Transfer of low carbon technologies to developing countries has been recognized as important in global efforts to limit climate change. Yet the mechanics of international technology transfer, especially around intellectual property rights, have remained a controversial issue in international negotiations. Using a new dataset on international partnerships in China and India in three key low carbon technologies—solar photovoltaics, electric vehicles, and coal gasification/integrated gasification combined cycle—and complementary expert interviews we study the dynamics of the transfer of intellectual property and the underlying drivers that guide the development of business strategies and partnerships in the context of transitioning intellectual property regimes in emerging markets. We find that weak intellectual property regimes are indeed a hindrance to the diffusion of certain classes of low carbon technologies: (i) for cutting-edge technologies, (ii) for fully-embodied (explicitly codified) technologies, and (iii) for small firms. However, we also find that intellectual property issues do not represent a barrier to the diffusion of the relatively mature and low to medium cost low carbon technologies that are materially (at scale) most important for carbon dioxide emissions reduction in the short to medium term. Competitive technology supply, shifting market dynamics, and increasingly vigorous domestic innovation coupled with mechanisms and opportunities to structure credible intellectual property deals allow for the diffusion of key low carbon technologies to occur within the context of existing business, political, and institutional structures.  相似文献

For most people, the direct and personally observable signals of climate change should be difficult to detect amid the variability of everyday weather. Yet, previous research has shown that some people believe they have personally experienced global warming. Through four related studies, our paper sheds light on what signals of global warming some people believe they are detecting, why, and whether or not it matters. These studies were conducted using population survey and climatic data from a single county in Michigan. Study 1 found that 27% of the county's adult residents felt that they had personally experienced global warming. Study 2 – based on content analysis of people's open-ended responses – found that the most frequently described personal experiences of global warming were changes in seasons (36%), weather (25%), lake levels (24%), animals and plants (20%), and snowfall (19%). Study 3 – based on NOAA climatic data – found that most, but not all, of these detected signals are borne out in the climatic record. Study 4 – using the survey data – found that personal experience of global warming matters in that it predicts perceptions of local risk of global warming, controlling for demographics, political affiliation, and cultural beliefs about national policy outcomes. We conclude that perceived personal experience of global warming appears to heighten people's perception of the risks, likely through some combination of direct experience, vicarious experience (e.g., news media stories), and social construction.  相似文献

Are violent conflict and socio-political stability associated with changes in climatological variables? We examine 50 rigorous quantitative studies on this question and find consistent support for a causal association between climatological changes and various conflict outcomes, at spatial scales ranging from individual buildings to the entire globe and at temporal scales ranging from an anomalous hour to an anomalous millennium. Multiple mechanisms that could explain this association have been proposed and are sometimes supported by findings, but the literature is currently unable to decisively exclude any proposed pathway. Several mechanisms likely contribute to the outcomes that we observe.  相似文献

What happens to policy innovations after they have been adopted? What factors account for subsequent changes to these policies? These are the research questions guiding this study on the spread of and subsequent changes to limit values for nitrogen oxide emissions from large combustion plants. By comparing the processes of diffusion and follow-up policy changes, we assess whether and how policy innovations translate into policy making. In so doing, we build on the literature on the determinants of policy diffusion and transfer. We employ original data on instances of policy adoption and policy change in 24 Organisation for Economic Co-operation and Development (OECD) countries over a period of thirty years (1976–2005). The data are analysed using semi-parametric event-history models. Our empirical findings show that both international and domestic factors account for the observed variation in our data regarding both first-time adoptions and post-adoption modifications. The results reveal that the subsequent tightening of emission standards faces greater obstacles than their mere diffusion (i.e., policy adoption). While international factors and supranational integration appear to impede the subsequent tightening of existing policies, international peer pressure is a strong predictor of an on-going regulatory commitment. Overall, adoption and accommodation processes seem to follow distinctive patterns, suggesting that a promising strategy in policy innovation research would involve differentiation between the first-time adoption and subsequent modification of policies.  相似文献

In this paper we explore the dominant position of a particular style of scientific modelling in the provision of policy-relevant scientific knowledge on future climate change. We describe how the apical position of General Circulation Models (GCMs) appears to follow logically both from conventional understandings of scientific representation and the use of knowledge, so acquired, in decision-making. We argue, however, that both of these particular understandings are contestable. In addition to questioning their current policy-usefulness, we draw upon existing analyses of GCMs which discuss model trade-offs, errors, and the effects of parameterisations, to raise questions about the validity of the conception of complexity in conventional accounts. An alternative approach to modelling, incorporating concepts of uncertainty, is discussed, and an illustrative example given for the case of the global carbon cycle. In then addressing the question of how GCMs have come to occupy their dominant position, we argue that the development of global climate change science and global environmental management frameworks occurs concurrently and in a mutually supportive fashion, so uniting GCMs and environmental policy developments in certain industrialised nations and international organisations. The more basic questions about what kinds of commitments to theories of knowledge underpin different models of complexity as a normative principle of good science are concealed in this mutual reinforcement. Additionally, a rather technocratic policy orientation to climate change may be supported by such science, even though it involves political choices which deserve to be more widely debated.  相似文献

Does ??climate change?? seem like a less serious problem than ??global warming?? to Americans and Europeans? Does describing the costs of climate change mitigation in terms of ??higher taxes?? instead of ??higher prices?? reduce public support for such efforts? In an experiment embedded in an American national survey, respondents were randomly assigned to rate the seriousness of ??global warming,?? ??climate change,?? or ??global climate change.?? Contrary to predictions made by a leading political strategist, the full sample and political Independents perceived ??climate change?? and ??global warming?? to be equally serious. Among Republicans, ??climate change?? was perceived to be more serious than ??global warming,?? whereas the reverse was true among Democrats. A similar experiment embedded in a survey of residents of 31 European countries showed that ??global warming?? and ??climate change?? were perceived to be equally serious problems. And an experiment embedded in an American survey showed that describing the increased costs of climate change mitigation legislation via ??higher taxes?? instead of via ??higher prices?? did not reduce popular support for such legislation, also contradicting a political strategy memo. Thus, word choice may sometimes affect public perceptions of the climate change seriousness or support for mitigation policies, but a single choice of terminology may not influence all people the same way, making strategic language choices difficult to implement.  相似文献

Is economic development compatible with mitigation? On the one hand, development should promote effective climate policy by enhancing states’ capacities for mitigation. On the other hand, economic growth creates more demand for production, thereby inhibiting emissions reduction. These arguments are often reconciled in the environmental Kuznets curve (EKC) thesis. According to this approach, development initially increases emissions in poor economies, but begins to lower emissions after a country has attained a certain level of development.

The aim of this article is to determine empirically whether the EKC hypothesis seems plausible in light of emissions trends over the birth and implementation of the Kyoto Protocol. Drawing on data from the World Bank World Development Indicators and World Resources Institute Climate Data Explorer, it conducts a large-N investigation of the emissions behaviour of 120 countries from 1990 to 2012. While several quantitative studies have found that economic factors influence emissions activity, this article goes beyond existing research by employing a more sophisticated – multilevel – research design to determine whether economic development: (a) continues to be a significant driver once country-level clustering is accounted for and (b) has different effects on different countries. The results of this article indicate that, even after we account for country-level clustering and hold constant the other main putative drivers of emissions activity, economic development tends to inhibit emissions reduction. They also provide strong evidence that emissions trends resemble the EKC, with development significantly constraining emissions reduction in the South and promoting it in the North.

POLICY RELEVANCE

This article contributes to the understanding of the (changing) role of economic development in shaping emissions activity. It demonstrates the need for a contextualized, country-specific approach for evaluating the effectiveness of economic development in promoting emissions reduction and uncovers new evidence in support of the EKC hypothesis.  相似文献

The dynamics of the Peru–Chile upwelling system (PCUS) are primarily driven by alongshore wind stress and curl, like in other eastern boundary upwelling systems. Previous studies have suggested that upwelling-favorable winds would increase under climate change, due to an enhancement of the thermally-driven cross-shore pressure gradient. Using an atmospheric model on a stretched grid with increased horizontal resolution in the PCUS, a dynamical downscaling of climate scenarios from a global coupled general circulation model (CGCM) is performed to investigate the processes leading to sea-surface wind changes. Downscaled winds associated with present climate show reasonably good agreement with climatological observations. Downscaled winds under climate change show a strengthening off central Chile south of 35°S (at 30°S–35°S) in austral summer (winter) and a weakening elsewhere. An alongshore momentum balance shows that the wind slowdown (strengthening) off Peru and northern Chile (off central Chile) is associated with a decrease (an increase) in the alongshore pressure gradient. Whereas the strengthening off Chile is likely due to the poleward displacement and intensification of the South Pacific Anticyclone, the slowdown off Peru may be associated with increased precipitation over the tropics and associated convective anomalies, as suggested by a vorticity budget analysis. On the other hand, an increase in the land–sea temperature difference is not found to drive similar changes in the cross-shore pressure gradient. Results from another atmospheric model with distinct CGCM forcing and climate scenarios suggest that projected wind changes off Peru are sensitive to concurrent changes in sea surface temperature and rainfall.  相似文献

This paper analyses the rules for free allocation in the EU Emissions Trading System (EU ETS). The analysis draws on the empirical evidence emerging from two literature strands. One group of studies sheds light on the following questions: how efficient are free allocation rules in minimizing the risk of carbon leakage? Have they become more efficient over the trading periods? What are the technical limits to making them more efficient? Further: is firm behaviour affected by allowance allocation? Did specific provisions induce strategic behaviour with unintended effects? Studies from the second group estimate sectoral pass-through rates for the costs imposed by the EU ETS. Taking cost pass-through into account is necessary for properly targeting free allocation. The difficulty of accurately quantifying sectoral differences in cost pass-through ability, especially in manufacturing sectors (due to limited data availability and market heterogeneity), is the main hindrance to achieving further efficiency in allowance allocation. The new rules defined in the reform for Phase IV (2021–2030) nevertheless make some progress in this direction.

The Antarctic Peninsula has warmed significantly since the 1950s. This pronounced and isolated warming trend is collectively captured by 29 twentieth-century climate hindcasts participating in the version 3 Coupled Model Intercomparison Project. To understand the factors driving warming trends in the hindcasts, we examine trends in Peninsula region’s atmospheric heat budget in every simulation. We find that atmospheric latent heat release increases in nearly all hindcasts. These increases are generally anthropogenic in origin, and account for about 60% of the ensemble-mean warming trend in the Peninsula. They are driven primarily by well-understood features of the anthropogenic intensification of global hydrological cycle. As sea surface temperature increases, moisture contained in atmospheric flows increases. When such flows are forced to ascend the Peninsula’s topography, enhanced local latent heat release results. The mechanism driving the warming of the Antarctic Peninsula is therefore clear in the models. Evidence for a similar mechanism operating in the real world is seen in the increasing snow accumulation rates inferred from ice cores drilled in the Peninsula. However, the relative importance of this mechanism and other processes previously identified as potentially causing the observed warming, such as the recent sea ice retreat in the Bellingshausen Sea, is difficult to assess. Thus the relevance of the simulated warming mechanism to the observed warming is unclear, in spite of its robustness in the models.  相似文献

A five-member ensemble of regional climate model (RCM) simulations for Europe, with a high resolution nest over Germany, is analysed in a two-part paper: Part I (the current paper) presents the performance of the models for the control period, and Part II presents results for near future climate changes. Two different RCMs, CLM and WRF, were used to dynamically downscale simulations with the ECHAM5 and CCCma3 global climate models (GCMs), as well as the ERA40-reanalysis for validation purposes. Three realisations of ECHAM5 and one with CCCma3 were downscaled with CLM, and additionally one realisation of ECHAM5 with WRF. An approach of double nesting was used, first to an approximately 50 km resolution for entire Europe and then to a domain of approximately 7 km covering Germany and its near surroundings. Comparisons of the fine nest simulations are made to earlier high resolution simulations for the region with the RCM REMO for two ECHAM5 realisations. Biases from the GCMs are generally carried over to the RCMs, which can then reduce or worsen the biases. The bias of the coarse nest is carried over to the fine nest but does not change in amplitude, i.e. the fine nest does not add additional mean bias to the simulations. The spatial pattern of the wet bias over central Europe is similar for all CLM simulations, and leads to a stronger bias in the fine nest simulations compared to that of WRF and REMO. The wet bias in the CLM model is found to be due to a too frequent drizzle, but for higher intensities the distributions are well simulated with both CLM and WRF at the 50 and 7 km resolutions. Also the spatial distributions are close to high resolution gridded observations. The REMO model has low biases in the domain averages over Germany and no drizzle problem, but has a shift in the mean precipitation patterns and a strong overestimation of higher intensities. The GCMs perform well in simulating the intensity distribution of precipitation at their own resolution, but the RCMs add value to the distributions when compared to observations at the fine nest resolution.  相似文献

Livestock is the most important source of income for pastoral livelihoods in drylands. Pastoralists have developed flexible resource utilization strategies that enable them to cope with the high spatio-temporal resource variability typical to these areas. However, climate change in the form of decreasing mean annual precipitation accompanied by increasing variability has important consequences for rangeland productivity and thus pastoral livelihood security. Here, we use a spatial simulation model to assess impacts of changing precipitation regimes, and to identify limits of tolerance for these changes beyond which pastoral livelihoods cannot be secured. We also examine strategies to control these limits.Our results indicate that: (i) while reduced mean annual precipitation always had negative effects, increased precipitation variability can have negative, none or even positive effects, depending on the vegetation's recovery potential. (ii) Depending on income requirements there are limits of tolerance to decreases in mean annual precipitation beyond which precipitation regimes overcharge the coping capacity of the pastoral household and threaten its livelihood. (iii) There are certain strategies, in particular “Increasing mobility” and “Diversifying income for coping with income risks from pastoralism”, that allow the limits of tolerance to be shifted to a certain extent. We conclude that it is important to consider climate change and human requirements together to create appropriate climate change mitigation strategies in pastoral systems. Our results also shed new light on the discussion on disequilibrium rangeland systems by identifying mechanisms that can support fluctuating but non-degrading herbivore-vegetation dynamics. The paper finishes with remarks on the broader potential of the presented modelling approach beyond rangelands.  相似文献

Previous works suggest decadal predictions of Sahel rainfall could be skillful. However, the sources of such skill are still under debate. In addition, previous results are based on short validation periods (i.e. less than 50 years). In this work we propose a framework based on multi-linear regression analysis to study the potential sources of skill for predicting Sahel trends several years ahead. We apply it to an extended decadal hindcast performed with the MPI-ESM-LR model that span from 1901 to 2010 with 1 year sampling interval. Our results show that the skill mainly depends on how well we can predict the timing of the global warming (GW), the Atlantic multidecadal variability (AMV) and, to a lesser extent, the inter-decadal Pacific oscillation signals, and on how well the system simulates the associated SST and West African rainfall response patterns. In the case of the MPI-ESM-LR decadal extended hindcast, the observed timing is well reproduced only for the GW and AMV signals. However, only the West African rainfall response to the AMV is correctly reproduced. Thus, for most of the lead times the main source of skill in the decadal hindcast of West African rainfall is from the AMV. The GW signal degrades skill because the response of West African rainfall to GW is incorrectly captured. Our results also suggest that initialized decadal predictions of West African rainfall can be further improved by better simulating the response of global SST to GW and AMV. Furthermore, our approach may be applied to understand and attribute prediction skill for other variables and regions.

Since their implementation, road weather information systems have mostly relied on point measurements from outstations to initiate and verify daily forecasts. Initially, spatial extrapolation was achieved by thermal mapping, but this is gradually being replaced by route-based forecasting techniques. Both techniques are similar in the sense that they use a point measurement, often taken from an outstation, to provide a spatial forecast of road surface temperatures around the road network at varying resolutions. A substantial research effort has been undertaken to understand and model the complex environmental conditions and mechanisms responsible for the variation in road surface temperatures around the road network. In particular, the interaction of varying geographical parameters around the road network (e.g. altitude, land use, road construction, topography, etc.) has been used to develop local climatological models and route-based forecasting products. By considering the needs of winter maintenance engineers, this paper reviews the current state of the art and takes a critical look at the embedding of forecast products into decision support systems. This is achieved by considering a case study of how road surface temperature and condition vary across the width of a road profile, instead of just lengthways along a road. It is shown that temperature and condition both vary significantly across the profile, which immediately raises questions about the validity of current surveying and modelling practices. This has implications for both the resolution of route-based forecasting products as well as user confidence in automated decision support systems.  相似文献

In West Africa, agriculture, mainly rainfed, is a major economic sector and the one most vulnerable to climate change. A meta-database of future crop yields, built up from 16 recent studies, is used to provide an overall assessment of the potential impact of climate change on yields, and to analyze sources of uncertainty.Despite a large dispersion of yield changes ranging from −50% to +90%, the median is a yield loss near −11%. This negative impact is assessed by both empirical and process-based crop models whereas the Ricardian approach gives very contrasted results, even within a single study. The predicted impact is larger in northern West Africa (Sudano-Sahelian countries, −18% median response) than in southern West Africa (Guinean countries, −13%) which is likely due to drier and warmer projections in the northern part of West Africa. Moreover, negative impacts on crop productivity increase in severity as warming intensifies, with a median yield loss near −15% with most intense warming, highlighting the importance of global warming mitigation.The consistently negative impact of climate change results mainly from the temperature whose increase projected by climate models is much larger relative to precipitation change. However, rainfall changes, still uncertain in climate projections, have the potential to exacerbate or mitigate this impact depending on whether rainfall decreases or increases. Finally, results highlight the pivotal role that the carbon fertilization effect may have on the sign and amplitude of change in crop yields. This effect is particularly strong for a high carbon dioxide concentration scenario and for C3 crops (e.g. soybean, cassava). As staple crops are mainly C4 (e.g. maize, millet, sorghum) in WA, this positive effect is less significant for the region.  相似文献

The Kwinana Coastal Fumigation Study took place inearly 1995 at Kwinana near Perth in Western Australia.The study involved surface and elevated meteorologicaland plume fumigation measurements in sea-breeze flowsnear the coast, and has yielded a comprehensive dataset that is suitable for assessing meteorological andplume dispersion models. In this paper, wesimulate the meteorology and turbulence on four casestudy days, and compare model results with thedetailed surface and aircraft measurements takenduring the study. These days had surface synopticwinds ranging from southerly to northeasterly, witheither stable or near-neutral temperature profilesover the sea.The model used was based on that developed by Hurley(Boundary-Layer Meteorol. 83, 43–73, 1997), but extended here to allow domain nesting,optional non-hydrostatic simulations, and a vegetativecanopy at the surface. The model was forced bystandard weather service synoptic data, and thesimulations have captured the essential features ofthe strong sea-breeze circulation observed on thesedays. The boundary-layer structure over the sea waspredicted to be near-neutral or stable in agreementwith the observations on the particular day. The windspeed and direction in the sea-breeze flow weregenerally predicted well, although the predictedmaximum inflow speed over the land was a little toohigh. The potential temperature was generallyover-predicted, but temperature gradients agreed well.Predicted turbulence levels in the bottom-half of thethermal internal boundary layer compared well to theobservations, but under-estimated the observations inthe in the upper half of this layer. Near-surfacemeasurements of meteorological variables werepredicted well over the entire diurnal cycle, althoughthe predicted sea-breeze onset was generally tooearly. A quantitative model evaluation for thenear-surface sites showed the model performance to bebetter than that from other studies, with Index ofAgreement (IOA) values of 0.8 (wind speed) and 0.96(temperature), compared with values of 0.5–0.6 (windspeed) and 0.33 (temperature) obtained from otherstudies.The availability of new higher resolution synopticanalyses should obviate the lack of spatial andtemporal resolution in synoptic inputs. Theincorporation of these higher resolution synopticinputs and new parameterisation schemes should improvefuture model performance.  相似文献

A model is developed for the large-eddy simulation (LES) of heterogeneous atmosphere and land-surface processes. This couples a LES model with a land-surface scheme. New developments are made to the land-surface scheme to ensure the adequate representation of atmosphere–land-surface transfers on the large-eddy scale. These include, (1) a multi-layer canopy scheme; (2) a method for flux estimates consistent with the large-eddy subgrid closure; and (3) an appropriate soil-layer configuration. The model is then applied to a heterogeneous region with 60-m horizontal resolution and the results are compared with ground-based and airborne measurements. The simulated sensible and latent heat fluxes are found to agree well with the eddy-correlation measurements. Good agreement is also found in the modelled and observed net radiation, ground heat flux, soil temperature and moisture. Based on the model results, we study the patterns of the sensible and latent heat fluxes, how such patterns come into existence, and how large eddies propagate and destroy land-surface signals in the atmosphere. Near the surface, the flux and land-use patterns are found to be closely correlated. In the lower boundary layer, small eddies bearing land-surface signals organize and develop into larger eddies, which carry the signals to considerably higher levels. As a result, the instantaneous flux patterns appear to be unrelated to the land-use patterns, but on average, the correlation between them is significant and persistent up to about 650 m. For a given land-surface type, the scatter of the fluxes amounts to several hundred W $\text{ m }^{-2}$ , due to (1) large-eddy randomness; (2) rapid large-eddy and surface feedback; and (3) local advection related to surface heterogeneity.  相似文献
