国外旅游发展与政治信任研究进展与启示

信任或者不信任的动态关系变化对于理解现代社会、社会关系和发展过程十分重要。然而已有研究都表明政治信任日趋下降,危及到政府的合法性地位和可持续发展。旅游作为促进地方发展的一个工具,对政府工作和政治稳定具有重要影响,但是旅游发展与政治信任的关系尚未得到应有的关注。文章在概述社会科学中关于政治信任相关解释的基础上,结合对西方学者实际案例的解读,梳理出国外旅游发展与政治信任的主要研究议题,包括旅游发展中影响政治信任的因素、政治信任与旅游支持度、旅游发展特殊背景下的政治信任与一般意义上的政治信任、政治信任与旅游政治4个方面,并论述其对于国内研究的借鉴与启示作用。旅游研究中的政治信任问题并非无关紧要,相反,随着旅游大众化时代的到来,很多地方已经把旅游业视为带动社会经济发展的主导产业和支柱产业,赋予其应对宏观经济挑战、带动就业和脱贫致富的政治使命;而政治信任关乎到这些目标的实现,更关乎到社会稳定和政府的合法性地位。把政治信任引入到旅游研究中来,为国内的旅游研究带来理论新视角和实践层面的新思考。     

事件旅游:都市旅游竞争的制高点--以京沪穗为例

近年来,都市旅游竞争日趋激烈,以事件为吸引物的旅游已成为都市旅游卖点中的一个重要组分．文章就事件旅游如何提升城市旅游竞争力进行了分析,并以北京、上海、广州申办国际性盛会为例,进一步阐述了大型事件活动对打造都市旅游竞争高地的影响．最后,提出了发展事件旅游的思路和对策。     

基于投入产出模型的大型活动对举办地的经济影响——以广交会为例

事件活动的经济影响评估是国外近20 年来的研究热点,然而近年来遭到很多质疑和争论,国内在该领域的理论和实证研究仍处于起步阶段。一年两届的广交会对举办城市具有持续的深远影响,是城市大型活动的典范。本研究以104 与105 届广交会为案例,采用问卷调查及深度访谈法收集广交会所有参与者的消费支出与结构,并运用投入产出模型评估广交会对广州市间接经济影响。结论表明城市定期举办的大型商务活动对举办地的许多产业部门具有很强的拉动效应,对当地经济产生明显的持续性的经济效应;一届广交会对广州市的直接与间接效应合计163.24 亿元,其中直接经济效应55.26 亿元,间接经济效应为107.98 亿元,直接与间接效应之比为1:1.95;2008 年104 届广交会的直接与间接效应总和占广州市全年GDP的1.98%;参与者对广州的经济拉动作用依次为采购商、参展企业、参展个人、承办方、交易团。此外,本文还特别就研究结论存有高估或低估倾向进行了探究。     

城市政府驻地迁移的经济绩效评估

中国城市政府驻地迁移会导致资源在空间上的重新配置,从而影响地区经济发展。以往相关研究多从迁入区或者迁出区单一区域视角切入,或以个体城市为例探讨城市政府驻地迁移对本地经济发展的影响,缺乏对迁入区、迁出区以及城市内其他区县的多区域共同研究和大样本实证检验,也缺乏作用机制的系统探讨。本文拓展了政区地理学中城市政府驻地这一政区要素的区位迁移影响经济发展的理论框架,并构建2000—2017年的面板数据,使用双重差分法检验了地级市政府驻地迁移政策对于迁出区、迁入区和其他区县的经济影响及其路径。研究发现,城市政府驻地迁移将显著促进迁入区的经济发展,并通过溢出效应带动政府驻地迁移城市中其他区县的经济发展,对迁出区没有显著的促进或者抑制作用;产业升级和企业集聚是迁入区经济发展得到促进的重要机制,政府驻地迁移城市内部的其他区县也能通过产业升级效应受益。因此合理的城市政府驻地迁移可以作为促进城市内部不同区域共同发展的有效政策工具,但严格的论证和审批是重要前提。     

城市住宅空间分布模拟研究

构建城市住宅开发模拟模型（FDM）,并以北京市为案例,模拟城市住宅规模时空演化。FDM综合考虑了政策限制和市场规律模拟开发商决策行为,分4个步骤预测城市住宅面积的空间分布格局演变过程： ①假设无政府限制条件、开发商追求最大利润的前提下,预测城市住宅开发总面积;②在政府限制条件下,对上述预测结果予以修正,预测实际住宅开发总面积;③根据各区块的利润以及政策许可对住宅开发面积进行空间配置;④确定各个区块的建筑规模总量。北京案例表明,延续近几年住宅开发模式,未来住宅规模的增长主要发生在五环外,尤其是五环到六环的区域,而中心城区的开发程度较弱。一方面是由于城市中心地带已经被高度开发,土地利用空间较小;另一方面与政府疏解中心人口、缓解交通阻塞的政策有关。FDM模型的开发为城市土地利用政策的制定提供了良好的模拟分析工具,为城市空间模拟分析研究提供方法上的参考。     

钓鱼岛事件的尺度政治与言论分析

2012年日本"购岛"使钓鱼岛争端再度回温,如何在"和平与发展"的时代主题下妥善解决这一争端成为至关重要的问题。本文运用尺度政治分析的一般框架,对钓鱼岛争端进行尺度政治分析探究,并结合对中方外交部关于钓鱼岛事件的发言的词频分析了解中方对日的真实政策内涵。分析认为,在争端处理中,中方的尺度转换方式更为成功:在事件前期,中方作为弱势方通过"表达"的方式引导舆论,获得了国内民众这一第三方的强力支持,将事件尺度进行了上推;在事件后期,日方试图寻求美国、东盟、舆论等第三方的支持,然而第三方国家反而对尺度进行了下推。通过对中方真实政策的分析,认为中方期望以和平的外交谈判方式解决,但在外交战方面不会放松警惕。     

城市行政中心迁移的经济效应评估与作用机制分析——以青岛市为例

城市行政中心迁移是地方政府进行空间治理的重要手段,对城市经济发展具有深远的影响。论文以青岛市为案例,选取1988—2010年城市面板数据,采用合成控制法探究城市行政中心迁移的经济效应并分析背后的作用机制。结果表明：(1)城市行政中心迁移可以提高以GDP对数值为衡量单位的城市经济效益,但经济增长效应具有滞后性;(2)青岛城市行政中心迁移后,城市经济在短期内仍有惯性表现,城市行政中心迁移的经济增长效应在政策实施的第6年开始显现,整个城市的经济发展阶段可分为投资建设、缓慢增长、快速增长和趋于稳定4个阶段;(3)青岛城市行政中心迁移所带来的经济增长效应可以从政府引导效应、投资驱动效应和要素驱动效应3个方面去理解。研究不仅证明了城市行政中心迁移对城市经济的促进效应,也为地方政府评估行政中心迁移方案提供了重要参考。     

游客对2010年广州亚运会影响城市旅游形象的感知研究——基于事件举办前视角

针对亚运会举办前游客对广州旅游形象的感知进行研究,619份问卷样本分析显示:①举办城市的本底形象是事件提升旅游形象的关键要素和前提,事件活动将对城市旅游形象产生叠加效应;游客对事件的消极影响存有比较理性的认知;大型事件是目的地激活剂,游客推荐及重游意愿比较强烈。②依据感知态度,游客可聚类为理性拥护者、悲观主义者和绝对支持者。③游客对广州亚运会的了解呈明显的距离衰减规律;随着游客在广州停留时间的增加,其对亚运会的了解程度依次提高;广州在省外游客感知中形象鲜明,强吸引力强,但其对广州的友善和安全感知度低;境外游客对广州形象感知模糊,对亚运会支持和拥护程度相对低。     

国外商业绅士化研究进展及其对本土研究的启示

商业是城市中最活跃,并且对城市发展和空间重构产生重要影响的功能之一。近20年来,随着产业转型与城市更新实践,日益突出的商业绅士化现象愈发引起国外学术界关注。同时,多源数据和定量分析方法的利用,促进了商业绅士化专题研究逐渐增多。商业绅士化的发生背景、表现特征、推动主体与形成机制,以及商业绅士化导致阶层置换、加深种族隔离等社会空间效应是主要的研究内容。通过对国外商业绅士化研究文献的梳理,以期展示城市商业高档化重构的机理以及绅士化演进的复杂性。基于当前我国城市转型和消费转型的特征与趋势,尝试提出对商业绅士化本土研究方向和方法的启示。     

高铁枢纽驱动下长江经济带城市空间扩展效应与作用机制

高铁枢纽是引导城市空间发展的重要要素之一。本文以长江经济带37个高铁设站城市为例,构建高铁枢纽驱动城市重心转移指数模型,分析高铁枢纽驱动下城市空间扩展效应,并运用地理探测器揭示高铁枢纽驱动城市空间扩展的作用机制。结果显示：(1)高铁枢纽驱动长江经济带城市空间扩展效应分为3个等级,一是驱动城市重心大幅度向高铁枢纽方向扩展,呈现出“有的放矢”现象;二是驱动城市重心中幅度向高铁枢纽方向转移,呈现出“扩展萌芽”状态;三是驱动城市重心向高铁枢纽方向扩展不显著,没有呈现明显的“粘连”关系。(2)高铁枢纽驱动城市空间扩展效应的作用机制主要表现在城市能级、高铁枢纽发育程度、站—城关系和政府政策等4个维度11个因子,其中,城市能级发挥“推动力”作用,城市等级和城市外部可达性变化率两个因子作用明显;高铁枢纽发育程度发挥“牵引力”作用,枢纽等级因子作用明显;站—城关系发挥“催化剂”作用,枢纽可达性因子作用明显;政府政策发挥“指导力”作用。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
