行政区划是意义重大的体国经野之策。但是,随着行政区划调整与城市快速发展之间的矛盾日益增多,影响城市高质量发展和公平治理,需要进一步分析其微观过程与机制。本研究引入政治地理学的边界建构理论,认为行政区划调整可以视为一个多元主体互动博弈、共同推动的边界不断建构的过程。区划调整虽然是由政府主导的国家权力配置的重要手段,但企业的经济活动、居民的日常生活实践等自下而上的力量也作用于行政边界的形成与“融合”。在此基础上,本文构建了一个包含“边界化–去边界化–再边界化”过程的区划调整分析框架,考察多元主体对于行政边界产生和消解的作用机制及权力博弈,并应用该框架对济南章丘“撤市设区”的边界建构机制进行了初步分析。本研究可以从理论上为探索政治地理学视角与城市研究的交叉创新提供思路,在实践上为解决“边界”和边界区域相关问题提供政策参考。  相似文献

认真探讨长期处于国家政治中心和文化中心地位的北京及其周围地区人口变迁的历史过程具有重要的学术价值和实践意义.而清代至民国三百年是北京地区人口发展的重要时期.这一时期人口的连续发展为解放后北京地区人口的增长奠定了基础,产生了直接而深刻的影响. 本文根据清代人口编审的典章制度,在研究北京地区人口地域构成的基础上,以城区为重点、分别探讨了州县、内城及城属和外城不同时期的人口规模.又根据民国年间的户口调查制度,探讨了该时期的人口规模.从而揭示了三百年间北京地区人口演变的过程和人口增长的加速性质,提出了北京旧城区的人口在清初和清末至民国年间以迁移增长为主的见解,同时澄清了对北京人口规模的某些误解.然后对不同时期的人口地理分布进行了对比分析,指出了区域人口具有以城区为中心,由密变疏依次形成的不规则环状(半环状)分布的特点以及形成这种特点的经济、社会历史和自然环境根源. 本文还注意到对入关之后八旗人口变迁过程的研究,列出了清代中期政府为解决八旗人口膨胀造成的压力而采取的六项措施及其利弊得失.同时也讨论了清代前、中期限制外城人口迁移增长的政策,对外城人口发展的阻滞作作.这些初步的研究成果对研究今天北京地区的人口地理具有一定的参考价值.  相似文献

行政单元对经济活动的边界效应是经济地理学科一直关注的问题,它直接反应了行政主体对经济空间格局的影响。以中国227个城市节点的铁路交通流数据为基础,分析了中国25个省级行政单元的边界对交通联系的影响,发现上世纪90年代中国铁路客货流空间的集中化与分散化力量并存。进一步考察了空间相互作用变化背后可能的驱动因子。在中心城市吸引力扩张的影响下,铁路客流空间发生明显的重组,边界效应普遍削弱;而技术进步和地方政府的竞争使得集装箱货流空间的变化则比较复杂,甚至有约一半省份的边界效应增强了。最后分析了省界效应变化趋势并提出了对区域与城市规划和政策制定的一些建议。  相似文献

从休闲地分布数量来看,西郊和内城西区成为明代北京最重要的休闲区域。而明中后期外城的兴建促进了外城休闲地的发展。清初的满汉分城而治的政策直接刺激了外城西区超过西郊成为最重要的休闲区域和全北京城的休闲娱乐中心。明清北京休闲区经历了形成和演变的过程。明代和清代各形成了14 处和19 处休闲区,其中积水潭—什刹海—鼓楼大街风景、园林游览与市场休闲区等在两朝保持了兴盛的态势,二闸泛舟段到清代取代了高梁河成为北京城近郊最重要的河上游览区。休闲地空间格局的形成和变迁常常是自然地理环境、区位、都城性质和功能、民俗文化、政治等因素综合作用下的结果。  相似文献

清末新疆建省后,清政府对伊犁城市体系布局的思想发生了变化,城市体系从具有突出的军事政治职能的特征转变为建省后城市军事职能与行政职能分离,行政职能增强。这一趋势显示出城市职能结构多元发展的特征。伊犁9个城形成了等级分明的城市体系,建省前的惠远城和惠宁城是级别最高的城市,建省后的绥定城、宁远城和惠远新城为第一等级的城市,体现了行政建置与经济发展对城市规模的推动力。城市体系空间布局结构,从军府制下的满城中心-边缘结构和条块隔离结构,转变为按照省府州县制度下的府治与道治治所双中心-边缘与东西块状结构。  相似文献

作为贯穿城市区域的重要通道,高铁的网络性与外部性使其呈现多维空间尺度属性,但现有研究缺乏对高铁多维空间效应的系统性分析。鉴于此,研究立足高铁的多维空间尺度属性,从城市内部、边界、区域3种尺度,架构不同尺度条件下可达性评价方法,系统测度高铁对于城市和区域发展的综合空间影响。结果发现:(1)“一城多站”已成为长三角城市高铁站点空间组织的普遍模式,高铁使中心城区和郊区县城的联系更加紧密,高铁公交化时代融城化发展趋势将更加明显。尤其对于浙江省而言,高铁已经成为其内部城市中心城区和郊区县城联系的重要纽带。(2)高铁已经成为重组相邻城市间生产、生活的关键纽带和桥梁,但从邻界尺度可达性指数空间分布格局来看,同城化发展格局存在明显的空间异质性特征,当前已初步形成7个同城化水平较高的区域,且基本围绕长三角重要中心枢纽城市(上海、南京、杭州、温州、合肥、徐州、无锡)展开。(3)高铁具有明显的中长途运输优势,使得其对区域一体化发展的影响更大,高铁影响下长三角一体化格局呈现较为明显的“Z”字型格局,且已经向西延伸至合肥,但周边城市参与区域一体化发展的程度依旧较低。  相似文献

作为控制城市蔓延的重要工具之一,城市增长边界(UGBs)已经在国际学术界得到了广泛的关注和研究。从控制机制来看,由于规划城镇建设用地边界具有控制城市增长的法律地位,与西方国家的UGBs较为相似,因而可以被视为中国特有的一种UGBs。该边界的制定在我国经过了长期的实践,然而以往的方法往往缺乏充分的科学依据。因此,本文提出一种基于约束性元胞自动机来制定城市增长边界的方法,该方法考虑了城市发展的综合因素,能够较为客观、全面地反映城市增长的时空动态变化过程,并能体现众多城市发展政策的影响效果。利用约束性元胞自动机模型,以北京市域为研究区域,制定了中心城、新城和乡镇三个层次的UGBs。实证分析表明,利用该方法与传统方法所制定的UGBs存在一定的差异,因此在拟定新的UGBs或改进现有的UGBs过程中,应当充分考虑这一情况,参考该方法的模拟结果建立更为科学合理的UGBs。  相似文献

城市是有一定人口规模,并以非农业人13为主的居民集居地,它是社会经济发展到一定时期的产物。设市是由国家规定达到一定的标准设有市一级地方政府机构的行政单位,设市的城市是行政意义上的城市。城市的统计以市区为单元,市区有两种含义;一种是指城市行政边界内的地域;另一种是指城市行政辖区内具有城市实体特征的地域。世界上绝大多数国家的城市行政边界比较稳定,或者一些城市其建成区范围稍大于市区,所以在他们看来城市和设市的概念是一致的。在我国,城市的行政边界不稳定,而且几乎所有的城市的行政区都大于城市实体的范围。  相似文献

通过BR方法和标准方差椭圆的方法,解析了北京城市居民的空间认知扭曲,着重讨论了系统扭曲和系统扭曲的特点.分析发现:①北京城市空间认知的绝对扭曲结构表现为顺时针向心集聚,呈现出磁石效应,城市中心区明显小于城市郊区的差异可以用报酬假说中的城市中心吸引力较高解释.其中,绘图提示中的天安门发挥着组织北京城市认知空间的核心效能.②北京城市空间的系统扭曲较小,规则的环状路网发挥着城市居民空间认知基准线的作用,导致了高相似拓扑结构,小方向偏转的扭曲效果,折射出北京城市空间结构的鲜明特色.③具体到北京城市内各地点,位置认知差异性显著.集中性方面,郊区小于中心城区,远离环路地点小于环路及其附近地点;主导方向方面,郊区较中心城区明显,提示环路较非环路地点明显.  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献
