The present paper reviews research done in Asian countries during the second phase of the Worldwide Collaborative Research Project on Fisheries Co-management. Building on the results of the first phase, the paper focuses on stakeholder conflict, and social and geographical scale. Several conclusions emerge from common patterns. Community motivations for co-management are often related more to the protection of fisheries resources from outsiders than to conservation. Access rights are important but exclusion from food resources in a context of widespread poverty should be approached carefully. Cross-scale institutional linkages make adaptive management possible by bringing together groups with broad local foci and ones with narrow trans-local mandates. The role of the government is balancing interactions between these various groups. This is not a role that is compatible with top-down management. 相似文献

Inspired by Rittel and Webber [Dilemmas in a general theory of planning. Policy Sciences 1973;4:155–69], it is argued that fisheries and coastal governance is confronted with problems that are inherently “wicked.” Problems are wicked (as opposed to “tame”) when they are difficult to define and delineate from other and bigger problems and when they are not solved once and for all but tend to reappear. Wicked problems have no technical solution, it is not clear when they are solved, and they have no right or wrong solution that can be determined scientifically. Instead, for wicked problems governance must rely on the collective judgment of stakeholders involved in a process that is experiential, interactive and deliberative. In this paper, the wicked problem is identified as a governability issue, recognizing that there are limitations to how rational and effective fisheries and coastal governance can possibly be. The paper offers a framework which could help us locate the wicked problems within the fisheries and coastal governance system, as well as examine their governability. 相似文献

Industrial aquaculture has become one of the main protagonists both on the coasts and in international policy aimed at regulating matters concerning the sea. This new role is reflected in the recently adopted Common Fisheries Policy of the European Union, where the need to promote the sector and the involvement with other local actors, specifically artisanal fishers, is highlighted. However, the official promotion of this activity could be overvaluing its benefits while, at the same time, undervaluing the new barriers that it is introducing in fisheries co-management. Centered in Valencian Community (Spain) and through a qualitative methodology, this paper examines the views and positions of stakeholders directly involved in aquaculture activity (biologists, aquaculture businessmen and policy managers) on the possibilities of joint participation. It is concluded, that eroding the detected mistrust among stakeholders through "hybrid forms of participation" would be a necessary prerequisite to setting up a common framework for involvement leading to an effective co-management. 相似文献

Fisheries observers can both collect scientific data and report on compliance with fisheries regulations. Observers are used only for scientific purposes in most US fisheries. However, North Pacific groundfish fisheries observers are required to report violations of fisheries regulations that they witness. Based on evaluation of historical enforcement incidents and survey data, this paper considers the effects of mandatory reporting in the North Pacific. The goal of this analysis is to determine whether and how observer enforcement in the North Pacific differs from observer enforcement in other US fisheries and to determine what benefits observer enforcement might yield if adopted in other fisheries. 相似文献

In this paper we argue that what precedes the implementation of co-management is as important as what happens later in the process. To a selected group of fisheries and coastal co-management practitioners in various parts of the world, we posed questions about how the idea was conceived, who participated in the initial discussion, and the preparation required before implementation. Responses received suggest a wide range of possible beginnings. In some cases (e.g., Barbados, Mozambique, and Zambia/Lake Kariba), the government spearheaded the process, while in others (e.g., Brazil and Malawi), the process was initiated by local entrepreneurs. In other instances, the initial discussion took place between communities and researchers (e.g., South Africa) or environmental groups (e.g., the Philippines). Learning about the conditions and actions taken prior to co-management implementation can assist us in evaluating the likelihood of success. In addition, by taking the time to understand situations in a local context, researchers can avoid premature and hasty attempts to embrace co-management schemes. 相似文献

This project aimed to develop co-management of exploited marine fishery resources in Barbados using the sea urchin fishery as a test case. The approach was to work with stakeholders, primarily the fishers, to establish a co-management mechanism that could be operated by the fishers themselves with technical and advisory support from the Fisheries Division. The project used Technology of Participation (ToP) methodology, developed by the Institute of Cultural Affairs (ICA). ToP methods used included Focused Conversation and Participatory Strategic Planning. To our knowledge, this methodology has not previously been applied in small-scale fisheries co-management. Fishers involvement was developed in stages: identification of groups of fishers in communities and a contact person for the group; dialogue with individuals and the small groups; discussion in larger groups to derive approaches to management; and full group participation to reach consensus regarding the most appropriate approach to management. Key persons identified in communities helped organize meetings to discuss the sea urchin fishery. From these community meetings, individuals were selected to take part in the strategic planning. Two vision meetings with separate groups of fishers, produced similar results. These groups were combined at a planning meeting, where fishers examined the blocks to achieving the vision, developed strategies to overcome the blocks, and an action plan to implement the strategies. This paper describes the main elements of fisheries management in Iceland and its development in recent years. The system of fishery management has failed to prevent serious depletion of the cod stock. The comprehensive ITQ system in Iceland seems to be functioning well and has led to increased economic efficiency. The authorities have taken the crisis in the cod-fishery seriously and reduced the catches substantially. They have introduced a TAC rule that will lead to a recovery of the cod stock and to an optimal exploitation, providing that the authorities are prepared to persevere with the system. 相似文献

The Tam Giang – Cau Hai lagoon is a microcosm of the complex social-ecological challenges experienced in similar systems throughout Southeast Asia. Intensification and rapid change in livelihood strategies (production and gear type) have increased conflict and placed a significant strain on aquatic resources in the lagoon. Such changes are compounded by near-shore agricultural development and urbanization. In the long-term, resolving livelihood conflicts and sustaining ecosystems will require a shift in the planning and management model from one that is top-down and enforcement driven, to one involving greater decision making and management authority at the local level. Drawing on experiences with a long-term action research process in the lagoon, this paper examines the challenges and opportunities of implementing a co-management approach. Of particular focus is the growing recognition among authorities of the value of engaging local fishers and fish farmers in participatory process to resolve complex livelihood challenges, and the development of local management bodies (newly formed Fishing Associations) as a basis for emerging co-management of aquatic resources. 相似文献

Ten fishery cooperatives of the Pacific coast of Mexico were studied to examine reasons for successful community-based management of the fishery commons. The cooperatives hold exclusive rights to ‘concession’ territories for major fisheries and are linked by geographic adjacency and through a federation. The case study underscores the role of factors such as smallness of scale; the productivity, visibility and legibility of the resources and fisheries involved; clarity of social and territorial boundaries; adjacency and linkages among territorial units; a strong sense of community. The cooperatives also made considerable investments in attaining high levels of knowledge, leadership, transparent and democratic decision-making, and “vigilance,” or enforcement of the rules and the running of the organization. The study also shows the workings of windows of opportunity and experience with environmental change in the development of strong and adaptive capacities for co-management between local organizations and government agencies. Although particular histories and larger legal, political, and cultural contexts matter, the Mexican case supports arguments for greater community-level engagement in “catch share” and territorial management throughout the Pacific. 相似文献
