After briefly discussing the problems involved in generating rural economic development in poor countries, the Rehovot Approach to rural planning and implementation is assessed. This approach, first developed in Israel, has subsequently been refined to apply to the myriad problems of rural areas in the diversity of countries that comprise the developing world. After discussing the basic rules in the development strategy, the need for simultaneous planning of multipurpose activities is stressed. Throughout, great emphasis is placed on integrated rural management strategies; ensuring that agricultural changes are paralleled by the development of secondary and tertiary sector activities and of appropriate social and administrative institutions. The role of ‘bottom-up’ planning systems is highlighted, as is the importance of creating organizations capable of plan implementation. This holistic approach to planning is illustrated by actual case examples.  相似文献

中国近年实施最严格水资源管理制度、全面推行河长制等一系列政策,不断探索完善水资源综合管理的体制和机制。为加强对水资源综合管理的认识,推动中国水资源综合管理的实施,结合国际社会对水资源综合管理认识和实践新成果,主要梳理总结水资源综合管理理念的形成过程、主要组成、实施状况、存在问题和发展趋势。结果显示:(1)随着对传统水资源管理存在分散化等问题的认识,水资源综合管理的理念逐渐形成,并已被国际社会所接受;(2)水资源综合管理实施"综合"途径管理水资源,强调通过完善实施的环境条件、机构框架、具体管理手段和稳健的水基础设施投资机制,实现用水效率、社会公平、环境可持续的均衡;(3)许多国家已把综合管理的理念和措施纳入到其水资源管理政策和体制框架设计中,并在水管理的实践过程中取得新进展;(4)国际上水资源综合管理理念和经验为进一步完善中国水资源管理提供了启示和借鉴;(5)未来水资源综合管理将进一步得到推广实施,从理念到解决具体水问题的实践过程将进一步加强,并呈现多样性和动态性特征。尽管面临由于气候变化影响和水与社会经济交互作用导致的不确定性、复杂性等问题的挑战,随着水资源综合管理的实践和水科学研究进步,水资源管理将进一步采用整体、多学科和可持续的途径,助力可持续发展目标的实现。  相似文献

Local Agenda 21 (LA21) is widely regarded as a key tool for implementing sustainability policies since local authorities are closer to ordinary people and some local managers and politicians have the ability to adapt organisations to new managerial atmospheres and social demands. However, local governments tend to lack the right economic, human and knowledge resources. Consequently, in the search for local sustainable development, networking and collaborative approaches to LA21 can help local authorities save resources and share knowledge and best practices. Although both research and politicians have tended to focus on LA21, we believe Regional Agenda 21 (RA21) needs to be emphasised as a complementary tool. This paper examines successful innovative practices in the Basque Autonomous Community (BAC) over a 4-year period, with a view to shedding light on the theoretical literature and to aiding regional and local authorities. Although research on policy networks has produced useful results, we are still some way from a plausible, consensus-based theory of policy networks. Based on experience in the BAC, the present article offers an integrated approach to understanding the antecedents and consequences of a regional knowledge-driven network for LA21 promotion. Although LA21 implementation has been studied before, evidence about networking at regional level is scarce. Other regions in developing countries could use this approach to achieve successful policy networks.  相似文献

Environmental education in business school context has a significant effect on the way companies view environmental problems. Business schools train the future decision makers who can, with their own attitudes and practical actions, influence the contribution of business to the process of ecologically sustainable development. However, several studies show that no systematic thinking has been undertaken within business education as to what the educational prerequisites of the process of ecologically sustainable development are. In this article, I will firstly analyze by means of environmental education how business polytechnics in Finland have taken into consideration ecologically sustainable development. Secondly, I will raise the starting points for the development of the implementation of environmental education as part of the business schools▪ educational plans. Integrating environmental education into the vocational courses is identified as being one of the most effective ways of increasing the effectiveness of environmental education. Thirdly, the emphasis is on identification of barriers of integrating environmental education into the educational plans of business polytechnics. Theoretically, the article is attached to the objectives and learning concepts of environmental education and to educational planning theory in general. The empirical data are based on interviews I conducted 1999–2000 in all Finnish polytechnics offering business education. My article increases theoretical and practical understanding of how environmental education should be implemented in business education and how the current situation could be developed. The development of renewable energy sources is of prime interest to many countries seeking to pursue greenhouse gas emission reduction obligations. The increased use of renewables offers the possibility of not only contributing to emission reduction, but at the same time improving energy supply diversity and security, and developing employment and business in related supply industries. Two main mechanisms are in common use, one a quota (quantity) instrument often associated with tradable certificates, and the other a prescribed pricing mechanism. This paper considers the renewable energy development strategies of three countries (the UK, Australia, and New Zealand) all using a variant of the quota/certificate approach as the central instrument in their programs. The regulatory frameworks defining the application of the certificate systems differ notably, and the likely differing outcomes suggest that these regulatory settings may be at least as important as the selection of the basic policy instrument, in determining the overall success of programs of this nature.  相似文献

More than a strategy for environmental conservation, protected area paradigm has represented a specific conception of nature–society relationship. Originated in a context of capitalist consolidation, rapid urbanisation and frontier development in the US, this paradigm has given rise to a ‘politically viable rationale' in which utilitarian use of natural resources by tourism development would ensure nature preservation. This political rationality has deeply influenced environmental policies in developing countries, fostering a paradoxical model in the history of nature preservation. It also has brought into play diverse interests that have shifted patterns of local nature–society interaction, configuring a complex politicised environment. Established in ‘isolated' regions, protected areas have been implemented often by top–down approaches, disrupting resident peoples' livelihoods strategies through conflicts over the control of natural resources. Understanding the implications of development and conservation policies on resident peoples' livelihoods may represent a starting point for an integrated developmental conservation policy towards the promotion of sustainable livelihoods in environmentally sensitive regions in developing countries. These issues are analysed in the region of the Lençois Maranhenses National Park in Brazil. This paper argues that the context facing the region reveals a standardised conservationist paradigm marked by the absence of wider ecological criteria informing nature protection and a disregard for the strengthening of sustainability in existent socio-economic dynamics. The regional development and conservation policies have not only promoted tensions between resident peoples' livelihoods and the protected area paradigm, but also reinforced the legitimisation of social exclusion and environmental disruption under the prevalent rhetoric of nature protection and tourism development.  相似文献

In the last four years, carbon-intensive, coal-dependent South Africa has become one of the leading global destinations for renewable energy investment. This investment can be attributed to the unprecedented take off of the country’s Renewable Energy Independent Power Producers’ Programme (RE IPPPP), a bidding process for the procurement of privately generated, utility scale renewable energy, launched in August 2011. Asserting that energy must be studied within the broader economic, political and social forces in which it is embedded, I explore the fundamental role that different modes of finance have played in shaping South Africa’s emerging renewable energy sector within the context of the country’s unique system of accumulation characterised by its minerals-energy complex (MEC) (Fine and Rustomjee, 1996). I focus on finance and financialisation as growing features within the MEC. I further examine the tension or incompatibility between commercial demands for ‘bankability’, short-term shareholder value and impatient finance and RE IPPPP’s unique requirements for community ownership of projects and the realisation of economic development criteria. I find that a reconfiguration of long-standing MEC actors, particularly in the realms of finance is taking place as they merge with new sources of foreign capital.  相似文献

Iran is facing large challenges in the area of energy policy. In order to illuminate these challenges and the problems and possibilities, which are present, firstly, the current energy consumption patterns have been analyzed in Iran as well as the energy policy of the Iranian government. Based on this analysis, the alternative concepts have been then formulated for Iran’s future energy. The increase in energy usage in Iran is distinctly out of proportion with the development of economic productivity. Negative structural characteristics of this system are: first, an above average energy intensity; second, an increase in energy consumption in the traffic sector; third, a high growth rate in usage of electric energy; and lastly, an above-average amount of stress to the environment. Traditionally, Iran’s energy policy has focused on satisfying the growing demand for energy by oil and, in the last fifteen years, by successively expanding natural gas. However, the further development of the natural gas supply only makes sense within the context of a holistic energy policy, which takes into account the principles of sustainable development. In the short term, such a policy would take advantage of both considerable energy saving techniques, as well as potential renewable energy sources. In the long term, such a policy would strive for the complete transfer to renewable energy sources and technology.  相似文献

简要介绍了千年生态系统评估(MA)项目编写的《生态系统与人类福祉:工商业面临的机遇和挑战》的核心内容。报告表明:① 工商业与生态系统之间存在着复杂的相互作用,一方面,工商业需要依赖生态系统服务的可持续供给才能得以长期运营,另一方面,工商业的各种活动也会导致生态系统及其服务发生变化;② 在1950—2000年的50年里,全球生态系统已经发生了许多不利于工商业长期持续发展的巨大变化,而且在未来50年内仍会发生一些与工商业密切相关的重要变化;③ 生态系统及其服务的巨大变化已经引起了管理部门的高度重视,今后工商业的发展必然会受到生态系统管理方面的重要影响;④ 工商业的发展要想长期立于不败之地,必须正确、全面地认识生态系统及其服务发生的重大变化,以及它们对业界带来的机遇和挑战,同时对自身的发展战略相应地做出调整。

Hydrogen combined with fuel cell (FC) technology has been widely discussed as a long-term fuel option to address environmental and energy security concerns. Iran, despite outlining a long-term plan to develop its renewable energies’ (REs) infrastructures, is faced with difficulties in deploying fuel cell hydrogen (FCH). These obstacles—led by lack of adequate funding—have caused a slowdown in the government-driven initiatives in recent years, thus resulting in projects delays and suspensions. This paper focuses on current status of Iran’s FCH within and among leading and neighboring countries. Barriers and challenges of the three main actors (government, university, and industry) on Iran’s FCH development are analyzed and then supported with a policy perspective. It is shown that the government obligations play a significant role to overcome these obstacles and also act as the main driving force to perform the required actions. The paper also proposes strategic measures in a short-, medium-, and long-term framework to promote the technology in Iran in hopes of a clear national policy and a proper vision. It is shown that the responsibility for the short- and medium-term actions lies predominantly upon the government while it will be fully devolved to the private sector in the long term.  相似文献

Iran has been seeking to develop fully functional waste management strategies to address the problem of its rapidly growing cities. This requires proper evaluation to determine the most appropriate strategies to meet the goals of sustainable waste management. Environmental Impact Assessment is capable of contributing towards this goal. However, such assessments tend to involve a qualitative approach in the evaluation of the sustainability or unsustainability of potential options. Therefore, a suitable quantitative approach to evaluate sustainability/unsustainability is necessary. The paper applies a mathematical model to evaluate the sustainability of unmitigated options for a municipal solid waste disposal site in Tabriz, Iran. This was based upon rapid impact assessment matrix evaluation of the options. The model’s application determines whether the options are sustainable or unsustainable. The model application results indicate that all of the options were considered as unsustainable in an unmitigated state. The results for Tabriz were then compared and contrasted with results obtained by the authors for another MSW disposal site near Tehran. Based on this, there are questions as to the potential value of current waste management strategies. The paper concludes by stating that economic costs are the largest single barrier to achieving sustainable waste management. Furthermore, it is important to develop solutions which disposes and manages waste in a manner conducive to the long-term sustainability of the environment–human relationship.  相似文献

During the last decades, growth of urbanization and industrialization led to an increase in solid waste generation. Landfilling is the most prevalent ultimate disposal method for the municipal solid wastes in developing countries. The rapid municipal solid waste generation in Markazi province (central part of Iran) causes the need for precision in finding a suitable landfill site selection. In the present study, 12 factors (environmental and socioeconomic factors) have been applied to select the landfill site in Markazi province, Iran. The different methods including the analytic network process (ANP) combined with fuzzy linguistic quantifier, ordered weighted average (OWA), and weighted linear combination (WLC) approach in geographic information system was applied to find an appropriate landfill site. The OWA operator function permits the evaluation of the wide spectrum of consequences (with different scenario) obtained from different management strategies. Results revealed that integration of fuzzy logic, ANP, and OWA provides flexible and better ideas compared to the Boolean logic and WLC to select a suitable landfill site.  相似文献

A preliminary systematic framework for considering the scientific bottlenecks to the development of natural resources is presented, as a basis for discussion and refinement. In giving particular attention to problems of resource use in developing countries, two main types of scientific bottlenecks are recognized. One concerns the quality and quantity of information on natural resources, and the use that is made of that information. The second relates to the quality and quantity of local manpower in the ecological and related sciences that is available to developing countries, and to the conditions that affect the promotion and stability of scientific endeavor in these countries.Action strategies for combatting these bottlenecks are proposed. These strategies emphasize the need to improve the scientific basis for the predictable use of natural resources, to facilitate multi-directional links of scientific cooperation between countries, and to help develop national self-reliance in research and management activities. They stress such principles of action as the promotion of a problem-oriented, interdisciplinary approach within specific geographic units, and the combination of research, training and demonstration within particular field activities. These features of suggested research run counter neither to scientific method nor to the freedom of scientific endeavor. They do, however, entail a change in the way that much research is conceived and organized. More particularly, they entail the incorporation of additional dimensions in the overall research effort, including that of a perception approach to problems.The views expressed in this article are the authors', and not necessarily those of Unesco.  相似文献

We develop the outlines of a new approach to study the role of nonhumans in constituting ‘implementation’ and calculative–discursive practices in development projects and programs. Developing a framework around the concept of friction (material resistance or recalcitrance encountered in processes of transformation), we analyze an Energy Self-sufficient Village program in Indonesia. Focusing on specific projects and episodes within this program, we identify multiple distinctive instances of friction. These were driven by nonhumans’ (and humans’) resistance, as remolding of development beneficiaries’ practices was attempted by project administrators, government officials, entrepreneurs and by the (scientific) calculations embedded in their policies, strategies and models. In concluding, we distill four ways in which nonhumans relationally shape development practices: (a) by resisting representations and calculations produced by human actors, (b) by re-directing planned/expected courses of action, (c) through biophysical change to their weight or textures as they move in space and time, and (d) by mediating competition for resources. Overall, nonhumans play a central role in making and unmaking asymmetric relations of power in practice and by constituting practices that diverge from prior expectations, problematize linear understandings of ‘policy implementation’. Their material and discursive agency is multiple, manifesting differently in different relational settings, which highlights the importance of broadening the range of spokespersons who speak on behalf of nonhumans and whose voices can be considered reliable and true. Our study thus provides support to calls for pluralizing and democratizing development ‘expertise’ beyond the usual suspects in science, government and civil society.  相似文献

Within one decade a fundamental choice will have to be made: Should the energy system follow the historical trends of risky and unsustainable energy use patterns? Or should it take the course towards sustainable development and climate protection, giving top priority to energy efficiency and to a broad mix of renewable energies? Both roads are technically feasible. “Back-casting”-scenarios could help to answer the question, what technological options are available for climate protection and how societal goals can be achieved in a cost-effective way. Lessons learned from world energy scenarios and possible implementation options will be discussed. A case study of the German Parliament’s Enquete Commission on Sustainable Energy Systems will be taken as illustration. The analysis shows that sustainable energy systems can be financed and that economic growth can be decoupled from absolute levels of non-renewable energy consumption by stepping up energy productivity.  相似文献

The current paper is an attempt to find a sustainable fuel strategy for passenger cars in Iran. Currently, most of Iran’s passenger cars consume gasoline, a non-renewable fossil fuel. This fuel has well-known environmental impacts, including various kinds of pollutions, as well as the threat of quick running out. These general negative characteristics of gasoline are amplified by the high consumption rate of Iran’s transportation sector, (e.g. about three times more than that of UK). The objective of this paper is firstly selecting possible alternative fuels for Iran’s transportation sector, and then proposing the percent of cars consuming these alternative fuels (along with gasoline). The best strategies are proposed based on environmental and economic considerations, and hence are more sustainable decisions comparing with the other strategies. The best strategies are found using partial order theory and Hasse diagram technique, which is a multi-criteria decision analysis (MCDA) tool.  相似文献

This paper aims to examine major regional innovation strategies for regional development in the knowledge-based economy in Korea. Innovation policy and Regional Innovation Systems (RIS) are becoming important issues in Korea in both national and regional perspectives. These issues have been evolving since the mid 1990s, especially since the financial crisis of 1997 in Korea. Five major policy issues for promoting innovation and regional competitiveness are examined in this paper. The major policy issues are: promoting region-specific clustering; building habitats for innovation and entrepreneurship; collective learning processes and innovation networks; building a stock of social capital; and promoting local and global networks. Several strategies are suggested for each of these policy issues. These major policy issues and related strategies for regional innovation and competitiveness can be regarded as common issues required for the successful development of RIS. Taking these basic policy issues into account, each region can develop their own region-specific RIS, with appropriate consideration of distinctive regional characteristics such as the level of development, industrial specialization, local labor market, local business climate, local financial system, etc.  相似文献

This paper presents a new optimization model to help cities in seismically active developing countries decide (1) How much to spend on pre-earthquake mitigation versus waiting until after an event and paying for reconstruction or simply not rebuilding damaged buildings? (2) Which buildings to mitigate and how? and (3) Which buildings to reconstruct and how? It extends previously developed optimization models to consider the particular issues that arise in such countries. First, the model allows for the possibility that some damaged buildings will not be reconstructed immediately and keeps track of any lost building inventory. Second, buildings can be mitigated to, or when damaged, reconstructed to, any appropriate structural type and seismic design level. Finally, the model objectives include minimizing the chance of an extremely high death toll in any one earthquake and minimizing the average annual death toll across earthquakes. The model is illustrated through a case study analysis for Tehran, Iran.  相似文献
