Climatic variability has profound effects on the distribution, abundance and catch of oceanic fish species around the world. The major modes of this climate variability include the El Niño-Southern Oscillation (ENSO) events, the Pacific Decadal Oscillation (PDO) also referred to as the Interdecadal Pacific Oscillation (IPO), the Indian Ocean Dipole (IOD), the Southern Annular Mode (SAM) and the North Atlantic Oscillation (NAO). Other modes of climate variability include the North Pacific Gyre Oscillation (NPGO), the Atlantic Multidecadal Oscillation (AMO) and the Arctic Oscillation (AO). ENSO events are the principle source of interannual global climate variability, centred in the ocean–atmosphere circulations of the tropical Pacific Ocean and operating on seasonal to interannual time scales. ENSO and the strength of its climate teleconnections are modulated on decadal timescales by the IPO. The time scale of the IOD is seasonal to interannual. The SAM in the mid to high latitudes of the Southern Hemisphere operates in the range of 50–60 days. A prominent teleconnection pattern throughout the year in the Northern Hemisphere is the North Atlantic Oscillation (NAO) which modulates the strength of the westerlies across the North Atlantic in winter, has an impact on the catches of marine fisheries. ENSO events affect the distribution of tuna species in the equatorial Pacific, especially skipjack tuna as well as the abundance and distribution of fish along the western coasts of the Americas. The IOD modulates the distribution of tuna populations and catches in the Indian Ocean, whilst the NAO affects cod stocks heavily exploited in the Atlantic Ocean. The SAM, and its effects on sea surface temperatures influence krill biomass and fisheries catches in the Southern Ocean. The response of oceanic fish stocks to these sources of climatic variability can be used as a guide to the likely effects of climate change on these valuable resources.

Future physical and chemical changes to the ocean are likely to significantly affect the distribution and productivity of many marine species. Tuna are of particular importance in the tropical Pacific, as they contribute significantly to the livelihoods, food and economic security of island states. Changes in water properties and circulation will impact on tuna larval dispersal, preferred habitat distributions and the trophic systems that support tuna populations throughout the region. Using recent observations and ocean projections from the CMIP3 and preliminary results from CMIP5 climate models, we document the projected changes to ocean temperature, salinity, stratification and circulation most relevant to distributions of tuna. Under a business-as-usual emission scenario, projections indicate a surface intensified warming in the upper 400 m and a large expansion of the western Pacific Warm Pool, with most surface waters of the central and western equatorial Pacific reaching temperatures warmer than 29 °C by 2100. These changes are likely to alter the preferred habitat of tuna, based on present-day thermal tolerances, and in turn the distribution of spawning and foraging grounds. Large-scale shoaling of the mixed layer and increases in stratification are expected to impact nutrient provision to the biologically active layer, with flow-on trophic effects on the micronekton. Several oceanic currents are projected to change, including a strengthened upper equatorial undercurrent, which could modify the supply of bioavailable iron to the eastern Pacific.

Variations in the abundance and distribution of pelagic tuna populations have been associated with large-scale climate indices such as the Southern Oscillation Index in the Pacific Ocean and the North Atlantic Oscillation in the Atlantic Ocean. Similarly to the Pacific and Atlantic, variability in the distribution and catch rates of tuna species have also been observed in association with the Indian Ocean Dipole (IOD), a basin-scale pattern of sea surface and subsurface temperatures that affect climate in the Indian Ocean. The environmental processes associated with the IOD that drive variability in tuna populations, however, are largely unexplored. To better understand these processes, we investigated longline catch rates of yellowfin tuna and their distributions in the western Indian Ocean in relation to IOD events, sea surface water temperatures (SST) and estimates of net primary productivity (NPP). Catch per unit effort (CPUE) was observed to be negatively correlated to the IOD with a periodicity centred around 4 years. During positive IOD events, SSTs were relatively higher, NPP was lower, CPUE decreased and catch distributions were restricted to the northern and western margins of the western Indian Ocean. During negative IOD events, lower SSTs and higher NPP were associated with increasing CPUE, particularly in the Arabian Sea and seas surrounding Madagascar, and catches expanded into central regions of the western Indian Ocean. These findings provide preliminary insights into some of the key environmental features driving the distribution of yellowfin tuna in the western Indian Ocean and associated variability in fisheries catches.

We investigate the interactions between anthropogenic climate change, socioeconomic developments and tuna fishery management strategies. For this purpose, we use the APECOSM-E model to map the effects of climate change and commercial fishing on the distribution of skipjack tuna biomass in the three oceans, combined with a new bioeconomic module representing the rent or profit of skipjack fisheries. For forcing, we use Representative Concentration Pathway (RCP) 8.5, the highest emission scenario for greenhouse gas concentrations presented in the IPCC’s Fifth Assessment Report (AR5), and the IPCC Socioeconomic Shared Pathway (SSP) 3, which is characterized by low economic development and a strong increase in the world population. We first investigate the impact of climate change on regional skipjack abundance, catches and profits in three oceans (Atlantic, Indian and Pacific) in 2010, 2050 and 2095. We then study the effects of three management strategies (maximum sustainable yield or MSY, maximum economic yield or MEY, and zero rent or ZR) on the future distribution of fishing fleets between oceans and on global economic rent. Our model projections for 2050 and 2095 show an increase in global skipjack biomass compared to 2010 and major changes in its distribution, impacting local and regional fishing efforts. The Pacific Ocean will continue to dominate the skipjack market. In our modeling of management strategies, the currently predominant MSY strategy would have been unprofitable in 2010, due to a decreased catch per unit effort (CPUE). In the future, however, technological developments should increase fishing efficiency and make MSY profitable. In all the scenarios, a MEY strategy is more profitable than MSY but leads to the lowest catches and the highest prices. This raises ethical questions in a world where food security may become a top priority. In the scenarios where MSY generates an economic loss (e.g. 2010), a ZR strategy allows global stocks to be exploited at high but still profitable levels. Conversely, in the scenarios where MSY is profitable, (e.g. 2095) ZR leads to overfishing and smaller global catches. We conclude that the most appropriate management strategy at any time is likely to change as environmental and socioeconomic conditions evolve. The decision to follow one or other strategy is a complex one that must be regularly reviewed and updated.

This study examines the impact of atmospheric and oceanic conditions during May–August of 2004 and 2010 on the frequency and genesis location of tropical cyclones over the western North Pacific. Using the WRF model, four numerical experiments were carried out based on different atmospheric conditions and SST forcing. The numerical experiments indicated that changes in atmospheric and oceanic conditions greatly affect tropical cyclone activity, and the roles of atmospheric conditions are slightly greater than oceanic conditions. Specifically, the total number of tropical cyclones was found to be mostly affected by atmospheric conditions, while the distribution of tropical cyclone genesis locations was mainly related to oceanic conditions, especially the distribution of SST. In 2010, a warmer SST occurred west of 140°E, with a colder SST east of 140°E. On the one hand, the easterly flow was enhanced through the effect of the increase in the zonal SST gradient. The strengthened easterly flow led to an anomalous boundary layer divergence over the region to the east of 140°E, which suppressed the formation of tropical cyclones over this region. On the other hand, the colder SST over the region to the east of 140°E led to a colder low-level air temperature, which resulted in decreased CAPE and static instability energy. The decrease in thermodynamic energy restricted the generation of tropical cyclones over the same region.

Interactions between the tropical and subtropical northern Pacific at decadal time scales are examined using uncoupled oceanic and atmospheric simulations. An atmospheric model is forced with observed Pacific sea surface temperatures (SST) decadal anomalies, computed as the difference between the 2000–2009 and the 1990–1999 period. The resulting pattern has negative SST anomalies at the equator, with a global pattern reminiscent of the Pacific decadal oscillation. The tropical SST anomalies are responsible for driving a weakening of the Hadley cell and atmospheric meridional heat transport. The atmosphere is then shown to produce a significant response in the subtropics, with wind-stress-curl anomalies having the opposite sign from the climatological mean, consistent with a weakening of the oceanic subtropical gyre (STG). A global ocean model is then forced with the decadal anomalies from the atmospheric model. In the North Pacific, the shallow subtropical cell (STC) spins down and the meridional heat transport is reduced, resulting in positive tropical SST anomalies. The final tropical response is reached after the first 10 years of the experiment, consistent with the Rossby-wave adjustment time for both the STG and the STC. The STC provides the connection between subtropical wind stress anomalies and tropical SSTs. In fact, targeted simulations show the importance of off-equatorial wind stress anomalies in driving the oceanic response, whereas anomalous tropical winds have no role in the SST signal reversal. We further explore the connection between STG, STC and tropical SST with the help of an idealized model. We argue that, in our models, tropical SST decadal variability stems from the forcing of the Pacific subtropical gyre through the atmospheric response to ENSO. The resulting Ekman pumping anomaly alters the STC and oceanic heat transport, providing a negative feedback on the SST. We thus suggest that extratropical atmospheric responses to tropical forcing have feedbacks onto the ocean dynamics that lead to a time-delayed response of the tropical oceans, giving rise to a possible mechanism for multidecadal ocean-atmosphere coupled variability.

Observations show that the summer precipitation over East China often goes through decadal variations of opposite sign over North China and the Yangtze River valley (YRV), such as the “southern flood and northern drought” pattern that occurred during the late 1970s–1990s. In this study it is shown that a modulation of the Pacific Decadal Oscillation (PDO) on the summer precipitation pattern over East China during the last century is partly responsible for this characteristic precipitation pattern. During positive PDO phases, the warm winter sea surface temperatures (SSTs) in the eastern subtropical Pacific along the western coast of North American propagate to the tropics in the following summer due to weakened oceanic meridional circulation and the existence of a coupled wind–evaporation–SST feedback mechanism, resulting in a warming in the eastern tropical Pacific Ocean (5°N–20°N, 160°W–120°W) in summer. This in turn causes a zonal anomalous circulation over the subtropical–tropical Pacific Ocean that induces a strengthened western Pacific subtropical high (WPSH) and thus more moisture over the YRV region. The end result of these events is that the summer precipitation is increased over the YRV region while it is decreased over North China. The suggested mechanism is found both in the observations and in a 600-years fully coupled pre-industrial multi-century control simulations with Bergen Climate Model. The intensification of the WPSH due to the warming in the eastern tropical Pacific Ocean was also examined in idealized SSTA-forced AGCM experiments.

Heat content anomalies are analyzed to understand subsurface variability on both aparticular focus on the evolving basinwide patterns and oceanic connections between the extratropics and tropics. Various analyses indicate two distinct modes, one interannual and the other decadal, that involve the tropics and the North Pacific subtropical gyre, respectively. Interannual variability is associated with El Niño in the tropics, with a prominent “see-saw” pattern alternately on and off the equator, and in the east and west, respectively. The interannual cycle features a coherent propagation of subsurface signals around the tropical Pacific, eastward along the equator but westward off the equator at 10–15?°N. Decadal signals are dominant in the subtropics and midlatitudes but also have a tropical component that appears to be independent of interannual variations. An oceanic connection can be seen between subsurface anomalies in the midlatitudes, in the subtropics and tropics on decadal time scales. Subsurface thermal anomalies associated with midlatitude decadal variability can propagate through the subtropics into the tropics, which may modulate the intensity of interannual variability in the tropics. For example, in the middle and late 1970s, a significant warm temperature anomaly appeared to penetrate into the western and central tropics at depth, warming the tropical upper ocean and depressing the thermocline. During the development of El Niño, therefore, an extratropically preconditioned subsurface state (e.g., an enhanced positive heat content anomaly) in the western and central tropical Pacific would favor a warmer sea surface temperature anomaly in the eastern equatorial Pacific, potentially increasing the intensity of ocean-atmosphere coupling. These changes in the thermocline structure and possibly in the coupling strength can further alter the very character of tropical air-sea interactions. This may help to explain decadal variability of El Niño evolution in the tropical Pacific as observed in the 1980s. Our subsurface variability analysis presents observational evidence for the detailed space-time structure of decadal oceanic links between the extratropics and the tropics.

In this study, we examine the relationship between the number of tropical cyclones (TCs) in the western North Pacific and the tropical Pacific sea surface temperature (SST) during the main TC season (July–November) for the period of 1965–2006. Results show that there are periods when TC frequency and the tropical Pacific SST are well correlated and periods when the relationship breaks down. Therefore, decadal variation is readily apparent in the relationship between the TC frequency and the SST variations in the tropical Pacific. We further examine the oceanic and atmospheric states in the two periods (i.e., 1979–1989 vs. 1990–2000) when the marked contrast in the correlation between the TC frequency and the tropical Pacific SST is observed. Before 1990, the analysis indicates that oceanic conditions largely influenced anomalous TC frequency, whereas atmospheric conditions had little impact. After 1990, there the reverse appears to be the case, i.e., atmospheric conditions drive anomalous TC frequency and oceanic conditions are relatively unimportant. A role of atmosphere and ocean in relation to the TC development in the western North Pacific changes, which is consistent with the change of the correlations between the TC frequency and the tropical Pacific SST.

We present an analysis of the oceanic heat advection and its variability in the upper 500 m in the southeastern tropical Pacific (100W–75W, 25S–10S) as simulated by the global coupled model HiGEM, which has one of the highest resolutions currently used in long-term integrations. The simulated climatology represents a temperature advection field arising from transient small-scale (<450 km) features, with structures and transport that appear consistent with estimates based on available observational data for the mooring at 20S, 85W. The transient structures are very persistent (>4 months), and in specific locations they generate an important contribution to the local upper-ocean heat budget, characterised by scales of a few hundred kilometres, and periods of over a year. The contribution from such structures to the local, long-term oceanic heat budget however can be of either sign, or vanishing, depending on the location; and, although there appears some organisation in preferential areas of activity, the average over the entire region is small. While several different mechanisms may be responsible for the temperature advection by transients, we find that a significant, and possibly dominant, component is associated with vortices embedded in the large-scale, climatological salinity gradient associated with the fresh intrusion of mid-latitude intermediate water which penetrates north-westward beneath the tropical thermocline.

The East Australian Current (EAC) is the western boundary current of the south Pacific gyre transporting warm tropical waters to higher southern latitudes. Recent modelling shows that the partial separation of the EAC (~32°S) and the coupled formation of the Tasman Front (~34°S) are caused by a steep gradient in the zonally integrated wind stress curl. Analysis of oxygen isotope ratios (δ18O) in the planktonic foraminifer, Globigerinoides ruber, from sediment cores from the Coral Sea and Tasman Sea indicates that the EAC separation shifted northward to between 23 and 26°S during the last glacial. We suggest these results indicate a significant change in the Pacific wind stress curl during the glacial. Given recent evidence for El Niño-like conditions in the Pacific during the last glacial, with a reduction in the east–west sea surface temperature (SST) gradient, we suggest that weaker trade winds combined with more northerly, stronger westerlies were associated with a change to the wind stress curl, which repositioned the EAC separation and Tasman Front. In contrast, by ~11 ka BP, the EAC separation was forced south of 26°S. This southward shift was synchronous with a rapid warming of tropical SSTs, and the onset of a La Niña-like SST configuration across the tropical Pacific. It appears that the south Pacific trade winds strengthened accordingly, causing the EAC to readjust its flow. This readjustment of the EAC marks the onset of modern surface-ocean circulation in the southwest Pacific, but the present EAC transport was only achieved in the late Holocene, after 5 ka BP.

The teleconnections of the El Niño/Southern Oscillation (ENSO) in future climate projections are investigated using results of the coupled climate model ECHAM5/MPI-OM. For this, the IPCC SRES scenario A1B and a quadrupled CO2 simulation are considered. It is found that changes of the mean state in the tropical Pacific are likely to condition ENSO teleconnections in the Pacific North America (PNA) region and in the North Atlantic European (NAE) region. With increasing greenhouse gas emissions the changes of the mean states in the tropical and sub-tropical Pacific are El Niño-like in this particular model. Sea surface temperatures in the tropical Pacific are increased predominantly in its eastern part and redistribute the precipitation further eastward. The dynamical response of the atmosphere is such that the equatorial east–west (Walker) circulation and the eastern Pacific inverse Hadley circulation are decreased. Over the subtropical East Pacific and North Atlantic the 200 hPa westerly wind is substantially increased. Composite maps of different climate parameters for positive and negative ENSO events are used to reveal changes of the ENSO teleconnections. Mean sea level pressure and upper tropospheric zonal winds indicate an eastward shift of the well-known teleconnection patterns in the PNA region and an increasing North Atlantic oscillation (NAO) like response over the NAE region. Surface temperature and precipitation underline this effect, particularly over the North Pacific and the central North Atlantic. Moreover, in the NAE region the 200 hPa westerly wind is increasingly related to the stationary wave activity. Here the stationary waves appear NAO-like.

In order to examine the changes in Walker circulation over the recent decades, we analyzed the sea surface temperature (SST), deep convective activities, upper tropospheric moistening, sea level pressure (SLP), and effective wind in the boundary layer over the 30-year period of 1979–2008. The analysis showed that the eastern tropical Pacific has undergone cooling while the western Pacific has undergone warming over the past three decades, causing an increase in the east–west SST gradient. It is indicated that the tropical atmosphere should have responded to these SST changes; increased deep convective activities and associated upper tropospheric moistening over the western Pacific ascending region, increased SLP over the eastern Pacific descending region in contrast to decreased SLP over the western Pacific ascending region, and enhanced easterly wind in the boundary layer in response to the SLP change. These variations, recognized from different data sets, occur in tandem with each other, strongly supporting the intensified Walker circulation over the tropical Pacific Ocean. Since the SST trend was attributed to more frequent occurrences of central Pacific-type El Niño in recent decades, it is suggested that the decadal variation of El Niño caused the intensified Walker circulation over the past 30 years. An analysis of current climate models shows that model results deviate greatly from the observed intensified Walker circulation. The uncertainties in the current climate models may be due to the natural variability dominating the forced signal over the tropical Pacific during the last three decades in the twentieth century climate scenario runs by CMIP3 CGCMs.

Grey mullet (Mugil cephalus L.) is one of the most important commercial species of fish in the coastal fisheries of Taiwan. In this study, we analyzed the long-term (1967–2009) records of grey mullet catch per unit effort (CPUE) in the Taiwan Strait (TS) to investigate the influences of climatic indices on the annual catch of grey mullet at multiple timescales. A wavelet analysis revealed that variations in climatic indices, namely the Pacific Decadal Oscillation (PDO), the Oceanic Niño Index, and sea surface temperatures (SSTs) might have affected the abundance and migration behavior of grey mullet in the TS in winter. The CPUE of grey mullet showed significant high correspondence with the annual PDO index (R 2?=0.82, p?<0.01). The results suggested that the PDO affects the migration of grey mullet, but that increases in SSTs are a more important influence on the decreased catches of grey mullet after 1980. Mean SSTs increased 1.01 °C at the Chang-Yuen Rise in the TS from 1984 to 2009. The 20 °C isotherms in the TS in the winter also shifted from 23–24°N in 1958–1978 to north of 25°N after 1998. The fishing grounds of grey mullet also shifted to the north following changes in the 20 °C isotherm in the TS.

Interannual variability of the Indian summer monsoon rainfall has two dominant periodicities, one on the quasi-biennial (2–3 year) time scale corresponding to tropospheric biennial oscillation (TBO) and the other on low frequency (3–7 year) corresponding to El Niño Southern Oscillation (ENSO). In the present study, the spatial and temporal patterns of various atmospheric and oceanic parameters associated with the Indian summer monsoon on the above two periodicities were investigated using NCEP/NCAR reanalysis data sets for the period 1950–2005. Influences of Indian and Pacific Ocean SSTs on the monsoon season rainfall are different for both of the time scales. Seasonal evolution and movement of SST and Walker circulation are also different. SST and velocity potential anomalies are southeast propagating on the TBO scale, while they are stationary on the ENSO scale. Latent heat flux and relative humidity anomalies over the Indian Ocean and local Hadley circulation between the Indian monsoon region and adjacent oceans have interannual variability only on the TBO time scale. Local processes over the Indian Ocean determine the Indian Ocean SST in biennial periodicity, while the effect of equatorial east Pacific SST is significant in the ENSO periodicity. TBO scale variability is dependent on the local factors of the Indian Ocean and the Indian summer monsoon, while the ENSO scale processes are remotely controlled by the Pacific Ocean.

Several lines of evidence show that climatic variation and global warming can have a major effect on fisheries production and replenishment. To prevent overfishing and rebuild overfished stocks under changing and uncertain environmental conditions, new research partnerships between fisheries scientists and climate change experts are required. The International Workshop on Climate and Oceanic Fisheries held in Rarotonga, Cook Islands, 3–5 October 2011, brought representatives from these disciplines together to consider the effects of climate variability and change on oceanic fisheries, the tools and strategies required for identifying potential impacts on oceanic fisheries, and the priority adaptations for sustaining future harvests, especially in the Pacific Ocean. Recommendations made by the workshop included (1) development and implementation of sustainable management measures for fisheries; (2) long-term commitment to monitoring necessary to assess stock status and to conduct integrated ecosystem assessments; (3) process oriented research to evaluate the potential of marine species for adaptation to a changing ocean environment; (4) provision of improved national meteorological and hydrological services to fisheries agencies, enterprises and communities; (5) continuing communication of potential impacts and adaptation strategies to stakeholders to reduce the threats to oceanic fisheries and capitalise on opportunities; and (6) continued collaborative efforts between meteorological, oceanographic, biological and fisheries researchers and management agencies to better monitor and understand the impacts of short-term variability and longer-term change on oceanic fisheries.

Climate change presents an emerging challenge to the sustainable management of tuna fisheries, and robust information is essential to ensure future sustainability. Climate and harvest affect tuna stocks, populations of non-target, dependent species and the ecosystem. To provide relevant advice we need an improved understanding of oceanic ecosystems and better data to parameterise the models that forecast the impacts of climate change. Currently ocean-wide data collection in the Pacific Ocean is primarily restricted to oceanographic data. However, the fisheries observer programs that operate in the region offer an opportunity to collect the additional information on the mid and upper trophic levels of the ecosystem that is necessary to complement this physical data, including time-series of distribution, abundance, size, composition and biological information on target and non-target species and mid trophic level organisms. These observer programs are in their infancy, with limited temporal and spatial distribution but recent international and national policy decisions have been made to expand their coverage. We identify a number of actions to initiate this monitoring including: consolidating collaborations to ensure the use of best quality data; developing consistency between sub-regional observer programmes to ensure that they meet the objectives of ecosystem monitoring; interrogating of existing time series to determine the most appropriate spatial template for monitoring; and exploring existing ecosystem models to identify suitable indicators of ecosystem status and change. The information obtained should improve capacity to develop fisheries management policies that are resilient and can be adapted to climate change.

Decadal and bi-decadal climate responses to tropical strong volcanic eruptions (SVEs) are inspected in an ensemble simulation covering the last millennium based on the Max Planck Institute—Earth system model. An unprecedentedly large collection of pre-industrial SVEs (up to 45) producing a peak annual-average top-of-atmosphere radiative perturbation larger than ?1.5 Wm?2 is investigated by composite analysis. Post-eruption oceanic and atmospheric anomalies coherently describe a fluctuation in the coupled ocean–atmosphere system with an average length of 20–25 years. The study provides a new physically consistent theoretical framework to interpret decadal Northern Hemisphere (NH) regional winter climates variability during the last millennium. The fluctuation particularly involves interactions between the Atlantic meridional overturning circulation and the North Atlantic gyre circulation closely linked to the state of the winter North Atlantic Oscillation. It is characterized by major distinctive details. Among them, the most prominent are: (a) a strong signal amplification in the Arctic region which allows for a sustained strengthened teleconnection between the North Pacific and the North Atlantic during the first post-eruption decade and which entails important implications from oceanic heat transport and from post-eruption sea ice dynamics, and (b) an anomalous surface winter warming emerging over the Scandinavian/Western Russian region around 10–12 years after a major eruption. The simulated long-term climate response to SVEs depends, to some extent, on background conditions. Consequently, ensemble simulations spanning different phases of background multidecadal and longer climate variability are necessary to constrain the range of possible post-eruption decadal evolution of NH regional winter climates.
