城市自然灾害风险分析与评估关系到城市灾害预警、预案、灾害风险管理、城市防灾规划等诸多方面,是城市安全和人类安身的基础。该文从城市防灾规划的需要出发,首先,定义了基于防灾规划的城市自然灾害风险分析与评估的内涵,针对城市防灾规划的特点和自然灾害风险分析的评价目标,构建基于防灾规划的城市自然灾害评估模型与评估流程。其次,将风险分析过程分为致灾因子分析、暴露性分析、脆弱性分析3部分,并介绍了常用的评估方法。最后提出:服务于防灾规划的城市自然灾害风险研究,应搭建时空桥梁,强化自然灾害风险评估成果在城市防灾规划中的应用;着重将多灾种风险评估服务于综合规划,单灾种风险评估服务于专项规划;通过完善评估模型,合理运用GIS、RS等技术深化自然灾害风险分析评估在城市防灾规划中的应用。  相似文献

测度区域突发公共事件风险的综合特征及分区是当前乃至今后中国应急管理提高预判性与可操作性面临的重大课题。基于区域灾害系统理论和风险概念,集成可能性、危害性、脆弱性等风险要素,尝试构建了用于区域风险综合评估的PHV集成模型(Possibility, harmfulness, vulnerability integrated model),同时,依评价指标引导,构建“新闻+空间+统计”的多源数据接口,在公里网格尺度,测算了多灾种叠加的风险可能性、危害性、脆弱性和综合风险水平,并以内蒙古阿拉善盟为案例检验。结果显示:(1)模型以灾害事件发生概率做灾害事件综合的权重,将风险损失纳入危害性指数测算,识别风险易发地并纳入可能性指数测算,克服了以往研究权重设置不合理、灾害影响程度量化途径单一的“瓶颈”;(2) PHV模型和多源数据的方法,可以实现大尺度区域灾害数据缺失情况下的多灾种综合风险评估,具有一定的应用推广价值。  相似文献

基于RS和GIS的河西走廊风沙灾害风险评估   总被引:1,自引:1,他引:0  
河西走廊位于中国西北干旱、半干旱区,受到周边沙漠和戈壁的影响,风沙灾害问题比较严重。依据灾害系统理论,从致灾因子危险性、孕灾环境脆弱性和承灾体易损性3个方面构建区域灾害风险评估体系和评估模型,对河西走廊风沙灾害风险进行评估。结果表明:(1)高风险地区主要分布在河西走廊内部的沙漠区,如酒泉市、玉门市、金塔县、高台县、临泽县以及武威市的北部地区,约占总面积的10.8%;(2)较高风险的地区主要分布在敦煌市、阿克塞哈萨克族自治县和河西走廊的北部,约占总面积的56.5%;(3)低风险地区位于河西走廊的东南部,该区在祁连山的天然屏障下,植被盖度高,雨水丰富;(4)作为风沙灾害的主体和对象,河西走廊的社会经济因素对风沙灾害风险的贡献率较低。而作为风沙灾害的物质基础和动力条件,沙源和风速仍是河西走廊风沙灾害风险的主要诱因;(5)经济发达城市在风沙灾害中具有更高的易损性,应该对城市邻近沙源进行重点防治。  相似文献

利用VSD(Vulnerability scoping diagram)评估框架,改进了针对县域尺度的脆弱性评估方法和技术;以黄土高原半干旱地区的榆林市为例,对VSD框架和SERV(Spatially Explicit Resilience-Vulnerability)模型进行整合,将系统脆弱性分解为暴露、敏感性、适应能力3个维度。应用SERV模型筛选脆弱性指标,在充分理解区域地理背景和暴露风险源的基础上,构建了符合当地生态环境特征的指标体系,运用RS与GIS空间技术,定量测度了榆林市2000-2011年社会—生态系统脆弱性空间分异特征及演化趋势,探讨了脆弱性时空演化内在原因。结果显示:榆林市社会—生态系统脆弱性呈现“西北东南高,长城沿线低”的空间格局,2000-2011年间系统脆弱性程度明显降低,系统发展趋势好转,但系统脆弱性与暴露风险空间差异显著;其中,暴露风险因子是系统脆弱性演化的关键因素,区域脆弱性与暴露风险空间异质受社会敏感性和经济适应能力等因子影响。最后,采用OWA多准则算法,基于决策者不确定性偏好,模拟了不同决策风险设置下区域脆弱性未来情景,并基于决策者理性风险区间,预测了不同发展导向下区域系统脆弱性差异,为研究区可持续性评估和降低脆弱性的风险预警机制建设提供决策参考。  相似文献

以2008年9月20日上海市浦东、南汇等地区发生的暴雨内涝灾害为例,选取受灾最为严重的川沙镇临园社区作为研究区,从致灾因子评估、脆弱性评估和暴露分析3方面建立了城市社区暴雨内涝的综合灾害风险评估模型.结合遥感影像、实地调查以及各种基础资料数据与GIS技术,对社区暴雨内涝灾害进行情景分析和灾害风险评估,以年均暴雨内涝损失表示研究区的暴雨内涝风险,该研究为城市社区灾害风险规划与管理提供决策依据.  相似文献

对城市灾害社会脆弱性研究的热点问题及趋向进行了深入的梳理和总结。研究发现,现阶段社会脆弱性研究已经成为城市灾害脆弱性的重要研究范式,但学者们在城市灾害社会脆弱性综合维度的界定、脆弱性评估方法构建、社会脆弱性与灾害种类相关性判读以及研究尺度选取等方面存在明显的争议。对这些争议进行了深入探讨,并对未来城市灾害社会脆弱性研究进行了展望,以期为中国城市防灾减灾工作提供科学参考。  相似文献

文章探讨了城市泥石流灾害损失评估的系统方法,该方法包括了泥石流堆积泛滥区危险区划、城市土地覆盖类型遥感解译、损失评估模型构建和价值核算4个主要内容。以美国高分辨率的"快鸟"卫星影象为数据源完成了研究区的土地覆盖类型遥感解译,根据泥石流危险程度和土地覆盖类型特征,构建了城市泥石流灾害的损失评估模型。最后,应用GIS提供的分析工具完成了研究区不同土地覆盖类型的泥石流灾害损失计算和评价。  相似文献

开展产业网络灾害经济损失评估研究,是理解产业网络脆弱性和潜在风险,科学指导灾前风险防范及灾后恢复重建决策的关键环节。本文从产业网络中灾害扩散的角度,对其造成的经济损失类型及研究进展进行了系统梳理。结果表明,产业物理损失方面,主要通过建立灾害强度参数与厂房建筑、生产设备及存货等物理损失程度间的脆弱性曲线进行评估。受灾产业中断损失方面,应关注其组合投入要素物理受损情景下的生产能力损失程度(PCLR)。产业网络灾害波及损失方面,主要存在微观“企业供应链网络”和宏观“产业链网络”二种研究尺度。其中,前者以微观企业个体为基本粒度,利用复杂网络分析方法,模拟灾害依托企业供应关系扩散的空间过程及其造成的供应链中断损失;后者以聚合的产业部门或区域为基本粒度,利用投入产出(IO)、可计算一般均衡(CGE)等宏观经济计量模型,模拟灾害在产业部门或区域间的扩散过程及其造成的宏观区域经济损失。最后,从情景分析的视角,构建包括灾害事件场景、产业网络暴露、节点物理损失和中断损失、供应链网络中断损失、宏观产出损失于一体的多过程、多尺度经济损失集成评估体系,以综合模拟灾害损失在产业网络中的放大效应。  相似文献

随着全球气候变化和城市热岛效应增强,近年来城市高温热浪灾害在世界各地频繁发生,给城市居民健康和社会经济带来了极大的负面影响。目前,国内已有的高温热浪灾害研究大多关注热浪强度、发生频率、持续时间等灾害特征,以城市居民健康作为承灾体的城市高温热浪灾害脆弱性研究尚不多见,相关的评价框架和方法亟待梳理和完善。本文从高温热浪灾害脆弱性的研究主题、脆弱性框架和定量化方法三个方面系统梳理了高温热浪灾害脆弱性国内外研究进展;在广义脆弱性概念框架的基础上完善了基于"暴露—敏感—适应能力"的高温热浪灾害脆弱性评价概念框架,并梳理了相应的指标体系;强调通过自然环境、社会经济、居民感知等多角度的定性、定量数据综合表征城市居民高温热浪灾害脆弱性,以期为高温热浪灾害脆弱性评价提供理论与方法支持,并为规避高温热浪灾害风险、响应高温热浪紧急事件及适应气候变化等提供科学指引。  相似文献

脆弱性是自然灾害风险研究的热点,风暴潮灾害脆弱性与风暴潮自然过程强度以及沿海社会经济、人口、自然环境等因素相关。本文从风暴潮灾害脆弱性定义出发,对国内外风暴潮灾害社会脆弱性和物理脆弱性进行了回顾,重点对人口、海堤、房屋等风暴潮灾害典型承灾体物理脆弱性研究进展进行了论述,分析了风暴潮灾害脆弱性评价中存在的不确定性,探讨了风暴潮灾害脆弱性在灾害损失评估、保险及再保险、防灾减灾决策支持等领域的应用,对未来风暴潮灾害脆弱性研究提出了以下展望:①开发符合中国沿海区域风暴潮灾害特征和承灾体分布的定量化、精细化脆弱性曲线,拓展风暴潮脆弱性评价结果在保险理赔、灾害损失评估等领域应用;②气候变化背景下中国沿海面临风暴潮巨灾风险,迫切需要建立科学的基于灾害实地踏勘以及物模实验、数值模拟相结合的风暴潮灾害典型承灾体脆弱性评估方法模型。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
