The United Nations Framework Convention on Climate Change requires nations to implement measures for adapting to rising sea level and other effects of changing climate. To decide upon an appropriate response, coastal planners and engineers must weigh the cost of these measures against the likely cost of failing to prepare, which depends on the probability of the sea rising a particular amount.This study estimates such a probability distribution, using models employed by previous assessments, as well as the subjective assessments of twenty climate and glaciology reviewers about the values of particular model coefficients. The reviewer assumptions imply a 50 percent chance that the average global temperature will rise 2 °C, as well as a 5 percent chance that temperatures will rise 4.7 °C by 2100. The resulting impact of climate change on sea level has a 50 percent chance of exceeding 34 cm and a 1% chance of exceeding one meter by the year 2100, as well as a 3 percent chance of a 2 meter rise and a 1 percent chance of a 4 meter rise by the year 2200.The models and assumptions employed by this study suggest that greenhouse gases have contributed 0.5 mm/yr to sea level over the last century. Tidal gauges suggest that sea level is rising about 1.8 mm/yr worldwide, and 2.5–3.0 mm/yr along most of the U.S. Coast. It is reasonable to expect that sea level in most locations will continue to rise more rapidly than the contribution from climate change alone.We provide a set of normalized projections which express the extent to which climate change is likely to accelerate the rate of sea level rise. Those projections suggest that there is a 65 percent chance that sea level will rise 1 mm/yr more rapidly in the next 30 years than it has been rising in the last century. Assuming that nonclimatic factors do not change, there is a 50 percent chance that global sea level will rise 45 cm, and a 1 percent chance of a 112 cm rise by the year 2100; the corresponding estimates for New York City are 55 and 122 cm.Climate change impact assessments concerning agriculture, forests, water resources, and other noncoastal resources should also employ probability-based projections of regional climate change. Results from general circulation models usually provide neither the most likely scenario nor the full range of possible outcomes; probabilistic projections do convey this information. Moreover, probabilistic projections can make use of all the available knowledge, including the views of skeptics; the opinions of those who study ice cores, fossils, and other empirical evidence; and the insights of climate modelers, which may be as useful as the model results themselves.The U.S. Government right to retain a non-exclusive royalty-free license in and to any copyright is acknowledged.  相似文献

As sea level rises, coastal communities will face increased risks of flooding, storm surge, and inundation. In some areas, structural protective measures will be built, and for some properties, accommodation to sea level rise may be possible. For other areas, however, some form of retreat will be either preferred on economic or sociopolitical grounds or required given fiscal constraints. This paper considers how society can proactively manage shoreline retreat in those locations where it is deemed the preferable policy. A three-part strategy is proposed: (1) reduce new development in the highest-risk areas; (2) adopt policies that allow for expected and orderly removal or modification of development as inundation occurs; and (3) take advantage of disasters to implement managed retreat approaches. Specific policies are recommended and the challenges of institutional change discussed.  相似文献

Estimation of expected extremes, using combinations of observations and model simulations, is common practice. Many techniques assume that the background statistics are stationary and that the resulting estimates may be used satisfactorily for any time in the future. We are now however in a period of climate change, during which both average values and statistical distributions may change in time. The situation is further complicated by the considerable uncertainty which accompanies the projections of such future change. Any useful technique for the assessment of future risk should combine our knowledge of the present, our best estimate of how the world will change, and the uncertainty in both. A method of combining observations of present sea-level extremes with the (uncertain) projections of sea-level rise during the 21st century is described, using Australian data as an example. The technique makes the assumption that the change of flooding extremes during the 21st century will be dominated by the rise in mean sea level and that the effect of changes in the variability about the mean will be relatively small. The results give engineers, planners and policymakers a way of estimating the probability that a given sea level will be exceeded during any prescribed period during the present century.  相似文献

This paper uses two models to examine the direct and indirect costs of sea-level rise for Europe for a range of sea-level rise scenarios for the 2020s and 2080s: (1) the DIVA model to estimate the physical impacts of sea-level rise and the direct economic cost, including adaptation, and (2) the GTAP-EF model to assess the indirect economic implications. Without adaptation, impacts are quite significant with a large land loss and increase in the incidence of coastal flooding. By the end of the century Malta has the largest relative land loss at 12% of its total surface area, followed by Greece at 3.5% land loss. Economic losses are however larger in Poland and Germany (483 and483 and 391 million, respectively). Coastal protection is very effective in reducing these impacts and optimally undertaken leads to protection levels that are higher than 85% in the majority of European states. While the direct economic impact of sea-level rise is always negative, the final impact on countries’ economic performances estimated with the GTAP-EF model may be positive or negative. This is because factor substitution, international trade, and changes in investment patterns interact with possible positive implications. The policy insights are (1) while sea-level rise has negative and huge direct economic effects, overall effects on GDP are quite small (max −0.046% in Poland); (2) the impact of sea-level rise is not confined to the coastal zone and sea-level rise indirectly affects landlocked countries as well (Austria for instance loses −0.003% of its GDP); and (3) adaptation is crucial to keep the negative impacts of sea-level rise at an acceptable level.  相似文献

Dynamic sea level changes following changes in the thermohaline circulation   总被引:3,自引:2,他引:1  
Using the coupled climate model CLIMBER-3, we investigate changes in sea surface elevation due to a weakening of the thermohaline circulation (THC). In addition to a global sea level rise due to a warming of the deep sea, this leads to a regional dynamic sea level change which follows quasi-instantaneously any change in the ocean circulation. We show that the magnitude of this dynamic effect can locally reach up to ~1 m, depending on the initial THC strength. In some regions the rate of change can be up to 20–25 mm/yr. The emerging patterns are discussed with respect to the oceanic circulation changes. Most prominent is a south-north gradient reflecting the changes in geostrophic surface currents. Our results suggest that an analysis of observed sea level change patterns could be useful for monitoring the THC strength.  相似文献

Climate change is an issue of risk management. The most important causes for concern are not the median projections of future climate change, but the low-probability, high-consequence impacts. Because the policy question is one of sequential decision making under uncertainty, we need not decide today what to do in the future. We need only to decide what to do today, and future decisions can be revised as we learn more. In this study, we use a stochastic version of the DICE-99 model (Nordhaus WD, Boyer J (2000) Warming the world: economic models of global warming. MIT Press, Cambridge, MA, USA) to explore the effect of different rates of learning on the appropriate level of near-term policy. We show that the effect of learning depends strongly on whether one chooses efficiency (balancing costs and benefits) or cost-effectiveness (stabilizing at a given temperature change target) as the criterion for policy design. Then, we model endogenous learning by calculating posterior distributions of climate sensitivity from Bayesian updating, based on temperature changes that would be observed for a given true climate sensitivity and assumptions about errors, prior distributions, and the presence of additional uncertainties. We show that reducing uncertainty in climate uncertainty takes longer when there is also uncertainty in the rate of heat uptake by the ocean, unless additional observations are used, such as sea level rise.  相似文献

Coastal sector impacts from sea level rise (SLR) are a key component of the projected economic damages of climate change, a major input to decision-making and design of climate policy. Moreover, the ultimate global costs to coastal resources will depend strongly on adaptation, society’s response to cope with the local impacts. This paper presents a new open-source optimization model to assess global coastal impacts from SLR from the perspective of economic efficiency. The Coastal Impact and Adaptation Model (CIAM) determines the optimal strategy for adaptation at the local level, evaluating over 12,000 coastal segments, as described in the DIVA database (Vafeidis et al. 2006), based on their socioeconomic characteristics and the potential impacts of relative sea level rise and uncertain sea level extremes. A deterministic application of CIAM demonstrates the model’s ability to assess local impacts and direct costs, choose the least-cost adaptation, and estimate global net damages for several climate scenarios that account for both global and local components of SLR (Kopp et al. 2014). CIAM finds that there is large potential for coastal adaptation to reduce the expected impacts of SLR compared to the alternative of no adaptation, lowering global net present costs through 2100 by a factor of seven to less than $1.7 trillion, although this does not include initial transition costs to overcome an under-adapted current state. In addition to producing aggregate estimates, CIAM results can also be interpreted at the local level, where retreat (e.g., relocate inland) is often a more cost-effective adaptation strategy than protect (e.g., construct physical defenses).  相似文献

对长江口海平面上升动态及其对沿海潮汐特性的影响进行了简析。结合长江口崇明三岛地区除涝安全面临海平面上升的影响和威胁,分别建立了基于海平面上升的上海市崇明三岛水系一维平原感潮河网水动力模型,深入开展了海平面上升对三岛地区除涝安全影响的模拟研究。结果显示,至2030年,长江口海平面上升10~16 cm,崇明三岛片区的面平均除涝最高水位、局部除涝最高水位均呈上升趋势,其中,崇明岛片受影响最大,对应水位将分别上升3~5 cm、4~6 cm;长兴岛片受影响次之,对应水位将分别上升3~4 cm、3~5 cm;横沙岛片受影响相对最小,对应水位均将上升1~2 cm;长江口海平面上升对崇明三岛的除涝安全影响在可控范围内。  相似文献

This paper introduces and summarizes a series of articles on the potential impacts of sea level rise on Florida??s natural and human communities and what might be done to reduce the severity of those impacts. Most of the papers in this special issue of Climatic Change were developed from presentations at a symposium held at Archbold Biological Station in January 2010, sponsored by the Florida Institute for Conservation Science. Symposium participants agreed that adaptation to sea level rise for the benefit of human communities should be planned in concert with adaptation to reduce vulnerability and impacts to natural communities and native species. The papers in this special issue discuss both of these categories of impacts and adaptation options. In this introductory paper, I place the subject in context by noting that that the literature in conservation biology related to climate change has been concerned largely about increasing temperatures and reduced moisture availability, rather than about sea level rise. The latter, however, is the most immediate and among the most severe impacts of global warming in low-lying regions such as Florida. I then review the content of this special issue by summarizing and interpreting the following 10 papers. I conclude with a review of the recommendations for research and policy that were developed from group discussions at the Archbold symposium. The main lesson that emerges from this volume is that sea level rise, combined with human population growth, urban development in coastal areas, and landscape fragmentation, poses an enormous threat to human and natural well-being in Florida. How Floridians respond to sea level rise will offer lessons, for better or worse, for other low-lying regions worldwide.  相似文献

Sea level change predicted by the CMIP5 atmosphere–ocean general circulation models (AOGCMs) is not spatially homogeneous. In particular, the sea level change in the North Atlantic is usually characterised by a meridional dipole pattern with higher sea level rise north of 40°N and lower to the south. The spread among models is also high in that region. Here we evaluate the role of surface buoyancy fluxes by carrying out simulations with the FAMOUS low-resolution AOGCM forced by surface freshwater and heat flux changes from CO2-forced climate change experiments with CMIP5 AOGCMs, and by a standard idealised surface freshwater flux applied in the North Atlantic. Both kinds of buoyancy flux change lead to the formation of the sea level dipole pattern, although the effect of the heat flux has a greater magnitude, and is the main cause of the spread of results among the CMIP5 models. By using passive tracers in FAMOUS to distinguish between additional and redistributed buoyancy, we show that the enhanced sea level rise north of 40°N is mainly due to the direct steric effect (the reduction of sea water density) caused by adding heat or freshwater locally. The surface buoyancy forcing also causes a weakening of the Atlantic meridional overturning circulation, and the consequent reduction of the northward ocean heat transport imposes a negative tendency on sea level rise, producing the reduced rise south of 40°N. However, unlike previous authors, we find that this indirect effect of buoyancy forcing is generally less important than the direct one, except in a narrow band along the east coast of the US, where it plays a major role and leads to sea level rise, as found by previous authors.  相似文献

To develop improved estimates of (1) flooding due to storm surges, and (2) wetland losses due to accelerated sea-level rise, the work of Hoozemans et al. (1993) is extended to a dynamic analysis. It considers the effects of several simultaneously changing factors, including: (1) global sea-level rise and subsidence; (2) increasing coastal population; and (3) improving standards of flood defence (using GNP/capita as an “ability-to-pay” parameter). The global sea-level rise scenarios are derived from two General Circulation Model (GCM) experiments of the Hadley Centre: (1) the HadCM2 greenhouse gas only ensemble experiment and (2) the more recent HadCM3 greenhouse gas only experiment. In all cases there is a global rise in sea level of about 38 cm from 1990 to the 2080s. No other climate change is considered. Relative to an evolving reference scenario without sea-level rise, this analysis suggests that the number of people flooded by storm surge in a typical year will be more than five times higher due to sea-level rise by the 2080s. Many of these people will experience annual or more frequent flooding, suggesting that the increase in flood frequency will be more than nuisance level and some response (increased protection, migration, etc.) will be required. In absolute terms, the areas most vulnerable to flooding are the southern Mediterranean, Africa, and most particularly, South and South-east Asia where there is a concentration of low-lying populated deltas. However, the Caribbean, the Indian Ocean islands and the Pacific Ocean small islands may experience the largest relative increase in flood risk. By the 2080s, sea-level rise could cause the loss of up to 22% of the world's coastal wetlands. When combined with other losses due to direct human action, up to 70% of the world's coastal wetlands could be lost by the 2080s, although there is considerable uncertainty. Therefore, sea-level rise would reinforce other adverse trends of wetland loss. The largest losses due to sea-level rise will be around the Mediterranean and Baltic and to a lesser extent on the Atlantic coast of Central and North America and the smaller islands of the Caribbean. Collectively, these results show that a relatively small global rise in sea level could have significant adverse impacts if there is no adaptive response. Given the “commitment to sea-level rise” irrespective of any realistic future emissions policy, there is a need to start strategic planning of appropriate responses now. Given that coastal flooding and wetland loss are already important problems, such planning could have immediate benefits.  相似文献

A mathematical model was used to predict the effect of climate change on soft and hard rock coasts in a 2 m tidal environment. Erosional equations represented the effect of wave impact and bottom generated shear stresses in the intertidal and subtidal zones. Model runs were made for: 2900 years with constant sea level; a further 100 years, representing the last century, with either constant or slow sea level rise (0.2 m per century); and another 100 years, representing the present century, with either slow or fast (1 m per century) sea level rise, and with either no change in storm frequency or with a 10% increase in the frequency of the highest waves. The results suggest that rising sea level will trigger faster rates of cliff recession, whereas increased storm wave frequency may have only a fairly minor effect on erosional efficacy. Model runs were used to derive a series of predictive equations relating cliff recession during the present and last centuries.  相似文献

We synthesize existing evidence on the ecological history of the Florida Everglades since its inception ??7?ka (calibrated kiloannum) and evaluate the relative impacts of sea level rise, climate variability, and human alteration of Everglades hydrology on wetland plant communities. Initial freshwater peat accumulation began between 6 and 7?ka on the platform underlying modern Florida Bay when sea level was ??6.2?m below its current position. By 5?ka, sawgrass and waterlily peats covered the area bounded by Lake Okeechobee to the north and the Florida Keys to the south. Slower rates of relative sea level rise ??3?ka stabilized the south Florida coastline and initiated transitions from freshwater to mangrove peats near the coast. Hydrologic changes in freshwater marshes also are indicated ??3?ka. During the last ??2?ka, the Everglades wetland was affected by a series of hydrologic fluctuations related to regional to global-scale fluctuations in climate and sea level. Pollen evidence indicates that regional-scale droughts lasting two to four centuries occurred ??1?ka and ??0.4?ka, altering wetland community composition and triggering development of characteristic Everglades habitats such as sawgrass ridges and tree islands. Intercalation of mangrove peats with estuarine muds ??1?ka indicates a temporary slowing or stillstand of sea level. Although sustained droughts and Holocene sea level rise played large roles in structuring the greater Everglades ecosystem, twentieth century reductions in freshwater flow, compartmentalization of the wetland, and accelerated rates of sea level rise had unprecedented impacts on oxidation and subsidence of organic soils, changes/loss of key Everglades habitats, and altered distribution of coastal vegetation.  相似文献

A collapse of the West-Antarctic Ice Sheet (WAIS) would cause a sea level rise of 5–6 m, perhaps even within 100 years, with catastrophic consequences. The probability of such a collapse is small but increasing with the rise of the atmospheric concentrations of greenhouse gas and the resulting climate change. This paper investigates how the potential collapse of the WAIS affects the optimal rate of greenhouse gas emission control. We design a decision and learning tree in which decision are made about emission reduction at regular intervals: the decision makers (who act as social planners) have to decide whether to implement the environmental or not (keeping then the flexibility to act later). By investing in the environmental policy, they determine optimally the date of the optimal emission reduction. At the same time, they receive new information on the probability of a WAIS collapse and the severity of its impacts. The probability of a WAIS collapse is endogenous and contingent on greenhouse gas concentrations. We solve this optimisation problem by backward induction. We find that a potential WAIS collapse substantially bring the date of the optimal emission reduction forward and increases its amount if the probability is high enough (a probability of 1% per year for the worst case), if the impacts are high enough (a worst case damage of 10% of GDP for a 3?C warming) or if the decision maker is risk averse enough (for example a social damage due to pollution equal to 1% GDP for an atmospheric temperature of 3?C). We also find that, as soon as a WAIS collapse is a foregone fact, emission reduction falls to free up resource to prepare for adapting to the inevitable. By contrast, adaptation (such as building dikes along the coast) postpones policy intervention because that strategy reduces the risk of catastrophic damages.  相似文献

The State of Florida (USA) is especially threatened by sea level rise due to extensive low elevation coastal habitats (approximately 8,000?km2?<?1?m above sea level) where the majority of the human population resides. We used the Sea Level Affecting Marshes Model (SLAMM) simulation to improve understanding of the magnitude and location of these changes for 58,000?ha of the Waccasassa Bay region of Florida??s central Gulf of Mexico coast. To assess how well SLAMM portrays changes in coastal wetland systems resulting from sea level rise, we conducted a hindcast in which we compared model results to 30?years of field plot data. Overall, the model showed the same pattern of coastal forest loss as observed. Prospective runs of SLAMM using 0.64?m, 1?m and 2?m sea level rise scenarios predict substantial changes over this century in the area covered by coastal wetland systems including net losses of coastal forests (69%, 83%, and 99%, respectively) and inland forests (33%, 50%, and 88%), but net gains of tidal flats (17%, 142%, and 3,837%). One implication of these findings at the site level is that undeveloped, unprotected lands inland from the coastal forest should be protected to accommodate upslope migration of this natural community in response to rising seas. At a broader scale, our results suggest that coastal wetland systems will be unevenly affected across the Gulf of Mexico as sea level rises. Species vulnerable to these anticipated changes will experience a net loss or even elimination.  相似文献

This study illustrates a methodology to assess the economic impacts of climate change at a city scale and benefits of adaptation, taking the case of sea level rise and storm surge risk in the city of Copenhagen, capital of Denmark. The approach is a simplified catastrophe risk assessment, to calculate the direct costs of storm surges under scenarios of sea level rise, coupled to an economic input–output (IO) model. The output is a risk assessment of the direct and indirect economic impacts of storm surge under climate change, including, for example, production and job losses and reconstruction duration, and the benefits of investment in upgraded sea defences. The simplified catastrophe risk assessment entails a statistical analysis of storm surge characteristics, geographical-information analysis of population and asset exposure combined with aggregated vulnerability information. For the city of Copenhagen, it is found that in absence of adaptation, sea level rise would significantly increase flood risks. Results call for the introduction of adaptation in long-term urban planning, as one part of a comprehensive strategy to manage the implications of climate change in the city. Mitigation policies can also aid adaptation by limiting the pace of future sea level rise.  相似文献

Current perspectives on global climate change based on recent reports of the Intergovernmental Panel on Climate Change (IPCC) are presented. Impacts of a greenhouse warming that are likely to affect water planning and evaluation include changes in precipitation and runoff patterns, sea level rise, land use and population shifts following from these effects, and changes in water demands. Irrigation water demands are particularly sensitive to changes in precipitation, temperature, and carbon dioxide levels. Despite recent advances in climate change science, great uncertainty remains as to how and when climate will change and how these changes will affect the supply and demand for water at the river basin and watershed levels, which are of most interest to planners. To place the climate-induced uncertainties in perspective, the influence on the supply and demand for water of non-climate factors such as population, technology, economic conditions, social and political factors, and the values society places on alternative water uses are considered.  相似文献

This study presents an assessment of the potential impacts of sea level rise on the New Jersey, USA coastal region. We produce two projections of sea level rise for the New Jersey coast over the next century and apply them to a digital elevation model to illustrate the extent to which coastal areas are susceptible to permanent inundation and episodic flooding due to storm events. We estimate future coastline displacement and its consequences based on direct inundation only, which provides a lower bound on total coastline displacement. The objective of this study is to illustrate methodologies that may prove useful to policy makers despite the large uncertainties inherent in analysis of local impacts of climate and sea level change. Our findings suggest that approximately 1% to 3% of the land area of New Jersey would be permanently inundated over the next century and coastal storms would temporarily flood low-lying areas up to 20 times more frequently. Thus, absent human adaptation, by 2100 New Jersey would experience substantial land loss and alteration of the coastal zone, causing widespread impacts on coastal development and ecosystems. Given the results, we identify future research needs and suggest that an important next step would be for policy makers to explore potential adaptation strategies.  相似文献

With over 2,000 miles (3,218 km) of ocean and estuarine coastline, California faces significant coastal management challenges as a result of climate change-induced sea level rise. Under high emission scenarios, recent models predict 1.4 m or more of sea level rise by 2100, accompanied by increasing storm surges. This article investigates the most important issues facing coastal managers, explores the policy tools available for adapting to the impacts of climate change, assesses institutional constraints to adaptation, and identifies priorities for future research and policy action. We find that adaptation tools exist for dealing with anticipated increases in coastal erosion and flooding, but they involve significant costs and tradeoffs. In particular, coastal armoring, such as seawalls, can protect developed coastal lands, but destroys beaches and habitat. Although California already has policies and institutions that aim to balance the competing objectives for coastal development, management agencies are at the early stages of understanding how to facilitate adaptation. Research priorities to inform coastal adaptation planning include: (i) inventorying coastal resources to provide a firmer basis for balancing decisions on property and habitat protection, (ii) identifying opportunities for coastal habitat migration, (iii) assessing the vulnerabilities of existing and planned coastal infrastructure, and (iv) experimenting with alternatives to armoring as a way of managing the changing coastline.  相似文献

What could happen to the Netherlands if, in 2030, the sea level starts to rise and eventually, after 100 years, a sea level of 5 m above current level would be reached? This question is addressed by studying literature, by interviewing experts in widely differing fields, and by holding an expert workshop on this question. Although most experts believe that geomorphology and current engineering skills would enable the country to largely maintain its territorial integrity, there are reasons to assume that this is not likely to happen. Social processes that precede important political decisions – such as the growth of the belief in the reality of sea level rise and the framing of such decisions in a proper political context (policy window) – evolve slowly. A flood disaster would speed up the decision-making process. The shared opinion of the experts surveyed is that eventually part of the Netherlands would be abandoned.  相似文献
