城市土地的高效利用是城市高质量发展的关键因素之一,特别是对于土地资源相对稀缺的大型城市。以国家中心城市建设对象郑州市为例,通过构建土地利用效益系统分析框架与城市土地利用转移矩阵,本文揭示了快速扩张型城市的土地利用效益系统演化规律、子系统间的动态耦合协调关系以及土地利用类型之间的转换逻辑。研究发现:郑州市土地利用效益系统逐步从生态环境效益偏好型(1998–2005年)向社会经济效益偏好型(2006–2019年)进行转变,并呈现典型的“倒U型”演化特征。伴随这一演化过程,郑州市的城市空间快速增长了461 km2。土地利用转移矩阵的分析显示,郑州市土地利用类型转换幅度最大的是草地、耕地、林地以及水域等土地利用/覆被类型,其在22年间不断转换为城市建设用地,并成为郑州市城市空间快速扩张的主要原因。地方政府应当根据城市土地利用效益系统特征和子系统间耦合协调关系演化态势,主动实施差异化的城市土地利用策略,同时积极把握城市增长边界划定契机,持续推进城市发展转型升级和生态城市建设。  相似文献

城市土地利用演化的实质是人为干预下城市生态景观的自组织机制作用过程。根据城市土地利用演化生命机制概念,构建基于地理特征的城市土地利用演化CA模型,并以深圳特区为试验区域进行实证研究。结果表明,基于城市生命机制和地理特征的城市土地利用演化CA模型,可以有效地进行城市土地利用演化的时空模拟与预测。  相似文献

采用博弈分析方法,研究城市住区开发区位选择过程中的多方博弈及其空间结果,提出促成住区开发区位选择规划管理增和博弈和合作博弈的措施.结果认为,政府、开发商、消费者和非营利组织在住区开发区位选择决策中的空间博弈直接影响甚至决定着城市住区区位的演化;住区开发区位选择规划管理博弈应以促进增和博弈和合作博弈的形成为目标,为此一方面要提高各主体参与博弈的动力,另一方面要充分发挥规划管理部门的主导角色,运用规划引导、投资引导和信息引导等手段促进目标的实现.  相似文献

借助GIS技术,本文构建了包含微观智能主体和环境主体的城市居住空间演化的多主体模型,旨在探讨城市居住空间增长的过程中市场机制和计划机制之间的相互作用和消长规律。模型分析总结了城市居住空间增长过程中城市居民、住宅开发商和城市政府的目标函数,认为城市空间扩张形态和土地集约利用水平主要取决于土地市场发育状态的不同阶段及城市政府的土地利用决策。通过调整城市政府主体的土地利用和环境政策设定了城市居住空间扩张的紧凑型、松散型和适度型3种情景类型,以ArcGIS和VC为运行环境实现情景模型,为城市政府的土地利用规划政策提供事前指导。以武汉市的洪山和武昌两区为实验区,分别模拟了基于3种规定情景下1998-2008年期间的居住空间演化情况,并与实验区居住空间的实际演化情况进行了形态、土地利用结构变化和土地利用社会效用的概略对比分析,结论为实验区1998-2008年的居住空间扩张基本属于适度型,但尚需要加强城市的内城市化。  相似文献

跨市轨道交通溢价回收策略与多层级管治:以珠三角为例   总被引:1,自引:1,他引:0  
随着城市化和机动化的发展,跨市轨道交通建设成为应对交通拥堵,引导土地开发与通勤结构,促进区域一体化的策略。面对轨道交通巨额建设运营成本,多层级政府管治(Multi-level Governance)下的投融资模式和溢价回收(Value Capture)策略成为推动跨市轨道交通建设的基础。目前,对跨市交通设施的溢价回收和多层级管治还缺乏系统讨论。以珠三角为例,实证分析跨市轨道交通多层级政府的合作博弈、投融资模式与溢价回收策略,重点论述由“省部合作”向“省市合作”联合开发的溢价回收策略转变。研究发现,珠三角跨市轨道交通联合开发面临土地、规划和财税等制度约束以及政府间利益博弈,省政府主导的“省市合作”交通土地综合开发模式超越单个城市政府,实现区域层面的交通溢价回收,能为中国城际轨道交通融资和多层级管治提供参考。  相似文献

城市荒山开发模式的演变、融合是一个发展的动态过程,传统和创新荒山开发模式在特定的区域、条件下将长期共存。以政府和企业群体行为策略为研究对象,构建两者的复制动态模型,探讨荒山开发创新模式中政府和企业的行为策略选择及政府推动城市荒山开发模式创新的作用机制,并以乌鲁木齐市为例,分析城市荒山开发模式的演化机制及开发主体行为。结果表明:政府和开发企业行为策略选择显著影响城市荒山开发模式的融合发展与创新;政府的扶持政策能够引导企业创新;政府应积极为企业创新搭建平台,根据不同的创新策略提供差异化的补偿方式。  相似文献

“双碳”目标下需要在区域范围研究城市低碳竞争力,解析区域内各城市低碳发展条件的时空演化差异。以长三角41个城市2000—2020年低碳竞争力为研究对象,以碳排放量、碳排放社会经济关联因素、低碳技术与政策3个维度构建城市低碳竞争力评价指标体系,基于TOPSIS-灰色关联法解析长三角地区城市低碳竞争力时序演化特征,并采用LISA时间路径和时空跃迁模型分析其空间演化格局,最终划分了城市时空演化类型。结果表明:(1)长三角地区城市低碳竞争力位序更替明显,近50%的城市演化呈现波动上升趋势,地区平均水平上海市>浙江省>江苏省>安徽省。(2)碳排放量空间关联度变化较大,碳排放社会经济关联因素空间关联度较弱,而低碳技术与政策时空协同发展态势显著。(3)长三角城市不发生时空类型跃迁或跃迁方向一致的概率为81.1%,表明长三角城市低碳竞争力空间格局存在一定的路径依赖。(4)长三角地区低碳竞争力存在不同的时空演化类型,北部部分城市属于低水平固化型;皖南和浙南地区部分城市属于高水平协同型;中部的杭州、宁波等城市属于高水平溢散型,带动周边地区向好发展;而上海、南京与合肥属于高水平中心型,尚未...  相似文献

领域化是当前政治地理研究的核心概念和理论。城市化将农村区域划入“城市”之中,城市局限往往通过土地扩张来解决,地方和国家等不同行动者呈现出不同尺度的领域化和去领域化的策略。本文以广州一个正在城市化的村落为例展开历时态研究,并得出以下结论:首先,城市化中的“领域化”和“去领域化”第一层次为土地,国家根据法律以及城市依据自身发展需要将土地纳入城市范畴;其次,第二层次为围绕利益空间的“领域化”和“去领域化”,伴随着地方政府、企业、村集体、村民等的策略,不同主体和话语开始进入并协商博弈;第三层次为地方认同,竞争性的“再领域化”促成地方认同的产生和变化。这三个层次的不一致性导致了不同时期治理方式的差异和治理困境的产生。本文从领域化理论视角深入探究尺度政治如何在城市化过程中产生和得以体现,以及不同城市化发展时期和城市空间转变中的城乡边界动态变化、村落自我调整的复杂过程以及城乡融合过程中的治理挑战,最后给出政策思考和建议。  相似文献

泛长三角城市土地利用效益测度及时空格局演化   总被引:3,自引:0,他引:3  
以泛长三角地区为研究区域,从经济、社会、生态3维度构建城市土地利用效益指标体系,运用改进熵值法测度1995-2013年城市土地利用效益值;并通过ESDA分析技术、耦合度及多元回归模型等方法对泛长三角城市土地利用效益时空格局演化及机理进行了初步探讨。结果表明:1)1995-2013年泛长三角城市土地利用效益整体上呈提升趋势,且效益"南高北低、东高西低"差异显著;2)相邻城市单元表现出较弱的空间集聚特征,效益热点区主要分布在苏锡沪和宁杭地区,向皖江、绍甬地区演化,而效益冷点区主要集中在皖北地区;城市土地利用效益系统的耦合度不高,处于拮抗阶段向磨合阶段演化,仅个别城市效益系统耦合较好,呈"点"状形态分布;3)泛长三角城市土地利用效益时空格局演化主要受城市化水平、经济发展程度及土地市场化3个主要驱动力综合作用及影响。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献
