Laguna de Bay is the largest lake in the Philippines bordering metropolitan Manila, the nation's capital and the industrial hub of the country. As a multiple-use resource the lake is of prime importance for its fisheries, as a transport route and as a water source for the cooling of industrial plants and for irrigation. The lake is also envisaged to supply the domestic water needs of the basin in the year 2000. With rapid urbanization, industrial development and deforestation of its watershed, Laguna de Bay has been stressed with sedimentation, overexploitation of its fisheries and pollution. Various management strategies have been adopted by government to address such human impacts. Among the major programs are the installation of a hydraulic control structure, implementation of a zoning and management plan and the formulation of a master plan. There is need for an integrated approach for the management of the Laguna de Bay basin for its sustainable development.  相似文献

The Waikato River drains 13% of the North Island. It rises in the Central Volcanic Plateau; the headwaters, including the Tongariro R., drain into oligotrophic Lake Taupo, important for fishing and holidaying. The river flows north from Taupo for 450 km to the sea near Auckland. Human impacts on the river system have been extensive, primarily dating from European colonisation begun in the 1800s. Most of the catchment below L. Taupo has been altered by agricultural development (mainly sheep and cattle rearing); the original forests and swamps have been lost leading to increased nutrient levels, erosion, light intensities, and water temperatures. There is also extensive use of the water for electricity generation. The Tongarino Power Scheme involves impoundment of water, and the diversion of additional water from the Whanganui River and other catchments with consequent effects on their biota. There are 8 hydro-electric dams on the Waikato River below Taupo causing barriers to migratory animals, downstream effects due to impoundments, and alterations to water flow regimes. Impacts of geothermal power stations, and the water-cooled Huntly Power Station in the lower Waikato are more localised. Eutrophication is enhanced by sewage and stormwater discharges, but all wastes now receive some form of treatment. There are only 340,000 people in the catchment and the major industrial pollution comes from meat and dairy processing and forestry. Some natural pollution results from geothermal inputs. Water abstraction and discharges into the river are now closely regulated. Extensive introductions of exotic biota have been made, notably trout, coarse fish, and macrophytes. The native biota has been little-studied and the biological processes operating in the river are poorly understood. It is not possible to assess the relative importance of eutrophication and habitat change, nor to predict the impacts of future changes.  相似文献

Deterministic analysis of local tsunami generated by subduction zone earthquakes demonstrates the potential for extensive inundation and building damage in Napier, New Zealand. We present the first high-resolution assessments of tsunami inundation in Napier based on full simulation from tsunami generation to inundation and demonstrate the potential variability of onshore impacts due to local earthquakes. In the most extreme scenario, rupture of the whole Hikurangi subduction margin, maximum onshore flow depth exceeds 8.0 m within 200 m of the shore and exceeds 5.0 m in the city centre, with high potential for major damage to buildings. Inundation due to single-segment or splay fault rupture is relatively limited despite the magnitudes of MW 7.8 and greater. There is approximately 30 min available for evacuation of the inundation zone following a local rupture, and inundation could reach a maximum extent of 4 km. The central city is inundated by up to three waves, and Napier Port could be inundated repeatedly for 12 h. These new data on potential flow depth, arrival time and flow kinematics provide valuable information for tsunami education, exposure analysis and evacuation planning.  相似文献

The development of renewable energy sources is of prime interest to many countries seeking to pursue greenhouse gas emission reduction obligations. The increased use of renewables offers the possibility of not only contributing to emission reduction, but at the same time improving energy supply diversity and security, and developing employment and business in related supply industries. Two main mechanisms are in common use, one a quota (quantity) instrument often associated with tradable certificates, and the other a prescribed pricing mechanism. This paper considers the renewable energy development strategies of three countries (the UK, Australia, and New Zealand) all using a variant of the quota/certificate approach as the central instrument in their programs. The regulatory frameworks defining the application of the certificate systems differ notably, and the likely differing outcomes suggest that these regulatory settings may be at least as important as the selection of the basic policy instrument, in determining the overall success of programs of this nature.  相似文献

We have analysed three recent earthquake sequences in the northern part of the Taupo Volcanic Zone. A 1998 sequence at Haroharo with a largest event of ML 4.8, and a 2004 sequence near Lake Rotoehu (largest event ML 5.4), had normal b-values, and displayed an aftershock decay pattern, with most of the activity within the first few days. In contrast, a 2005 sequence a few tens of kilometres away at Matata (largest event ML 4.1), had very different characteristics, with a slow development and decay, no tendency for enhanced seismicity after the larger events, and a very high b-value.The focal mechanisms of the Rotoehu and Matata events are normal, and have stress patterns consistent with the geodetically observed extension of the Taupo Volcanic Zone in a northwest–southeast direction. The extensive recent volcanism in the Okataina Volcanic Centre does not seem to have affected the stress pattern in this area.The Rotoehu sequence showed a strong resemblance, particularly in the time distribution of events, to the well-known swarm activity in the Vogtland region on the German/Czech border, in which larger events were followed by a burst of seismicity, as in a normal aftershock sequence. Some of the arguments that have been advanced to explain the Vogtland swarm as seismicity induced by fluid injection apply to Rotoehu, but there is no direct evidence of fluid involvement. The Matata sequence appears to have a continuing trigger mechanism, either a slow injection of fluid, or a slow slip event, in an environment in which opening pore spaces prevent high overpressures developing. The Matata sequence occurred close to the area of the 1987 ML 6.3 Edgecumbe Earthquake, so exhibiting two extremes of seismic temporal pattern, namely mainshock–aftershock and a swarm with many events of similar magnitude, within a small area.  相似文献

Following a damaging magnitude 6.3 earthquake in Christchurch, New Zealand on February 22, 2011, an unprecedented number of displaced school children were enrolled temporarily or permanently in new schools throughout New Zealand. This study utilized accounts from primary school teachers in New Zealand, derived from focus groups scheduled in March and April 2011 for an evaluation of a disaster preparedness teaching resource, to examine how these disasters impacted individuals and schools outside of Christchurch. The educators’ focus group accounts provide an illustration of classroom responses including providing emotional support to displaced children, informal classroom discussions, curricular responses, addressing disaster rumors, and information seeking through peers. Some recommendations are provided on ways to support teachers’ important roles in disaster recovery, including targeting evidence-based guidance and teaching resources to schools enrolling displaced children, dispelling disaster rumors through schools and facilitating peer mentoring among teachers. An overarching lesson is that communities would benefit from teachers being better equipped to provide emotional support and responsive disaster education to children after disasters.  相似文献

This paper reports on a study investigating cross-cultural equivalence in predictors of earthquake preparedness. Data were collected from Napier (New Zealand) and Kyoto (Japan). These locations were selected because they face comparable levels of seismic risk but differ with respect to their cultural characteristics. This mix of hazard similarity and cultural differences provided an opportunity to assess the degree of cross-cultural equivalence in predictors of earthquake preparedness. Cross-cultural equivalence was examined by assessing the degree to which individual hazard beliefs (outcome expectancies) and social characteristics (community participation, collective efficacy, empowerment, trust) could explain levels of hazard preparedness in each location. Structural equation modelling analyses revealed similarity in the pattern of relationships between predictor variables and intention prepare in the Napier and Kyoto data. It is argued that this provides support for the existence of some universal, cross-cultural equivalence in how hazard beliefs and social characteristics interact to predict the degree to which people adopt earthquake preparedness measures. Differences between the data sets are discussed in the context of the fundamental cultural differences between Japan and New Zealand. The theoretical and practical implications of the findings are discussed.  相似文献

Vulnerability studies have evolved significantly in recent decades. Although not overly theoretical compared with some other fields of science, some important conceptual progress has been made. At the practical level, vulnerability indicators have been used either at a generic level or for particular hazard contexts. However, these indicators are often predictably too narrow in their coverage of aspects of vulnerability. An important need remains to produce more conceptually informed vulnerability indicators or parameters and more satisfactory operational tools to assess weaknesses and resilience in coping with natural risks. In this paper, we present the methodology developed in the context of a recently concluded EU funded project, ENSURE (Enhancing resilience of communities and territories facing natural and na-tech hazards). The resulting vulnerability and resilience assessment framework tool adopts a systemic approach embedding and integrating as much as possible the multifaceted and articulated nature of concepts such as vulnerability and resilience. The tool guides evaluators towards a comprehensive and context-related understanding of strengths and fragilities of a given territory and community with respect to natural extremes. In this paper, both the framework tool and its application to Sondrio in Italy, which is exposed to flash floods, are presented and discussed. The merits and demerits of the new tool are discussed, and the results of the application to Sondrio indicate where data are currently missing, suggesting the kind of data, which will need to be gathered in future to achieve more complete assessments. The results also suggest vulnerability reduction policies and actions and further ways of revising the existing framework tool in the future.  相似文献

The Avon-Heathcote is a small, microtidal, predominantly intertidal, weather-dominated estuary. It has experienced large alterations to its physical environment as a result of the establishment and growth the adjacent Christchurch City, on what was previously a swampy, dune-bordered coastal plain. During the first 25 years of settlement the volume of the tidal compartment of the estuary decreased from 7.7 × 106 m3 to about 5 × 106 m3. A combination of rapid drain laying in the 1880s and 1890s and the conversion of much of the catchment of the estuary to urban uses altered the sediment yields and runoff characteristics of the area and resulted in a reversal of the early trend. By 1925 the tidal compartment had returned to its original volume, and by 1975 it had reached a volume of 10.93 × 106 m3. The early decrease was accompanied by widespread deposition of a 30–60 cm thick layer of muddy sediment, some of which remains. The estuary inlet underwent major adjustments to accomodate the increasing tidal flow and now appears to be approaching a new, posturban equilibrium.  相似文献

Several pieces of studies on the January 26, 2001, Bhuj earthquake (Mw 7.6) revealed that the mainshock was triggered on the hidden unmapped fault in the western part of Indian stable continental region that caused a huge loss in the entire Kachchh rift basin of Gujarat, India. Occurrences of infrequent earthquakes of Mw 7.6 due to existence of hidden and unmapped faults on the surface have become one of the key issues for geoscientific research, which need to be addressed for evolving plausible earthquake hazard mitigation model. In this study, we have carried out a detailed autopsy of the 2001 Bhuj earthquake source zone by applying three-dimensional (3-D) local earthquake tomography (LET) method to a completely new data set consisting of 576 local earthquakes recorded between November 2006 and April 2009 by a seismic network consisting of 22 numbers of three-component broadband digital seismograph stations. In the present study, a total of 7560 arrival times of P-wave (3820) and S-wave (3740) recorded at least 4 seismograph stations were inverted to assimilate 3-D P-wave velocity (Vp), S-wave velocity (Vs), and Poisson’s ratio (σ) structures beneath the 2001 Bhuj earthquake source zone for reliable interpretation of the imaged anomalies and its bearing on earthquake hazard of the region. The source zone is located near the triple junction formed by juxtapositions of three Indian, Arabian, and Iranian tectonic plates that might have facilitated the process of brittle failure at a depth of 25 km beneath the KRB, Gujarat, which caused a gigantic loss to both property and persons of the region. There may be several hidden seismogenic faults around the epicentral zone of the 2001 Bhuj earthquake in the area, which are detectable using 3-D tomography to minimize earthquake hazard for a region. We infer that the use of detailed 3-D seismic tomography may offer potential information on hidden and unmapped faults beneath the plate interior to unravel the genesis of such big damaging earthquakes. This study may help in evolving a comprehensive earthquake risk mitigation model for regions of analogous geotectonic settings, elsewhere in the world.  相似文献

The global climate change literature suggests that at some point in the future it is possible that low-lying areas may be drowned due to rising sea levels, and a number of Pacific Ocean states could be particularly vulnerable. It is increasingly evident that the emerging scenario of environmental change has compounded more established push–pull factors leading to migration, and has provided a new imperative for migration decision-making. By interrogating the proposition that there is a clear distinction between the policy categories of ‘migrants’ and ‘refugees,’ we examine a hitherto un-defined group of Tuvaluan migrants whose movement is in response to environmental change and possible climate change effects. The paper examines Tuvaluan migration to New Zealand through various immigration schemes for permanent residency, with an emphasis on the International/Humanitarian stream.  相似文献

An Ms 6.5 earthquake shocked the Ludian County, Yunnan Province, China, on 3 August 2014 and triggered the Hongshiyan landslide dam. The dam, with a height of 83 m and a lake capacity of 260?×?106 m3, threatened more than 10,000 people. A unique feature of this landslide dam was that it formed between a man-made dam and a hydropower plant. An existing drainage tunnel connecting the lake and the hydropower plant became a natural drainage conduit for the landslide dam, which played an important role in the mitigation of the landslide dam risks. This paper reports a quantitative risk assessment for the Hongshiyan landslide dam considering both engineering and non-engineering risk mitigation measures. The risk assessment is divided into three stages according to the implementation of two engineering measures: construction of a diversion channel and excavation of a branch drainage tunnel. The dam breaching hydrographs, flood zones, population at risk, and likely fatalities in each of the three stages are analysed. The optimum evacuation strategy in each stage is also studied based on the principle of minimum total consequence. It is found that the diversion channel decreases the dam breaching peak discharge and the associated risks significantly. The branch drainage tunnel prevent the landslide dam from overtopping failure in non-flooded period; however, the landslide dam may fail by overtopping in a future flood if the inflow rate is larger than the outflow rate through the drainage tunnels, resulting in serious losses of lives and properties. The dam breaching risks in all the three stages could be largely reduced by the optimal evacuation decision, which shows that timely evacuation is vital to save life and properties. The study provides a scientific basis for decision making in landslide dam risk management.  相似文献

Catastrophic volcanic debris avalanches reshape volcanic edifices with up to half of pre-collapse cone volumes being removed. Deposition from this debris avalanche deposit often fills and inundates the surrounding landscape and may permanently change the distribution of drainage networks. On the weakly-incised Mt. Taranaki ring-plain, volcanic debris avalanche deposits typically form a large, wedge shape (in plan view), over all flat-lying fans. Following volcanic debris avalanches a period of intense re-sedimentation commonly begins on ring-plain areas, particularly in wet or temperate climates. This is exacerbated by large areas of denuded landscape, ongoing instability in the scarp/source region, damming of river/stream systems, and in some cases inherent instability of the volcanic debris avalanche deposits. In addition, on Mt. Taranaki, the collapse of a segment of the cone by volcanic debris avalanche often generates long periods of renewed volcanism, generating large volumes of juvenile tephra onto unstable and unvegetated slopes, or construction of new domes with associated rock falls and block-and-ash flows. The distal ring-plain impact from these post-debris avalanche conditions and processes is primarily accumulation of long run-out debris flow and hyperconcentrated flow deposits with a variety of lithologies and sedimentary character. Common to these post-debris avalanche units is evidence for high-water-content flows that are typically non-cohesive. Hence sedimentary variations in these units are high in lateral and longitudinal exposure in relation to local topography. The post-collapse deposits flank large-scale fans and hence similar lithological and chronological sequences can form on widely disparate sectors of the ring plain. These deposits on Mt. Taranaki provide a record of landscape response and ring-plain evolution in three stages that divide the currently identified Warea Formation: 1) the deposition of broad fans of material adjacent to the debris avalanche unit; 2) channel formation and erosion of Stage 1 deposits, primarily at the contact between debris avalanche deposits and the Stage 1 deposits and the refilling of these channels; and 3) the development of broad tabular sheet flows on top of the debris avalanche, leaving sediments between debris avalanche mounds. After a volcanic debris avalanche, these processes represent an ever changing and evolving hazard-scape with hazard maps needing to be regularly updated to take account of which stage the sedimentary system is in.  相似文献

Brown and red, and to a lesser extent green, macroalgae are a hallmark of intertidal rocky coasts and adjacent shallow marine environments swept by stormy seas in middle and high latitudes. Such environments produce carbonate sediment but the sediment factory is neither well‐documented nor well‐understood. This study documents the general marine biology and sedimentology of rocky coastal substrates around Kaikoura Peninsula, a setting that typifies many similar cold‐temperate environments with turbid waters and somewhat elevated trophic resources along the eastern coast of South Island, New Zealand. The macroalgal community extends down to 20 m and generally comprises a phaeophyte canopy beneath which is a prolific rhodophyte community and numerous sessile calcareous invertebrates on rocky substrates. The modern biota is strongly depth zoned and controlled by bottom morphology, variable light penetration, hydrodynamic energy and substrate. Most calcareous organisms live on the lithic substrates beneath macroalgae or on algal holdfasts with only a few growing on macroalgal fronds. A live biota of coralline red algae [geniculate, encrusting and nodular (rhodoliths)], bryozoans, barnacles and molluscs (gastropods and epifaunal bivalves), together with spirorbid and serpulid worms, small benthonic foraminifera and echinoids produce sediments that are mixed with terrigenous clastic particles in this overall siliciclastic depositional system. The resultant sediments within macroalgal rocky substrates at Kaikoura contain bioclasts typified by molluscs, corallines and rhodoliths, barnacles and other calcareous invertebrates. In the geological record, however, the occurrence of macroalgal produced sediments is restricted to unconformity‐related early transgressive systems tract stratigraphic intervals and temporally constrained to a Cenozoic age owing to the timing of the evolution of large brown macroalgae.  相似文献

Semi‐pelitic rocks ranging in grade from the prehnite–pumpellyite to the greenschist facies from south‐eastern Otago, New Zealand, have been investigated in order to evaluate the reactions leading to formation and breakdown of stilpnomelane. Detrital grains of mica and chlorite along with fine‐grained authigenic illite and chlorite occur in lower‐grade rocks with compactional fabric parallel to bedding. At higher grades, detrital grains have undergone dissolution, and metamorphic phyllosilicates have crystallized with preferred orientation (sub)parallel to bedding, leading to slaty cleavage. Stilpnomelane is found in metapelites of the pumpellyite–actinolite facies and the chlorite zone of the greenschist facies, but only rarely in the biotite zone of the greenschist facies. Illite or phengite is ubiquitous, whereas chlorite occurs only rarely with stilpnomelane upgrade of the pumpellyite‐out isograd. Chemical and textural relationships suggest that stilpnomelane formed from chlorite, phengite, quartz, K‐feldspar and iron oxides. Stilpnomelane was produced by grain‐boundary replacement of chlorite and by precipitation from solution, overprinting earlier textures. Some relict 14 Å chlorite layers are observed by TEM to be in the process of transforming to 12 Å stilpnomelane layers. The AEM analyses show that Fe is strongly partitioned over Mg into stilpnomelane relative to chlorite (KD≈2.5) and into chlorite relative to phengite (KD≈1.9). Modified A′FM diagrams, projected from the measured phengite composition rather than from ideal KAl3Si3O10(OH)2, are used to elucidate reactions among chlorite, stilpnomelane, phengite and biotite. In addition to pressure, temperature and bulk rock composition, the stilpnomelane‐in isograd is controlled by variations in K, Fe3+/Fe2+, O/OH and H2O contents, and the locus of the isograd is expected to vary in rocks of different oxidation states and permeabilities. Biotite, quartz and less phengitic muscovite form from stilpnomelane, chlorite and phengite in the biotite zone. Projection of bulk rock compositions from phengite, NaAlO2, SiO2 and H2O reveals that they lie close to the polyhedra defined by the A′FM minerals and albite. Other extended A′FM diagrams, such as one projected from phengite, NaAlO2, CaAl2O4, SiO2 and H2O, may prove useful in the evaluation of other low‐grade assemblages.  相似文献

Recent field studies demonstrate the southern and northern parts of the Alpine fault to be dominantly under right-lateral shear. The central portion of this fault is dominantly under compression.The Marlborough—North Island dextral shear zone, together with the Fiordland and NW Nelson sinistral shear zones, demonstrate these shears to result from lateral drag within these zones and is only partially transmitted to the central section of the Alpine fault which is dominantly reverse in character.Regional extension in the North Island west of the shear belt and regional shortening in the South Island indicate clockwise rotation at the east side of the Alpine fault and its extension in the North Island relative to the west side about a “pole” on the Alpine fault in the north of the South Island.  相似文献
