ADCP application for long-term monitoring of coastal water   总被引:3,自引:1,他引:2  
Three kind of application of ADCP is reported for long-term monitoring in coastal sea. (1)The routine monitoring of water qualities. The water quality and ADCP echo data (600 kHz) observed in the long-term are analgzed at MT (Marine Tower) Station of Kansai International Airport in the Osaka Bay, Japan. The correlation between the turbidity and echo intensity in the surface layer is not good because air bubbles generated by breaking wave are not detected by the turbidity meter, but detected well by ADCP. When estimating the turbidity consists ofplankrton population from echo intensity, the effect of bubbles have to be eliminated. (2) Monitoring stirring up of bottom sediment. The special observation was carried out by using following two ADCP in the Osaka Bay, One ADCP was installed upward on the sea. The other ADCP was hanged downward at the gate type stand about 3 m above from the bottom. At the spring tide, high echo intensities indicating the stirring up of bottom sediment were observed. (3) The monitoring for the boundary condition of water mixing at an estuary. In summer season, the ADCP was set at the mouth of Tanabe Bay in Wakayama Prefecture, Japan. During the observation, water temperature near the bottom showed remarkable falls with interval of about 5~7d. When the bottom temperature fell, the inflow current with low echo intensity water appears at the bottom layer in the ADCP record. It is concluded that when occasional weak northeast wind makes weak coastal upwelling at the mouth of the bay, the combination ofupwelling with internal tidal flow causes remarkable water exchange and dispels the red tide.  相似文献

The December 2004 Indian Ocean tsunami wrought environmental damage beyond the normal framework of integrated coastal management and has implications for coastal management in Asia-Pacific in the post-tsunami phase. Fieldwork conducted on the coasts of four tsunami-affected countries in 2005 and 2006 identified several “practitioner-type” issues that would have implications for ICM policy. These include the loss of land with accompanying land tenure problems; the safety zone in conflict with the buffer zone; the need for better integration of livelihoods restoration with the rehabilitation of coastal ecosystems; and the inclusion of tsunami mitigation in the larger framework of climate change mitigation. A discussion of these issues and future role of ICM would provide a fresh perspective to policy-practice of ICM. A proposal is made to study various development pathways of selected coastal villages as they recovered in the post-tsunami phase.  相似文献

Modeling of storm-induced coastal flooding for emergency management   总被引:3,自引:0,他引:3  
This paper describes a model package that simulates coastal flooding resulting from storm surge and waves generated by tropical cyclones. The package consists of four component models implemented at three levels of nested geographic regions, namely, ocean, coastal, and nearshore. The operation is automated through a preprocessor that prepares the computational grids and input atmospheric conditions and manages the data transfer between components. The third generation spectral wave model WAM and a nonlinear long-wave model calculate respectively the wave conditions and storm surge over the ocean region. The simulation results define the water levels and boundary conditions for the model SWAN to transform the storm waves in coastal regions. The storm surge and local tides define the water level in each nearshore region, where a Boussinesq model uses the wave spectra output from SWAN to simulate the surf-zone processes and runup along the coastline. The package is applied to hindcast the coastal flooding caused by Hurricanes Iwa and Iniki, which hit the Hawaiian Island of Kauai in 1982 and 1992, respectively. The model results indicate good agreement with the storm-water levels and overwash debris lines recorded during and after the events, demonstrating the capability of the model package as a forecast tool for emergency management.  相似文献

The Forth Estuary Forum's Coastal Litter Campaign aimed to develop and implement a community involvement and public awareness-raising programme intended to tackle and monitor the issue of marine litter in the Firth of Forth, Scotland. Beach cleans are an excellent public participation exercise, focusing the public's attention on the issue of marine litter and creating a sense of environmental responsibility. Raising public awareness is the only guaranteed way of reducing marine litter. A combination of education, provision of adequate waste reception facilities and enforcement of legislation is needed to tackle beach litter.  相似文献

Input reduction is imperative to long-term (> years) morphodynamic simulations to avoid excessive computation times. Here, we introduce an input-reduction framework for wave-dominated coastal settings. Our framework comprises 4 steps, viz. (1) the selection of the duration of the original (full) time series of wave forcing, (2) the selection of the representative wave conditions, (3) the sequencing of these conditions, and (4) the time span after which the sequence is repeated. In step (2), the chronology of the original series is retained, while that is no longer the case in steps (3) and (4). We apply the framework to two different sites (Noordwijk, Netherlands and Hasaki, Japan) with multiple nearshore sandbars but contrasting long-term offshore-directed behavior: at Noordwijk the offshore migration is gradual and not coupled to individual storms, while at Hasaki the offshore migration is more episodic, and wave chronology appears to control long-term evolution. The performance of the model with reduced wave climates is referenced to a simulation with the actual (full) wave-forcing series. We demonstrate that input reduction can dramatically affect long-term predictions, even to such an extent that the main characteristics of the offshore bar cycle are no longer reproduced. This was particularly the case at Hasaki, where all synthetic series that no longer capture the initial chronology (steps 3 and 4) lead to rather unrealistic long-term simulations. At Noordwijk, synthetic series can result in realistic behavior, provided that the time span after which the sequence is repeated is not too large; the reduction of this time span has the same positive effect on the simulation as increasing the number of selected conditions in step 2. We further demonstrate that, although storms result in the largest morphological change, conditions with low to intermediate wave energy must be retained to obtain realistic long-term sandbar behavior. Our input-reduction framework must be applied in an iterative fashion as to obtain a reduced wave climate that simulates long-term sandbar sufficiently accurately within an acceptable computation time. Given its potentially huge impact on the actual simulation, we believe it is imperative to consider input reduction as an intrinsic part of model set-up, calibration and validation.  相似文献

Management of the Belize Barrier Reef was originally envisioned through the creation of marine protected areas. However, the influence of land-based activities was not accounted for in Marine Protected Area (MPA) programs. Therefore focus was shifted to an integrated approach via Integrated Coastal Management (ICM). The Belize ICM process has evolved into a system of coordination through the fostering of multi-sectoral linkages for integrated management of coastal resources. Marine protected areas were included in the ICM program as tools for achieving biodiversity protection and management of sensitive habitats. The ICM process has resulted in greater coordination and consultation in decision making for coastal resource issues, the MPA program however has not evolved with the trend of greater community involvement in MPA management. The greatest challenges to MPA and ICM programs in the next 10 years are: improved linkages between the two, fostering of community participation in management, broadening of the scope of ICM to watersheds and ocean governance, and sustainable financing for both programs.  相似文献

While planning coastal risk management strategies, coastal managers need to assess risk across a range of spatial and temporal scales. GIS-based tools are one efficient way to support them in the decision making process through a scenarios analysis starting from social, economic and environmental information integrated into a common platform. However, this integration process requires a significant effort from a team of scientists in terms of a) identifying the appropriate scales and data resolution for analysing social, environmental and economic issues; b) selecting and linking an appropriate set of tools to build a coupled model; c) representing key emerging (and hence challenging) research issues, such as risk perception and social resilience in the model; d) developing multi-criteria analysis to integrate social, environmental, economic impacts; and e) accounting for the expectations of the stakeholders and therefore optimizing the opportunity for them to interact with the tool development and with the final tool itself.In this spirit, this paper presents an open-source Spatial Decision Support System developed within the THESEUS Project to help decision makers to scopeg optimal strategies to minimise coastal risks. The exploratory tool allows the users to perform an integrated coastal risk assessment, to analyse the effects of different combinations of engineering, social, economic and ecologically based mitigation options, across short (2020s), medium (2050s) and long-term (2080s) scenarios, taking into account physical and non-physical drivers, such as climate change, subsidence, population and economic growth.  相似文献

This paper proposes a method for the participatory design of an indicator system as a tool for coastal management at village level. The method includes three phases: (1) a participatory process where stakeholders have the opportunity to decide the orientation of the indicator system and to define indicators, (2) the design of a hierarchical indicator structure based on the derivation of principles and criteria from stakeholder priorities and (3) a filtering process for the selection of stakeholder-defined indicators that can reflect the viability and performance of the coastal region. A case study in the Bragança coastal region of northern Brazil is presented to illustrate the method's applicability. The resultant hierarchical indicator system design includes four principles, 11 criteria and 35 indicators linked to the environmental, social, governance and economic dimensions. The indicator system can be used as a tool for measuring changes and to influence local ICM policies.  相似文献

This study determined the characteristics of North Carolina Coastal Reserve and North Carolina National Estuarine Research Reserve (jointly referred to as Reserve) visitors, visitor opinions of site conditions, visitor understanding of site management objectives, and patterns of visitation. The latter were investigated to obtain a proxy of place attachment and its effects on knowledge of ownership and perceptions of management. Data were collected on demographics, use patterns, visitor perceptions, and visitor knowledge during the period of 25 May-28 October, 2007. Visitors were educated, wealthy, older, racially homogeneous, and frequent returnees. The majority of respondents supported existing management activities and the implementation of additional use restrictions should site conditions deteriorate. Data indicated that respondents were unaware of which agency manages the Reserve sites or its mission. These findings suggest that management needs to engage in more education of the visiting public. Sensitizing the public to the mission of the Reserve and increasing place attachment could decrease negative visitor impacts.  相似文献

This paper explains the nature of spatial planning and its incorporation into amended town and country planning legislation for England. It comments on current coastal management in England, including discussion on marine spatial planning, and examines how the new planning legislation provides opportunities for implementing aspects of coastal policy through planning, using shoreline management and coastal regeneration as examples. It considers how these opportunities may be developed for the Solent. Integrated coastal management (ICM) is accepted world-wide as a comprehensive, multi-sectoral integrated approach to the planning and management of coastal areas. ICM is particularly suited to the island member countries of the South Pacific Regional Environment Programme (SPREP) because of their size, the interconnectedness of the coast and terrestrial areas and the high degree of association and community involvement with the management of coastal systems. With the exception of the highly migratory pelagic fish stocks, the narrow natural resource base of many Pacific islands make them particularly vulnerable to inappropriate development and mismanagement. Fortunately, the governments of many Pacific Island countries (PIC) have become aware of the benefits of integrated coastal management and are looking at ways of making it an established practice. This paper uses the framework of ICM to illustrate some of the author's experience of coastal management within the South Pacific region. Within the ICM framework, a range of tools and techniques are available to manage coastal problems. The success of any approach depends on the scale and magnitude of the problems to be addressed and the availability of information, institutional support and commitment from all stakeholders. The way in which programmes are conducted and implemented is particularly important. Top down initiatives may work at the regional level but tend to fail at the national and community level unless there are other incentives to support them. On the other hand, bottom up, process driven initiatives have enjoyed more success at the community level. Demand-based approaches have tended to be very successful at all levels, whether they be at the community, country or regional levels, particularly where all of the interested parties can collaborate and contribute to finding solutions to their problems.  相似文献

The Netherlands is a low-lying country, in which 9 million people are living below sea level and 70% of the gross domestic product is being earned in areas below sea level. Therefore, protection against flooding is traditionally the primary focus of coastal policy in the Netherlands. Analysis shows that characteristics of Dutch coastal management very well comply with the recommendations and key concepts to support sustainable coastal management as issued by the EU in 2004 (EUROSION). Sediment management represents the core of erosion management in the Netherlands; key concepts like resilience, coastal sediment cells, favorable sediment status and strategic sediment reservoirs, are important building stones. Development and implementation of coastal erosion management in the Netherlands, has implicitly been guided by a systematic Frame-of-Reference. Characteristics of this approach are the definition of clear objectives at different levels (i.e. strategic, tactical and operational) and an operational decision recipe related to policy development and implementation. Application of the Frame-of-Reference to current problems and challenges in Dutch coastal management indicates its ability to reveal shortcomings of the existing approach, and to explore potential solutions. Where EUROSION offers important concepts to define coastal erosion management, the Frame-of-Reference offers a tool to discern different objectives and responsibilities. The combination of both strongly supports implementation of coastal erosion management.  相似文献

Traditional top-down and technocratic approaches seem to be insufficient to tackle the many conflicts related to the sustainable use of natural resources. At the same time, reductionist and mono-disciplinary approaches lack the capacity to capture the complex interactions within evolving socio-ecological systems. Coastal zone management is an area that provides a clear example of such difficulties. In this paper we explore the scope of a participatory integrated assessment process, known as Social Multi-Criteria Evaluation (SMCE), in the context of Integrated Coastal Zone Management (ICZM). Through a two-year collaborative research process, between an interdisciplinary group of researchers and a diverse group of stakeholders in the Urdaibai Estuary (a Biosphere Reserve in the Basque Country, Northern Spain), we show that improving the integration of diverse expertise and values can lead, through a mutual learning process, to the definition of relevant policy options and sound decisions in the face of complexity, value conflict and unavoidable uncertainty.  相似文献

The Integrated Coastal Management (ICM) project in Xiamen, which started in the mid-1990s, is considered a successful example of ICM implementation. Now on its second cycle, the project has achieved significant results and received positive feedback from various international organizations.ICM, in general, has proven to be a workable environmental management scheme, and it has been replicated elsewhere in China and in other countries. However, it should be noted that ICM programs need to employ strategies aimed at strengthening human resources and institutional capacities. This paper discusses the establishment of the International Training Center for Coastal Sustainable Development and its role in disseminating the experiences and expertise of the Xiamen ICM site, the advancement of public education on ICM with the implementation of the Community-Based Conservation Management Cooperative Program of the Canadian International Development Agency; and the expansion of professional education in ICM through a Joint Masters Program in Environmental Management with the University of San Francisco. These three programs have been highly successful in developing ICM capacities at different levels (i.e. awareness of policymakers, public awareness and professional education), and they contribute to the formulation, design and implementation of successful ICM initiatives. As such, the formulation and implementation of partnerships in education programs are deemed crucial for Xiamen's success and in its role as one of the training bases for ICM in East Asia.  相似文献
