In an attempt to provide more sustainable and environmentally acceptable coastal defence options, engineers and policy-makers alike are increasingly turning to ‘softer’ approaches such as managed realignment. However, gaining public acceptance of managed realignment schemes can be challenging given that the local communities often view managed realignment as ‘giving in’ to the sea (Coastal defences: processes, problems and solutions. UK, Routledge, 2001). By studying public perceptions, engineers, planners and policy-makers will have a better understanding of the public's reactions, concerns and issues of managed realignment, which not only fills the existing research gap but also promotes public awareness and knowledge alongside the consultation process. This paper reviews findings from a pilot study conducted at a public exhibition and meeting in Brancaster, North Norfolk. Questionnaire surveys were used to collect the data and address three main research objectives (1) to gain an insight into the locals’ perceptions of flooding in Brancaster; (2) to assess their awareness of the managed realignment scheme; and (3) identify the main issues that they considered to be important. The results demonstrated that many variables influence public perceptions of managed realignment, including personal experience, lack of information and media influence. The study concludes that while there is no formula to calculate which variables come into play, researching public perception towards managed realignment projects must be addressed by following a case-by-case approach.  相似文献

Managed realignment (MR) is a ‘soft’ engineering technique that involves the deliberate landwards retreat of the existing line of coastal defence and subsequent tidal inundation of land. Managed realignment has been established worldwide for over 30 years and its goals may include habitat restoration, recovery of biodiversity and sustainable coastal defence. In southeast England in particular, an increasing number of MR sites (20–110 ha) have been commissioned in the last decade in response to increasing coastal habitat loss and sea-level rise. Following initial sea wall breaching and site flooding, monitoring of these sites is usually carried out for a period of 5 years and during this time changes in ecosystem structure can be easily observed. However, there is a poor understanding of the long-term effects of flooding on soil physicochemical parameters including sediment geochemistry and geochemical cycling, nutrient fluxes and soil maturation processes. Such physical and chemical changes may continue to take place over time-scales exceeding 5 years and therefore current monitoring practices may not be sufficient.  相似文献

A hydrodynamic model is developed for the Blackwater estuary (UK) and used to estimate nitrate removal by denitrification. Using the model, sediment analysis and estimates of sedimentation rates, we estimate changes in estuarine denitrification and intertidal carbon and nutrient storage and associated value of habitat created under a scenario of extensive managed realignment. We then use this information, together with engineering and land costs, to conduct a cost benefit analysis of the managed realignment. This demonstrates that over a 50–100 year timescale the value of the habitat created and carbon buried is sufficient to make the large scale managed realignment cost effective. The analysis reveals that carbon and nutrient storage plus habitat creation represent major and quantifiable benefits of realignment. The methodology described here can be readily transferred to other coastal systems.  相似文献

Community acceptance of Marine Parks is widely acknowledged as being critical for success. Where community stewardship and voluntary compliance have been achieved, there are fewer issues with non-compliance of zoning regulations. Probability-based surveys that are representative of the wider community can improve understanding of community perceptions prior to and following establishment of Marine Parks. Understanding attitudes towards newly created Marine Parks among user groups provides valuable information for the design of education and engagement programs, while also creating a benchmark to compare changes over time. A survey of community perceptions and awareness regarding the recently created Ngari Capes Marine Park in south-west Western Australia was measured via a randomised telephone survey of local and non-local boat-based recreational fishers; and local residents (including non-fishers and shore/boat fishers). This survey also evaluated other recreational uses of the park and how these activities were valued, knowledge of Marine Park zones, and how information about Marine Parks was being accessed. Participation in recreational fishing within Ngari Capes was above average and a supportive attitude towards the park was apparent. Boat-based recreational fishers displayed a higher degree of concern about fishing restrictions compared to local residents, but overall were supportive of the Marine Park. Across all user groups there was low awareness of the Ngari Capes Marine Park and poor understanding of Marine Parks. A lack of clarity regarding the likely benefits of the Ngari Capes Marine Park was apparent, implying a need to improve public communication and community engagement.  相似文献

In July 2000 a flood defence embankment protecting abandoned agricultural land in the estuary of the River Torridge, Devon, UK, was breached as part of a managed realignment (MR) project. The objective was to restore the agricultural land, reclaimed from saltmarsh some 200 years previously, to its former habitat. Changes to the soil hydrological regime and alteration of the soil environment at the site were studied. The most significant observed impact at the MR site was the change in flooding regime, with regular tidal inundation occurring to a maximum depth of 52 cm during spring tides. Prior to the realignment, soil water table fluctuations were linked to patterns of spring and neap tides. Post-realignment, a change in mean water table height of more than 50 cm was observed at the MR site, and soil redox potential at 5 cm depth was reduced by over 700 mV immediately following reflooding, changing the soil environment from an oxidised to a reduced environment. Topsoil water (collected from 10 cm depth) demonstrated large, short-term reductions in pH. Prior to realignment topsoil water pH ranged from 6.6 to 8.7, but following realignment remained below 5 for approximately nine weeks, reaching a minimum of 3.3. Short-term changes in conductivity and NH4+ concentrations in topsoil water also occurred, conductivity rising from <2000 μS to >40,000 μS following realignment, while NH4-N concentrations rose from 0.10 mg l−1 to 10.05 mg l−1. Cotton tensile strength loss (CTSL) reflected these changes, exhibiting large decreases in decomposition rates at 5–10 cm depth immediately following the realignment. These results have implications for the management of MR projects, and for the health and quality of the estuary in general.  相似文献

Coastal areas play a crucial role in the economical, social and political development of most countries; they support diverse and productive coastal ecosystems that provide valuable goods and services. Globally flooding and coastal erosion represent serious threats along many coastlines, and will become more serious as a consequence of human-induced changes and accelerated sea-level rise. Over the past century, hard coastal defence structures have become ubiquitous features of coastal landscapes as a response to these threats. The proliferation of defence works can affect over half of the shoreline in some regions and results in dramatic changes to the coastal environment. Surprisingly little attention has been paid to the ecological consequences of coastal defence. Results from the DELOS (Environmental Design of Low Crested Coastal Defence Structures, EVK3-CT-2000-00041) project indicate that the construction of coastal defence structures will affect coastal ecosystems. The consequences can be seen on a local scale, as disruption of surrounding soft-bottom environments and introduction of new artificial hard-bottom habitats, with consequent changes to the native assemblages of the areas. Proliferation of coastal defence structures can also have critical impacts on regional species diversity, removing isolating barriers, favouring the spread of non-native species and increasing habitat heterogeneity. Knowledge of the environmental context in which coastal defence structures are placed is fundamental to an effective management of these structures as, while there are some general consequences of such construction, many effects are site specific. Advice is provided to meet specific management goals, which include mitigating specific impacts on the environment, such as minimising changes to surrounding sediments, spread of exotic species or growth of nuisance species, and/or enhancing specific natural resources, for example enhancing fish recruitment or promoting diverse assemblages for eco-tourism. The DELOS project points out that the downstream effects of defence structures on coastal processes and regional-scale impacts on biodiversity necessitate planning and management at a regional (large coastline) scale. To effectively understand and manage coastal defences, environmental management goals must be clearly stated and incorporated into the planning, construction, and monitoring stages.  相似文献

Guatemala's rich coastal and marine biodiversity provides essential ecosystem goods and services to local residents and the national economy through artisanal and commercial fisheries, aquaculture, port exports and, to a lesser extent, tourism. As in many other countries, national policies emphasise the significance of marine conservation and marine resources, primarily through implementing marine protected areas (MPAs). However, this assumes that governance, as reflected in legal, institutional and organizational frameworks, political capacity and human resources is sufficiently developed to ensure MPAs meet these goals. These issues are explored through presenting the first detailed analysis of coastal and marine governance in Guatemala. The research highlights a range of barriers to good governance which restrict the extent to which MPAs can function effectively. Recommendations are made which can capitalise upon the potential for locally managed marine areas as a means to facilitate the improved governance of coastal and marine resources in Guatemala.  相似文献

Intertidal mudflats are critical to the functional ecology of estuaries yet large areas are being lost as a result of land claim, erosion and coastal squeeze. This study examines whether managed realignment (at Paull Holme Strays, Humber estuary) can realistically achieve compensation for the loss of intertidal mudflat in the long term. Typical estuarine species quickly colonised the site with the total number of species recorded from the site as a whole being almost equal to that in the reference area within one year. Comparable biomass between the two areas was achieved after 2 years. However, organism abundance remains an order of magnitude lower within the realignment site compared to outside. Community structure within the realignment has changed from one characterised by terrestrial/freshwater organisms and early colonising species to one composed of typically estuarine species. However, the developing benthic communities only represent those typical of the estuary in areas of low elevation and high inundation frequency. Rapid accretion has favoured saltmarsh colonisation in much of the realignment site and this is expected to increase as accretion proceeds with invertebrate colonisation being inhibited by increasing elevation. Hence, realignment to restore intertidal mudflats can only be a short term solution in sites of high tidal elevation and in a dynamic and turbid estuary with high natural accretion rates, such as the Humber.  相似文献

The Florida Keys National Marine Sanctuary (FKNMS) developed a zoning plan as part of its overall management plan, fully implemented as of 1997. The plan created several closed areas or harvest refugia in which consumptive activities are prohibited. This research reports results of surveys that we conducted with members of three stakeholder groups in the Florida Keys: commercial fishers, dive operators, and members of local environmental groups. Surveys requested responses regarding the information sources individuals tapped when learning of the zoning plan and the FKNMS; their degree of public participation; their perceptions and acceptance of the zoning strategy and the process of its design; and the expected outcomes of the zoning strategy. Many responses show significant differences among the three groups. Fishers felt highly alienated from the process of zone designation and displayed a sense of anger and powerlessness with respect to what they considered to be an attempt to exclude their group from the harvest refugia. Dive operators demonstrated the highest levels of participation in the designation process, but were concerned that refugia regulations could limit their activities in the future. Members of environmental groups were the strongest supporters of the harvest refugia concept and the FKNMS. This research suggests numerous ways in which marine resource managers could improve their public outreach and information dissemination strategies when developing future harvest refugia and marine protected areas.  相似文献

The UK nuclear industry uses seawater for both operational purposes and waste discharge. Atmospheric and direct radiation discharges also affect the surrounding coastal environment. The regulation of these discharges has undergone great changes in the last decade. This article begins by quantifying the composition of the discharges that occur. It then introduces the current legislative controls over radioactive discharges, concentrating on the Radioactive Substances Act 1993 and analyses the authorization framework implemented by the Environment Agency. Industry concerns with the current system are highlighted and their alternative analyzed. The Environment Agency’s response to these proposals and future authorization issues are highlighted.  相似文献

由于滨海湿地丰富的资源和优越的环境,人们对其进行了大规模的开发利用,导致了滨海湿地的丧失与生态退化。滨海湿地位于陆地-海洋-大气相互作用最活跃的地带,具有非常重要的生态意义。总结泉州湾滨海湿地水动力、地貌、生态、环境质量的特征,分析围填海、养殖、污染物排放及人工生态工程等对滨海湿地的影响。结果表明,随着社会经济的快速发展以及人类活动的显著增强,泉州湾滨海湿地面积减小,输水及输沙的路径和方式发生变化,湿地环境质量显著下降,生物多样性及生物量减少。为了实现泉州湾滨海湿地的可持续发展,提出了如下对策:(1)加强围海造地的科学管理,提倡新的围海造地方式;(2)开展海岸整治与生态修复,建设特色湿地公园;(3)挖掘海洋文化特色,发展生态旅游。本研究揭示高强度人类活动对滨海湿地环境的影响,为开展滨海湿地研究、整治与修复,为制定滨海湿地开发利用与保护对策提供科学依据。  相似文献

The incorporation of local and traditional knowledges into environmental governance regimes is increasingly recognised as a critical component of effective and equitable conservation efforts. However, there remain significant barriers to integration of community-based knowledge within mainstream environmental governance. This paper explores community-based knowledge in the context of Environmental Impact Assessment (EIA), a widely-used governance tool designed to predict and manage the impacts of development. Drawing on a social survey and interviews, the paper documents local community knowledge of environmental changes associated with dredging and the construction of Liquefied Natural Gas (LNG) plants in a large industrial harbour located in the Great Barrier Reef World Heritage Area, and compares this knowledge with public consultation opportunities offered throughout the project lifecycle, including during assessment and after project approval. The findings highlight a misalignment between community knowledge of environmental change, which is acquired largely after impacts become apparent, and the public participation opportunities afforded through EIA, which generally occur before construction or dredging is undertaken.  相似文献

Member States of the European Union and the Mediterranean Regional Sea need to elaborate national strategies for coastal management according to ICZM principles and to undertake national stock-taking, which must consider major actors, laws and institutions influencing the management of their national coastal zone. However, different approaches to coastal management and defence and various degrees of development and implementation of national ICZM strategies can be found. The research presented in this article aims to analyze the different situations and to contribute to the further development of a common approach in terms of methodology to establish stakeholder and users participation in ICZM. An extensive survey was conducted in five pilot sites along the European Mediterranean coastal zone (Greece, Italy and France) show beach visitors’ perception of ICZM, coastal erosion and coastal defence systems, and beach visitors’ Willingness To Pay (WTP) for beach defence. The survey yielded important information for coastal and beach managers. Surprisingly, the level of awareness about generic Coastal Zone Management was found to be rather low in all regions except Riccione Southern beach, Emilia-Romagna Region. In the Languedoc-Roussillon Region, this is justified by the fact that most of the respondents were not local people or beach visitors (other than recreational day-visitors). As regards coastal erosion it appears significant that, despite the lack of awareness demonstrated overall by stakeholders in the Region of East Macedonia and Thrace, visitors respond very positively to definitions and show awareness of the erosion process in their coastal system. In conclusion, in order to raise public awareness about ICZM, erosion and coastal defence systems, it is suggested that education, training and public awareness should be promoted as well as identification of local needs for the implementation of specific demand-driven studies.  相似文献

CO2 ocean sequestration may be an effective option for mitigating global warming. There are risks associated with this process, particularly the local impact on deep-sea environments. Public acceptance is required for the implementation of this technology, even though the impacts have been proven to be trivial. In this study, a questionnaire survey was conducted to find the correlation between public acceptance of CO2 sequestration and influential factors by covariance structure analysis. In addition, risk communication via the Internet was carried out. These analyses revealed that careful investigation of the target oceanic site and field experiments are important in gaining public acceptance of CO2 sequestration.  相似文献

The settlement and development of Québec’s maritime coastline has generally taken place without consideration for coastal dynamics and coastal hazards. Consequently, fighting coastal erosion has become a necessity. Until now, the construction of rigid walls and encroachments has been the preferred approach to the problem. In the Chaleur Bay region, coastal communities are particularly vulnerable to erosion and flooding because a number of residential, commercial and transportation infrastructures have been installed on beach terraces and sand spits. Recent storms, such as the storm of December 2, 2005, have made possible a better understanding of how these rigid defence structures amplify the effects of storm surges and waves. These structures drive the sand away from the coast, lowering beach levels and even causing beaches to vanish entirely from the areas situated in front of the defence structures. The end result is a weakening of the natural capacity of these coastal systems to absorb the energy of waves and a greater risk of coastal flooding. An integrated approach using local knowledge on the one hand, along with LIDAR surveys and a DGPS system on the other hand, have made possible to map the levels reached by flooding at the time of the storm. The results indicate that such levels vary greatly in spatial terms and that the difference between the levels actually reached and the water level measured by tide gauge can be as much as 2 m; a difference that is due to anthropogenic perturbations. This raises questions concerning the safety and the reference levels used for mapping coastal flooding risk. Taking into account knowledge of local communities, analysis of water levels, geomorphological indicators and aggravating anthropogenic factors, an approach and basic criteria are put forward with a view of establishing a reference level for the mapping of flood risk that can be used by community land-use planners.  相似文献

The recognition of the economic value of nature and the services it provides to humanity has become increasingly essential in the context of coastal zone management. In this paper we review the progress to date on both the necessary conceptual framework and empirical valuation studies required to bolster decision support systems (DSS) targeted at integrated coastal zone management goals. We highlight the importance of using an ecosystem services approach and recommend some basic sequential, although overlapping, analytical steps for appropriate environmental valuation and policy assessment: spatial explicitness; marginal changes; double counting; non-linearities; and threshold effects. We illustrate the practical use of the DSS by reviewing an existing UK case study on managed coastal realignment along the Eastern coast of England, and a new UK case study on managed realignment implemented in a southern area on the same coast. Comparing the two studies, the importance of spatial explicitness and the need for a sequential decision support system when dealing with ecosystem services valuation and project policy appraisal become particularly evident.  相似文献

Conservation actions for sharks are hampered partly by the negative beliefs and inaccurate knowledge about them among the general public. This paper investigated the knowledge and attitude of residents and tourists towards shark species of Fernando de Noronha Archipelago, a marine protected area, and one of the major ecotourism destinations in Brazil. Findings showed that residents had a lower knowledge of sharks and less positive attitudes towards sharks than tourists. Even though residents did not see sharks as threats to humans and they were aware of the role of the archipelago as a shark nursery, they did not completely understand the sharks' ecological and economic importance. This distinction between residents' and tourists' perceptions of sharks demands different strategies to assure engagement in management and conservation policies relating to both groups. Management actions focusing on providing enjoyable experiences with sharks to residents and enhancing their participation in tourist activities related to sharks are presented. They would require innovative cooperation between scientific, management and environmental institutions to build initiatives aimed at increasing the knowledge and improving attitudes of residents towards shark conservation and to homogenise conservation values held by the entire public on the archipelago.  相似文献

The sustainable science-based management of natural resources requires knowledge exchange between scientists and environmental decision-makers; however, evidence suggests that information flow is inhibited by a range of barriers. To date, our understanding of the range and importance of factors limiting knowledge exchange between scientists and decision-makers is based primarily on the perceptions of decision-makers, while the perceptions of scientists have been largely overlooked. This study addresses this knowledge gap by quantitatively assessing the perceptions of scientists, represented by a sample of 78 Australian marine scientists, regarding (i) the role and importance of engaging with environmental decision-makers on a personal level, (ii) the role and importance of engaging with environmental decision-makers at the institutional level, (iii) current barriers to engaging with environmental decision-makers and (iv) options for overcoming barriers to engaging with environmental decision-makers. Survey results suggest that Australian marine scientists feel that they have an obligation to engage decision-makers in their science, and that engaging with and communicating to environmental decision-makers is important on a personal level. This study also identifies a range of barriers that impede engagement activities, including inadequate measures of science impact that do not account for engagement activities, a lack of organisational support for engagement activities, insufficient time to conduct engagement activities in addition to other responsibilities and a lack of funding to support engagement activities. To overcome these barriers, participants identified the need for institutional innovation by research institutions, research funders and decision-making agencies alike to promote a culture whereby knowledge exchange activities are legitimised as core business for research scientists, and recognised and rewarded appropriately. Although difficulties exist in implementing such institutional innovations, doing so will improve two-way knowledge exchange among scientists and decision-makers and improve the likely success of environmental management.  相似文献

While ocean acidification (OA) poses a significant threat to ocean-related ecosystems and communities reliant on marine fisheries, aquaculture, and coral reef systems, limited public understanding and awareness can prevent coastal regions from being able to adequately assess the need for OA adaptation or mitigation. This study assessed public understanding of OA and how social and demographic factors influence the public’s concern for OA. The analysis was based on 311 questionnaires from full-time Alaska residents. The results showed that most Alaskans self-reported to have a basic awareness of OA, and subsequently were able to recognize that CO2 emissions related to human activity are the dominant driver of changing ocean conditions. However, there was a low recognition of how natural variability in the marine environment affects OA, and most respondents were not very confident in their understanding of OA-related science. Moreover, even though many communities in Alaska are reliant on commercial and subsistence fishing activities, the respondents had a low awareness of fisheries-related OA risk. Given the ongoing debate associated with climate change research, evaluating CO2 mitigation efforts through the perspective of OA could give individuals an unbiased way to assess the pros and cons of more intensive efforts to curb CO2 emissions. Furthermore, using OA communication to enhance the understanding of how natural variability influences OA around the state and the potential economic implications for Alaska fisheries would help residents and stakeholders make informed decisions when considering fisheries management plans, food security, and job diversity as OA intensifies. Solidifying the understanding that any reduction in pH and intensification of OA can have implications for marine species that are irreversible on human timescales will reinforce not only that OA is an immediate concern, but also the importance of taking action now.  相似文献

Anomalous morphological features within large estuaries may be: (1) recorders of external forces that periodically overwhelm the normal morphodynamic responses to estuarine energy fluxes, and (2) possible predictors of cycles of future coastal change. At the entrance to Willapa Bay, Washington, chronic beach erosion and frequent coastal flooding are related to the historical northward channel migration that destroyed the protective sand spits of Cape Shoalwater. Northward channel migration since the late 1800s conforms to the long-term net sediment transport direction. What requires explanation is periodic southward relocation of the trunk channel by as much as 5 km, and attendant construction of moderately large sand spits on the north side of the bay such as Kindred Island, Tokeland Peninsula, and Cape Shoalwater.Both autocyclic and allocyclic processes may have been responsible for trunk channel realignment and associated spit deposition. Channel recycling may occur when the main channel becomes overextended to the north and the tidal flow is inefficient because of its decreased gradient and increased susceptibility to shoaling by the growth and migration of tidal sand ridges. Under those conditions trunk channel relocation would be facilitated by increased wave heights and water levels of El Niño winter storms. However, co-seismic subsidence is the most likely mechanism for abruptly increasing sand supply and longshore transport that would favor discrete periods of channel relocation and spit deposition. Unless external forcing changes sand supply and predominant sediment transport directions in the future, the relative rise in sea level, frequent winter storms, and local deficit in the sand budget assure that beach erosion will continue at the mouth of this large estuary.  相似文献
