During 1997, considerable scientific differences arose about the status of the Namibian hake (Merluccius capensis and M. paradoxus) resource, and as to whether the hake Total Allowable Catch (TAC) should be substantially decreased or increased. These differences revolved primarily around whether or not abundance estimates from the swept-area trawl surveys by the Norwegian research vessel Dr Fridtjof Nansen should be considered as reliable measures of biomass in absolute (as distinct from relative) terms. The paper relates the computations underlying the Interim Management Procedure (IMP) approach that was put forward at that time as a basis to resolve this impasse. The anticipated performance, in terms of catch and risk of resource depletion, of a number of simple candidate IMPs for the Namibian hake resource is evaluated. The IMPs depend on two parameters, whose values are to be chosen by decision-makers, and adjust the TAC up or down from one year to the next according to whether trends in recent commercial catch rate and survey indices of abundance are positive or negative. Performances are evaluated across the then current wide range argued for resource abundance and status. Trade-offs in performance across the candidates considered are discussed. One of the candidates was subsequently selected by a joint meeting of scientists, industry and Ministry officials in February 1998 and served as the basis for scientific recommendations for the TAC for the hake resource for the following three years.  相似文献

A study was undertaken to investigate the spatial, diurnal and interannual dynamics of the pelagic component of Namibian hake stocks. Data were derived from trawl surveys conducted on board the R.V. Dr Fridtjof Nansen during the period 1991–1999. In addition to trawl surveys, acoustic methods were applied concurrently to quantify fish biomass off the bottom (above the headline). The pelagic component of hake was variable in both time and space – it was denser in the north and at depths of 200–500 m. Pelagic densities also correlated well with the density of adult fish (≥30 cm) at the bottom, but not with that of young hake (>18 and <30 cm) at the bottom. Pelagic densities were lowest at midday and highest at night, early morning and late afternoon densities being intermediate between the two. Incorporation of acoustic methods allows for at least partial account to be taken of diurnal variation in determining catchability. The fraction of the biomass off the bottom was not the same each year, thus affecting assessment and management advice for the stock, even if the survey results are treated only as relative indices of abundance. More field studies are needed to investigate the size range and species of hake active in vertical migration.  相似文献

A trawl catches only a portion of the fish in its path. The term catchability therefore refers to the fraction of the available fish caught. A method was developed and tested to establish catchability constants for trawl surveys of Namibian hake Merluccius spp. A catchability constant can be expressed as a simple relationship between hake area densities calculated from trawl catches and acoustic biomass estimates. Initial values were on an order of magnitude of 0.8, meaning that the catch takes 80% of the hake available to the trawl. The methodology depends on careful area selection (flat bottom, homogenous fish distribution), following the same trawl lane during subsequent hauls in an area, and thorough acoustic post-processing. A pronounced and repetitive pattern in catchability within surface daylight hours was found. Early morning and early afternoon catches were low, and the best catches of the day were made around noon, a result that may influence stock assessments based on trawl data, because morning and afternoon data would under-represent actual abundance.  相似文献

Diel patterns in survey trawl catches for the Cape hakes Merluccius capensis and M. paradoxus off Namibia were studied in order to examine the effect of diel bias on catchability, and its implication for survey abundance estimation and the consistency of the survey time-series. Catch rates (numbers per haul) by species and length from summer demersal biomass surveys conducted during the period 2002–2013 were used, together with a computation of the corresponding light-level data from which the solar zenith angles were obtained. Generalised additive models were fitted to assess the relationship between the catches and a number of explanatory variables. Significant covariates were zenith angle, depth and geographical position. The final models explained 78% and 59% of the variability in catch rates of M. capensis and M. paradoxus, respectively. For M. capensis, the response to zenith angle increased sharply for values above 100°, which represents the time between sunset and sunrise. For M. paradoxus there was a moderate increase in the response to zenith angle during the night. In cases where some fishing took place at night in shallow water, the survey results for M. capensis were more greatly affected than was the case for M. paradoxus, which is related to the different depth preference of the two species. Fishing in depths shallower than 400?m outside daylight hours should therefore be avoided in order to reduce bias and ensure consistency in abundance estimates from surveys.  相似文献

The validity of abundance estimates from hydroacoustic surveys relies, inter alia, on the ability of the fishing gear on the research vessel to sample non-selectively. This study compares the length frequencies of Cape horse mackerel Trachurus trachurus capensis taken in Namibian waters by the R.V. Welwitchia and commercial midwater trawlers. Results indicate that the length distributions of catches taken by the Welwitchia were significantly different from those from commercial trawlers, with a greater proportion of fish >25 cm being sampled by the latter. Also, the biomass estimated per length-class from hydroacoustic surveys over the period 1994–2000 was compared with those from annual landings of the commercial fishery. The length distribution of horse mackerel in purse-seine catches compares favourably with those from the research vessel. However, comparisons with the midwater trawl catches indicated that the length frequencies obtained from research vessels during the years 1994–1997 underestimated the number of large fish in the population and biased the biomass in those years. From 1998 to 2000 the bias was negligible. The magnitude of the error varied between years, but it remained fairly low. To compensate for this bias, length distribution data from midwater trawlers should be integrated into the acoustic biomass calculation procedure.  相似文献

The commercial fishery for snapper Chrysophrys auratus (Bloch and Schneider) in the Hauraki Gulf is one of New Zealand's principal marine fisheries. The snapper catch from this area declined by 22% in 1972, and by a further 4% in 1973, following 4 y of high catches by Danish seiners.

Some of the decline can be attributed to economic factors within the industry, and adverse winter weather. However, the 1972 decline in Danish seine catches is an acceleration of an existing trend. It probably results from heavy exploitation of an accumulated stock, and from movement of a few strong year classes past the age at which they have contributed most to the catch. The slight recovery in the 1973 Danish seine catch resulted only from increased effort; catch per day at sea continued to fall. An improvement in catch and catch per day is unlikely for some years at least.

Snapper catches by other methods (trawl, long line, and set net) also declined during 1972, but the available data on fishing effort do not allow a detailed analysis. The trawl catch in the gulf fell further in 1973 as fishing effort was diverted to other grounds, but the catch by lines and nets improved slightly.  相似文献

The South African midwater trawl fishery targets adult horse mackerel Trachurus capensis. The bulk of the catch is taken by a single freezer-trawler, the biggest fishing vessel operating in South African waters. As fishing takes place off the south coast in ecologically sensitive areas, there are concerns about the potential impacts of this fishing operation on non-target species. Fishing behaviour and bycatch of this fishery from 2004 to 2014 were investigated by analysing observer records with regard to catch composition, volume and temporal and spatial patterns. The midwater trawl fishery was estimated to have caught 25 415 tonnes annually, with a bycatch of 6.9% of the total catch, by weight. There are species overlaps with various fisheries, namely the demersal trawl, small-pelagic, line, shark longline and squid fisheries, yet the total bycatch estimates from this fishery are generally small relative to catches taken in the target fisheries. Bycatch species with the highest average annual catches were chub mackerel Scomber japonicus, redeye roundherring Etrumeus whiteheadi, ribbonfish Lepidopus caudatus and hake Merluccius spp. Large-fauna bycatch species included sunfish Mola mola as well as a number of CITES II- and IUCN-listed species, such as Cape fur seal Arctocephalus pusillus, dusky shark Carcharhinus obscurus, smooth hammerhead shark Sphyrna zygaena and thresher sharks Alopias spp. The 97.9% observer coverage is high and the 6.9% bycatch rate low compared to other South African fisheries; however, due to the large size of the individual hauls (average of 46.3 t), the average sampling rate of 1.56% is low. Our analyses suggest that bycatch in the South African midwater trawl fishery has been lower than in other South African fisheries and similar fisheries elsewhere, but due to the combination of high catch volumes and low sampling rates, estimation errors for rare species are high and there is a substantial risk of incidental unmonitored bycatch of rare large fauna and aggregations of small fauna. This could be mitigated by spatio-temporal management of this fishery, to avoid fishing in high-risk areas, and the introduction of an electronic monitoring programme.  相似文献

The trawl fishery, which targets Cape hake Merluccius spp. and Agulhas sole Austroglossus pectoralis, takes chokka squid Loligo vulgaris reynaudii as by-catch. Catch and effort data from the trawl fishery for the period 1978–1996 are used to obtain annual estimates of catch rate (catch per unit effort cpue) for that period. Examination of the cpue trend shows a sharp decline in the early 1980s and, in order to identify factors that could have influenced that decline, the distribution of fishing effort is investigated both temporally and spatially. There is a possible change in the incidence of squid-directed catches over time, but their overall scarcity could have had only a small impact on the annual cpue trend. Further, using distribution of fishing effort to evaluate the effects of possible changes in fishing patterns, rather than changes in resource abundance, on the trend in trawl cpue, it became clear that there had been a contraction of the trawling grounds and changes in fishing patterns in relation to depth over time. Finally, a general linear model (GLM) is developed to quantify the effect on cpue of factors such as vessel characteristic, depth and position of the drag, season and target species, so obtaining a standardized trawl cpue index of chokka abundance. Analysis of that trend reveals a mean 7.7% annual decline for the period investigated, which should be interpreted as a strong sign of resource decline.  相似文献

Between March 1961 and January 1963 trawling surveys were carried out in the Bay of Plenty. Seasonal comparisons of catch weight were made for the four commercially important species, snapper, tarakihi, trevally, and gurnard, during 1962–63. Only trevally showed any marked seasonal variation in total catch. Tarakihi were most abundant in waters over 50 fathoms and snapper, trevally, and gurnard were most abundant in shallower depths. The best return for fishing effort came from the middle sector of the Bay. There was a marked absence of undersized tarakihi and trevally from the catches. A species composition list for the Bay of Plenty waters and a table of species abundance at the stations sampled has been compiled from the trawl catch data.  相似文献

Surveys are often insufficient to accurately capture the distribution of a species in both space and time. Complementary to the use of research vessel data, platforms of opportunity can be a powerful strategy to monitor species distributions at high temporal and spatial resolution.In this study we use data from commercial fishing vessels, collecting – under the European Union data collection framework – biological data on all species that are caught and subsequently discarded. Using such discard data in combination with a systematic trawl survey, we model the spatial and temporal distribution of juvenile plaice (Pleuronectes platessa) in the central North Sea. There is a clear age-dependent difference between the commercial fishing vessel data and the research vessel data, with age 1 being the dominating age in the survey catches, while age 2 is the dominating age in the discards. The results show how immature plaice, slowly migrate from the nursery areas, westwards into the deeper regions of the North Sea. Also, the results show that during the study period, juvenile plaice gradually moved to deeper waters at an earlier age. Finally we discuss how the framework can be applied to similar opportunistic data to monitor seasonal and inter-annual migration of marine organisms, and to quantify how they may be influenced by biotic and abiotic gradients, such as temperature.  相似文献

Beam trawl surveys were carried out in a tidal stream system of the German Wadden Sea on two to three successive days of comparable weather conditions in three summers. The variability in time and space detected for plaice (Pleuronectes platessa), flounder (Platichthys flesus), dab (Limanda limanda), sole (Solea solea) and lemon sole (Microstomus kitt) was considerable even for species with a very high abundance. Other flatfish species such as turbot (Scophthalmus maximus) and brill (Scophthalmus rhombus) occurred only occasionally in the catches. Sampling effort calculated to detect a 50 or 20% difference between the surveys caused by immigration, emigration or mortality appears to be disproportionate. It is argued that such a major sampling effort of reference areas in tidal mud flat systems is likely to influence the results, to harm the environment, and to be very expensive.  相似文献

We developed generalised additive models (GAMs) to estimate standardised time-series of population abundance indices for assessment purposes and to infer ecological and behavioural information on northern Benguela hakes, Merluccius capensis and M. paradoxus, using haul-by-haul commercial trawl catch-rate data as proxies for hake densities. The modelling indicated that individual ship identifiers should be used rather than general vessel characteristics, such as vessel size. The final models explained 79% and 68% of the variability in the commercial catch rates of M. capensis and M. paradoxus, respectively. The spatial density patterns were consistent and confirmed existing knowledge about these species in the northern Benguela system. Furthermore, seasonal migration patterns were described for the first time and were found to correspond to the known spawning areas and seasons for M. capensis and M. paradoxus. Spatial density patterns were validated using the geostatistical modelling results of fisheries-independent trawl survey data. Improved understanding of the relationships between fleet dynamics and fish movement can be achieved by taking into consideration the present catch-rate model and spatial and seasonal distribution maps. We conclude that the yearly standardised CPUE time-series are problematic as proxies for total stock abundance because of spatial coverage issues. Consequently, such CPUE data should not be used for stock-size assessments and fisheries advice concerning northern Benguela hakes until this is solved. We generally recommend the exclusion of standardised CPUE time-series from stock assessments when important and changing parts of the stock distribution cannot be targeted by the fishery, such as due to closed areas or seasons.  相似文献

Orange roughy Hoplostethus atlanticus are unusual fish. They form dense aggregations that have fuelled lucrative fisheries at great depths (600–1 400 m), especially off Namibia, New Zealand and Australia. They are thought to be very long-lived (>100 years, maturity at 22 – 40 years), and to have exceptionally low natural mortality (M = 0.045–0.064 year?1) and slow growth rates (K = 0.055–0.070 year?1). In addition, they spawn large eggs and have low fecundity. These factors combine to make orange roughy highly susceptible to overfishing; most stocks are below 30% of pristine levels. Assessments are obtained from indices of catch rate and trawl, acoustic and egg surveys. Acoustic estimates are the most direct, but are confounded by the species' low target strength (?50 to ?53 dB)–attributable to the wax-filled swim bladder. Extracellular wax esters are stored in abundance and comprise mostly mono-unsaturated fatty acids, with low concentrations of the ω-3 fatty acid family. This unusual composition (resultant from the species' diet) ensures neutral buoyancy. Stock separation has been inferred mainly from biological studies, but genetic studies have also found differences among stocks within New Zealand and Australia. Deep-water habitat may be damaged by trawling operations and may take many years to recover, so in some quarters there is a call for a portion of suitable habitat to be set aside for preservation. Although Namibian orange roughy are shallower, smaller and younger than those in other stocks, the Namibian fishery sustained high catches for only a few years before quotas were reduced, from 12 000 to 1 875 tons. Three management lessons are suggested for developing orange roughy fisheries based on the Namibian experience: (1) imposition of catch limits during exploratory fishing; (2) starting the acoustic surveys earlier in the fishery, if possible; (3) greater reliance on trends in catch rate until a survey series has been established.  相似文献

The most important Namibian linefish species, the silver kob Argyrosomus inodorus, is currently heavily exploited, and in order to ensure its survival catch restrictions are being introduced. However, kob are exploit ed oth by recreational anglers and by commercial vessels, and it is important to examine the economics of these fisheries in order to determine where catch restrictions will do the least harm to the economy. Data from a survey of commercial fishing vessels are compared with results from earlier surveys of recreational anglers to determine economic values and impacts from both fisheries. The economic benefits are shown to be greatest in recreational angling, less in commercial fishing by large vessels and least in commercial skiboat fishing. This sudy also shows that catch restrictions would do less harm to the economy if applied to the commercial linefishing sector rather than to recreational angling.  相似文献

A hypothesis is presented that, in the absence of quota restrictions, commercial catches of pilchard Sardinops ocellatus in the western Cape and the abundance of pilchard in the diet of Cape gannet Morus capensis obtained at three South African colonies are directly related to pilchard biomass when the latter is low. There were significant correlations (p < 0,05) between the abundance of pilchard in gannet diet at Lambert's Bay and Malgas Island combined, and the total catch and CPUE at annual, though not monthly, time-scales. Trends in levels of correlation are discussed in relation to short-term variability, sampling intensity, statistical chance and the distribution of pilchard. Gannet diet and commercial catches reflect regional, but not local, changes in biomass. The 1983 pilchard year-class was relatively strong. Gannet diet is suggested to be a reliable monitor of the trend in pilchard biomass at low pilchard biomasses, a time at which direct surveys are least reliable.  相似文献

Interview questionnaires and access point surveys were conducted in order to describe and quantify the catch composition of the inshore net-fisheries in the Western Cape, South Africa. A total of 138 562 fish, representing 29 species from 20 families, was recorded in 141 monitored commercial gillnet fishing operations between February 1998 and October 1999. Numerically, the legal target species, harders Liza richardsonii, dominated the catches, contributing 94.87% of the total gillnet catch. Elf, Pomatomus saltatrix, horse mackerel Trachurustrachurus capensis, gurnard Chelidonichthys capensis and barbel Galeichthys feliceps were the most common bycatch species, and contributed 4.2% to the total catch numerically and occurred in 12–47% of the marine 44–64-mm gillnet catches that were monitored. Five species most frequently targeted by shore-anglers on the West Coast: galjoen Dichistius capensis, white stumpnose Rhabdosargus globiceps, hottentot Pachymetopon blochii, silver kob Argyrosomus inodorus and white steenbras Lithognathus lithognathus, also occurred in gillnet catches. Most of the bycatch consisting of immature, undersized fish that were often injured during entanglement and were not released alive. L. richardsonii also numerically dominated the beach-seine hauls that were monitored (>99%) with only four bycatch species being recorded in low numbers. Beach-seine questionnaire respondents, however, reported sporadic catches of at least 17 bycatch species, including occasional appreciable catches of the important linefish species L. lithognathus and A. inodorus.  相似文献

We investigated the temperature and salinity effects on the major fish species in the wintering grounds based on trawl surveys and oceanographic observations in the southwestern waters of Korea during March-early April in 2002-2003. The influence area of warm Kuroshio water was limited to the southwestern area of Korea in 2003 with a range of 7.7-16.3°C, 32.54-34.70 of salinity, wider than that of 2002. The number of fish species and density of major fish species in 2003 were higher than in 2002. Geographical estimation showed high proportions of species number and catches in the areas around Jeju Islands, southwestern waters and the southeastern coast of Korea. Five species; silver pomfret (Pampus echinogaster), hairtail (Trichiurus lepturus), anchovy (Engraulis japonicus), small yellow croaker (Larimichthys polyactis) and yellow goosefish (Lophius litulon) were most abundant, composing above 60% of the total catch in 2002 and 2003. More than 50% of catch in the major fish species were mostly distributed in the range of 9.5-11.0°C of temperature and 33.1-33.9 of salinity. Non-parametric estimation for the major species showed the 1st mode around 10°C and the 2nd mode at 8-9°C in 2002 and 11-14°C in 2003. A m o n g major fish species, hairtail was principally composed of juveniles, and larger individuals were caught in southeastern waters. These results are considered to be helpful for the areabased fishery management strategy for the wintering grounds of the Yellow Sea and coastal waters of Korea.  相似文献

Fishing vessel and permit buyback programs have been implemented to reduce excess capacity and improve profitability in a number of fisheries around the world. These programs are generally publicly funded, but in a few cases they have been financed by loans to be paid back by the remaining fleet. In 2003, a buyback permanently removed 91 vessels and 239 fishing permits from the Pacific groundfish trawl fishery and associated corollary fisheries of Dungeness crab and pink shrimp. The buyback was financed with $10 million in public funding and a $36 million loan to be repaid over 30 years with fees on landings. In the same year, a control date was set for catch share program in the groundfish trawl fishery. When the catch share program was implemented in 2011, the permit owners that remained in the fishery after the buyback were allocated the quota shares that would otherwise have been issued to the permits bought back in 2003. Estimates of the annual profits generated by this quota are compared to the cost of servicing the buyback loan. The results provide evidence that a buyback program, when implemented in conjunction with catch shares, can enable a sustained increase in profitability for the remaining vessels sufficient to justify its cost. However, using landings taxes as the mechanism to repay the loan may result in a mismatch between those who benefit from and pay for the buyback.  相似文献

A roving creel survey of the recreational shore fishery along the 16.4-km coastline in the Goukamma Marine Protected Area on the south coast of South Africa was conducted from 2009 to 2011. Some 838 patrols were stratified equally among months, areas and years, but intentionally biased towards weekends. Angler densities at Buffalo Bay and Groenvlei were 0.59 and 0.28 anglers km?1, respectively. Weekend densities were double to quadruple weekday densities and fishing during winter was more popular than during summer. Area, habitat and distance to access points explained variation in angler densities. Shannon–Wiener diversity in catches declined from 2.18 in an earlier (1993–2002) survey to 1.79. Although the order of species abundance in the catches remained largely unchanged, blacktail Diplodus capensis dominance increased to 57.3% by number, at the expense of galjoen Dichistius capensis. Habitat explained 27% of the variance in catch composition. The catch per unit effort (CPUE) for the top nine species ranged from 0.19 to 6.35 fish 100-h?1. The CPUE of all species, except spotted grunter Pomadasys commersonnii, declined. Blacktail and galjoen CPUE declined by 17% and 77%, respectively. The total catch estimate was 2 986 fish y?1. Transgressions of size limits were common. The results suggest that the fishery is overexploited and that catch rates are declining.  相似文献
