Development of marine water quality criteria for the USA   总被引:6,自引:0,他引:6  
The US Environmental Protection Agency has developed guidelines for deriving numerical national water quality criteria for the protection of aquatic organisms and their uses. These guidelines provide the method for deriving water quality criteria, including minimum data base requirements, data evaluation procedures, and calculations. The guidelines have been in place for a long time, and states have used them to derive water quality standards for their water bodies. More recent efforts have been directed towards the development of technical guidance based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and are critical components of comprehensive water resource protection and management. This is a holistic approach to protection and management, integrating biological assessments into traditional chemical and physical evaluations and augmenting the established water quality criteria. The method for deriving water quality criteria and the approach for biocriteria development for marine systems are described.  相似文献

The main content of the new European Water Framework Directive is presented. Within its river basin management approach, a special mention of coastal waters status is made. Among the issues at stake are the setting up of river basin management plans, including coastal waters, and water quality assessment system leading to an harmonized definition of quality objectives and their appropriate indicators. The Rhone-Mediterranean-Corsica Water Master Plan, launched in 1996, is considered to be well fitted to this river basin approach and the necessary tools which go with it. It shows up how a river quality assessment system (SEQ) can be adapted to the coastal waters and how it can progressively lead to an efficient set of publishable environmental and performance indicators. Since planning and implementation are devolved to the lowest appropriate level, a close look is then been given at how such a system can work at the local level through different selected case studies on the French Mediterranean coast. In conclusion, some guidelines are drawn up for future initiatives towards integrated coastal area and river basin management.  相似文献

European Maritime States already have commitments to protect species and habitats and maintain quality standards in coastal and offshore waters. These are a direct response to environmental legislation in Europe and commitments made to biodiversity conservation in OSPAR and at the World Summit on Sustainable Development. An integrated approach to management requires that these are consistent with the requirements for sustainable development, and include wider social considerations and active stakeholder participation. This review describes a hierarchical framework that incorporates the marine objectives and delivery statements of ecological, social and economic sectors. The framework leads from the UK's guiding principles for sustainable development, through visionary statements and strategic goals for high level delivery, to operational objectives and statements of action which deliver management. Parts of this hierarchy can already be populated for the UK, especially those at the higher levels. At the operational level, however, there is less clarity. The review shows that, despite some gaps, existing commitments for ecological components of the ecosystem are transparent and generally conform to this framework, due largely to high profile government funding of environmental protection and science and a single national vision for the marine environment. Specific objectives for six components of the ecosystem were developed; benthic habitats, seabirds and mammals, phytoplankton and zooplankton, fish, and physical/chemical quality of the water and atmosphere. The objectives included some that avoided limits and others that aimed to achieve targets, and for management to be effective it will be important to have a common understanding of how these can together be interpreted and made operational. In a review of 13 social and economic sectors, few provided a clear breakdown of objectives leading from a high level vision or a sustainable development principle. Six sectors did not have high level government targets for production or other measures of sectoral performance. Such commercial operations generally determine their own operational delivery targets based on market forces. Recent proposals in Europe to create an integrated framework for social, economic and environmental activities will need to carefully balance the development of a strong and competitive marine economy with existing international obligations to environmental protection.  相似文献

In recent years, the International Hydrographic Organization (IHO) has actively worked on the development of specifications for electronic chart display and information systems (ECDIS), in close co-operation with the International Maritime Organization (IMO) and the international Electrotechnical Commission (IEC). ECDIS are sophisticated aids to navigation which should drastically improve the safety of navigation at sea and consequently reduce the risk of environmental pollution resulting from marine accidents. While the ECDIS Performance Standards are expected to be approved by the IMO Assembly in 1995, government hydrographic offices are already in the process of producing ECDIS data in accordance with IHO specifications and standards.  相似文献

In the Southern African Development Community region, Integrated Water Resources Management (IWRM) principles and tools are being implemented through the existing regional framework for water resources development and management. The IWRM approach is applied at river basin level seeking a balance between the economic efficiency, social equity and environmental sustainability in water resources management and development. This paper uses composite indexes to analyze the performance of River Basin Organizations (RBOs) as key implementing agents of the IWRM framework. The assessment focuses on three RBOs that fall under the Regional Water Administration for Southern Mozambique (ARA-Sul) jurisdiction, namely: Umbeluzi, Incomati and Limpopo River Basin Management Units. The analysis focus on the computation of a set of multidimensional key performance indicators developed by Hooper (2010) but adapted to the Mozambican context. This research used 24 out of 115 proposed universal key performance indicators. The indicators for this case study were selected based on their suitability to evaluate performance in line with the legal and institutional framework context that guides the operations of RBOs in Mozambique. Finally these indicators were integrated in a composite index, using an additive and multiplicative aggregation method coupled with the Analytic Hierarchy Process technique employed to differentiate the relative importance of the various indicators considered. The results demonstrate the potential usefulness of the methodology developed to analyze the RBOs performance and proved useful in identifying the main performance areas in need of improvement for better implementation of IWRM at river basin level in Mozambique. This information should support both the IWRM framework adaptation to local context and the implementation at river basin level in order to improve water governance.  相似文献

International trade in fishery commodities reached US 58.2 billion dollars in 2002, a 5% improvement relative to 2000 and a 45% increase over 1992 levels. Within this global trade, developing countries registered a net trade surplus of US 17.4 billion dollars in 2002 and accounted for almost 50% by value and 55% of fish exports by volume. This globalization of fish trade, coupled with technological developments in food production, handling, processing and distribution, and the increasing awareness and demand of consumers for safe and high quality food have put food safety and quality assurance high in public awareness and a priority for many governments. Consequently, many countries have tightened food safety controls, imposing additional costs and requirements on imports. As early as 1980, there was an international drive towards adopting preventative HACCP-based safety and quality systems. More recently, there has been a growing awareness of the importance of an integrated, multidisciplinary approach to food safety and quality throughout the entire food chain. Implementation of this approach requires an enabling policy and regulatory environment at national and international levels with clearly defined rules and standards, establishment of appropriate food control systems and programmes at national and local levels, and provision of appropriate training and capacity building. This paper discusses the international framework for fish safety and quality, with particular emphasis on the United Nation's Food and Agricultural Organization's (FAO) strategy to promote international harmonization and capacity building.  相似文献

With the rapid development of the economy in China, the seismic network has been changing rapidly, in that the capability of instruments, technological systems and network density are approaching those of developed countries and a large quantity of observation data has been accumulated. How to apply these resources to economic construction and public safety has become an important issue worth studying. In order to improve earthquake prediction and earthquake emergency response, it is suggested in this paper that extracting valuable precursor information, improving earthquake rapid reporting ability and extending rapid intensity reporting function are key issues. Integrating network resources, building unified standards and a multifunction seismic monitoring network are preconditions of establishing a public safety service platform and earthquake observation resources will contribute significantly to the fields of engineering, ocean, meteorology, and environmental protection. Thus, the future directions of the development of the seismic network are exploring monitoring resources, enhancing independent innovation, constructing a technological platform and enlarging the service field.  相似文献

A methodology has been designed to assess the performance of the environmental management in sea ports. The Self Diagnosis Method, developed by two research teams and about sixty sea ports, allows the comparison of the current environmental situation with that corresponding to previous years and the assessment of the opportunities for improvement. The main objective is to review the management activities and procedures that affect the environment and the way the port authority handles significant environmental aspects. It has been designed as a "first level" tool: it can be applied in approximately six hours by a non-expert user. It is based on the ISO 14001 vocabulary, requirements and structure, and it can be considered as a first step in the voluntary implementation of an environmental management system for port communities.  相似文献

The conversion study on the environmental quality criteria between water/air and soil is the need to carry out research on soil-environmental quality standards in an all-round way, and also the demand for solving emerging problems in this field using the system dynamic and the overall view. Carrying out this study is of practical significance and theoretical values in the face of formulation and revision of soil-environmental quality standards in China. Firstly, the theoretical basis and relative models of soil-water and soil-air systems were expounded, respectively. And on this basis, a preliminary conceptual model about the conversion was constructed. After that, the current worldwide environmental quality criteria/standards for soil, water and air media were introduced based on their types, concerned pollutants and hierarchical classification, and their variation were also analyzed briefly. Particularlly, the key points for the conversion of environmental quality criteria between soil and water and/or between soil and air were discussed, respectively, while combined with the relative researching results. In the roughly 70 yr since the concept of integrated water management in river basins replaced primarily single-purpose management, there has been increasing question by international science and policy agencies as to the full consequences of such strategies for both social and environmental systems and for fulfillment of the notions underlying sustainable development. The experience suggests there is continuing urgent need for expanding the range of management measures considered as part of the planning process; for deepening the quality of criteria to judge each measure for reconciling the various evaluation principles; and for making incisive, correct post-audits of what actually resulted from their applications. It also reminds us that realization of the full potential of truly integrated water management may be very long in coming. Problems of improved analysis and of necessary institutional reform are formidable.  相似文献

The environmental feasibility assessment of the construction and operation of nuclear power stations in near-border areas must take into account the requirements of the international and European environmental legislation. For the study on environment feasibility assessment of the Baltic NPP to meet the international standards, the following steps were taken: the content and the application practice of UNECE Convention on Environmental Impact Assessment in a Transboundary Context (Espoo) to NPP substantiation were analyzed and compared with the Russian procedure of environmental impact assessment (EIA); water quality standards for water bodies used for fishery and the approaches to assessing the damage to aquatic bioresources in Russia, Lithuania (EU), and Belarus were compared. A transboundary network for monitoring aquatic ecosystems was developed in the zone of potential influence of the Baltic NPP, and a permanent mathematical model was developed and used to forecast the effect of the anticipated water discharge from the station on the hydrodynamic, chemical, and temperature regime of the Neman R., whose results were used to forecast the impact of water intake and discharge facilities of the Baltic NPP on the food base and migration character of ichthyofauna.  相似文献

Abstract

Multidisciplinary models are useful for integrating different disciplines when addressing water planning and management problems. We combine water resources management, water quality and habitat analysis tools that were developed with the decision support system AQUATOOL at the basin scale. The water management model solves the allocation problem through network flow optimization and considers the environmental flows in some river stretches. Once volumes and flows are estimated, the water quality model is applied. Furthermore, the flows are evaluated from an ecological perspective using time series of aquatic species habitat indicators. This approach was applied in the Tormes River Water System, where agricultural demands jeopardize the environmental needs of the river ecosystem. Additionally, water quality problems in the lower part of the river result from wastewater loading and agricultural pollution. Our methodological framework can be used to define water management rules that maintain water supply, aquatic ecosystem and legal standards of water quality. The integration of ecological and water management criteria in a software platform with objective criteria and heuristic optimization procedures allows realistic assessment and application of environmental flows to be made. Here, we improve the general methodological framework by assessing the hydrological alteration of selected environmental flow regime scenarios.

ABSTRACT

The critical need for hydrological observations in support of water resources management, particularly during extreme events, has transformed traditional methods of hydrological data management. This transformation has given rise to a framework of e-monitoring the hydrological cycle, the aim of which is to improve understanding of the nature of water. New trends in data science, coupled with increasing technological evolution, make the new generation of data systems more agile and responsive to the needs and expectations for efficient and effective data sharing and service delivery. The WMO Hydrological Observing System was designed around the integration of observations, data exchange, research, data processing, modelling and forecasting, in such a way that societal needs for disaster risk reduction, improved sustainability of environmental resources, climate resilience and economic growth can be effectively met. With its implementation of conceptual functionalities for sustainable data management, the WHOS operational architecture is hydrology’s system for the future.  相似文献

Over the past decade, there has been a growing awareness of the need for accountable quality assurance (QA) and control in chemical analysis. In environmental monitoring programs, especially those studying metal contaminants at trace and ultratrace concentrations in natural waters, the sampling, sample storage and sample preparation stages prior to analysis, represent potentially greater sources of error than the chemical analysis. The improvements in data reliability and detection limits when appropriate QA is employed, allow meaningful relationships between the measured concentrations and other physical and chemical parameters to be more reliably interpreted. Published data generated from both field and laboratory studies, frequently show no evidence of QA, yet such data are being used to formulate quality guidelines and as the basis for expensive management actions. So that only quality data forms the basis of regulatory action, it is essential that monitoring data not be published without demonstrable evidence of quality practices in all aspects of the monitoring exercise.  相似文献

Seismic design of isolated bridges involves conceptual, preliminary and detailed structural design. However, despite the variety of commercial software currently available for the analysis and design of such systems, conceptual and preliminary design can prove to be a non-straightforward procedure because of the sensitivity of bridge response on the initial decisions made by the designer of the location, number and characteristics of the bearings placed, as well as on a series of broader criteria such as serviceability, target performance level and cost-effectiveness of the various design alternatives. Given the lack of detailed design guidelines to ensure, at this preliminary stage, compliance with the above requirements, a “trial and error” procedure is typically followed in the design office to decide on the most appropriate design scheme in the number and location of the bearing systems; the latter typically based on engineering judgment to balance performance with cost. To this end, the particular research effort aims to develop a decision-making system for the optimal preliminary design of seismically isolated bridges, assumed to respond as single degree of freedom (SDOF) systems. The proposed decision-making process is based on the current design provisions of Eurocode 8, but is complemented by additional criteria set according to expert judgment, laboratory testing and recent research findings, while using a combined cost/performance criterion to select from a database of bearings available on the international market. Software is also developed for the implementation of the system. The paper concludes with the application, and essentially the validation of the methodology and software developed through more rigorous MDOF numerical analysis for the case of a real bridge.  相似文献

With the development and implementation of performance-based earthquake engineering, harmonization of performance levels between structural and nonstructural components becomes vital. Even if the structural components of a building achieve a continuous or immediate occupancy performance level after a seismic event, failure of architectural, mechanical or electrical components can lower the performance level of the entire building system. This reduction in performance caused by the vulnerability of nonstructural components has been observed during recent earthquakes worldwide. Moreover, nonstructural damage has limited the functionality of critical facilities, such as hospitals, following major seismic events. The investment in nonstructural components and building contents is far greater than that of structural components and framing. Therefore, it is not surprising that in many past earthquakes, losses from damage to nonstructural components have exceeded losses from structural damage. Furthermore, the failure of nonstructural components can become a safety hazard or can hamper the safe movement of occupants evacuating buildings, or of rescue workers entering buildings. In comparison to structural components and systems, there is relatively limited information on the seismic design of nonstructural components. Basic research work in this area has been sparse, and the available codes and guidelines are usually, for the most part, based on past experiences, engineering judgment and intuition, rather than on objective experimental and analytical results. Often, design engineers are forced to start almost from square one after each earthquake event: to observe what went wrong and to try to prevent repetitions. This is a consequence of the empirical nature of current seismic regulations and guidelines for nonstructural components. This review paper summarizes current knowledge on the seismic design and analysis of nonstructural building components, identifying major knowledge gaps that will need to be filled by future research. Furthermore, considering recent trends in earthquake engineering, the paper explores how performance-based seismic design might be conceived for nonstructural components, drawing on recent developments made in the field of seismic design and hinting at the specific considerations required for nonstructural components.  相似文献

Contaminated water resources have important implications on health and the environment. Nitrate contamination of the groundwater is a serious problem in the European Union. A method based on the statistical process control (SPC) and time series analysis is developed to monitoring and to predict the concentration evolution of nitrate (NO3 ) in groundwater. In many pumping wells the NO3 concentration ([NO3 ]) increases and approaches or even passes the European Community standard of 50 mg l−1. The objective of this paper is to show the application of statistical process control as a monitoring tool for groundwater pollution from agricultural practices. We propose the autoregressive integrated moving average (ARIMA) model as a management tool to monitoring and reduction of the intrusion of nitrate into the groundwater. This tool should help in setting up useful guidelines for evaluating actual environmental performance against the firm’s environmental objectives and targets and regulatory requirements. We concluded that the statistical process control method may be a potentially important way of monitoring groundwater quality that also permits rapid response to serious increases in pollutants concentrations. In doing so, the paper fills an important gap in the water pollution standards and emerging polices (Water Framework directives).  相似文献

Abstract

In 2007, the Texas legislature created a program to identify environmental flow standards statewide through the coordinated efforts of scientific and stakeholder groups and rulemaking by the Texas Commission on Environmental Quality. To aid in this task, a Hydrology-based Environmental Flow Regime (HEFR) method was developed that combines a suite of user-customizable hydrologic statistics with an implementation framework. Following the concepts of the Natural Flow Paradigm, the methodology includes the separation of a long-term hydrograph into key flow components (e.g. subsistence, base, high-flow pulse and overbank) defined by the Texas Instream Flow Program. Seasonal, annual and inter-annual flow component statistics were then coupled with biology, water quality and geomorphology overlays, where available, and with implementation rules applied to example large-scale water supply projects to support development of environmental flow standards for use in water rights permit conditions. The HEFR methodology and resulting flow recommendations are compared to two contemporary in-stream flow studies and adopted environmental flow standards. Subsistence flows were fairly similar. Baseflows were in a similar range, but fewer than three seasonal levels have sometimes been specified in in-stream flow studies. Episodic events are quite different in terms of magnitude, frequency, duration and applicable number.

The management of the Rhine is often seen as an exemplary case of international river basin management. In the Rhine basin, countries that went to war with each other twice in the last century have managed to reach agreements on many issues and water quality has improved considerably. The improvement in water quality is often attributed to the activities of the International Commission for the Protection of the Rhine and in particular to its Rhine Action Plan. In order to test this assertion, this paper describes and analyzes the development of international co-operation on the water quality of the Rhine since 1945. It concludes that water quality improvement cannot be attributed to any single factor. Instead, a whole array of interrelated factors are at play, including the European Union, other international fora such as the North Sea Ministerial Conferences, domestic legislation, the activities of environmental NGOs and waterworks, growing environmental awareness, and the changing structure of the industry in the basin. Because of the importance of contextual factors, the Rhine experiences cannot simply be applied to basins with a different context. In many cases, international river basin management may be promoted most effectively by promoting co-operation at the river basin level. In many other cases, however, it may be more effective to identify and then work on the contextual factors that (1) have the biggest leverage effect in the specific case and (2) can be influenced most effectively.  相似文献
