Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and developing new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holistic regional project including economy growth, society progress and environment improvement.  相似文献

Free economic zone (FEZ) has a long history and plays a more and more important role in the world economy. Most studies, however, focused on the theoretical analysis of benefit and cost as well as the economic role of FEZ in the less developed countries and little attention has been paid to the evolution of FEZ. This paper will improve the above-mentioned studies and put forward the structural and spatial evolutionary model of FEZ by analyzing the development of objectives, preferential policy, governance structure, industrial sectors and location of FEZs based on the international economic and political development. FEZs develop towards: 1) more comprehensive and macro objectives, 2) more industry-oriented and multi-preferential policies, 3) more cross-national and combination zones with administrative areas, 4) more technology-intensive and multi-industries, 5) more flexible location and larger spatial dimensions, 6) more rapid evolution and typologies, and 7) more economic integration to the host economy. The recession and revitalization of old industrial cities concerns urban industrial evolution and its characteristics. Based on the theory of evolutionary resilience, we developed an analytical framework for the industrial structure evolution of old industrial cities, and applied the framework to a case study in Shenyang. The following conclusions are drawn. First, since 1978, Shenyang's industrial growth capacity has shown fluctuation between ‘contraction-expansion'. As the secondary industry has a much stronger expansionary and contractionary capacity for growth, this results in lacking stability leading to industrial structure transformation. Second, since 1999, the orientation towards a high-end manufacturing industry in Shenyang has weakened, and the evolution of the new and old growth path is characterized by low-end orientation. Third, since 2007, Shenyang's industrial innovation output capacity has dropped sharply which has been significantly affected by scientific and technological personnel and enterprise-owed science and technology institutions and to a less extent by RD expenditure. We applied the resilience theory to study the industrial evolution of an old industrial city, explored new study perspectives on industrial evolution and verified the applicability of the resilience theory. This paper provides a scientific reference for understanding the recent deceleration in economic growth in the Northeast old industrial base, and for exploring new paths toward revitalization.  相似文献

The evolution of networks in rural industrial clusters,in particular in the context of China has been paid more attention to in the world.Applying the theory and techniques of social network analysis (SNA),this study is with particular regard to the business network relationships and their evolutionary dynamics of steel measuring tape manufacturing clustered in Nanzhuang Village,Yucheng County of Henan Province,China,which is important for better understanding the industrial and regional development in less developed rural areas.From data collected by comprehensive questionnaire survey in 2002 and mass interviews with 60 enterprises and assembling families and several government authorities in 2002,2003,2004,2005 and 2008,four types of networks are identified: spin-off,consulting,communication and cooperative.The characteristic of these networks is outlined in detail.Compared with the high-tech clusters of typical developed areas,the networks that have evolved in traditional manufacturing clusters are more affected by emotive linkages.The cluster networks are shown to exhibit a polycentric hierarchical structure.The family relationships are the dominate spin-off channels of enterprises,while the supply and demand relationships and the mobility of the skilled workers are also important paths of network learning,and the cooperation relationships are comparatively stable.Besides the root enterprises,the middle-sized enterprises are comparatively more active than small-sized enterprises,and the intermediary agencies and the service institutions act as bridges of the inter-enterprises cooperation.By analysis of the structure of networks and the interactions between the networks,the four stages of network evolution are also identified.The four stages are dominated by the family networks,the internal division production networks,the local innovation networks and the global supply networks respectively,and they play different roles in cluster development.  相似文献

Quality of life(QOL) is a hotspot issue that has attracted increasing attention from the Chinese Government and scholars, it is also a vital issue that should be addressed during the cause of ′establishing overall well-off society′. Northeast China is one of the most import old industrial bases in China, however, the industrial structure of heavy chemical industry and the development mode of ′production first, living last′ have leaded to series of social problems, which have also become a serious bottleneck to social stability and economic sustainable development. Through applying the methods of BP neural network, exploratory spatial data analysis(ESDA) and spatial regression model, this paper examines the space-time dynamics of QOL of the residents in Northeast China. We first investigate the indexes of QOL of the residents and then use ESDA methods to visualize its space-time relationship. We have found a spatial agglomeration of QOL of the residents in middle-southern Liaoning Province, central Jilin Province and Harbin-Qiqihar-Daqing area of Heilongjiang Province. Two third of the counties are low-low spatial correlation, and the correlative type of about 60% of the prefecture level areas keeps stable, indicating QOL of the residents in Northeast China shows a certain character of path dependence or spatial locked. We have also found that economic strength and development levels of service industry have positive and obvious effect on QOL of the residents, while the effect of such indexes as the social service level and the proportion of the tertiary industries are less.  相似文献

地下水是重要的水资源,地下水的有机污染已引起了包括中国在内的许多国家的重视。该文通过对山东省滨州市浅层地下水污染调查,在获取大量第一手资料的基础上对滨州市浅层地下水持久性有机污染特征进行了分析,对浅层地下水中有机污染物的来源、污染途径、分布规律等进行了研究。研究结果表明,滨州地区浅层地下水已遭受有机物污染,有机物检出项目较多,共有20种,主要为卤代烃类和单环芳烃类,但总体浓度均较低,仅有3种有机指标超标,主要分布在工业园区、化工厂及皮革城附近。滨州地区有机污染物的来源主要为工业厂家"三废"的不合理排放和处置,导致流经污染源附近的地表水体受到不同程度的有机污染,而这些受污染水体又通过不同方式如污灌等进入不同地段的土壤,以垂向入渗形式进入并污染到浅层地下水。典型地段和污染源附近,有机指标检出率和超标率明显高于其他区域。  相似文献

Industrial transformation represents a unique economic phenomenon in China‘s regional economy,and old industrial city reconstruction has long been a key problem that affects state security. As a typical old indus-trial city in China, Shenyang established its heavy industrial city position in the First Five-year Plan period (1953-1957), and this industrial structure has been consolidated for a long time. After 1978, Shenyang began its long last-ing industrial reconstruction in an all-round way by 3 main initiatives including restructuring economic system, up-grading traditional industrial technology and developing high-tech industry. In the end of the 1990s, it could be i-dentified that remarkable structural changes took place in city economy at large as well as individual industrial sec-tor. According to the GDP proportion change, Shenyang is on the way to a high level industrial structure. The sec-ondary industry also engendered significant shifting as smelting and textile industry declined sharply but IT industry increased largely. Although the ratio of the heavy industry to the light industry changed periodically, the heavy in-dustrial output value most time kept a high proportion over 60% of the gross industrial output value in the past five decades. Shenyang has favorable conditions for developing equipment manufacturing industry, but it should carry out the program by establishing its leading role in urban economy plan, building “Theme Industrial Parks“, improv-ing Tiexi Industrial Zone, removing any kind of system barrier, enlarging private and other ownerships economy and improving technology, marketing and management by IT application. In response to economy globalization,Shenyang needs to expand the cooperation worldwide and improve the cohesion with surrounding cities.  相似文献

This paper focuses on three interrelated aspects of the relationship between the satellite towns (Renhe Town) and the central city of metropolis Guangzhou. The attention is initially paid to the evolution of the satellite towns. Those towns are recognized as industrial ones although different types could be identified since the founding of the People’s Republic of China in 1949. Then the analysis is turned to the inherent links between Renhe and the central city. Although Renhe has absorbed some decentralized industries, the achievements of constructing satellite towns are not considered satisfactory. This is because the decentralized industries have not given an impetus to the economic growth of Renhe, the town has no close links with the central city in the aspects of finance, employment, economy and technology due to the limitation of the traditional administrative institution, and the decentralized workers are commuters taking the mother city as the sleeping place. Thirdly the problems associated with the construction of satellite towns are examined. Guangzhou is experiencing the major restructuring of industrial structure and therefore it is necessary to decentralize some industries to satellite towns. However, the limits from the central city and the satellite towns are influencing industrial decentralization and construction of satellite towns. The solutions and prospects are finally put forward. Both China and Vietnam confront the challenges of natural geohazards and environmental changes in their deltas and coastal zones due to rapid urbanization, economic development, and the impacts of global climate change. China and Vietnam initiated a comparative study of the Holocene sedimentary evolution of the Yangtze River Delta(YRD) and Red River Delta(RRD) for the period 2015–2018 in order to improve the understanding of the two delta evolution histories in the Holocene. Previous investigative data of the two rivers, onshore delta plains, and offshore subaqueous deltas have been explored and reinterpreted. New data gleaned from boreholes, piston cores, shallow seismic and hydrodynamic sources have been collected from the offshore YRD and the East China Sea inner shelf, and surface sediments and short cores have been collected from the RRD near-shore areas. Six focal areas of the joint project have been defined for comparative studies of the two deltas, including morphological development, sequential stratigraphy, coastline shifting, sedimentary characteristics, sedimentary dynamics, and correlation with anthropogenic global climate change. The results of these study areas are presented herein. The joint project also includes cooperative capacity building; exchanges of young scientists have been organized during the project period, and hands-on training in laboratory geochemical analysis, numerical modeling, and seismic data processing and interpretation have been provided by China and its Vietnamese geoscientist partners. Joint field excursions were organized to the upstream of the Yangtze and Red Rivers in Yunan Province, China, all the way downstream along the Vietnamese portion of the Red River. These joint studies have, over the past three years, improved understanding of the evolutionary history of these two major rivers and their mechanisms of source to sink. Joint project results of these two major deltas are not limited to the geosciences; the cooperative mechanical and operational experiences have been helpful for future cooperation in the field of marine geoscience between China and Vietnam, as well for cooperative activities with other ASEAN member countries.  相似文献

The fast growth of rural industry in China has generated regional development of large rural areas. What role does industrial linkages play in Chinese rural industrialization? This is a same question as the relation between industrial linkages and regional development which has been discussed for decades and no final conclusion reached. The paper pursues the discussion and focuses on rural areas in China with special reference to Henan Province. On the basis of data from an investigation on nearly 200 industrial enterprises, this study emphasizes that the linkages play a very important role in spreading development of industry in rural areas. It is recommended that the national policies should prompt industrial linkages to upgrade the technological level of rural industry and to integrate rural industry with urban industry.  相似文献

In China, the urban industrial district is usually an organic concentrated district including many factories that are in big, middle or small size, and are coordinated in the process of production, or use infrastructure in common. The formation and development of the urban industrial district in China are affected by not only general factors such as natural factor, transportation factor, labour factor, ecologic factor, but also special factors such as agglomeration factor, technologic factor and social factor. To the district’s formation, both the social factors and natural factors are important, especially the attitude the government have towards the district and the regional natural condition. But the agglomeration, market and transportation costs here are not as important as those in the traditional Industrial Location Theory. Now we must pay great attention to these three factors owing to the new economic conditions in China. In the development of the district, the main factors are technology and agglomeration. This indicates that the technologic factor is gradually the essential condition in the development of the district. Besides, we must also know the affection of the ecologic factor in the development of the district. According to the reality of Caohejing district, this paper gives every factor mark in the Analytic Hierarchy Process (AHP). With the result of the AHP, some suggestions have been put forward to Caohejing Hi-Tech Park and other urban industrial districts as well.  相似文献

The deteriorating water quality in the Taihu Lake Basin has attracted widespread attention for many years, and is correlated with a sharp increase in the quantity of pollutant discharge such as agricultural fertilizers and industrial wastewater. In this study, several factors were selected for evaluating and regionalizing the water environmental capacity by ArcGIS spatial analysis, including geomorphologic characteristics, water quality goals, water body accessibility, water-dilution channels, and current water quality. Then, the spatial optimization of agriculture and industry was adjusted through overlay analysis, based on the balance between industrial space and water environmental capacity. The results show that the water environmental capacity gradually decreases from the west to the east, in contrast, the pollution caused by industrial and agricultural clustering is distributes along Taihu Lake, Gehu Lake and urban districts. The analysis of the agricultural space focuses on optimizing key protected areas of the Taihu Lake Basin, and the shores of Gehu Lake, optimally adjusting the second protected areas of the Taihu Lake Basin, and generally adjusting the urban areas of Changzhou and Wuxi cities. The analysis of industrial space focuses on optimizing the downtowns of Changzhou and Wuxi cities, optimally adjusting key protected areas and second protected areas of the Taihu Lake Basin, and generally adjusting the south and southwest of Gehu Lake. Lastly, some schemes of industrial and agricultural layouts and policies for the direction of industrial and agricultural development were proposed, reflecting a correlation between industry and agriculture and the water environment.  相似文献

As responses to metropolitan suburbanization and rural urbanization,the formation and evolution of urban fringes should be understood against the background of overall economic development and spatial reconstruction of entire metropolises.At the same time,however,endogenous interactions between industrial structure and spatial patterns of non-agricultural activities are also worthy of scholarly attention.Since the 1980s,studies on urban fringes in China have been restricted by the lack of micro-level data.This paper investigates the spatial expansion and structural evolution of the urban fringe by taking the case of Beijing and uses systematic firm-level data in 1996 and 2001 from the National Census of Basic Units.The diversity of distribution patterns across industrial sectors brings about two interrelated results.On the one hand,structural adjustment of non-agricultural industries promotes the expansion and spatial evolution of the urban fringe.On the other hand,the stability and dynamics of industrial structure coexist in the moving urban fringe.This study also reveals that the outward-moving urban fringe is the optimal location for manufacturing,especially heavy manufacturing,as well as traditional producer and consumer services.However,industries with spatial stickiness such as tourism and sports have not moved with the fringe.Most advanced services remain concentrated in the city center.The authors argue that it is essential for understanding and managing urban fringes to take into account spatial evolution and industrial structural adjustment together with their interaction with each other.  相似文献
