This article argues that the changing distribution of power between coalitions of stakeholders challenges typical top-down dynamics of policy mobility, and causes contestations that in turn lead to the multi-scalar co-construction of policy- and place-making in China. When property-led redevelopment, commandeered by the coalition between government and investors, could no longer dominate the renewal of brownfield sites, a nationally endorsed mobile policy of creative transformation led China’s renewal of these areas into a new phase of “contested policy mobility”. Three kinds of contestations have been observed in Redtory, Guangzhou. First, in adopting the alternative mobile policy of using brownfields temporarily before permanent redevelopment, local governments were aiming to retain control of development rights throughout a nationally mandated urban economic “creative transformation” process. Second, emerging new interest groups from within the public sphere were able to resist subsequent redevelopment plans, thereby challenging the mobile policy’s top-down momentum. Finally, divisive interests within the coalition ultimately weakened their power when contesting the government and investors.  相似文献

以广州市猎德复建房社区为案例,运用布迪厄的场域理论,剖析改造后村民市民化进程问题;并基于问卷调查数据和深度访谈资料,采用描述性统计和质性分析方法,从经济融合、社会文化适应、结构融合和身份认同4个维度探讨村民的市民化水平。结果表明,由于村社共同体这一特定场域的延续,村民经济资本转化不畅,村民的社会、文化和象征性资本相对匮乏以及村民既有惯习的固化和自我改变动力的缺失,尽管村民在改造后经济状况、行为方式、思想观念等均有一定程度的提升,但村民仍处于“半市民化”状态,在经济融合层面就业难题尚未解决,在社会文化适应层面老一辈村民的思维和行为方式固化,在结构融合层面社会网络拓展受阻,在身份认同层面对市民角色的认识不足。在城中村改造过程中,政府应当兼顾社会效益与经济效益,大力推进村社共同体转型,并将城中村村民市民化视作长期的社会系统工程,切实提升村民的人力与社会资本,促进村民融入城市社会。  相似文献

A Spatial Data Infrastructure (SDI) facilitates and coordinates the exchange and sharing of spatial data between stakeholders in the spatial data community. With this objective in mind, countries throughout the world are developing SDIs to manage and utilize their spatial data assets more effectively. These countries are developing SDIs to assist in various kinds of decision‐making at different levels of government jurisdictions that have an important impact within their national boundaries. However, current research shows that SDI is understood and described differently by stakeholders from different disciplines and different jurisdictional levels. Therefore, in many cases, SDI initiatives remain very much an innovation, even among practitioners. There are still uncertainties regarding the benefits and identities of SDIs, particularly in connection with how they evolve over time to meet user needs. This paper reviews and assesses the development of SDIs throughout the world over the past 15 years and the leadership role of national governments in SDI creation. This assessment is based on the SDI activities of various jurisdictions including Asia‐Pacific, Australia, North America, and Europe, and research into the worldwide effects of spatial information clearing houses. This assessment includes a discussion on emerging trends in SDI development, with particular reference to the increasingly important role played by sub‐national governments and the private sector within the framework of SDI development. The paper concludes with a discussion of the implications for future SDI development, including the delivery of a virtual world that has a particular focus on facilitating decision‐making at a community level within a national context.  相似文献

快速城市化背景下,城市棕地频现并已成为工业化与城镇化过程中的“毒瘤”。针对城市棕地研究空间视角缺乏和新型城镇化对老工业基地“改造更新与保护修复”的实践需要,在明确城市棕地基本概念和内涵的基础上,基于CiteSpace对2001~2017年Web of Science和CNKI期刊引文数据库中关于棕地研究的461篇英文和244篇中文文献,分析其发文数量、年度前沿热点、关键词、研究学科等知识图谱,梳理城市棕地空间识别方法、GIS空间数据库、评估体系、污染治理技术、景观规划设计、再利用机制及政策等方面的现有研究,提出地理学视角下的棕地再利用研究展望,即构建多学科交融的城市棕地研究框架、重视地理学视角下的棕地研究热点、完善统一的棕地概念体系、挖掘棕地空间识别方法及建立数据库、强化棕地再开发综合评价方法及指标体系构建、深入研究棕地再生模式与规划设计、注重典型城市和典型棕地再开发的实践研究。  相似文献

在存量土地再开发过程中,产生的新增价值(增值空间)分配的合理性,成为影响土地再开发运行效率的关键。从尺度重构视角,构建土地再开发增值空间分配研究框架,以广州海珠湾枢纽地区为例,对自主改造、土地征收和土地整备3种再开发模式,进行尺度跃迁观察,并剖析相应的增值空间分配成效及再开发项目推进情况。研究表明,柔性跃迁的自主改造与刚性跃迁的土地征收,均是基于经济平衡进行的增值空间分配,容易挤压为社会共享的单元增值空间,导致再开发工作难以推进。而中间跃迁的土地整备,通过权力与空间的适配调整,以“储改结合”促进多方合作改造,以“单元”社会平衡为原则,促进增值空间分配的“显性化”,保障为社会共享的单元增值空间。基于此,提出土地再开发增值空间分配合理化的路径,包括:构建上级政府权威的土地整备统筹机制,构建成片连片的土地整备单元载体,构建社会平衡的显性化分配机制。  相似文献

Special Economic Zones (SEZs) are important vectors of neoliberal globalization in India. Despite facing widespread resistance against the proposed land acquisition for these zones, they are still being promoted across the country. We argue that the wealth redistribution to the country's elites and the fractured resistance movements enable neoliberalism and its practices to grow in the countryside. Using a private sector SEZ in Gurgaon as a case study, this article explores how special economic zoning, as a neoliberal policy, has been implicated in the spatialized production of poverty. We also show that the main actors who promote neoliberalism in India (the state and the large‐scale urban private sector) have found a seemingly unlikely ally in rural India in the form of farmers with large landholdings, rural elites who are willing to let go of their land under certain conditions. This paper unravels a variety of perspectives about the concept of social mix, drawing on a case study of the implementation of a redevelopment project in Melbourne. The first part provides a theoretical overview of two internationally predominant academic debates around policy interpretations of this concept, namely social mix as a means for promotion of social inclusion; and as a state-led form of gentrification. These two arguments are usually presented as one, with social inclusion and reductions of concentrations of disadvantage one side of the ‘social mix policy’ coin, and state-led gentrification the other. This paper contributes to the national and international literature on public housing estate regeneration and social mix policies through exploring the question of whether these two ideas about social mix were shared by different stakeholders as the ‘messy’ process of redevelopment unfurled. Interviews were conducted with public tenants, homeowners and homebuyers, private renters and local service providers at the Carlton Housing Estate to explore the diverse perspectives of various stakeholder groups as estate design and implementation shifted. The study identified that as a result of the global financial crisis and the developers exerting pressure on government there was a gradual move away from perceiving social mix as a policy tool for encouraging social inclusion at Carlton, between public housing tenants and private residents, towards a different form of social mix and inclusion. Contrary to intentions, the revised form of social mix at Carlton was perceived as a means to harness market capital and attract higher income residents to the inner city.  相似文献

This article investigates the birth and evolution of a Business Improvement District (BID) in Talimhane, Istanbul, which is the first case of use of this instrument of neoliberal governance in the Turkish city. The distinctive nature of the Talimhane BID consists in the fact that it has been developed through a series of informal and piecemeal arrangements. The article first reviews the evolution, characteristics, and critical aspects of BIDs. It then focuses on the case study of this “informal BID” in Talimhane, analysing its origins, features, and outcomes. The informal nature of this BID is stressed as a key factor in understanding its features and outcomes, and it emerges as a fundamental component of urban neoliberalism in Turkey: it allows a centralized and authoritarian government to maintain complete control over public space and private actors and activities, while promoting a process of devolving powers in favour of the private sector.  相似文献

选择具有代表性的广州市金花街改造项目(1988~2003年)为案例研究对象,分析了政府主导下改造方案的调整过程和改造空间特征,探讨居民诉求和政府旧改政策对旧城空间的影响。研究表明:金花街居民的原地安置诉求和城市政府依此设计的以民生为导向的改造安排,乃是影响旧城空间的重要原因;在准市场化融资方式和福利化拆迁安置方式下,城市政府提出的有关提供公共服务设施、解决居民临时安置问题和让居民原地安置的要求,使改造规划多次提高改造容积率,以保持改造经济平衡;改造后的金花街在房屋和人口两个维度呈现空间加密化的态势,即存在原地安置房叠加融资商品房、原地安置居民叠加购房迁入居民的社会空间现象,金花街改造并未出现以外来中产人口大规模替代原住低收入人口为基本特征的绅士化过程。最后,从引入转让开发权和鼓励微改造两方面对当前广州的旧城改造提出政策建议。  相似文献

A survey of local governments participating in two urban climate change programs is presented to determine the mechanisms used to reach emissions reduction goals and the motivations for participation. Results support previous research that shows a preference for policies that rely on changes in individual behavior, while also providing new insights into how mitigation responsibilities are distributed among the public and private sector and the relative importance of scientific consensus, economic incentives, and federal inaction on local government justification for climate-related policies. The article concludes with a discussion of urban climate governance as part of a wider system of neoliberal climate governance.  相似文献

The relationships between poverty, population growth and government policy in the creation of poor sanitary environments in low income residential areas are discussed. In recent years, the implementation of structural adjustment programmes (SAPs) in Sub-Saharan African (SSA) countries has had the effect of shrinking the formal/modern sectors and expanding the informal sector. While small scale informal sector activities have dominated Cape Coast's economic base for a long time, the contraction of the formal sector resulting from structural adjustment conditionalities has engendered a disproportionate growth of the informal sector. This paper examines the environmental implications on an urban economy (Cape Coast) dominated by informal sector activities. It shows how the low pay associated with available employment reduces the ability of the municipal authority to promote urban development especially environmental health on the basis of taxes alone.  相似文献

Urban renewal is an inevitable requirement for adapting to the new situation of urban development and promoting the high-quality development of cities. As an integral part of the city, the redevelopment of the urban waterfront has increasingly become an important way to promote urban renewal and participate in global competition. In order to comprehensively understand the status of waterfront redevelopment, this article summarized the relevant progress of urban waterfront redevelopment in China and abroad from the aspects of waterfront concept, waterfront redevelopment concept, spatial process, evolution path, organizational model, and driving mechanism, and examined the research prospects. The findings are as follows: 1) The evolution trend of the spatial process of waterfront redevelopment changes from production to service-economy, and from a single land use type to a multiple land use types. 2) From the evolution of the spatial process, it can be concluded that waterfront areas are mainly redeveloped in four different temporal and spatial evolution paths: material space improvement, high-quality economic development, shared vision of leisure and entertainment, and historical and cultural protection. 3) The organizational model of waterfront redevelopment is mainly divided into three types: government led, private, and public-private partnership. Stakeholders participate in forming the organizational model of waterfront redevelopment, interacting with the social-environmental systems composed of port, environment, economy, politics, culture, and so on and jointly acting on waterfront redevelopment. 4) In the future, the research on urban waterfront redevelopment should focus on the innovation of analytical systems and theoretical research frameworks, pay attention to the research on the dynamic evolution path of waterfront redevelopment, further analyze waterfront redevelopment mechanism and mechanism of influence, strengthen the systematic analysis of the multiple performances of waterfront redevelopment, and establish a waterfront redevelopment management and control method library to promote urban renewal. © 2023, Editorial office of PROGRESS IN GEOGRAPHY. Abstract: This article discusses the redevelopment of a significant area of Wellington city's waterfront, centred on the Chaffers Park district between the national museum, Te Papa Tongarewa, and Oriental Bay. This site is now being transformed into Waitangi Park. In contrast to the formal legal definition of brownfields which focuses on environmental and legal barriers to property redevelopment, this paper reconceptualizes brownfields as the product of the interwoven geographies of industrial disinvestment and environmental contamination. An empirical analysis of the Minneapolis-St. Paul metropolitan area demonstrates that brownfields cannot be understood apart from the dynamics of urban industrial investment and disinvestment. Spatial restructuring of industrial activity over the past half century has resulted in significant disinvestment in core city and inner-suburban industrial districts and is at the root of the brownfield problem. The abundance of brownfield sites is highly correlated with historic levels of industrial activity and negatively correlated with changes in industrial property values. The results of this study support the recent public policy turn that attempts to address the dual urban-economic and environmental nature of brownfields.  相似文献

The paper examines the relations between seed cotton buyers in Zimbabwe's deregulated cotton sector. It draws upon interviews with officials from cotton companies to expose the disagreements and lack of cooperation among them over side marketing of contracted seed cotton and in maintaining common industry standards. In this context, the paper discusses cotton sector reforms spearheaded by some industry stakeholders aimed to address problems in the cotton sector. Despite the companies’ official agreement to the draft reforms of 2004, there were simmering tensions and disputes that strained relations among them. The government's unwillingness to intervene and provide coordination exacerbated problems in the cotton sector. Further, the paper highlights the contradictions in neo‐liberal reforms that seek to promote competitive agricultural markets, and argue against state intervention and strong regulation of markets. It argues that there is a need to reconceptualize the role of the state in some predatory and developing countries that liberalized agricultural markets because of the multiple and uneven effects of the lack of regulation and absence of institutions in the private sector.  相似文献

Nigeria is in the advanced development stages of extracting its oil sands resources to boost national revenue and economic prosperity, like other countries in Sub‐Saharan Africa including the Republic of Congo and Madagascar. Compared to resource‐rich developed countries like Canada and America, the consequences of oil sands extraction is likely to be disastrous in countries like Nigeria that have a poor reputation for managing resources (as is the case with the petroleum sector). Using a mixed‐method approach—focus group discussions, interviews and observations—this paper addresses environmental concerns about oil sands extraction in Nigeria. Overall, the communities perceived oil sands development negatively, because of fears of loss of communal lands, biodiversity, water availability and quality, and pollution. They were angry with the previous administrations over the lack of communication, and were deprived of socio‐economic opportunities and pollution from prolonged delays in oil sands extraction. The way forward is to form sustainable partnerships between the government, communities, industry and other stakeholders to achieve responsible oil sands development—environmentally friendly development that meets climate obligations, addresses cumulative impacts, and acts in the best interest of host communities and Nigerians.  相似文献

In the second half of the 20th century, considerable resources and efforts have been devoted to revitalizing American central cities. In these redevelopment processes, however, the common byproduct of physical upgrading is social upgrading, the displacement of many of the original residents, who are often low-income and minority, from their traditional neighborhoods. This article explores the various processes of physical and social upgrading—including locally driven urban renewal, private sector "blockbusting," and gentrification—occurring in late 20th century Houston, Texas. This research also examines the neighborhood characteristics and demographic patterns that influence the occurrence of specific upgrading processes. One location of particular interest in the study is Houston's historic African American community of Freedmen's Town, which has experienced decades of conflict over land and space. Most recently, Freedmen's Town has been at the focus of Houston's urban revival, where physical upgrading has been accompanied by the displacement of the community's traditional population and the destruction of this historic neighborhood.  相似文献

亚运会的成功举办对广州的经济、社会、文化产生了深远影响,同时也触发了广州新一轮的城市更新,涉及颇多社区与居民。现有研究仅关注亚运会前期的影响,缺乏对其后续影响的跟踪研究。本文对亚运会期间更新改造的三个案例进行跟踪研究,对比更新前后社区居民在物质、社会和心理层面上所受影响。研究表明:由于城市更新缺乏对社区居民的全面考虑,更新改造导致部分居民的社会经济地位降低,社会网络破坏,邻里关系拆散,社区满意度下降。这场快速、效果显著的城市更新,在物质层面上一定程度地改善了居民的居住环境和质量,但在社会层面和心理层面却对社区居民造成了较大负面影响。作为与政府和开发商不均衡博弈中的弱势方,社区居民成为亚运轰轰烈烈的城市更新改造中的社会成本承担者。城市更新应更多关注社会利益与公众参与,提倡多元化的城市更新目标。  相似文献

Fungal disease epidemics have the potential to bring about drastic innovations. However, in the case of the Black Sigatoka (Mycosphaerella fijiensis) fungus in bananas, producers and international traders are still awaiting a breakthrough in crop protection research. Using the cases of Brazil and Colombia, this paper examines different agricultural research responses to the disease. Brazil opted to replace susceptible varieties with resistant ones, whereas in Colombia chemical control by private actors dominated. We argue that these different responses result from at least three interrelated factors. First, producer type—smallholder farmers or larger export‐oriented plantations—influences the setting of crop protection research priorities. Second, a central, state‐led role versus a private sector response influences the size and time perspective of research activities. Third, domestic markets with multiple crop varieties versus Cavendish‐only export markets leads to differences in control practices and research responses. From this case study, we argue that the currently proposed innovation systems approaches in international agricultural research should adopt a broader perspective that assesses how research is interwoven with agrarian dynamics, commodity chains and particular state roles to elucidate how state–producer–researcher networks perform disease control and where and how to find new solutions.  相似文献
