policymakers to select appropriate policy and economic instruments for reducing carbon emissions. Here we assess the applicability of carbon finance instruments for the improvement in building energy efficiency by adopting the high efficiency standards as well as advanced energy supply systems, building on a case study in a northern city in China. We find that upgrading the current Chinese BEE standard to one of the best practices in the world coupled with the state-of-the-art energy supply system implies an abatement cost at 16US$/tCO2, which is compatible with the international carbon market price. The institutional reorganization turns out to be indispensable to facilitate the implementation of the proposed scheme of local government-led energy efficiency programme in the form of programmatic CDM in China’s buildings sector. We show that with international support such as carbon finance, the BEE improvement will facilitate city’s transition to low-carbon supply in the longer term. More importantly, it is argued that demand-side energy performance improvement in buildings should be considered a prerequisite to shifting low-carbon energy supply technologies such as fuel-switching, renewable power generation and Carbon Capture and Storage to address climate mitigation in light of cost-effectiveness and environmental integrity.  相似文献

Here I consider the challenge of interdisciplinary communication to which the first 99 volumes of this journal are dedicated. Have we succeeded and have climatic change researchers shared findings with a broader audience?
