This paper presents a performance-based methodology for the assessment of seismic vulnerability and capacity of buildings. The vulnerability assessment methodology is based on the HAZUS methodology and the improved capacity- demand-diagram method. The spectral displacement (Sd) of performance points on a capacity curve is used to estimate the damage level of a building. The relationship between Sd and peak ground acceleration (PGA) is established, and then a new vulnerability function is expressed in terms of PGA. Furthermore, the expected value of the seismic capacity index (SCev) is provided to estimate the seismic capacity of buildings based on the probability distribution of damage levels and the corresponding seismic capacity index. The results indicate that the proposed vulnerability methodology is able to assess seismic damage of a large number of building stock directly and quickly following an earthquake. The SCev provides an effective index to measure the seismic capacity of buildings and illustrate the relationship between the seismic capacity of buildings and seismic action. The estimated result is compared with damage surveys of the cities of Dujiangyan and Jiangyou in the M8.0 Wenchuan earthquake, revealing that the methodology is acceptable for seismic risk assessment and decision making. The primary reasons for discrepancies between the estimated results and the damage surveys are discussed.

A procedure for assessing the seismic vulnerability of residential buildings is presented along with the results of its application in an Italian town in Abruzzo (Celano Aq). This procedure is part of a methodological proposal which includes specific studies on expected seismic inputs and site effects analyses. The procedure is based on a simplified collection of data, such as typological features and factors concerning the seismic behaviour of buildings, and provides an estimate of seismic vulnerability and an expected damage forecast using fragility curves. The instruments and methods used for the Celano project are an updated and improved version of those applied to previous vulnerability investigations. This paper demonstrates how this procedure can meet the objectives of the integrated methodology proposed. In fact, the information that can be obtained using this procedure—state of vulnerability, risk analyses and GIS presentations of damage scenarios—could be used in urban planning to reduce seismical risk.

In this paper a procedure is described for quick seismic vulnerability assessment according to the EMS 98 classification. The criteria adopted by Ems 98 to assign the typological classes are mainly based on the vertical structure type. The proposed methodology aims to reduce the uncertainty in the class assessment using a set of parameters, related to typological features, that are identified as modifiers of the vulnerability level. The paper shows how the weight of each of these parameters is evaluated through the analysis of the seismic damages recorded during past earthquakes. A synthetic damage parameter is then defined in order to compare the seismic response of different sets of buildings under the same seismic intensity. Finally, the vulnerability assessment obtained on a set of buildings by the application of the methodology is compared with expert evaluations derived from the direct inspections on buildings.

A comprehensive study is presented for empirical seismic vulnerability assessment of typical structural types, representative of the building stock of Southern Europe, based on a large set of damage statistics. The observational database was obtained from post-earthquake surveys carried out in the area struck by the September 7, 1999 Athens earthquake. After analysis of the collected observational data, a unified damage database has been created which comprises 180,945 damaged buildings from/after the near-field area of the earthquake. The damaged buildings are classified in specific structural types, according to the materials, seismic codes and construction techniques in Southern Europe. The seismic demand is described in terms of both the regional macroseismic intensity and the ratio αg/ao, where αg is the maximum peak ground acceleration (PGA) of the earthquake event and ao is the unique value PGA that characterizes each municipality shown on the Greek hazard map. The relative and cumulative frequencies of the different damage states for each structural type and each intensity level are computed in terms of damage ratio. Damage probability matrices (DPMs) and vulnerability curves are obtained for specific structural types. A comparison analysis is fulfilled between the produced and the existing vulnerability models.

Vulnerability assessment for historic buildings is usually carried out using capacity based approaches and prediction of losses is obtained by using normal or lognormal distributions for expected levels of macro seismic intensity or peak ground accelerations. Several authors have outlined the limitations of such approach. The paper presents a method to correlate analysis of seismic vulnerability using a failure mechanisms approach to observed in situ damage. The various aspects of the procedure are highlighted with application to a real case. It is shown how once the typologies within a sample have been identified, fragility curves for each of them can be derived and predictive cumulative damage curve obtained for samples for which direct survey of damage data is lacking. Finally the paper shows how the failure mechanism approach can be used to derive damage scenarios both in terms of spectral acceleration and spectral displacement

A multi‐level seismic vulnerability assessment of reinforced concrete moment frame buildings located in moderate seismic zones (0.25g) is performed on a set of ductile versions of low‐ to mid‐rise two‐dimensional moment frames. The study is illustrated through application to comparative trial designs of two (4‐ and 8‐story) buildings adopting both space‐ and perimeter‐framed approaches. All frames are dimensioned as per the emerging version of the seismic design code in Egypt. These new seismic provisions are in line with current European norms for seismic design of buildings. Code‐compliant designs (CCD), as well as a proposed modified code design relaxing design drift demands for the investigated buildings, are examined to test their effectiveness and reliability. Applying nonlinear inelastic incremental dynamic analyses, fragility curves (FC) for the frames are developed corresponding to various code‐specified performance levels. Code preset lower and upper bounds on design acceleration and drift, respectively, are also addressed along with their implications, if imposed, on the frames seismic performance and vulnerability. Annual spectral acceleration hazard curves for the case study frames are also generated. Estimates for mean annual frequency (MAF) of exceeding various performance levels are then computed through an integration process of the data resulting from the FC with the site hazard curves. The study demonstrates that the proposed design procedure relaxing design drift demands delivers more economic building designs relative to CCDs, yet without risking the global safety of the structure. The relaxed design technique suggested herein, even though scoring higher, as expected by intuition, MAF of exceeding various code‐limiting performance levels expressed in terms of interstory drift ratios, still guarantees a reasonably acceptable actual margin against violating code limits for such levels. The vulnerability index method, in its version developed in the framework of the European project Risk-UE, has been adapted and applied in this article, to evaluate the seismic risk for the city of Barcelona (Spain) through a GIS based tool. According to this method, which defines five damage states, the action is expressed in terms of the macroseismic intensity and the seismic quality of the buildings by means of a vulnerability index. The probabilities of damage states are obtained considering a binomial or beta-equivalent probability distribution. The most relevant seismic risk evaluation results obtained, for current buildings and monuments of Barcelona, are given in the article as scenarios of expected losses.

The seismic vulnerability index(Kg) is a parameter that depends on the dynamic properties of soil. With this parameter, it is possible to evaluate the vulnerability of a point-based site under strong ground motion. Since it is related to the natural vibration period and amplification factor, the parameter can be calculated for both soil and structure. In this study, HVSR microtremor measurements are recorded at more than 200 points in the Van region to generate a seismic vulnerability index map. After generating the map, it is determined that the hazard potential and seismic vulnerability index is high at the sites close to Van Lake and at the densely populated city center. Damage information of the buildings investigated after the 2011 Van earthquakes(Mw = 7.1) are placed on the seismic vulnerability index map and it is realized that there may be a correlation between the damage and the seismic vulnerability index. There is a high correlation, approximately 80 percent, between the damage rate map based on the damaged building data and the K_g values. In addition, vulnerability indexes of buildings are calculated and the effect of local soil conditions and building properties on the damage levels are determined. From the results of this study and the site observations after the 2011 Van earthquakes, it is found that structural damage is not only structure-dependent but is also related to the dynamic behavior of soil layers and local soil conditions.

This study focuses on the seismic safety evaluation of masonry buildings in Turkey for in‐plane failure modes using fragility curves. Masonry buildings are classified and a set of fragility curves are generated for each class. The major structural parameters in the classification of masonry buildings are considered as the number of stories, load‐bearing wall material, regularity in plan and the arrangement of walls (required length, openings in walls, etc.), in accordance with the observations from previous earthquakes and field databases. The fragility curves are generated by using time history (for demand) and pushover (for capacity) analyses. From the generated sets of fragility curves, it is observed that the damage state probabilities are significantly influenced from the number of stories and wall material strength. In the second stage of the study, the generated fragility curves are employed to estimate the damage of masonry buildings in Dinar after the 1995 earthquake. The estimated damage by fragility information is compared with the inspected visual damage as assessed from the Damage Evaluation Form. For the quantification of fragility‐based damage, a single‐valued index, named as ‘vulnerability score’ (VS), is proposed. There seems to be a fair agreement between the two damage measures. In addition to this, decisions regarding the repair or demolition of masonry buildings in Dinar due to visual damage inspection are on comparable grounds with the relative measure obtained from VS of the same buildings. Hence, the fragility‐based procedure can provide an alternative for the seismic safety evaluation of masonry buildings in Turkey. Copyright © 2007 John Wiley & Sons, Ltd.  相似文献

In a related study developed by the authors, building fragility is represented by intensity‐specific distributions of damage exceedance probability of various damage states. The contribution of the latter has been demonstrated in the context of loss estimation of building portfolios, where it is shown that the proposed concept of conditional fragility functions provides the link between seismic intensity and the uncertainty in damage exceedance probabilities. In the present study, this methodology is extended to the definition of building vulnerability, whereby vulnerability functions are characterized by hazard‐consistent distributions of damage ratio per level of primary seismic intensity parameter—Sa(T1). The latter is further included in a loss assessment framework, in which the impact of variability and spatial correlation of damage ratio in the probabilistic evaluation of seismic loss is accounted for, using test‐bed portfolios of 2, 5, and 8‐story precode reinforced concrete buildings located in the district of Lisbon, Portugal. This methodology is evaluated in comparison with current state‐of‐the‐art methods of vulnerability and loss calculation, highlighting the discrepancies that can arise in loss estimates when the variability and spatial distributions of damage ratio, influenced by ground motion properties other than the considered primary intensity measure, are not taken into account.

This study analyses the performance of residential buildings in the town of Hveragerði in South Iceland during the 29 May 2008 Mw 6.3 Ölfus Earthquake. The earthquake occurred very close to the town, approximately 3–4 km from it. Ground shaking caused by the earthquake was recorded by a dense strong-motion array in the town. The array provided high-quality three-component ground acceleration data which is used to quantify a hazard scenario. In addition, surveys conducted in the town in the aftermath of the earthquake have provided information on macroseismic intensity at various locations in the town. Detailed information regarding the building stock in the town is collected, and their seismic vulnerability models are created by using building damage data obtained from the June 2000 South Iceland earthquakes. Damage to buildings are then simulated by using the scenario hazard and vulnerability models. Damage estimates were also obtained by conducting a survey. Simulated damage based on the scenario macroseismic intensity is found to be similar to damage estimated from survey data. The buildings performed very well during the earthquake—damage suffered was only 5 % of the insured value on the average. Correlation between actual damage and recorded ground-motion parameters is found to be statistically insignificant. No significant correlation of damage was observed, even with macroseismic intensity. Whereas significant correlation was observed between peak ground velocity and macroseismic intensity, neither of them appear to be good indicators of damage to buildings in the study area. This lack of correlation is partly due to good seismic capacity of buildings and partly due to the ordinal nature of macroseismic intensity scale. Consistent with experience from many past earthquakes, the survey results indicate that seismic risk in South Iceland is not so much due to collapse of buildings but rather due to damage to non-structural components and building contents.

The seismic vulnerability of old multi‐storey reinforced concrete (R.C.) buildings reinforced with substandard details is assessed as a function of interstorey drift demand imposed by the design earthquake while considering brittle termination of elastic response of the critical members of the structure due to a premature shear failure. Interstorey drift demand is related to column and wall translational stiffnesses which are expressed through analytical derivations in terms of the floor area ratios of gravity and lateral load bearing members in the critical floor. Interstorey drift capacity is related to the available transverse reinforcement and the axial load ratio of the vertical members. The significance of the area ratio of vertical members in the typical floor as an index of vulnerability is explored with reference to the limitations in the value of axial load ratio used in R.C. design in order to secure ductile flexural behavior, and also with reference to the stability index of gravity load bearing members. Interstorey Drift Spectra are derived for the existing R.C. buildings suitable for rapid seismic vulnerability screening but also as a guide for rehabilitation of the existing structures. Lightly reinforced or substandard reinforced concrete buildings that reportedly collapsed during previous earthquakes are used as example case studies in order to calibrate the proposed methodology. Due to the moderate seismic risks in France, the building vulnerability assessment methods developed for high seismic risk countries could not easily be used here because of their cost and the low-risk perception among the public and officials. A light vulnerability assessment method is proposed and tested in Grenoble (France), based on classes and scores provided in the GNDT method but simplified in terms of visual screening and number of structural parameters used. Compared to the RiskUE method, the damage obtained by our approach shows that 90% of buildings have residuals smaller than 0.2, i.e. one grade of the EMS98 damage scale. A large scale survey is devised and conducted among the inhabitants of Grenoble in order to collect the main structural parameters. By comparing the results from the survey to the historical urbanization of Grenoble and to expert surveys performed in two urban districts, the information useful for the light method of vulnerability assessment can be rapidly collected by non-experts reducing substantially the estimate cost. The average damage is then computed using the GNDT formula considering the probable intensities which could be observed in Grenoble (VII and VIII). The average damage reaches 0.4 in the oldest part of Grenoble mainly made of masonry buildings and 0.2 in reinforced concrete suburbs where reinforced concrete predominates. The results are a relative vulnerability assessment that provides useful initial information for the urban zones of Grenoble where the vulnerability is higher. This method can be used to classify the seismic vulnerability in wide seismic-prone regions to a fair degree of accuracy and at low cost.

Seismic behavior of damaged buildings may be expressed as a function of their REsidual Capacity (REC), which is a measure of seismic capacity, reduced by damage. REC can be interpreted as the median value of collapse vulnerability curves. Its variation owing to damage is a useful indication of increased building vulnerability. REC reduction, indicating the lowering of seismic safety after an earthquake (performance loss, PL), represents an effective index for assessing the need of seismic repair/strengthening after earthquakes. The study investigates the applicability of a pushover‐based method in the analysis of damaged structures for the case of existing under‐designed RC buildings. The paper presents a systematization of the procedure in an assessment framework that applies the capacity spectrum method based on inelastic demand spectra; furthermore, the vulnerability variation of a real building is investigated with a detailed case study. The behavior of damaged buildings is simulated with pushover analysis through suitable modification of plastic hinges (in terms of stiffness, strength and residual drift) for damaged elements. The modification of plastic hinges has been calibrated in tests on nonconforming columns. The case study analysis evidenced that, for minor or moderate damages, the original structural displacement capacity was only slightly influenced, but the ductility capacity was significantly reduced (up to 40%) because of the increased structure deformability. This implied performance loss in the range 10%–20%. For severe damages the PL ranged between 41% and 56%. Local mechanism types exhibit PL nearly double with respect to global mechanism types. Earthquake damage data is of vital importance both as an indicator of the likely performance of buildings in future earthquakes, as well as for the calibration of existing theoretical-analytical models regarding building vulnerability. The analysis of damage data collected shortly after the August 14, 2003 Lefkada Island, Greece earthquake revealed the higher vulnerability of masonry buildings vis-à-vis all other building typologies on the island. However, promising means in strengthening the existing masonry stock emerge, when considering the improved performance of buildings of a dual-system of stone-masonry and timber frame – a construction practice uniquely adopted in the island. Based on the parameterless seismic intensity scale (psi) proposed by Spence et al. (1991) a set of preliminary vulnerability curves for the typologies of the island’s buildings are proposed.

This study focuses on the evaluation of seismic safety of unreinforced masonry buildings in Turkey by using fragility curves generated for two behavior modes of load bearing walls: in-plane and out-of-plane. During generation of fragility curves, a force-based approach has been used. There exist two limit states in terms of base shear strength for in-plane behavior mode and flexural strength for out-of-plane behavior mode. To assess the seismic vulnerability of unreinforced masonry buildings in Turkey, fragility curves generated for in-plane behavior were verified by the observed damage during the 1995 Dinar (Turkey) earthquake and fragility curves generated for out-of-plane behavior were verified by the observed damage during the 2010 Elaz?? (Turkey) earthquake. The verification results reveal that the proposed fragility-based procedure can provide an alternative for the seismic safety evaluation of unreinforced masonry buildings in Turkey. Using this procedure, it becomes possible to investigate a large population of masonry buildings located in regions of high seismic risk in a short period of time. The obtained results are valuable in the sense that they can be used as a database during the development of strategies for pre-earthquake planning and risk mitigation for earthquake prone regions of Turkey.
