This article argues that urban skateboarding and the laws by which the city is governed must be understood as intertwined. The transformation of skateboarding's most popular practices from the 1970s onward are a product of an ongoing dialectical engagement between young people and the law. When faced with shifting landscapes of property and liability, young skaters have adapted their practices, seeking out new types of terrain. This search has led skateboarding into the public spaces of the city and regimes of urban governance. Contemporary efforts to build public skateparks in cities such as Seattle, Washington are properly contextualized as part of a continuing evolution of skaters' agency in responding to and capitalizing on openings in the legal landscape. By working both within the political system and constructing skateparks outside conventional political avenues, skatepark advocates seek spaces that are free from increasingly restrictive conventional logics of private and public property.  相似文献

The new emphasis upon crime prevention which has appeared in recent years has led to realignments in policing policy in both the United Kingdom and the United States. Although by no means leading to the abandonment of the more traditional forms of policing, schemes such as Neighbourhood Watch and the wider concept of community policing involve far greater levels of interaction between the police and the public. Area-based policies have appeared in numerous forms and have proved convenient ways for crime control resources to be organized. Early experiments in policing practice have not produced clear answers on the effectiveness of various strategies and there are wider issues of crime identification and control to be considered. A number of schemes of different kinds, ranging from target-hardening projects which increase physical security in particular areas, to attempts to involve communities in more effective social control are reviewed, and it is argued that the established methodologies of urban geography have much to offer in the monitoring and evaluation of crime prevention schemes of this kind.  相似文献

犯罪具有明显的时空特征,研究犯罪问题离不开时间和空间维度分析,以及产生犯罪的社会、地理、生态、环境等因素。风险地形建模是美国学者研发的空间风险评估和警务预测技术,已在全球六大洲45个国家和美国35个州得到了独立测试和验证,被广泛应用于警务预测、国土安全、交通事故、公共医疗、儿童虐待、环境污染、城市发展等多个领域。在毒品、纵火、爆炸、强奸、抢劫、盗窃等犯罪研究领域更是取得了显著成果。本文运用犯罪热点分析和风险地形建模,以长三角地区N市毒品犯罪为研究对象,对该市2015年毒品犯罪的危险因子、空间盲区、风险地形进行分析,探索毒品犯罪的生成机理和演化规律,并对2016年毒品犯罪进行预测。研究结果表明,N市毒品犯罪呈现明显的犯罪热点和冷点;出租屋、酒店、车站、ATM机、停车场、娱乐场所、城市快速路、网吧是N市毒品犯罪的风险性因素。风险地形建模能较好地预测毒品犯罪。公安机关禁毒部门应据此进行严密管控,逐步限制、消除犯罪产生地、犯罪吸引地、犯罪促进地的生存土壤和条件。  相似文献

The emerging subfield of historical animal geography provides an opportunity to trace the origins and evolutions of how affective logics framing the conservation of an animal species are co-constituted through embodied interaction between humans and nonhumans, revealing the dynamic ways in which charismatic species are imagined into and out of positions of priority within conservation agendas. This article takes an interest in the shifting perception of predatory species in the environmental conservation movement in the United States, looking to the appearance of jaguars (Panthera onca) in the work of prominent U.S. nature writers Theodore Roosevelt, Ernest Thompson Seton, and Aldo Leopold in the early- to mid-twentieth century. These human–jaguar entanglements reveal a period marked by dynamic changes in the ways in which interspecies encounters were constituted in place; a layering on of affective logics that reveal the complicated origins, practices, and potentialities at the outset of the modern conservation movement. The resulting narratives and images of predatory nature were taken up into dynamic assemblages of jaguar-ness, influencing the formation of new logics that framed public perceptions of predatory natures and provoking a reconsideration of long-held attitudes and policies toward these species.  相似文献

This article examines the role of so-called traditional stone waterspout technologies in struggles over urban modernization in Lalitpur, Nepal. In doing so, this article questions the status of tradition in urban theorizing and mobilizes the concept of sociotechnical imaginaries as a framework for understanding the contested spatial visions of urban development. In advancing this approach, this article analyses infrastructure as a visual discourse of materials, practices, and texts, including the label “tradition.” Findings indicate that stone spouts represent material and symbolic sites for residents to express discontent with hegemonic visions of modernization, legitimize certain cultural practices, and make claims on urban space. We argue that an alternate imaginary of urban development has emerged through the prism of traditional infrastructure. This article forwards sociotechnical imaginaries as a framework for situating the multiple and contested trajectories of urban modernization, particularly the ways in which past technologies come to shape desired urban futures.  相似文献

采用“压力?状态?响应”模型、突变级数法和探索性时空数据分析方法,对长三角城市群26市生态安全状况进行定量测度和定性评价,分析了各城市生态安全空间格局和时空跃迁的演变特征。结果表明:① 2005—2015年长三角城市群各市生态安全状况有所好转,但大部分城市处于较不安全和较安全水平区间,总体生态安全水平不高。② 长三角城市群中部和东南部城市生态安全水平的空间结构稳定性更好;南通市具有最大的空间依赖性,而上海市表现出最小的空间依赖性;LISA(Local Indications of Spatial Association)时间路径移动方向的分析则表明长三角城市群在生态安全演变上体现出较强的空间整合性。③ Moran’s Ι 的空间凝聚度 $ {K}_{t} $=0.698,即不发生类型跃迁的概率为69.8%,表明长三角城市群各城市生态安全水平存在一定的格局变动但自身相对位置不易发生改变。探讨区域生态安全的协同增长机制,可为长三角城市群生态安全问题的诊断与调控提供理论基础,同时也可为其他城市群的可持续发展提供参考与借鉴。  相似文献

This paper examines the ways that community policing organizes urban space in order to increase the police's ability to observe and to enforce. The logic of that organization, I argue, rests in the particular way that police are integrating civilians into police practice as part of community policing's police-community partnership, a partnership that is characterized by the concrete metaphor of a policing body. This paper presents the results of twenty months of field research with the Boston Police Department whose community policing program, Neighborhood Policing, is being hailed as a national model.  相似文献

Population growth, urban sprawl and a high degree of car dependency as well as slowly rising petrol prices contribute towards increasing challenges for everyday urban mobility in Muscat, Oman. Until now, only a few empirical studies have dealt with urban mobility in Oman. Therefore, this article draws mainly on our own empirical findings to answer the following questions: What do daily and weekly mobility patterns look like in Muscat? How do these practices differ depending on the social position of the household, i.e. their nationality, income and education? Which interdependent effects can be discerned between everyday mobility practices and the fragmented and segregated urban structures? Since our research questions focus on the interrelations between urban structures and individual mobility, we chose a mixed‐methods approach including methods derived both from social and spatial research. This article in particular draws on our quantitative survey covering 850 households and extensive mappings of three selected case study areas and secondary data analysis.  相似文献

Chicago’s gay village of Boystown has long been linked with whiteness, and in the past decade, tensions have flared between neighborhood residents and queer and transgender (trans) youth of color, often homeless, who come to Boystown for the many services provided by its lesbian, gay, bisexual, transgender, and queer (LGBTQ) nonprofit organizations, or queer spaces of care. While scholars have attended to community policing in Boystown through the Take Back Boystown movement, the role of LGBTQ nonprofits has yet to be examined in their role of criminalizing queer and trans youth of color in the neighborhood. Through an autoethnographic approach, this paper explores how several nonprofit organizations in Boystown have adopted policing strategies toward the queer and trans youth of color they serve. I argue that community policing has infiltrated these organizations to further defend and maintain an exclusive gay urban space informed by whiteness, which marks and regulates young, Black masculinities and trans femininities as deviant, untrustworthy, and criminal. Racism diminishes the ability for queer spaces of care to fulfill their mandates of supporting queer and trans youth of color, rendering the neighborhood a space of surveillance and furthering a White gay urban belonging that alienates and criminalizes these youth.  相似文献

采用 DPSIR概念模型作为旅游生态安全系统的基本形态,引入网络 DEA模型测度系统运行效率,从“投入-产出”的研究视角探究旅游生态安全系统内部作用机理。采用结构方程模型对网络 DEA模型的结构及权重加以限制,构建具有节点权重约束的网络 DEA评价模型,对主要旅游城市生态安全系统实例进行实证研究。研究结果认为:将生态安全系统分为自然运行阶段、管理反馈阶段2阶段进行效率评价,加权综合得出各旅游城市生态安全系统的综合评价值,以此为依据将样本城市划分为按系统效率的评价结果将其分划为绿色发展型、稳步发展型、高效发展型、双向提升型和管理能力缺失型,针对各类型旅游城生态安全系统特点提出改善其生态安全系统状况的建议。  相似文献

This paper examines the ways that community policing organizes urban space in order to increase the police's ability to observe and to enforce. In this article, we analyze the production of inequalities within the centralized water supply network of Lilongwe. We use a process-based analysis to understand how urban infrastructure is made to work and explain the disparity in levels of service by tracing the everyday practices of those who operate the infrastructure. This extends existing analyses of everyday practices in relation to urban water inequalities in African cities by focusing on formal operators, rather than water users, and looking within the networked system, rather than outside it. Our findings show that these practices work to exacerbate existing water stress in poor areas of the city. We conclude with a reflection on how understanding these practices as the product of the perceptions, rationalizations, and interpretations of utility staff who seek to manage the city’s (limited) water as best they can offers insight into what is required for a more progressive urban water politics.  相似文献

Using the case of Berlin, this article examines civil society actors in relation to local bordering practices following the large number of refugee arrivals in 2015. Combining critical border, migration, and urban studies and adopting a Foucauldian lens, the article aims to illustrate to what extent civil society actors have challenged and transformed local bordering practices vis‐à‐vis refugees within a specific urban space. The analysis illustrates that civil society actors have created new spaces of inclusion for refugees and brought new political and normative challenges to the established notions of belonging. On the other hand, they have also reproduced bordering practices either by their integration into formal state structures or by reinforcing hierarchical categorizations and unequal power relations embedded in the notion of humanitarianism. Finally, the article argues that these de/re‐bordering practices of civil society actors should be understood in line with the constraints that established bordering processes and the existing political and structural dynamics placed on them.  相似文献

Providing an introduction to the special section ‘Close encounters: ethnographies of the coproduction of space by the urban poor’, this article sets out to argue that the image of ‘the informal’ as unruly, messy and dirty continues to inform urban planning around the world. As a reaction to this view, it contends that the informal and formal should be analysed as interconnected and that the informal sphere should be revalued. Urban development is studied as close encounters between established practices, with a locus and a history (tree‐like), and newly emerging, unstable and untraceable practices (rhizomatic). Contrary to the tendency in urban planning to conflate the formal with the tree and the informal with the rhizome, we argue that from the perspective of marginal urbanites, formal planning tends to be very arbitrary and frightening (rhizomatic), whereas informal practices can be very predictable and stable (arboreal). The article analyses residents of marginalized urban areas as inventive navigators who explore the changing physical, spatial and sociopolitical environment, avoiding threats and looking for opportunities, grounded in their everyday practices and life histories. The article concludes that marginal urbanites should be acknowledged as coproducers of urban space and that the right to ‘coproduce’ the city lies at the heart of the call for the right to the city.  相似文献

I define how public space is constituted not by real property but by a regime made up of regulatory practices. What is at issue in assertions about the decline of public space is that this regulatory regime is reconfiguring liberty—that is, rights to public space—through a change in the conception of the public, of who and what belong as part of the public. By way of a case study (the redevelopment of the corner of Yonge and Dundas Streets in Toronto), I argue that liberty is defined by a multiplicity of practices (e.g., laws, regulations, urban design, surveillance, policing) that are oriented to a particular conception of the public, and which seek to guide the conduct of agents. This suggests that if our concern is to expand the political and social uses of public space then we need to turn our attention away from resources, spaces, and goods and toward how the regulatory regime configures liberty and in turn the possibilities that public space can be taken and made.  相似文献

Qualitative urban geographical research should explicitly acknowledge insights gained from walking (the iterative exploration and observation of cities on foot), which enhances local literacy and enables researchers to compare methods more explicitly. Some urban geographers might use walking as a method, but it is rarely reported in published scholarship. This article argues for the explicit inclusion of walking in methodological reporting for urban research. We suggest that reporting the walking that researchers do adds rigor to research findings and should be distinguished from research where this practice is absent, we report on international experiences using walking in combination with other methods, and we conclude with a proposal for comparable urban geographic walking practices.  相似文献

基于景观生态学的“格局-过程”理论,对维护江苏沿海地区地形地貌、水源涵养、生物多样性、游憩景观等生态系统服务的单一安全格局进行构建;根据“最小-最大约束”准则,通过镶嵌运算进行叠加,构建综合生态安全格局。运用MCR模型,设置并比对“生态安全模式”“经济发展模式”和“生态与经济协调模式”等不同模式对城镇空间扩展的影响,识别需严格保护的低安全水平区和未来城镇空间重点开发的高安全水平区。研究得出:“生态保护与经济发展”协调型模式更好平衡“生态-社会-经济”效益,合理确定城镇建设和产业发展空间,是城镇健康有序发展的最优模式。  相似文献

While local governments have been one of the major user groups of GIS, there is still little research on how GIS development in local government might be intertwined with urban governance, particularly in non-Western contexts. Drawing upon insights from GIS implementation, critical GIS, and governmentality studies, this article seeks to bridge this gap by examining the implications of Chinese urban government GIS practices amidst China's changing urban governance. Through an in-depth case study of Shenzhen, this article analyzes how urban GIS has been transformed from a practice involving internal organizational workflow automation, into a more active dimension of the governance of urban spaces—reflected in the expanding practice of “geo-coding” the urban landscape. “Geo-coding” here refers to a broadly defined spatial practice of carving and reconstructing a rational urban space. GIS practices have constituted a particular form of geographic rationality that seeks to govern at a distance while simultaneously regulating the urban environment, intersecting with the broader transformations of China's urban governance. These GIS developments have been largely government-centric rather than citizen-centric, yet they provide possibilities for new forms of spatial knowledge production for citizen participation in urban governance.  相似文献

This article explores the assembling and worlding of cities as both aspirational and evaluative processes in which cities are assembled, compared, and “positioned.” These practices involve the global circulation of expertise, best practices, models, and technologies related to how best to develop and govern cities. From specific examples from the authors' research, it is argued that the two distinct but overlapping notions of assembling and worlding help us conceptualize the contemporary urban–global condition. Building on the article's insights, we end this Urban Pulse with some questions for future global urban studies.  相似文献

While the geopolitical legacies of the World War I peace negotiations are widely recognized, this article examines the often overlooked connection between the WWI Paris Peace Conference's spatial and geopolitical logics and contemporary refugee‐border dynamics. We argue that the spatial and geopolitical logics that framed the WWI Paris Peace Conference—the creation of new states, the propagation of the Western ideal of bounded sovereign states, the nationalist goals of self‐determination and homogeneous ethnic nations, and the establishment of a system of international governance—continue to impact refugee‐border dynamics and “crises” today. The categories, ideals, and practices of the international refugee regime that emerged over the last one‐hundred years stem in great part from these logics. In this paper, we urge critical contemplation about how these foundations—including the establishment of the post of High Commissioner for Refugees in 1921, the resultant Nansen Passports, the post‐WWI minority treaties, and lastly the 1933 Convention Relating to the International Status of Refugees—connect to contemporary human (im)mobility and border violence. We also introduce the articles in this special issue and highlight key themes and future directions for research in critical migration studies.  相似文献
