This study presents an environmental oil spill sensitivity map of Cardoso Island State Park, located in São Paulo state, Brazil, including some of its surrounding areas. This map was designed following the procedures determined by the Brazilian Federal Environment Organ (Ministry of the Environment), which separates coastal habitats in different littoral sensitivity indexes (LSI) to oil spills. We have also analysed some seasonal variations in morphologic and textural parameters at the local marine beaches that could affect their sensitivity, having found that they are more sensitive during summer due to a wider foreshore zone during these periods. Local most sensitive habitats are estuarine mangroves (LSI 10) and estuarine mud banks (LSI 9). Marine beaches were ranked LSI 3, and littoral rocky shores were subdivided in exposed flat rocky shores (LSI 1), boulder rocky shores (LSI 6) and sheltered rocky shores (LSI 8). Due to the elevated sensitivity of an estuarine system in the area, we considered necessary the installation of an Environmental Emergency Centre and the design of an emergency plan for the region in case of an accident resulting in oil spills within its vicinities. 相似文献

基于MIKE21模型系统对滨海近岸海洋动力环境进行模拟分析,并根据实测水文数据对模型进行可靠性验证。采用MIKE 21/3 SA溢油分析模块搭建溢油风险数值模型,综合滨海近岸的特殊生态环境分布概况,在溢油高发区组合了8种特定的溢油情景,对近岸主要环境敏感目标在72小时内的受污染情况进行预测分析。结果显示,溢油污染对盐城珍禽保护区、岸线、重要经济鱼类"三场一通道"、海水养殖区以及海域旅游区均存在一定的影响,其中珍禽保护区和岸线受影响最大,"三场一通道"次之,海水养殖区和旅游区最小。滨海珍禽保护区北区和南区最早受影响的时间分别为第16、30h;沿海岸线、"三场一通道"、海水养殖区及海域旅游区最早受影响的时间分别为第20、35、18、28h。 相似文献

海域溢油环境敏感性评价工作是溢油应急规划的基础,有利于溢油事故的应急处理。本文对海岸线的溢油环境敏感型的主要评价方法和选取的评价指标进行了总结;在溢油环境敏感性评价中采用的方法主要包含指数法、层次分析法、德尔菲法、模糊综合评价法等;在研究中,各类方法具有不同特点,多为各种方法同时使用。目前,国内外研究中选取的各类指标可总结归为物理指标、生物指标、社会-经济指标三大类,并且针对部分指标选取的理论依据进行了论述。探讨了较为系统化的评价指标体系的构建。综述了海岸线溢油环境敏感性评价的国内外的主要研究进展。最后指出当前溢油环境敏感性评价中存在的不足,如评价体系系统性差、评价指标科学性低及评价过程主观性强等,而加强学科交叉的同时对目前研究中不足深入研究将是后续的研究重点。 相似文献

The Prestige oil spill may be considered as one of the worst in last years, because of the amount spilled (59,000 tons at the moment) and the wide zone affected: almost all the coastline in Galicia (Spanish region with a very important coastal fishing activity) and some points in the North Spain and in the Southwest France. In this paper, we estimate the short-term economic damages from the Prestige oil spills in the Galician coastal fishing and aquaculture sectors by great areas. In many coastal regions, oil spills can be considered as one of the most important and certainly the most noticeable forms of marine pollution. Efficient contingency management responding to oil spills on waters, which aims at minimizing pollution effects on coastal resources, turns out to be critically important. Such a decision making highly depends on the importance attributed to different coastal economic and ecological resources. Economic uses can, in principal, be addressed by standard measures such as value added. However, there is a missing of market in the real world for natural goods. Coastal resources such as waters and beach cannot be directly measured in money terms, which increases the risk of being neglected in a decision making process. This paper evaluates these natural goods of coastal environment in a hypothetical market by employing stated choice experiments. Oil spill management practice in German North Sea is used as an example. Results from a pilot survey show that during a combat process, beach and eider ducks are of key concerns for households. An environmental friendly combat option has to be a minor cost for households. Moreover, households with less children, higher monthly income and a membership of environmental organization are more likely to state that they are willing to pay for combat option to prevent coastal resources from an oil pollution. Despite that choice experiments require knowledge of designing questionnaire and statistical skills to deal with discrete choices and conducting a survey is time consumed, the results have important implications for oil spill contingency management. Overall, such a stated preference method can offer useful information for decision makers to consider coastal resources into a decision making process and can further contribute to finding a cost-effective oil preventive measure, also has a wide application potential in the field of Integrated Coastal Zone Management (ICZM). 相似文献

海岸人工地貌建设是沿海国家开发利用海岸带资源的重要方式,海岸人工岸线的形成改变了自然岸线的格局,并影响着岸线的自然演替规律。基于1990,2000和2010年3期TM遥感影像,提取不同时相的浙江省大陆海岸线信息,对浙江大陆海岸线类型构成及人工岸线建设对岸线格局的影响进行了分析。结果表明:(1)受人类开发活动的影响,近20 a来浙江大陆海岸格局以人工岸线不断增长为特征;(2)不同岸段的人工岸线增长速度有明显差异,以杭州湾、三门湾及台州湾沿岸岸线变化最为显著;(3)20 a间,浙江大陆岸线整体向海推进趋势明显,仅少数岸线发生了海岸蚀退;(4)人工岸线的建设通过对自然岸线的截弯取直,缩短了自然岸线的长度,降低了自然岸线的曲折度,却使浙江省大陆海岸线的多样性指数不断增加。 相似文献

海岸带化工园区化学品泄漏的环境风险问题已经成为威胁我国海洋生态资源的重要因素之一。对海上化学品泄漏的生态环境风险损失进行先期评估,并将价值评估信息纳入到海洋环境管理中,可为海岸带开发以及海岸带管理经济刺激手段的制定提供决策依据。本文选择厦门市海沧化工园区为典型案例区,进行海岸带化工园区化学品泄漏事故的风险生态效应识别与影响预测,评估环境风险的生态损害价值,从而为基于环境风险分析的海洋生态资源生态补偿的研究与实践提供借鉴。 相似文献

以2014–2015年海洋调查数据为基础,Arc GIS软件为平台,通过选取致灾因子危险性、承灾体脆弱性相关影响因子,基于灾害理论和层次分析法构建了辽东湾近岸海域油污染生态风险评价指标体系、评价模型及评价标准,将致灾因子危险性等级和承灾体脆弱性等级进行叠加,从而实现对研究海域油污染生态风险进行综合评价,并对该海域溢油风险可能导致的环境影响进行了系统分析、诊断和综合评价。结果表明:辽东湾近岸海域风险处于较高风险,应加强对环境敏感区域的保护,并完善环境监测体系。本文同时为重要湿地生态敏感区合理配置溢油应急资源和实施风险决策提供技术支撑,也为目前事故后的危机管理到预防性风险管理的转变提供理论依据。 相似文献

通过遥感和GIS技术获取1973—2018年的Landsat TM/OLI遥感影像为数据源,结合地理背景资料,分析45 a来珠江三角洲地区海岸线时空演变情况。结果表明:珠江三角洲地区海岸线变迁显著,大量的淤泥质岸线转变为城镇工业岸线和港口岸线,珠江三角洲地区岸线人工化指数不断上升,岸线类型朝向多元化方向发展,岸线总长度和分形维数不断增加,港口建设、滨海工业区、围垦填海等是岸线长度和分形维数增加的主要因素;海岸线演变呈现明显的区域特征,变化较大区域主要集中在深圳大鹏湾、广州南沙和珠海斗门;从岸线开发利用主体结构上看,各大岸区都出现了不同类型的变化趋势,城镇工业岸线与港口岸线取代自然岸线成为各区海岸线的主体类型;各地区开发利用强度不断上升,其中深圳市开发强度增速最快,社会活动和区位政策是引起岸线演变的主要驱动因素。 相似文献

海岸线对沿海地区生态环境、潮间带的滩涂资源量以及湿地生态系统等都具有重要的影响。基于遥感与GIS技术,提取并矢量化了山东省威海地区1988、1994、1999、2007、2014年和2017年6个时期的海岸线,对其30 a来的时空变化及其驱动力进行了研究。结果表明:威海市海岸线的变化主要体现在不同岸线类型长度所占比例的改变;在总长度上,威海市海岸线呈现出持续增长的趋势,30 a间增加了74. 7 km,增长速率为2. 49 km/a;在岸线类型方面,该地区以人工岸线为主,其中养殖围堤的比重最大,占岸线总长度的39. 4%。研究认为,威海市海岸线的变化主要受人为因素的影响,这些因素会引起海岸带多种资源和生态过程的改变,会直接影响沿海人们的生存和发展。 相似文献

Along with the rapid advance in global industrialization, oil spill events caused by offshore operations, trans- portation and accidents are increasing. Compared with ship surveys, monitoring oil spills through remote sensing has real-time, comprehensive, low-cost advantages, which can effectively guide cleaning and evalu- ation, and reduce the marine ecological destruction resulting from oil spills. Therefore, studying the remote sensing mechanism used to monitor marine oil spills is of great significance for ecological environmen- tal protection. This paper describes an experiment and corresponding analysis based on the above-water method, using the East China Sea coastal turbid water. The analysis shows that "upward short-wave" in ultraviolet and blue-purple bands and its displacement, along with the changing thickness, are important characteristics for distinguishing between the oil slick and the sea water, and also to differentiate oil slicks of different thicknesses. From blue to near-infrared bands, the spectrum of lube oil is flatter than that of diesel, and the diesel spectrum rises faster than the lube spectrum on the right side of the trough at 400 nm. These two features form an important basis for differentiating diesel from lube oil. These analyses will further the development of oil spill remote sensing in the East China Sea. 相似文献

Santa Monica Bay (SMB) beaches are the most heavily used in the U.S.A., despite an increased number of water quality postings over the last several years. To assess whether water quality problems are concentrated at a small number of chronically affected sites or whether the problems are widely distributed, we compiled 5 years of monitoring data collected at 59 sites, 22 of which are sampled daily. Other locally available rainfall and sewage spill monitoring information data were added to this data set to assess whether sewage spills, dry-weather runoff, or wet-weather runoff contribute the most to exceedences of water quality thresholds. Approximately 13% of the shoreline mile-days along monitored beaches in SMB exceeded the State of California's beach water quality standards during the 5-year study period. Most of the water quality exceedences occurred near urban runoff drains even though areas affected by drains represent only a small portion of the total shoreline. Although storms are relatively infrequent in southern California, the extent of water quality exceedences resulting from storm water runoff was similar to the extent of water quality exceedences found during dry weather. Sewage spills, while potentially more serious because they lead to beach closures rather than to the more limited posting of warning signs, represented less than 0.1% of the shoreline mile-days that exceeded water quality thresholds. During dry weather conditions, most of the water quality problems occurred near five of the largest drains and at two beach areas that have unique physical characteristics, which limited mixing, dispersion, and dilution. 合成孔径雷达(SAR)以其高分辨率、能不受雨云影响实施全天时全天候全方位监测,在海面溢油灾害应急监测过程中发挥着越来越重要的作用。溢油是因为海面油膜抑制了毛细波和重力波,在SAR图像上呈暗斑而被识别。然而,海面溢油的乳化过程直接影响SAR对海面溢油后向散射截面的观测精度。本研究以物理海洋学和激光原理以及海面电磁散射理论为基础,通过实验利用激光扫描仪观测海面溢油粗糙度,分别与溢油特征参数、后向散射系数建立对应关系;耦合海面溢油参数与后向散射截面的关系,利用电磁散射数值建模方法,建立海面溢油散射模型,研究海面溢油乳化过程对微波后向散射截面的影响。本项目的研究将为SAR监测海面溢油量、溢油厚度及油品分布格局提供了可能;将进一步揭示海面溢油的散射机制,提高SAR海面监测溢油的精度和能力。 相似文献

海岸建筑退缩线是科学有效保护和管理海岸线的重要措施之一。为促进我国海岸线资源的可持续开发利用,文章兼顾海岸线的自然和社会等属性,采用德尔菲法、层次分析法和聚类分析法相结合的方法,构建我国海岸建筑退缩线退缩距离的综合评价指标体系,提出退缩距离的计算方法,并以秦皇岛沿岸为例划定海岸建筑退缩线。研究结果表明:海岸建筑退缩线退缩距离的综合评价指标体系包括海岸线类型、海岸线开发利用类型、海洋经济效益、防灾效果和生态环境质量5类影响因素以及16项主要指标;在确定退缩线起算基线、综合评价指标分级和退缩距离等级的基础上,海岸建筑退缩线退缩距离是随综合评价值的增大而敏感性增强的连续分段函数;在秦皇岛沿岸的27个岸段中,海岸建筑退缩线的退缩距离等级分布较广,最小和最大退缩距离分别为25 m和500 m,其中河口和基岩等岸线的退缩距离较小,旅游娱乐岸线的退缩距离基本为200~300 m,保护区岸线的退缩距离较大。 相似文献
