Fishing vessel and permit buyback programs have been implemented to reduce excess capacity and improve profitability in a number of fisheries around the world. These programs are generally publicly funded, but in a few cases they have been financed by loans to be paid back by the remaining fleet. In 2003, a buyback permanently removed 91 vessels and 239 fishing permits from the Pacific groundfish trawl fishery and associated corollary fisheries of Dungeness crab and pink shrimp. The buyback was financed with $10 million in public funding and a $36 million loan to be repaid over 30 years with fees on landings. In the same year, a control date was set for catch share program in the groundfish trawl fishery. When the catch share program was implemented in 2011, the permit owners that remained in the fishery after the buyback were allocated the quota shares that would otherwise have been issued to the permits bought back in 2003. Estimates of the annual profits generated by this quota are compared to the cost of servicing the buyback loan. The results provide evidence that a buyback program, when implemented in conjunction with catch shares, can enable a sustained increase in profitability for the remaining vessels sufficient to justify its cost. However, using landings taxes as the mechanism to repay the loan may result in a mismatch between those who benefit from and pay for the buyback.  相似文献

Over the past 40 years many fish populations in Indonesian waters have been severely depleted. The paper argues that any explanation of these depletions must take account of the nature of the Indonesian state. The Indonesian state is a highly fragmented structure made up of competing components that in many cases have to raise their own revenue in order to function. The nature of the Indonesian state creates the conditions in which fisheries depletions are likely to occur. The paper develops this argument by focusing on the various ways in which Thai trawlers have operated in Indonesian waters and examining how the Indonesian navy's responsibility for enforcing fishery regulations has often clashed with its own interests in fisheries. The paper argues that one way to overcome the limited ability of the Indonesian government to enforce fisheries regulations and to control the movement of fishing vessels into the waters of other countries is to establish a regional regulatory regime that builds on and expands the Southeast Asia Fisheries Development Center (SEAFDEC) advisory body. The paper concludes by examining some of the obstacles that might get in the way of the success of such a regime and proposing ways in which these obstacles can be overcome.  相似文献

This article investigates the role and value of user participation in fisheries management. New empirical data on changes in the institutional structure of fisheries management systems is presented by examining the management structure of two Danish fisheries. The analysis focuses on how user participation functions are institutionalized as co-management between administrators and user groups. General lessons for successful user participation in management are deduced. The paper concludes that co-management is able to overcome some of the fundamental problems related to modern fisheries management and that co-management can work as an active and effective management tool rather than as an impediment to efficient management.  相似文献

The Gulf of Mexico Fishery Management Council determined that previous management of the grouper and tilefish fisheries in the northern Gulf of Mexico were not meeting management goals, and developed a catch shares program using individual fishing quotas (IFQs) beginning in January 2010 in order to more effectively manage these fisheries. An IFQ is a management method in which individual fishers and corporations are allocated the right to harvest a percentage of a fishery's total allowable catch, thus specifying how much of a particular species each fisher can harvest. This study makes use of a mail out survey to document the perceptions of fishers, seafood wholesalers, fisheries managers, and academics with an interest in the (northern) Gulf of Mexico grouper and tilefish IFQ program. While fishers, seafood dealers, fisheries managers, and academics all acknowledge that the IFQ program will create some problems, commercial fishers and dealers were far more skeptical of the alleged benefits of IFQs. Moreover, larger commercial operators were more inclined to agree with managers and academics that the IFQ program will produce several benefits for their operations and the fisheries. Some smaller operators believe that they will be driven to ignore the new rules or be forced out of business. In the future, the Gulf Council might do two things: put a bit more effort into making fishers aware of the potential benefits of IFQs, and develop alternatives with more flexibility perhaps working more closely with communities of fishers, who prize their independent way of life above all else.  相似文献

The paper develops a benchmarking framework to improve fisheries governance and promote resilient ecosystems and profitable fisheries. The benchmarking includes five key components: accountability, transparency, incentives, risk assessment and management; and adaptability. Collectively, these factors provide a framework to benchmark and improve fisheries governance. Initial findings from benchmarking in two of Australia's Commonwealth fisheries indicate that the framework provides an important tool to help overcome the underlying causes of unsustainability in capture fisheries—poor and/or ineffective fisheries governance.  相似文献

The Pacific Islands region includes some of the smallest countries in the world, some of which are in a precarious economic condition and heavily reliant on the region's tuna fisheries for revenue and food security. The ability of some of these countries to profit from their fisheries resources, and effectively conserve these resources for future generations, is undermined by a combination of economic, governance and institutional weaknesses that make these countries vulnerable to corruption in the fisheries sector.  相似文献

The speculation that climate change may impact on sustainable fish production suggests a need to understand how these effects influence fish catch on a broad scale. With a gross annual value of A$ 2.2 billion, the fishing industry is a significant primary industry in Australia. Many commercially important fish species use estuarine habitats such as mangroves, tidal flats and seagrass beds as nurseries or breeding grounds and have lifecycles correlated to rainfall and temperature patterns. Correlation of catches of mullet (e.g. Mugil cephalus) and barramundi (Lates calcarifer) with rainfall suggests that fisheries may be sensitive to effects of climate change. This work reviews key commercial fish and crustacean species and their link to estuaries and climate parameters. A conceptual model demonstrates ecological and biophysical links of estuarine habitats that influences capture fisheries production. The difficulty involved in explaining the effect of climate change on fisheries arising from the lack of ecological knowledge may be overcome by relating climate parameters with long-term fish catch data. Catch per unit effort (CPUE), rainfall, the Southern Oscillation Index (SOI) and catch time series for specific combinations of climate seasons and regions have been explored and surplus production models applied to Queensland's commercial fish catch data with the program CLIMPROD. Results indicate that up to 30% of Queensland's total fish catch and up to 80% of the barramundi catch variation for specific regions can be explained by rainfall often with a lagged response to rainfall events. Our approach allows an evaluation of the economic consequences of climate parameters on estuarine fisheries, thus highlighting the need to develop forecast models and manage estuaries for future climate change impact by adjusting the quota for climate change sensitive species. Increasing populations and development in many of the small Pacific Island nations have placed heavy pressures on coastal environments and on inshore fisheries. The population of Samoa, in the Southwestern Pacific, has increased 5–6-fold in the past 150 years. Wetlands, lagoons and coral reefs have been seriously degraded because of inappropriate land-use and fisheries practices and recent catastrophic cyclones, and many fish and invertebrate stocks have declined in the past 10–15 years. A research program was established in 1990 to determine the status of the coastal and inshore environments, to monitor inshore subsistence and commercial fisheries, to determine the status of stocks, and to identify potential management actions. An inventory of inshore resources was produced using aerial photography and ground and underwater surveys. Fisheries catch and effort were established through a national census, questionnaire surveys in households and schools, and creel and market surveys. A major aid program was commenced in 1995 by the Australian government (AusAID) to assist Samoa to establish an effective inshore fisheries and environment management program. A key strategy was the devolution of powers in inshore fisheries management back from the national government to the villages and local fishers. A culturally appropriate co-management model was developed and tested, and has now been adopted by many villages. An inshore fisheries extension capability was developed within Samoa's Fisheries Division to assist villagers to undertake their own environmental and fisheries surveys; identify major factors affecting fisheries; identify ways of reducing these factors; establish an agreed (between village council and national government) plan of management and regulations; and establish their own fisheries management bodies. By the end of 1997 the Inshore Fisheries Extension Service had been established and trained; 26 villages had entered the co-management program and established their own plans of management; and 20 fisheries reserves had been established. The techniques for inshore environmental and fisheries assessment and management developed for Samoa are applicable, with appropriate modification, to subsistence fishing communities elsewhere in the South Pacific.  相似文献

通过设置15℃、20℃、25℃、30℃4个干露温度梯度,检测不同发育阶段三疣梭子蟹幼体的露空时间、死亡率、含水量、失水率及体重消耗率等指标,分析干露温度、发育阶段与幼体死亡率的关系。结果表明,各发育阶段的幼体死亡率均随干露时间的增加而升高(P<0.05);不同温度条件下,Ⅰ期幼蟹(CⅠ)的含水量、失水率和体重消耗率均高于Ⅱ期幼蟹(CⅡ)(P<0.05);CⅡ20℃时的露空时间最长,为11h,半致死时间为7—8h;30℃时最短,为2h;CⅠ15℃时的露空时间最短,为0.5h;20℃时最长,为4h。相同温度下,幼体各发育阶段的耐干露能力为CⅡ>CⅠ>ZⅣ>ZⅢ=M。结果说明,温度≤15℃不利于幼体的存活,温度≥25℃干露耐受性降低。因此,20℃更有利于幼体获得长存活时间。  相似文献

Oregon's Developmental Fisheries Program is designed to encourage the commercial exploration and development of State managed underutilized fishery resources. A key program strategy is allocating relatively secure harvest rights to pioneering entrepreneurs when a fishery successfully transitions from “developing” to “developed” status. Since the program's inception in 1993, two fisheries, sardine and bay clam, have moved from undeveloped to developed status. Case studies of these fisheries show that many challenges impact the success of the Developmental Fisheries Program including difficulties in designing and allocating asset rights, establishing operational program guidelines, selecting measurable targets that meet legislative standards for a developed fishery, and financing developmental fisheries management practices. Developmental fisheries strategies used in other regions and countries are summarized. Recommendations are made for improving Oregon's Developmental Fishery Program including establishing clear objectives and timelines for the Program and identifying appropriate renewal requirements for permits and other developmental incentives on a fishery-by-fishery basis.  相似文献

Marine Stewardship Council (MSC) certification is a market-based incentive program recognizing well-managed fisheries. Currently, four Argentine fisheries are involved in the MSC program. Using in-depth, semi-structured interviews with fishery stakeholders, the study surveys their perceptions regarding MSC certification. MSC certification is positively perceived because stakeholders focus on knowledge of the process. Most respondents consider certification as encouraging effective fishery stakeholders’ participation: access to information, increased communication, and reaching consensus. Market/political/social realities will prove whether a more intense participation of Argentine fisheries in the certification initiative is useful. Because some markets in the EU and USA are demanding MSC certified products, there is a need to work towards a governance structure that helps link certification with policy market outcomes to ensure exportation of Argentine fish. MSC certification may suggest improved management of participatory bottom-up planning. This bottom-up approach provides an opportunity to establish feedback mechanisms and organizational changes.  相似文献

Fleet communication systems report near real-time observations of bycatch hotspots to enable a fishery to operate as a coordinated “One Fleet” to substantially reduce fleet-wide capture of protected bycatch species. This benefits the bycatch species per se, reduces waste, and can provide economic benefits to industry by reducing risk of exceeding bycatch thresholds and causing future declines in target species catch levels. We describe case studies of fleet communication programs of the US North Atlantic longline swordfish fishery, US North Pacific and Alaska trawl fisheries, and US Alaska demersal longline fisheries, and identify alternative fleet communication program designs to reduce fisheries bycatch. Evidence supports the inference that these three fleet communication programs substantially reduced fisheries bycatch and provided economic benefits that greatly outweighed operational costs. Fleet communication may be appropriate in fisheries where there are strong economic incentives to reduce bycatch, interactions with bycatch species are rare events, adequate onboard observer coverage exists, and for large fleets, vessels are represented by a fishery association.  相似文献

This research examines attempts to develop co-management arrangements in the Maine lobster and Chesapeake Bay blue crab fisheries. It finds that the attributes of user groups and resources as well as government support are important in facilitating the development of co-management, but are not sufficient. This study highlights that the process of developing institutions for co-management is lengthy and time consuming and that user groups do not necessarily embrace changes to the status quo. I argue that the nature of distributional conflict and the affiliation of policy entrepreneurs account for variation in the development of co-management regimes in these cases.  相似文献

In some fisheries, claims have been made that quota programs have led to increased vertical integration, with processors controlling quota and fishermen. In the US halibut fishery a quota program was designed specifically to maintain the small-scale vessel nature of the fishery. This paper reports on what changes have been seen in the vertical structure of the halibut fishery and offers some explanation for these changes. Results indicate that the specific rights granted can have significantly different effects on the vertical structure of the industry. In the case of the halibut fishery vertical integration was avoided and market transactions actually increased.  相似文献

This paper examines why market and government institutions failed to prevent over fishing in the Southern Gulf snow crab fishery, whereas non-market institutions succeeded. A general conclusion is that the institutional environment in which economic behaviour must be coordinated for successful fisheries management is complex. More specifically, collective action dilemmas arise from the interdependency of human and fish species interactions. However, successful institutions are capable of resolving these dilemmas when they achieve credible commitment. Coordination mechanisms such as co-management contracts, horizontal patterns of communication and win–win negotiations all contribute to building an institutional arrangement in which participants are motivated to comply with conservation objectives.  相似文献

The Northern Gulf of California is an area important for small-scale fisheries in terms of economic activity and food security, but widespread non-compliance with fisheries regulations impedes effective management of resources and conservation efforts. Where a previous study evaluated quantitatively a theoretical situation in which all regulations are perfectly followed, this article compares a suite of recently proposed ecosystem-based management (EBM) policies against the expected benefits of full enforcement of current regulations. Policies evaluated include no-take marine protected areas (MPAs), breeding period closures, changes in hook size and fishing effort, and gear-specific spatial closures. No-take MPAs yield ecological benefits over a wide range of MPA sizes and characteristics, but do not increase overall catch. Seasonal closures are effective at reducing overfishing for the depleted leopard grouper (Mycteroperca rosacea); changing the hook size of artisanal longlines does not increase catch of either the target species or the assemblage, and gear-specific fishery closures for crab traps near Puerto Peñasco are effective at reducing overfishing of blue crab (Callinectes bellicosus and C. arcuatus). In general, full enforcement of existing regulations outperforms these EBM policies in terms of conservation benefits, but it may be less palatable to stakeholders as it requires major reductions in catch.  相似文献

This paper analyses, using a qualitative methodology, some of the possible causes of the recognised failure of fisheries policy concerning traditional fisheries. Through a case study in a Spanish Mediterranean port (Gandia), it concludes that the basic problem is the lack of legitimacy of political institutions for fishermen. Any attempt to implement an effective fisheries management must recover this legitimacy, by harnessing existing social capital of these communities through the adoption of new models of fisheries co-management and the revaluation of local knowledge.  相似文献

In this study we introduce the first step towards a statistical model for the reliability of fisheries data. We applied Benford's Law to catch data from the Atlantic Canadian lobster (Homarus americanus) fishery's lobster fishery areas (LFAs) 33 and 34 and compared our results to those using observations from the “grey zone” (a highly regulated lobster fishery shared by Canada and United States) and a fishery with a different regulatory regime (snow crab, Chionoecetes opilio). Non‐conformity with Benford's Law is often considered as an indicator of human manipulation of accounting data. We found that observations from the grey zone conformed to the distribution predicted by Benford's Law, whereas observations from snow crab and both lobster fishery areas did not conform.  相似文献

Fisheries management receives valuable, but often fragmented information from academic disciplines such as biology, economics, and social sciences. A multi-disciplinary perspective seems to be necessary if the fisheries are to become sustainable. Globally, overcapacity is considered as the most serious threat to sustainable fisheries, which indicates the need for a stronger integration of technological aspects into fisheries management. This paper discusses application of systems engineering principles and integration of technology into fisheries management. The systems engineering process facilitates implementation of multi-disciplinary information from researchers to fisheries managers in the decision-making towards sustainable fisheries, but may also be used to overcome multi-disciplinary obstacles among scientists. The article concludes that use of systems engineering principles may become a valuable contribution to fisheries management because of increased transparency and reduced risk associated with the decision-making process.  相似文献
