The objective of this paper is to focus on the role of the European Community (EC) in the management of the coastal zones of the Mediterranean. The EC performs this role at two levels of involvement: with respect to its Mediterranean member states and through the Euro-Mediterranean co-operation, in co-ordination with international and regional initiatives, such as those of the United Nations (Mediterranean Action Plan (MAP)) and the World Bank. According to this, the coastal policy of the EC is considered with special attention to past and current developments, and the main policy objectives and instruments are discussed. This review is followed by a brief analysis of the EC Mediterranean coastal zone: the general use and development patterns, the main pressures bearing upon it, and its definition from a legal and administrative perspective. An evaluation of the role of the EC in the Mediterranean context then follows, with particular reference to the ongoing developments of the Euro-Mediterranean co-operation within MAP and the Barcelona Convention system. On this basis, conclusions are drawn on the need to improve the EC Mediterranean coastal policy through a strengthened integration between the various EC sectoral policies, and between these policies and the policies of the member states, and through an optimised co-ordination with MAP.  相似文献

The author surveys some of the principal amendments to the Barcelona system adopted at the Ninth Ordinary Meeting of Contracting Parties to the Barcelona Convention in June 1995 and underlines the new national responsibilities for the implementation of the policy, legal and institutional changes in the direction of sustainable development. Emphasis is placed on the types of human resources that will be needed to facilitate implementation and render the regime effective at both national and regional levels. The author advocates a role for Mediterranean universities to assist regional regime-building through the development of relevant marine affairs education programmes in support of the Mediterranean Action Plan (MAP). A catalytic role for the United Nations Environment Programme (UNEP)/MAP Coordinating Unit in mobilizing inter-university cooperation is also identified.  相似文献

The purpose of this paper is to assess the level of implementation of Integrated Coastal Zone Management (ICZM) principles in the Mediterranean developing countries at the moment of signing the protocol on ICZM for the Mediterranean, in the framework of the UNEP Mediterranean Action Plan of the Barcelona Convention. This assessment is based on the results of two advanced seminars on ICZM promoted by the Azahar programme of the Spanish Agency for International Cooperation for the Development (Ministry of Foreign Affairs and International Cooperation). The contribution of the participants of the seminar, who are representatives of national agencies related with ICZM in different Mediterranean countries, have been collected through a questionnaire including: (i) a ranking of the main coastal sectors and the main coastal issues of each country; (ii) significant initiatives for the sustainable development of the Mediterranean coastal zones; and (iii) the evaluation of the ICZM progress. The state of the coast, the level of implementation of ICZM and the main problems faced to apply it, have been detected for each country. None of the consulted countries have a full implemented integrated coastal zone management, the major problems being: (i) the lack of financial commitment for the implementation of ICZM; (ii) the lack of an assessment and monitoring system; (iii) the lack of knowledge regarding the coastal system; (iv) the lack of qualified human resources; and (v) the lack of public participation and administrative integration strategies based on information. From these conclusions, some recommendations to improve ICZM are also provided. The work presented in this paper is the starting point to assess the evolution and the reference from which ICZM will be improved through the protocol on ICZM for the Mediterranean.  相似文献

Although significant advancements on protecting marine biodiversity and ecosystems of the Mediterranean Sea have been made, much remains to be done to achieve the targets set by the Convention for Biological Diversity (and the Barcelona Convention) and ratified by the 21 Mediterranean governments. Particularly, these targets require the design and implementation of an ecologically representative network of marine protected areas that covers 10% of the Mediterranean surface by 2020. Despite the many efforts to gather spatial information about threats to the Mediterranean and conservation planning initiatives that identify sensitive areas for conservation, we are far from achieving this target. In this paper, we briefly review existing and proposed conservation initiatives at various scales throughout the Mediterranean to recognise those that have political endorsement and those that serve more as lobbying tools. We then propose a model process that can be applied to advance marine spatial planning within the eleven ecologically and biologically significant areas (EBSAs) through a multi-step process designed for moving conservation forward in this particularly complex region. The proposed process combines tenets of professional urban/regional planning and systematic conservation planning. As shown with two specific examples, despite some conventional wisdom, there is enough information on the Mediterranean Sea to move forward with ecosystem-based marine spatial management for conservation purposes using the EBSAs as a starting point - and the time is right to do so.  相似文献

Although there is fierce debate about how best to evaluate the effectiveness of international regimes, most writers regard institutional effectiveness as the best measure. This article examines the institutional effectiveness of one regime—the Barcelona Convention (or the Mediterranean Action Plan)—where there are sharply contrasting views of its institutional effectiveness. The study finds that the regime was indeed successful when created, but its contemporary institutional performance is inadequate. The article demonstrates that there is no simple answer as to whether a regime is effective; instead, in most cases it depends on the specific criteria each approach employs.  相似文献

Coastal erosion and storms represent a source of risk for settlements and infrastructure along the coast. At the same time, coastal natural assets, including landscape, are threatened by increasing development mainly driven by tourism. The Mediterranean coast is especially vulnerable to these processes, considering its high biological and cultural diversity. An additional challenge is represented by climate change, as it will force coastal communities to apply more or less drastic adaptation strategies. Coastal setbacks, used to protect coastal communities and infrastructure from storms and erosion, and to preserve coastal habitats and landscapes from degradation, is one of the main instruments suggested by the Protocol on Integrated Coastal Zone Management of the Barcelona Convention, entered into force on the 24 of March 2011. Its implementation has the potential to influence coastal policies in other regions, such as the neighbouring Black Sea.The CONSCIENCE project has formalized concepts and conducted specific studies to provide new tools for coastal erosion management practice. The objective of this paper is to present a synthesis of the research conducted into coastal setbacks for coastal erosion management and climate change adaptation. This is done by analysing the requirement of the Protocol, current processes and management practices in two case study areas (Costa Brava Bays in Spain and Danube Delta, in Romania) and the new challenges posed by climate change.  相似文献

Fisheries management systems based on Transferable Fishing Concessions (TFC) and similar rights-based systems have been developed during the last decades in some European countries. However, at present there is not a clear view on the possible effects caused by the application of this management systems in the Mediterranean Sea. The current study, involving nine Geographical Sub-Areas (GSAs) of the Mediterranean Sea, focuses on the appropriateness, transferability and modes of applicability of a TFC system in the Mediterranean area. Three different scenarios of quota allocation have been analyzed by taking into account biological, ecological, environmental, economic and social aspects: quota in terms of resource quantity, quota as a portion of the total fishing time, quota as a portion of the total fishing capacity. Results show that the transferability of a TFC-based system to the Mediterranean context appears to be low due to the characteristics of the Mediterranean fisheries (multispecificity of resources, fishing grounds shared among different countries, multigear, importance of small-scale fisheries) and to the general lack of sound and reliable individual historical data. The study also highlights rights-based systems such as Territorial Use Rights in Fisheries (TURF) might only be applied for the exploitation of sedentary resources, such as clams. A management system based on TFC could be theoretically reasonable for anchovy fishing, where a few species are caught, even if all countries and stakeholders should be involved in the decision making process.  相似文献

Starting from the premise that the main Mediterranean pollution problems are all directly or indirectly health-related, this article surveys the health components of the Mediterranean Action Plan. The Action Plan's pilot projects are described and problems of coordinating national scientific methodologies are pointed out. The protocol on landbased pollution and the problem of mercury in seafood are analysed. The article concludes that, while there is no room for complacency, the extent of Mediterranean pollution has been exaggerated by some commentators.  相似文献

Atlantic Bluefin Tuna is an important but not well managed fishery in the Mediterranean Sea. In this paper, management system is evaluated with information on stock status, resource rent, and total employment. The non-restrictive implementation of International Commission for the Conservation of Atlantic Tunas (ICCAT) policies is found to be the institutional reason for its management failure, while the common-property and shared stock nature of this fishery is the fundamental reason. To address these major issues, policy schemes are proposed to help sustainably manage this valuable resource in the Mediterranean Sea.  相似文献

Organic geochemical study of hydrocarbon pollution of the Mediterranean coastline of Morocco (Tangier-Nador) was performed during March–April 2002. It corresponds to a preliminary work representing an initial assessment of oil contamination of Moroccan coast.Three coastal sites corresponding to Tangier, Tetouan and Nador, representing the main built-up area of this marine region, were selected for superficial sediments, water and organism sampling. Results showed high contamination levels in these three selected sites, known as the most exposed areas to urban and industrial discharges. The maximal contamination corresponding to the sum of non-aromatic (NAH) and polycyclic aromatic hydrocarbons (PAH) encountered in sediment samples was about 553 μg/g (dw). Nevertheless, even a small city agglomeration without any industrial activity showed high values reaching 370 μg/g (dw), which confirm the important hydrocarbons input coming from discharges of fishing ships and oil transporting tankers.The obtained results from this survey reflecting in part the important amounts drained via effluents toward the Moroccan Mediterranean coasts, presented to the concerned authorities drove to the realization of the project of treatment of the wastewater.They later expect to lower rates by 50%, which is still insufficient for a fragile ecosystem such as the Mediterranean and sensitive to anthropogenic effects.  相似文献

Concentrations of selected heavy metals (Cr, Cu, Ni, Pb and Zn) from surface sediments, suspended particulate matter and settling particles in the southern Barcelona continental margin were studied in order to evaluate the environmental impact of the anthropogenic metals discharged by the Llobregat River in this Mediterranean area. The temporal variation of heavy metals discharged by this river onto the continental shelf is clearly related to the river water flow. Part of the fine sediment and associated heavy metals transported by the Llobregat River during periods of low river flow accumulate on the river bed, and they are totally removed and discharged onto the Barcelona continental shelf during sporadic river water flow increases. Metals produce significant anomalies of chromium (×2.5), copper (×3.4) and zinc (×3.7) in the surface sediments of the Llobregat prodelta and tend to be transported along the continental shelf following the mean flow. Metals associated with the finest suspended flocs transferred to the slope are controlled by the shelf-slope density front and are transported along slope by the general geostrophic current, instead of accumulating and becoming concentrated in the slope bottom sediments. Settling particulate matter collected in sediment traps on the Barcelona continental slope offshore of the shelf-slope front shows low heavy metal concentrations except in a few sediment trap samples that are significantly metal-enriched in chromium (×4.5) and zinc (×6.8). This enrichment is associated with very short and sporadic river flow increases and is only recorded inside the Foix submarine canyon, which acts as a preferential conduit for the shelf-slope sediment transfer.  相似文献

Polychlorodibenzo-p-dioxins (PCDDs) and polychlorodibenzofurans (PCDFs) are among the more toxic anthropogenic contaminants. They are fat-soluble and accumulate in animal tissues. Exposure to PCDD/Fs can cause several endocrine, reproductive and developmental problems in animals, including human beings. Several studies have demonstrated that fish and invertebrates living in association with sediments are exposed to and accumulate contaminants, but to date there have been no studies of PCDD/Fs contamination in deep-sea regions. Specimens of Aristeus antennatus (Risso, 1816) were collected from depths of 600–2500 m at different points in the Mediterranean Sea, from the western basin off the coast of Barcelona to the central basin off the Peloponnesian Peninsula, with otter trawl gear. Amounts of PCDD/Fs were measured in different animal tissues by high resolution gas chromatography coupled to high resolution mass spectrometry (HRGC–HRMS). This is the first study to report the presence of PCDD/Fs in deep-sea organisms dwelling at depths below 600 m. A. antennatus presented levels of PCDD/Fs of the same order of magnitude, or slightly higher, as those found in shallow-water species (Melicertus kerathurus) with respect to land-generated contamination. This highlights the widespread distribution of these pollutants and the potential threat posed to the biodiversity of fragile and vulnerable ecosystems such as the deep-sea. PCDD/F levels detected in the edible parts (muscle) of the commercial shrimp A. antennatus were clearly below the toxic limit value established by European legislation. Levels followed the trend muscle<ovary<hepatopancreas, according to the lipid content of the organs in question. The specific profile of toxic PCDD/F congeners in the studied Penaeid shrimp specimens was characterized mainly by octachlorodibenzo-p-dioxin (OCDD), 2,3,7,8-tetrachlorodibenzofuran (TCDF) and 2,3,4,7,8-pentachlorodibenzofuran (PeCDF) congeners. Moreover, non 2,3,7,8-substituted congeners bioaccumulated in this species, as observed in shallow-water crustaceans. PCDD/Fs were found in the shrimp A. antennatus throughout the Mediterranean Sea. Total PCDD/Fs burdens were higher in shrimps caught in the western Mediterranean than in those caught at eastern Mediterranean sites. There was a tendency for higher levels of PCDD/F contamination in samples obtained from deeper (2500 m) than from shallower sites (600 m).  相似文献

To design an effective capacity management plan for small-scale fisheries one must understand what one is measuring and define its capacity. As recognized by some authors, overcapacity is a problem that generally affects small-scale fisheries just as much as it does other types of fishing. This study aims to estimate fishing capacity, technical efficiency, scale efficiency and capacity utilization in a particular small-scale fishery in the Mediterranean, i.e., the Northwest Sardinian fleet in Italy. A non-parametric approach using a data envelopment analysis (DEA) model was applied to a sample of trawls in order to estimate their economic capacity, and related measurements were taken. The capacity and efficiency with reference to two different alternative scenarios were also calculated.  相似文献

In recent years, negative impacts of jellyfish blooms (JB) on marine human activities have been increasingly reported. Aquaculture has been affected by jellyfish outbreaks, mostly documented through repeated episodes of farmed salmon mortalities in Northern Europe; however, the valuation of JB consequences on the aquaculture sector still remains poorly quantified. This study aims to provide the first quantitative evaluation effects of JB on finfish aquaculture in the Mediterranean Sea and to investigate the general awareness of JB impacts among Mediterranean aquaculture professional workers. The aquaculture workers' perception about JB was assessed through a structured interview-based survey administered across 21 aquaculture facilities in central and western Mediterranean. The workers' awareness about JB impacts on aquaculture differed among countries. Italian and Spanish fish farmers were better informed about jellyfish proliferations and, together with Tunisian farmers, they all recognized the wide potential consequences of JB on sea bream and sea bass aquaculture. On the contrary, the majority of Maltese respondents considered JB as a non-significant threat to their activity, mostly based on off-shore tuna farming. This study for the first time shows that JB may negatively affect different Mediterranean aquaculture facilities from Tunisia (Sicily Channel) and Spain (Alboran Sea), by increasing farmed fish gill disorders and mortality, clogging net cages, or inflicting painful stings to field operators, with severe economic consequences. Available knowledge calls for the development of coordinated preventive plans, adaptation policies, and mitigation countermeasures across European countries in order to address the JB phenomenon and its impacts on coastal water activities.  相似文献

The Barcelona continental shelf is part of a 6–20 km wide canyon-bounded shelf located off the city of Barcelona (NE Spain). This study integrates newly acquired high-resolution single channel seismic reflection profiles and available lithological information of the Barcelona shelf to describe its late Quaternary architecture and the role of global glacio-eustatic fluctuations and local factors in its development.

Four major sequence boundaries are identified throughout the seismic dataset. They are tentatively correlated with the four last 4th order (100–120 ka) high-amplitude late Quaternary glacio-eustatic lowstands. Most of the stratigraphic record is formed by falling stage systems tracts with forced-regressive deposits, which confers a general progradational vertical stacking pattern. Transgressive systems tracts are represented by continuous units confined directly off river sources and on previously eroded surfaces. Stillstand deposits are difficult to recognize in the available dataset. The uppermost seismic unit corresponds to the Holocene shore-parallel Besos and Llobregat joint prodelta affected by the prevailing south-westward circulation.

The general architecture of the late Quaternary Barcelona shelf deposits is determined by global glacio-eustatic cycles. However, the lateral variability of the seismic units depends largely on local factors such as (i) the position of sediment sources (essentially the Llobregat River); (ii) differential subsidence and, especially, sediment compaction; (iii) erosive processes such as canyon incision, mass wasting or wave base dynamics; and (iv) underlying geomorphic restrictions.  相似文献

In the early 1990s, integrated coastal management (ICM) in the Mediterranean basin found general acceptance as an important issue both at national and international levels, and since then it has been, though slowly, steadily developed. Donor organizations such as the European Union and the World Bank, and the UNEP's Mediterranean Action Plan played catalyst roles in this development by initiating and supporting pilot projects. In 1992, the European Union launched the Mediterranean programs in by 1999 which the environment, and especially the coastal environment, was considered as a priority issue. Parallel to this development, several NGO initiatives took place for public awareness on pressing coastal issues and in training and education. The idea of MEDCOAST, which is an NGO network of Euro-Mediterranean academic institutions, was born in 1990 and the new initiative was launched in two directions in 1993. One of these was the organization of the First International Conference on the Mediterranean Coastal Environment (2–5 November 1993, Antalya, Turkey), which placed strong emphasis on the management issues. The second was the development of a project proposal to the Med-Campus program of the European Union. The project, which had the title of Educational Programs in Coastal Zone Management, was selected for funding and became operational in early 1994. The first international training program organized by MEDCOAST was the MEDCOAST Institute 94: Coastal Zone Management in the Mediterranean. This three-week long training effort took place in August–September 1994. Since then, MEDCOAST organized eight training programs in by 1999 five different countries, which were participated by 173 professionals representing 31 countries. Development of an international Masters Degree program in ICM was the second goal of the MEDCOAST's Med-Campus project. Efforts for pursuing this goal are still continuing. This paper elaborates the potential for the NGO's contribution to training and education in the field of integrated coastal management in the Mediterranean and the Black Sea by introducing the MEDCOAST experience. It presents the past and planned MEDCOAST efforts and discusses the strengths and limitations of the role of NGOs at the regional scale.  相似文献

The Arctic Council is an intergovernmental forum for the Arctic states, which have an outreach beyond the Arctic circle. It is a unique international regime for cooperation among governments and indigenous peoples. The Arctic Council has a very light administration and no obligatory funding. The Host Country of the Council provides a Secretariat and serves as a hub in a network in active operation. Projects are administered by a lead partner, often a Member State or a Indigenous people's organisation. Most of the work is done in Working Groups of Experts. In 1998, The Arctic Monitoring and Assessment Programme delivered a science-based Assessment Report on Arctic Pollution Issues. This report has influenced strongly on the global negotiations on persistent organic pollutants (POPs) and heavy metals. The Stockholm Convention on POPs 2001 is a significant step forward for the protection of the Arctic environment and for people living in the Arctic, who are dependent on harvesting as a central source of livelihood. The Arctic Council has adopted a Regional Plan of Action, which follows the UNEP methodology on the Protection of the Marine Environment from land-based activities. In June 2001, a report on the status and conservation of Flora and Fauna was delivered to the Arctic Council by the experts, who were requested to prepare recommendations on biodiversity conservation on the basis of the status report. The most important project for the time being is the Arctic Climate Impact Assessment. Close to 200 climate scientific experts from 11 countries are participating in the project, which will deliver its final report in 2004. Science-based decision making is an Arctic Council brand. In addition, the Council takes into account traditional knowledge provided by indigenous peoples. The overall goal is to enhance sustainable development in the Arctic. The Council contributes to a better knowledge base for decision-making. Political recommendations are agreed upon unanimously. Much of the implementation is done by the member states themselves and appropriate international organisations. The ambition is to integrate sustainable development principles into all activities and projects under the auspices of the Arctic Council.  相似文献

The Mediterranean: vulnerability to coastal implications of climate change   总被引:1,自引:0,他引:1  
The Mediterranean is experiencing a number of immediate coastal problems which are triggering efforts to improve short-term coastal management. This paper shows that coastal management also needs to address long-term problems and, in particular, the likelihood of climate change. Regional scale studies suggest that the Mediterranean is particularly vulnerable to increased flooding by storm surges as sea levels rise—a 1-m rise in sea level would cause at least a six-fold increase in the number of people experiencing such flooding in a typical year, without considering population growth. Protection is quite feasible, however, this would place a greater burden on those Mediterranean countries in the south than those in the north. All coastal wetlands appear threatened. Case studies of coastal cities (Venice and Alexandria), deltas (Nile, Po, Rhone and Ebro), and islands (Cyprus) support the need to consider climate change in coastal planning. However, the critical issues vary from site to site and from setting to setting. In deltaic areas and low-lying coastal plains climate change, particularly sea-level rise, is already considered as an important issue, but elsewhere this is not the case. Therefore, there is a need for coastal management plans to explicitly address long-term issues, including climate change, and integrate this planning with short-term issues. This is entirely consistent with existing guidelines.1 Given the large uncertainty concerning the future, planning for climate change will involve identifying and implementing low-cost proactive measures, such as appropriate land use planning or improved design standards incorporated within renewal cycles, as well as identifying sectors or activities which may be compromised by likely climate change. In the latter case, any necessary investment can be seen as a prudent ‘insurance policy’.  相似文献

This paper gives some theoretical concepts of dune management as well as practical examples of how actual measures should be carried out.Dune management is defined as all measures aimed at the preservation and restoration of the natural values of a coastal sand dune area. It is essential that beach and foreshore are seen as parts of a whole dune system. Management must take into account all processes within this system. It should aim at nature conservation and wise use of coastal resources and all forms of land use should be ecologically sustainable. Dune management should work as much as possible ‘with’ the natural processes and not ‘against’ them.Four types of Mediterranean dune systems (including Portugal and SW Spain) are distinguished:: mainland dunes, lagoon-bay barrier dunes, delta dunes and remnant dunes.Like in most parts of the world, Mediterranean dunes fulfill several functions at the same time. The following functions will be dealt with: nature management, coastal defence and erosion, dune stabilisation and afforestation, agriculture, tourism and urbanisation, recreation, golf, information and education. The concepts of management which are considered include: sustainable use, large and coherent units, compensation, management planning, environmental impact assessment and function analysis.Dune stabilisation is not always considered necessary. In case of stabilisation by planting, only indigenous species should be used, preferably pioneers and not trees. Planting of exotic species should be avoided.  相似文献

The Marine Strategy Framework Directive (MSFD) is the European Commission's flagship initiative for the protection of the European Seas, and the first holistic approach to ensuring that European Seas reach and are maintained at what is called a ‘Good Environmental Status’ by the year 2020. Regional cooperation, especially between neighbouring countries, and involvement of all interested parties, are horizontal principles of the MSFD, and particularly apply to the definition of programmes of measures, the principal instrument through which each Member State will implement its marine strategy. This paper presents the results from a dedicated, participatory, structured decision-making process that was implemented within the framework of the ActionMed project, which aimed to bring experts and policy/decision-makers from Mediterranean neighbouring countries together, to discuss and agree upon common measures for implementation in their sub-regions. It shows that a participatory approach, supported by customised, case specific intelligent tools, that follows expertly facilitated, structured workshops can be a successful way to enhance sub-regional collaboration. The paper also presents the top ranking measures, selected by experts and decision-makers for common implementation in two Mediterranean sub-regions.  相似文献
