The law of the sea has always been open to the charge of being a ‘covenant without a sword’ and its effectiveness when challenged by the perceived national security of a superpower is questionable. Attempts to limit and control antisubmarine warfare (ASW) have demonstrated that neither superpower is prepared to risk its second-strike capability for what may be an illusory legal protection. This article reviews developments relevant to ASW in the law of the sea and describes the significance of ASW to the superpowers' strategic objectives. The authors conclude by stressing the urgent need for effective arms control. 相似文献

Under the Pacific Patrol Boat (PPB) program, Australia has supplied twenty-two 31.5 m patrol boats to 12 island countries in the South Pacific. While the primary task of these boats is fisheries protection, they have also been used for a range of other national tasks, including search and rescue, medical evacuations, hydrographic surveying, anti-smuggling and sovereignty patrols. As well as the boats themselves, the program comprises resident maritime surveillance and technical advisers, crew training and through-life logistic support. The PPB program has proven to be highly successful with the benefits of the program exceeding those originally sought by the Australian Department of Defence in establishing the program. 相似文献

At first sight, the regime suggested for archipelagos at UNCLOS seems to recognize to a large extent the concept of the archipelago as a single unit of islands and water. The author examines closely whether in fact the archipelagic states' view of their maritime jurisdiction has been upheld, or whether the negotiations have led to a position based on traditional concepts of law of the sea. The archipelago doctrine and interests underlying it, opposition to it, and the considerations by the international legal community are discussed. Coral reefs have experienced a global decline due to overfishing, pollution, and warming oceans that are becoming increasingly acidic. To help halt and reverse this decline, interventions should be aimed at those threats reef experts and managers identify as most severe. The survey included responses from 170 managers, representing organizations from 50 countries and territories, and found that respondents generally agreed on the two major threats: overfishing and coastal development. However, resource allocation did not match this consensus on major threats. In particular, while overfishing receives much attention, coastal development and its attendant pollution are largely neglected and underfunded. These results call for a re-examination of how resources are allocated in coral reef conservation, with more attention given to aligning how money is spent with what are perceived to be the primary threats. 相似文献

An era of expanding deep-ocean industrialization is before us, with policy makers establishing governance frameworks for sustainable management of deep-sea resources while scientists learn more about the ecological structure and functioning of the largest biome on the planet. Missing from discussion of the stewardship of the deep ocean is ecological restoration. If existing activities in the deep sea continue or are expanded and new deep-ocean industries are developed, there is need to consider what is required to minimize or repair resulting damages to the deep-sea environment. In addition, thought should be given as to how any past damage can be rectified. This paper develops the discourse on deep-sea restoration and offers guidance on planning and implementing ecological restoration projects for deep-sea ecosystems that are already, or are at threat of becoming, degraded, damaged or destroyed. Two deep-sea restoration case studies or scenarios are described (deep-sea stony corals on the Darwin Mounds off the west coast of Scotland, deep-sea hydrothermal vents in Manus Basin, Papua New Guinea) and are contrasted with on-going saltmarsh restoration in San Francisco Bay. For these case studies, a set of socio-economic, ecological, and technological decision parameters that might favor (or not) their restoration are examined. Costs for hypothetical restoration scenarios in the deep sea are estimated and first indications suggest they may be two to three orders of magnitude greater per hectare than costs for restoration efforts in shallow-water marine systems. 相似文献

The rapid Arctic summer sea ice reduction in the last decade has lead to debates in the maritime industries on the possibility of an increase in cargo transportation in the region. Average sailing times on the North Sea Route along the Siberian Coast have fallen from 20 days in the 1990s to 11 days in 2012–2013, attributed to easing sea ice conditions along the Siberian coast. However, the economic risk of exploiting the Arctic shipping routes is substantial. Here a detailed high-resolution projection of ocean and sea ice to the end of the 21st century forced with the RCP8.5 IPCC emission scenario is used to examine navigability of the Arctic sea routes. In summer, opening of large areas of the Arctic Ocean previously covered by pack ice to the wind and surface waves leads to Arctic pack ice cover evolving into the Marginal Ice Zone. The emerging state of the Arctic Ocean features more fragmented thinner sea ice, stronger winds, ocean currents and waves. By the mid 21st century, summer season sailing times along the route via the North Pole are estimated to be 13–17 days, which could make this route as fast as the North Sea Route. 相似文献

In order to understand and quantify the way in which organic matter is transported from the atmosphere to the oceans it is important to know not only the various mechanisms by which the material is transferred between the two phases, but also the role of natural organic material at the air—sea interface in modifying such transport. In order to predict the latter it is necessary to have some knowledge of the organic chemistry and physico-chemical properties of material at the sea surface. Its organic chemistry is presently the subject of considerable controversy, although surface pressure measurements and force-area data for sea surface material, together with its very mixed chemical nature, strongly suggest that over most of the oceans it cannot form a coherent film.Transfer of organic material across the air—sea interface can be by either wet (liquid) or dry (gas and solid) deposition. The flux carried by each path can be characterised by the product of the rate of transfer of the substance concerned and its concentration in the transporting phase. Any modifying effect of material at the sea surface will vary depending on the mode of transfer, as well as the properties of the interfacial material. Application of these ideas is illustrated by calculation of atmosphere—ocean fluxes for total organic carbon, CCI4, CCI3F, PCBs and DDT. 相似文献

利用2013年1月1日~2013年12月31日的ASCAT散射计风速数据,从海面风速季平均分布特征、平均海面风速特征、海面风速大于10 m/s发生比例统计等方面,对55°S以南的南极周边海域开展了风速空间分布特性统计,得到以下结果:7月平均风速最大,为12 m/s,1月平均风速最小,为8 m/s。对于南极周边海域,区域平均风速主要在9~12 m/s,全年出现的时间大于280 d,约占全年的77%。风速大于10 m/s所占比例4~9月大于1~3月和10~12月。从全年来看,南极周边海域在4~9月风速普遍较大,且0°~60°W海域内风速明显比其他海域要小。在此基础上将2013年每日的区域平均风速与月平均风速与2012年做了对比,变化趋势与2012年基本一致。通过本项长期工作,可以了解南极风场环境基本情况,建立与更新基础资料和图件,得到南极地区风场要素时空分布、变化规律,服务于南极科学考察、全球变化等多学科研究应用。 相似文献
