Research on the practice of adopting local economic development (LED) strategies is important to understand our local world as it is and what it might be made to be as a place for community. This article on economic development strategies (EDS) highlights the results from a survey of 82 small communities representing the Yukon Territory and ten provinces in Canada. The purpose was to evaluate the positive and additive effects of past local action and community initiatives so as to understand the variation in the adoption of local economic development strategies of Canada’s small towns and local municipalities. Using a questionnaire as instrument for data collection, the study employed hierarchical regression analysis and principal component analysis (PCA) as method for factor extraction and composite assessment on the effects of adopting EDS for community. The PCA solution was applied to evaluate the structure of correlation between the community characteristics as control variables in the baseline model for regression analysis and the past local action and community initiatives as independent variables. The results of the hierarchical regression analysis showed that local initiatives have significant and additive effects on the adoption of EDS by small communities. The study findings offer some insights into some perspectives of ‘development from within’ to mean the local economic development practice in Canadian communities.  相似文献

One of the major means to foster European integration is the establishment of border spanning regions (‘Euroregions’). This is particularly important on the Eastern borders of the EU, e.g. in Eastern Germany. There, however, a double transformation to post-socialist society is taking place, both inside and outside the EU. Tensions arise between objectives on local and higher political levels, intensified by totally different economic structures and access to EU funds on both sides of the border. This is particularly true for the case of the emerging Euroregion Viadrina. Problems in preserving old industrialised localities in East Germany (e.g. steel) and attempts to resurrect the urban fair place Frankfurt/Oder, clash with transition in agriculture and consumer industries and with new concepts in tourism development and environmental protection in the Polish border zone. In region building, political, economic and ideological goals compete with each other. Local initiatives and higher political governance may both support and hamper each other. The same holds true for the interdependence of cultural integration and economic development. The paper concludes that regional economic development can only be expected if, via the building of the Euroregion, the interplay of these factors leads to compromise and harmonization between the different parties involved. Local economic development policies have surged in Brazil over the past decade—a major shift in this regionally diverse country of 27 states, over 5000 municipalities, and the largest economy in Latin America. We review the stylized facts, expected patterns and policy recommendations from the foundational studies in regional and urban economics. We then provide a summary of a more recent stream of scholarship focused on local economic development (LED) studies in developed and developing countries that have surged in the last 20 years. Based on this review, we then systemize the findings emerging from studies focused on analyzing local economic development policies in Brazil recognizing the distinctive contributions emerging from both the empirical and the case studies literatures. We identify key lessons for (and from) the Brazilian experience and conclude that Brazil and Latin American countries need a new generation of studies that undertake more rigorous evaluations of these policy experiments. Finally, we recommend steps to advance such research.  相似文献

The Grassfields of Cameroon is a fertile ground for self-help efforts. This paper examines the resurgence and role Village Development Associations (VDAs) are playing in national and community development. Community members are increasingly shouldering the adverse consequences of the economic downturn and the growing inability of the state to provide economic and social development by initiating, mobilising and galvanising their own resources in the quest for improving their standard of living. The reliance on indigenous technology and local human resources has led to overwhelming popular participation in community- driven development. This paper explores the link between local knowledge and tree specie preference in the South Tongu District of Ghana. It is based on a field study that observed, inter alia, that even though Neem is not commonly promoted in Ghanaian afforestation programmes, it is highly popular in the area. Local farmers' preferences for tree species are governed by several factors –; suitability to local climate, availability and access to markets, perceived economic value and availability of wood fuel dependent enterprises. The survey further demonstrates that local knowledge is incorporated into decision-making regarding adaptation of farming practices to changing rainfall patterns; and also plays a role in influencing specie preference. Some likely implications, which these may have on conservation policy and planning in the study area, are also explained. The aim of this paper is to analyse the main characteristics of post-socialist urban development in East Germany, especially the differences compared to urban development in other East and Central European countries. In spite of the many similar problems and processes in urban development, specific features of East Germany are characterised by the rapid growth of suburbia, especially in the first phase of transition, by the proceeding activities of urban renewal and revitalisation, and by a lower level of social polarisation and socio-spatial segregation as compared to other post-socialist countries. Important conditions for urban development in East Germany exist in special support programmes, high subsidies and other financial transfers as well as in engaged planning conceptions of the local authorities. This paper traces attempts to foster local, sustainable food projects in Niagara, Canada as part of community economic development (CED) projects during two distinct periods of provincial governance. In the first period (1990-1995), social democratic government support for local sustainable food projects through CED can be understood as neocommunitarian in nature. During this time there was a concerted attempt to link local people with access to local food and also to support a relationship between local food projects and agri-tourism. I argue that this neocommunitarian policy was an accommodation to a wider and more global neoliberal hegemony and was underlain by a romanticism of petty commodity production and a tenuous link to social and ecological sustainability. In the second period of governance (beginning in 1995) the progressive conservative government led by Mike Harris pursued particularly virulent, revanchist forms of neoliberal governance. With many of their state supports slashed, Niagara NGOs and activists turned, and were pushed, to more market-led, elitist forms of local food projects and agri-tourism. In these latter food projects, the practices of ecological and social sustainability were significantly hollowed out and their local and light green nature was harnessed as accumulation strategies. The paper is based on interviews conducted in the year 2003 with people involved in various urban and rural food projects (including community gardening, community supported agriculture, local/seasonal cuisine, organic/ecological farming and food box programs).  相似文献

The paper aims to make a contribution towards addressing the current paucity of academic reflection on second home development in South Africa. The paper focuses on the intersection between tourism, second homes and local development, as embodied in the empirical realities of a Cape Town neighbourhood — De Waterkant. It is argued that this particular case study presents an example of the types of local development impacts that second home expansion holds for host communities. These impacts include employment generation, urban conservation, a range of forward and backward economic linkages, as well as a flexible tourist accommodation supply. Moreover, the case study elucidates an interesting example of second homes as sites of simultaneous tourism space production and consumption at work. China’s rapid economic growth following the 1978 reforms has resulted in significant economic, social and environmental change. These reforms and their outcomes have been subjected to considerable scrutiny. However, relatively little research has been directed towards the relationship between the changing role of local government, which has itself been subject to substantial restructuring, and the local mediation of the social and environmental impacts of rapid economic growth. This paper investigates the local manifestation of social and environmental change in Zhejiang Province. In particular, it considers the changing role of local government in the regulatory process, and features a case study of Huzhou Municipality. A synthesis of the factual knowledge and perceptions of 48 key-informants from government and public institutions and rural industries is used as the platform for an analysis of the changing nature of local regulation with respect to the provision of key public services (health care and education) and environmental protection (water pollution control). The results reveal the ability of local government to selectively implement national and provincial policies in light of local priorities, which is taken as indicative of the emergence of local agency within local development processes. The case study suggests a need to re-evaluate conventional wisdom on the absence of autonomy at local levels of government in China, particularly as it relates to the continued devolution of administrative responsibility and the emergence of increasingly powerful economic interests.  相似文献

Local Environmental Action Plans (LEAPs) are a useful starting point for the theoretical and empirical unravelling of the global post-Fordist socio-economic drive, within the framework of environmental policy devolution in Transition. Accordingly, this paper aims to identify the interconnected economic, social and political specifities involved in the formulation and institutionalisation of such projects in the Republic of Macedonia. Seven LEAPs - broadly representative of the immense micro-scale physical and social diversity of the country - have been selected for detailed review, so as to provide more fine-tuned insights that should be relevant for the wider LEAP process in Macedonia and beyond. Preliminary evidence about the realisation of these initiatives indicates that comprehensive implementation is highly dependent upon the realistic political and economic abilities (and interests) of local and national elites, plus international organisations. Increasing green investment is one of the important ways to promote sustainable development in the Belt and Road (B&R) region. We predicted the effects of China’s investments on the CO2 emission patterns in B&R areas under the scenarios of No-Investment (NIS), Business-as-usual Investment (BIS) and the Strengthening Investment Scenario (SIS) based on the improved Solow model and a CO2 intensity model. The results reveal that the GDP of B&R region will cumulatively increase by 45.16 and 97.02 trillion USD, and the CO2 will cumulatively decrease by 44.16 and 79.47 Gt by 2100, respectively, under BIS and SIS, compared with NIS. The cumulative decrease of CO2 emissions, 44.16 and 79.47 Gt, will lead to global CO2 concentration decrease by approximately 2.41 mL/m3 and 4.33 mL/m3 in 2100, respectively. Regionally, China’s investments have the most obvious role in promoting the economic development and CO2 emission reductions of Southeast Asia and its surrounding areas. In the short term (2017-2050), China's investment may lead to a small increase in CO2 emissions in Southeast Asia and its surrounding areas, India and the Central and Eastern Europe, but in the long term (2017-2100), China's investment will promote the reduction of CO2 emissions in all regions, especially in Southeast Asia and surrounding areas and the Middle East Central Asia region. This shows that China's investment is conducive to promoting the green development of the B&R regions.  相似文献

The development of the post-socialist city has already been characterised by substantial restructuring processes. Particular emphasis should be drawn to the take-off of the tertiary sector and the comprehensive blight phenomena in the previously industrial areas. The urban housing sector has witnessed increasing housing affordability problems, a marginalisation of communal housing stock, an increase of segregation and an intensification of the decay in the old housing stock. In all East Central European states the spatial development processes of industry and services within the cities basically show clear parallels to the pattern of urban development in continental Europe. In Hungary housing policy, tenure structure and the level of segregation already show relatively closer similarities to the neoliberal, Anglo–American pattern of development. The other ECE states show closer similarities to the corporatist welfare states of continental Europe. As far as medium-term urban development in East Central Europe is concerned, it is to be assumed that – regardless of the specific path of further development – overall solutions shall not be found for the fundamental problems which are the legacy of the socialist era – the decay of old housing stock, large scale derelict industrial areas and the extent and deficiencies of high-rise housing estates. This paper shows the importance that urban planning plays in the development of Hong Kong. This leads to a reassessment of the role of the government, which is the sole proprietor of the land, in the economy – while it acknowledges the importance of market forces. The first part shows how, since 1945, Hong Kong authorities have been obliged to intervene more in urban planning and local development, despite their liberal ideology. The second part focuses on the interaction between government action and market forces, and their influence in this development. The third part deals with the question of the economic integration between Hong Kong and the Pearl River Delta (PRD) after China started its economics reforms in 1978. The deconcentration of Hong Kong industries to China was mainly due to market forces, but provided a new role for the government. This role is analyzed through its transportation policy – the domain with the most visible governmental intervention before and after 1997. It indicates the preference of the government to develop the territory rather than better integration with the PRD, because of the internal economic problems that may emerge from this integration. Nevertheless, for political and economic reasons, this integration is also seen as necessary. The future of Hong Kong’s economy lies in the answers the authorities will give to this dilemma.  相似文献

These essays are offered as a contribution to the ongoing scholarly discourse concerned with environmental problems in East Central Europe (ECE). In this volume we concentrate on the local through papers that indicate the nature of environmental challenges and ways in which progress is being made not merely by legislation but by negotiating sustainability in a range of local situations. Written by social scientists, largely geographers and anthropologists, from Western Europe as well as ECE and North America these essays provide ethnographically-detailed case studies of local environmental transformations in eight different countries. The emphasis on locality studies unites all the authors who, in different ways, develop the central idea that the macrosociological oversimplifications of the 1980s and 1990s can only be countered, and indeed corrected, through careful consideration of the diversity of local realities. All the case studies are concerned with the environmental dimensions of postcommunist transformations, whether that be through pollution abatement, restructuring over rights to natural resources such as forests or the implementation of ecotourism as a local redevelopment strategy. Sustainable development is therefore a leitmotif of this collection and most of the papers offer empirically-grounded critique of the concept insofar as it has permeated debates about local development in the postcommunist world. The shift to market forces in East Germany has fundamentally reconfigured its social and economic geography. In particular, spatial inequalities between localities and regions have re-emerged forcefully in response to new values, expectations and preferences. Increased mobility through private transport, changing job opportunities, educational choices and desire for new housing qualities have inter alia created new parameters for the population's lives. The responses i.a. in the form of migration have altered demographic structures and spatial patterns of the population considerably, often varying significantly over relatively short distances within and between regions. After initial population losses generally through outmigration from East to West Germany, population losses in cities occurred in favour of suburban areas, and rural depopulation in favour of the cities; creating a highly differentiated basis for future development through new urban-rural contrasts and differences between urban regions. This paper will outline some of these processes and demonstrate their effects on the already-considerable inequalities inherited from communism. Attention will also be given to the effects of changing population structures and patterns on local government and the future prospects for an indigenously supported, sustainable economic development for regions and the likely pathways of transformation and adjustment. This paper investigates the role of intellectuals in the production of geopolitical discourses. It analyzes how the cultural capital of humanist credentials and artistic aura functions to authenticate and legitimate geopolitical claims. Drawing empirically from Central Europe and especially Estonia, I argue that intellectuals are central to the production of a particular ‘cultural’ concept of geopolitics - the notion that foreign policy expresses the state’s and the nation’s identity. As cultural capital gives intellectuals a special license to speak about culture, it constitutes an essential component in geopolitical discourses in Central Europe.The paper contributes to Europeanist geography by clarifying the mechanisms through which Central Europe is cast externally and internally as a place particularly imbued with culture and identity - a place whose integration with the EU and NATO represents its cultural ‘return’ to Europe. It takes us beyond the romanticized notion of intellectuals - especially the formerly dissident ones - as ‘speaking truth to power’, and offers a more subtle account of their role as producers of power discourses.Beyond Central Europe, the paper underscores the political and cultural milieu of geopolitical claims and the specific structures of legitimacy through which these claims are justified and normalized. A nuanced understanding of the role of ‘culture’ in geopolitical discourses requires that we closely examine the cultural and moral capital of intellectuals. This would also enable us to better delineate human agency in the production of geopolitics.  相似文献
