传染病影响人类福祉和可持续发展,边境口岸地区是传染病境外输入防控中的薄弱区域。然而,目前关于边境地区传染病境外输入风险和防控的研究大部分停留在指标体系构建或定性分析的层面。现有研究中缺乏从地理学视角分析边境口岸传染病的时空演化,对传染病风险的定量测度与情景模拟有待加强,对中国边境口岸的疫情防控工作缺乏精准指导。本文构建了一般意义上的边境口岸地区传染病境外输入风险指数(ERI),评估了一般年份中国陆地边境口岸地区传染病境外输入风险,并以2020年新冠肺炎疫情为例,对中国陆地边境口岸不同管控措施情境进行风险分析,识别了疫情境外输入的高风险口岸。结果表明:①一般年份中约1/5的中国陆地边境口岸风险较高,包括瑞丽、二连浩特、满洲里、东兴等,其中中缅边境地区最为集中。②2020年中国边境口岸地区新冠肺炎疫情境外输入呈现空间极化特征,集中发生在满洲里、绥芬河、瑞丽三个口岸地区。③中俄、中哈边境口岸地区是新冠肺炎疫情境外输入的较高风险区域,霍尔果斯、满洲里、阿拉山口、绥芬河、珲春5个口岸仍存在新冠肺炎疫情境外输入的较高风险。增强边境口岸管控措施对降低新冠肺炎疫情境外输入风险效果显著,后疫情时代需积极转变边境对外贸易方式,协调边境发展与疫情管控之间的关系。本文提出的传染病跨境传播风险评估方法,不仅为当前新冠肺炎疫情的常态化防控提供决策参考,更为今后各类传染病境外输入的定量评估和分级分类管控提供科学支撑。  相似文献

边境地区是主权国家之间的利益交汇地带,一直受到各国政府与学者的重视,边境口岸是其中的关键节点,口岸的发展对载体城市具有直接影响。文章以云南省德宏州的4个边境口岸为研究对象,引入距离因素,通过构建面板数据模型,测算微观尺度下县域相对集中指数(RCI)并进行横向比较,探讨边境口岸的发展及其对载体城市发展的影响。主要结论包括:1)口岸的进出口总额、出入境人数与货运总量对载体城市的正向促进作用十分显著,人流与物流成为连接边境口岸与载体城市发展的重要形式,对促进载体城市发展有推动作用,口岸的通关职能与边境贸易职能突显。2)边境口岸与载体城市之间的距离对城市发展有明显的影响,距离越大,制约作用越明显。3)通过对4个口岸横向对比发现,瑞丽口岸对载体城市发展拉动力度显著,其余3个口岸则带动作用不足。最后为各口岸的差异化发展路径提出对策建议。  相似文献

边境地区是国家重要的国土安全屏障和对外开放门户,深刻分析复杂地缘环境下,中国内陆边境地区的地缘经济合作现状及其影响机制,对于挖掘利用边境传统优势,促进中国边境、民族地区加速发展意义重大。在综合分析边境地缘经济理论的基础之上,搭建地缘经济分析框架,纳入本地经济、外向型经济、本地综合发展三大类指标后,系统刻画了中国边境地区的地缘经济发展及演化。并通过地理探测器剖析了中国边境地区地缘经济空间分异的机制。研究结果发现,边境地区的地缘经济综合发展水平总体平稳增长,空间分异明显。东北地区地缘经济的绝对优势地位逐渐下降。优势地区在空间上高度分散,呈现以东北地区的牡丹江市、内蒙古地区的包头市、新疆地区的博尔塔拉蒙古自治州、云南广西地区的德宏傣族景颇族自治州、崇左市为增长极核的空间极化格局。边境地区的地缘经济主要受国家政策的影响,以及邻国发展水平、与中国展开双边贸易的合作意愿等。政策优惠指数、交通通达度、文化接近度等因素对边境地缘经济影响显著。其中,内蒙古地区、西藏地区以邻国影响为主;东北地区、新疆地区以中国政策影响为主;云南广西地区为综合因素影响。最后,文章提出复杂地缘环境下,差异化边境地区地缘经济发展的政策建议及启示。  相似文献

当前国外政治地理学边境安全研究进展   总被引:2,自引:0,他引:2  
如何在边境地区最大限度地实现人流、物流和资金流等自由、快速的有效流动,从而促进国家经济快速发展的同时,防止国际犯罪集团、恐怖主义、非法移民、毒品和大量破坏性武器通过边境地区进入本国,以保证边境和国家的安全,已经成为各国对边境安全研究的核心。当前围绕这一主题国外政治地理学对边境安全的研究主要集中在:对边境安全研究的基本理论探讨、自由贸易与边境安全、恐怖主义与边境安全和先进技术应用与边境安全等4个方面。文章在梳理这4个专题已有研究的基础上,总结了今后边境安全需要进一步深入探讨的基本问题:1)边境安全的理论与实践之间的不一致性;2)高新技术在边境安全管理中的应用;3)边境安全管理中的双边合作;4)边境安全预警体系构建。最后,提出了国外边境安全研究对中国边境安全的一些启示。  相似文献

"丝绸之路经济带"战略背景下,边境口岸城市作为中国对外开放的重要门户,成为新常态下中国与邻国共同发展的增长节点,成为"丝绸之路经济带"建设的重要依托点,其发展态势决定着该战略实施建设的成效。口岸城市的发展主要依托相应口岸的建设,具有不同地域条件及发展基础的边境口岸拥有不同的发展优势及潜力。通过对"丝绸之路经济带"战略及口岸地缘战略优势内涵的深入了解,提出地缘战略优势度的概念,从政策支持、通关条件、区域支撑、基础设施和民族文化5个影响因素出发,构建了包含18个具体指标的口岸地缘战略优势度的综合评估体系,从而对陆路边境口岸城市的发展现状及其未来发展潜力进行定量评估。并且以此为依据,将陆路边境口岸划分为6个等级,探索不同优势度等级的陆路边境口岸发展存在的问题以及其所依托城市未来的发展前景,从而提出有利于口岸城市发展的优化政策与建议。  相似文献

珲春-图们江地区处于东北亚经济区的几何中心,是吉林省向外开放的门户,也是东北地区向外发展物流的主要节点地区。借助珲春-图们江地区边境口岸通道优势,发展边境口岸物流业对于促进区域经济发展有着意义非常大。本文阐述了珲春-图们江地区边境口岸、对外通道、陆海联通航线的物流运输载体的建设情况,指出该地区边境口岸物流体系存在的问题,边境外贸量小,东西向物流量少,对外通道“通而不畅”,物流企业基础薄弱等问题,这些问题是制约物流体系建设的主要因素,最后有针对性地提出珲春-图们江地区物流体系建设的对策与建议。  相似文献

边境地区是内陆对外开放重要门户,也是全面建成小康社会、优化城镇空间格局的重要组成。本文深入分析2000—2015年中国134个边境县域的城镇化发展格局,基于边境地区城镇化特征构建驱动力体系,并运用地理探测器探析边境地区城镇化驱动机制。研究发现:① 2000—2015年边境地区城镇化水平长期低于全国平均水平且差距不断拉大,面临城镇化发展滞后、动力不足的困境。② 同期,西北、西南边境的城镇化水平偏低、但增速较快;西藏边境的城镇化水平最低、增速平缓;东北、北部边境的城镇化水平稍高、但城镇化速度缓慢甚至停滞。③ 交通力和产业力对边境地区城镇化贡献最大,市场力作用较小,各种驱动力之间存在明显的相互加强作用。④ 西北、西南边境分别形成了以产业力和交通力、市场力和行政力为主要驱动力的城镇化发展机制;西藏边境的自然、社会、经济条件薄弱,尚未形成具有较强贡献作用的城镇化驱动力;东北、北部边境的交通力对城镇化贡献较大,与市场、产业的交互增强效果明显。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. This review aims to distill and synthesize the existing information on the use of models to describe and predict the distribution and movement of metals in lacustrine sediments. As such it examines the causes of metal diagenesis, the origin and form of the equations that govern these phenomena, and the predictability or measurability of the parameters that appear in the models. The paper concludes by highlighting some seminal results from modelling studies, including the determination of the factors controlling the formation of surficial Mn-Fe-enriched zone or layers, the substantial contribution possible from metal reduction to organic matter regeneration, the calculation of mixing-corrected metal input histories to lakes, and the prediction of growth rates and morphologies for both deep-sea and lacustrine ferromanganese nodules.  相似文献
