This article investigates whether the European Union-Mauritania fisheries agreement, which allocates part of the Europe's financial contribution to the conservation of marine ecosystems located within the Banc d’Arguin National Park, can be regarded as a payment for ecosystem service. A framework for qualification as such payment scheme was established based on an extensive literature review. The criteria identified for the qualification as a payment to ecosystem service pertain to: (1) the definition of the ecosystem service(s) involved; (2) the mechanism involved by the payment; and (3) the nature of the transaction. Interviews with local beneficiaries and subsequent data analysis led to the conclusion that this mechanism could be regarded as a payment to ecosystem service and so, through the European Union-Mauritania Fisheries agreement, the European Union were investing to protect local fish resources that could be exploited by its fishing fleet. This agreement, involving the first International Payment to Ecosystem Service of this kind, marks an important step towards better consideration of marine conservation in international public policy and foreign fishing policy in particular. However, this payment is small when compared to revenues generated through the exploitation of developing countries’ fishing grounds by fishing countries. Nevertheless it opens the door for more detailed applications of payment to ecosystem service schemes to other ecosystems contexts, and can provide a useful alternative source of financing of marine biodiversity conservation.  相似文献

Environmental NGOs are increasingly called upon to respect human rights when undertaking conservation programs. Evaluating a family planning program running alongside marine management measures in Madagascar, we find that family planning services provided by an environmental NGO can support women’s reproductive rights. Family planning services allow the option of smaller families, and give more time to work, increased income and better health. These benefits do not translate into increased support for, or participation in, marine management, however, and women who are able to work more are typically fishing more. We identify patriarchal norms as a key factor preventing the family planning programme from manifesting in improved resource stewardship, limiting opportunities for women to participate fully in resource management meetings and diversify their livelihood outside traditional tasks, including fishing. We propose that a successful human rights-based approach must be more comprehensive, targeting multiple rights and challenging existing institutions and power structures.  相似文献

The Code of Conduct for Responsible Fisheries developed in 1995 by the Food and Agriculture Organization (FAO) of the United Nations includes a set of recommendations for reducing the negative impacts of fishing activities on marine ecosystems. The Code is widely believed to be an important tool for fisheries management and, although the Code is voluntary, all stakeholders concerned with the management and development of fisheries, and conservation of fishery resources, are actively encouraged to implement it. Previous analysis at global scale showed widespread low compliance with the Code of Conduct that may be partly due to a lack of empirical support for the overall ecological benefits of adhering to the Code. Here we evaluated these ecological effects by comparing compliance with the Code to changes in five ecological indicators that quantify the ecosystem effects of fishing. We used the loss in production index and the related probability of sustainable fishing index, the mean trophic level of the catch, total catches, and the primary production required to sustain the catch. We also tested if regional differences and development status of countries influenced the results of ecological indicators. Results indicate that countries with higher levels of compliance with the FAO Code of Conduct in 2008 experienced a decrease in the Loss in Production index and an increase in fisheries sustainability from the 1990s to 2000s. We conclude that better implementation of the Code of Conduct may have had overall positive ecological effects with time. A significant decrease in total catch and primary production required with higher compliance was also observed. While a significant increase in ecosystem sustainability was observed after a decade of adoption of the Code at high levels of compliance, further ecosystem degradation had taken place where compliance with the Code was below a given threshold (4, from a ranking of 0–10). Therefore, since compliance with the Code is still low or very low worldwide, these results may encourage individual countries to adopt well-established fishery management measures in order to increase the ecological sustainability of marine resources.  相似文献

Low-elevation islands face threats from sea level rise (SLR) and increased storm intensity. Evidence of endangered species?? population declines and shifts in vegetation communities are already underway in the Florida Keys. SLR predictions indicate large areas of these habitats may be eliminated in the next century. Using the Florida Keys as a model system, we present a process for evaluating conservation options for rare and endemic taxa. Considering species characteristics and habitat, we assess central issues that influence conservation options. We contrast traditional and controversial options for two animal and two plant species giving special emphasis to perceptions of ecological risk and safety from SLR and suggest courses of action. Multiple strategies will be required to spread extinction risk and will be effective for different time periods. Global climate change presents an uncertain, perhaps no-analog future that will challenge land managers and practitioners to re-evaluate equilibrium-state-conceived laws and policies not only for these taxa, but for many facing similar threats. To embrace conservation in a changing world will require a new dialogue that includes controversial ideas, a review of existing laws and policies, and preparation for the oncoming change.  相似文献

In the context of a changing climate, there is an urgent need to better understand the impact that weather disturbances have on food affordability in the developing world. While the influence of international markets on local food markets has received considerable attention, in contrast, the potential influence of weather disturbances on local food markets has received much less attention. In fact, local weather disturbances may have an adverse impact on the poorest households in developing countries. Here we quantify the short-run impact of both weather disturbances as well as international price changes on monthly food prices across 554 local commodity markets in 51 countries during the period between 2008 and 2012. We find that almost 20% of local market prices were affected by domestic weather disturbances in the short run, 9% by international price changes and 4% by both domestic weather disturbances and international price changes during the period. An improved understanding of the magnitude and relative importance of weather disturbances and international price changes on rural economies will inform public policies that are designed to mitigate the impact of adverse weather disturbances.  相似文献

There is overwhelming evidence that many local-scale human activities (e.g. fishing) have a deleterious effect on coral reef fish assemblages. Our understanding of how broad social phenomena (e.g. socioeconomic development) affect the diversity and function of coral reef fish assemblages however, is still poor. Here, we use structural equation models to reveal how human population density, socioeconomic development, and market access affect fishing pressure and coral cover to, in turn, explain the diversity and biomass of key functional groups of reef fish assemblages within Solomon Islands. Fishing pressure is predominantly driven by both market access and local population density, and has a clear negative effect on the diversity and function of coral reef fishes. The strong positive effect of market access on fishing pressure makes clear the importance of understanding social-ecological linkages in the context of increasingly connected societies. This study highlights the need to address broad social phenomena rather than focusing on proximate threats such as fishing pressure, to ensure the continued flow of coral reef goods and services in this time of rapid global social and environmental change.  相似文献

Most discussions of impacts of Climate Change have focused on species from temperate or polar regions. Impacts to species inhabiting warm climates are often believed to be small relative to those of species living in cooler climates. However, it is evident that some tropical/sub-tropical species, including some marine megafauna may face potentially serious consequences from a changing climate. For example, larger, warmer oceans may appear to benefit marine wildlife species like cold-sensitive Florida manatees; however, findings regarding the impact of global climate change (GCC) on estuaries and nearshore areas of Florida indicate that predicted impacts of climate change may be detrimental to endangered manatees. An examination of how projected impacts of climate change will affect threats to manatees and their habitat indicates that threats may be exacerbated. The most significant threats to the Florida manatee population, such as cold-stress, watercraft collisions, and harmful algal blooms likely will increase. Habitat is likely to be degraded under future climate scenarios. Alterations to Florida’s marine environment are ongoing, yet current manatee management plans do not consider the impacts of climate change. The ability of manatees to adapt to change will be influenced by the speed of change and the degree to which human activity impedes or alters it. To minimize impacts to species we must recognize the influence GCC may have on populations, and begin to identify and implement ways to slow or reverse negative impacts arising from it.  相似文献

Coral reefs support the livelihood of millions of people especially those engaged in marine fisheries activities. Coral reefs are highly vulnerable to climate change induced stresses that have led to substantial coral mortality over large spatial scales. Such climate change impacts have the potential to lead to declines in marine fish production and compromise the livelihoods of fisheries dependent communities. Yet few studies have examined social vulnerability in the context of changes specific to coral reef ecosystems. In this paper, we examine three dimensions of vulnerability (exposure, sensitivity, and adaptive capacity) of 29 coastal communities across five western Indian Ocean countries to the impacts of coral bleaching on fishery returns. A key contribution is the development of a novel, network-based approach to examining sensitivity to changes in the fishery that incorporates linkages between fishery and non-fishery occupations. We find that key sources of vulnerability differ considerably within and between the five countries. Our approach allows the visualization of how these dimensions of vulnerability differ from site to site, providing important insights into the types of nuanced policy interventions that may help to reduce vulnerability at a specific location. To complement this, we develop framework of policy actions thought to reduce different aspects of vulnerability at varying spatial and temporal scales. Although our results are specific to reef fisheries impacts from coral bleaching, this approach provides a framework for other types of threats and different social-ecological systems more broadly.  相似文献

Commercial marine fishing contributes significantly to the Australian economy, and has great importance for coastal communities. However, climate change presents significant challenges for Australia’s fishing industries, now and into the future. With greater use of targeted information, the fishing industry will be better placed to minimise the negative impacts and take advantage of opportunities associated with the effects of climate change. The future of the fishing industry—specifically wild capture fisheries—will depend on its ability and capacity to apply appropriate adaptation strategies for its viability and sustainability in the long-term. Knowledge regarding expected long-term changes in species distributions, improved weather and seasonal climate forecasts and their influence on target species, and better understanding of species tolerances, can inform adaptation responses. This paper provides a review of recent advances in research addressing Australia’s priorities in relation to commercial marine fisheries’ responses to current and anticipated future climate change impacts, and considers barriers and adaptation options for fisheries management over the near-term planning horizon of 5–7 years.  相似文献

While previous research has documented marine fish and invertebrates shifting poleward in response to warming climates, less is known about the response of fisheries to these changes. By examining fisheries in the northeastern United States over the last four decades of warming temperatures, we show that northward shifts in species distributions were matched by corresponding northward shifts in fisheries. The proportion of warm-water species caught in most states also increased through time. Most importantly, however, fisheries shifted only 10–30 % as much as their target species, and evidence suggested that economic and regulatory constraints played important roles in creating these lags. These lags may lead to overfishing and population declines if not accounted for in fisheries management and climate adaptation. In coupled natural-human systems such as fisheries, human actions play important roles in determining the sustainability of the system and, therefore, future conservation and climate mitigation planning will need to consider not only biophysical changes, but also human responses to these changes and the feedbacks that these responses have on ecosystems.  相似文献

Like other animal production systems, aquaculture has developed into a highly globalized trade-dependent industry. A major part of aquaculture technology requires fishmeal to produce the feed for farmed species. By tracing and mapping patterns of trade flows globally for fishmeal we show the aquaculture industry's increasing use of marine ecosystems worldwide. We provide an in-depth analysis of the growth decades (1980–2000) of salmon farming in Norway and shrimp farming in Thailand. Both countries, initially net exporters of fishmeal, increased the number of import source nations of fishmeal, peaking in the mid-1990s. Thailand started locally and expanded into sources from all over the globe, including stocks from the North Sea through imports from Denmark, while Norway predominantly relied on northern region source nations to feed farmed salmon. In 2000, both have two geographically alternate sources of fishmeal supply: the combination of Chile and Peru in South America, and a regional complement. We find that fishmeal trade for aquaculture is not an issue of using ecosystems of the South for production in the North, but of trade between nations with industrialized fisheries linked to productive marine ecosystems. We discuss the expansion of marine ecosystem appropriation for the global aquaculture industry and observed shifts in the trade of fishmeal between marine areas over time. Globalization, through information technology and transport systems, has made it possible to rapidly switch between marine areas for fishmeal supply in economically connected food producing systems. But the stretching of the production chain from local to global and the ability to switch between marine areas worldwide seem to undermine the industry's incentives to respond to changes in the capacity of ecosystems to supply fish. For example, trade information does not reveal the species of fish that the fishmeal is made of much less its origins and there is lack of feedback between economic performance and impacts on marine ecosystem services. Responding to environmental feedback is essential to avoid the trap of mining the marine resources on which the aquaculture industry depends. There are grounds to suggest the need for some global rules and institutions that create incentives for seafood markets to account for ecosystem support and capacity.  相似文献

Illegal, unregulated and unreported (IUU) fishing is a challenging form of non-compliance in many marine ecosystems. IUU fishing has attracted substantial political attention in the Southern Ocean, where a series of crises created windows of opportunity for change. A crises-response framework was used for examining these dynamics between 1995 and 2009. Crises were defined in relation to their perceived threat, decision time and surprise. Published material was combined with the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLRs) expert interviews, to evaluate changing perceptions of IUU fishing and corresponding actions. A first crisis led to an increased use of informal shortcuts and a concentration of power. A second crisis created windows of opportunities for policy entrepreneurs and stimulated policy innovation. A third crisis led to the implementation of existing contingency plans. These responses were consistent with predictions from the crisis-response framework used. The series of crises threatened the credibility of CCAMLR and changed the incentives for engaging in coalitions, which led to the development of both management and enforcement approaches to compliance. State and non-state actors became increasingly involved in developing these diverse compliance mechanisms, thereby actively contributing to the adaptive capacity of CCAMLR. Synergies between fisheries industry, environmental conservation, and state sovereignty interests were effectively utilized. Individual actors, organizations and countries providing leadership had strong incentives for doing so. Trust and reputation was important for the compliance mechanisms leading to a substantial reduction of IUU fishing.  相似文献

As water-stressed areas are expanding worldwide due to climate change, water conservation has become an important tool for managing water resources in drought contexts. Within a political ecology framework, our research questions the success story of water conservation. To do so, we conducted a quantitative textual analysis of 520 daily local press articles dealing with drought and water issues in Phoenix and Tucson (Arizona, USA). Using two open-access lexicometric software, our analysis traces the rise of the water conservation narrative in the press. Our results show how newspapers can become an instrument of public policies to work towards their social acceptance. Moreover, water conservation is framed as a consensual tool. It reassures that threats associated with water scarcity will be successfully managed to sustain urban growth in arid regions. In this sense, water conservation operates following a logic of fix, in line with the successive hydrosocial fixes that helped the development of arid lands and does not question inherited power structures in water management.  相似文献

Globalization increases the interconnectedness of people and places around the world. In a connected world, goods and services consumed in one country are often produced in other countries and exchanged via international trade. Thus, local consumption is increasingly met by global supply chains oftentimes involving large geographical distances and leading to global environmental change. In this study, we connect local consumption to global land use through tracking global commodity and value chains via international trade flows. Using a global multiregional input–output model with sectoral detail allows for the accounting of land use attributed to “unusual” sectors – from a land use perspective – including services, machinery and equipment, and construction. Our results show how developed countries consume a large amount of goods and services from both domestic and international markets, and thus impose pressure not only on their domestic land resources, but also displace land in other countries, thus displacing other uses. For example, 33% of total U.S. land use for consumption purposes is displaced from other countries. This ratio becomes much larger for the EU (more than 50%) and Japan (92%). Our analysis shows that 47% of Brazilian and 88% of Argentinean cropland is used for consumption purposes outside of their territories, mainly in EU countries and China. In addition, consumers in rich countries tend to displace land by consuming non-agricultural products, such as services, clothing and household appliances, which account for more than 50% of their total land displacement. By contrast, for developing economies, such as African countries, the share of land use for non-agricultural products is much lower, with an average of 7%. The emerging economies and population giants, China and India, are likely to further increase their appetite for land from other countries, such as Africa, Russia and Latin America, to satisfy their own land needs driven by their fast economic growth and the needs and lifestyles of their growing populations.  相似文献

Seafood is an essential source of protein globally. As its demand continues to rise, balancing food security and the health of marine ecosystems has become a pressing challenge. Ecosystem-based fisheries management (EBFM) has been adopted by the European Union (EU) Common Fisheries Policy (CFP) to meet this challenge by accounting for the multiple interacting natural and socio-economic drivers. The CFP includes both the implementation of regulatory measures to EU stocks and the establishment of bilateral fisheries agreements with neighbouring countries, known as sustainable fisheries partnership agreements (SFPAs). While the effects of fisheries management regulations are well acknowledged, the consequences of the SFPAs on EU ecosystems have been commonly overlooked. Here we investigate the development of the Gulf of Cadiz marine ecosystem over the last two decades and found evidence of the impact of both policy interventions. Our findings reveal the effectiveness of regulatory measures in reverting a progressively degrading ecosystem, characterised by high fishing pressure and dominance of opportunistic species, to a more stable configuration, characterised by higher biomass of small pelagics and top predators after 2005. Knock-on effects of the EU-Morocco SFPA and climate effects were detected before 2005, resulting in increased purse seine fishing effort, lower biomass of pelagic species and warmer temperatures. This southern EU marine ecosystem has been one of the latest to introduce regulations and is very exposed to fishery agreements with neighbouring Morocco. Our study highlights the importance of taking into consideration, not only the effects of in situ fisheries regulations but also the indirect implications of political agreements in the framework of EBFM.  相似文献

Climate change and land use conversion are global threats to biodiversity. Protected areas and biological corridors have been historically implemented as biodiversity conservation measures and suggested as tools within planning frameworks to respond to climate change. However, few applications to national protected areas systems considering climate change in tropical countries exist. Our goal is to define new priority areas for biodiversity conservation and biological corridors within an existing protected areas network. We aim at preserving samples of all biodiversity under climate change and facilitate species dispersal to reduce the vulnerability of biodiversity. The analysis was based on a three step strategy: i) protect representative samples of various levels of terrestrial biodiversity across protected area systems given future redistributions under climate change, ii) identify and protect areas with reduced climate velocities where populations could persist for relatively longer periods, and iii) ensure species dispersal between conservation areas through climatic connectivity pathways. The study was integrated into a participatory planning approach for biodiversity conservation in Costa Rica. Results showed that there should be an increase of 11 % and 5 % on new conservation areas and biological corridors respectively. Our approach integrates climate change into the design of a network of protected areas for tropical ecosystems and can be applied to other biodiversity rich areas to reduce the vulnerability of biodiversity to global warming.  相似文献

The evolving architecture of global climate change adaptation finance is shifting towards fund mechanisms with competitive application and allocation principles. At the same time, prioritization of the most vulnerable countries is a key goal within this emerging architecture. The paper analyses whether the Green Climate Fund (GCF), by far the largest climate change fund, has so far delivered on its promise to prioritize the most vulnerable countries. For our analysis, we consider the USD 2.5 billion GCF funding allocated until the end of the first mobilization phase and disaggregate it project-by-project into its mitigation and adaptation related amounts. We then analyze the adaptation flows in terms of the recipient country’s level of vulnerability and institutional capacity. We further analyze whether funds are being accessed through independent national entities or international intermediaries and whether recipient countries have developing country priority status. The results show that funds-based adaptation finance creates an ambiguous picture: On the one hand, the GCF is on track in allocating its funds largely to country groups which its statutes aim to prioritize, particularly LDCs, African countries and SIDS. At the same time, the proposal process results in the fact that many countries with the highest climate vulnerability but weak government institutions and fragile state-bureaucracies have missed out and not been able to access project funding, mostly LDCs in Africa and conflict-ridden countries. Further, most countries have not yet been able to access project funds independently through their national entities, limiting direct access and country ownership – the strengthening of which is a major goal of the fund. The findings suggest that simplified approval tracks need to be strengthened in the emerging climate finance architecture so that populations in countries with the lowest institutional capacity but highest vulnerability are not being left behind in the long-run.  相似文献

Extreme weather events, such as storms and cyclones, pose dire occupational hazards in marine fishing. Thus, warnings against such events can reduce risks to the life and property of fishing communities. This study is an attempt to assess the factors driving fishermen’s decision to respond to weather warnings. Mixed methods, such as exploratory fieldwork, literature review, and focus group discussions, helped in identifying the available weather warnings and hypothesizing the probable factors influencing response to the warnings in the marine fishing community in Maharashtra, India. The plausible drivers of response include perceived potential risk, credibility of the warning and its disseminators, community social capital, and other demographic characteristics. Data from a household survey, comprising 601 fishermen, is used to empirically test the hypotheses. The results suggest that trust in the source and disseminator of the warning is related to higher response rates. There is heterogeneity in the role of community social capital as a motivator to respond. Further, fishermen perceiving traditional information to be more reliable are less likely to respond frequently to the warnings. The findings of the study are relevant for designing interventions which can prompt high response rates to weather warnings from fishermen.  相似文献

The four species of tuna that underpin oceanic fisheries in the tropical Pacific (skipjack, yellowfin, bigeye and albacore tuna) deliver great economic and social benefits to Pacific Island countries and territories (PICTs). Domestic tuna fleets and local fish processing operations contribute 3–20 % to gross domestic product in four PICTs and licence fees from foreign fleets provide an average of 3–40 % of government revenue for seven PICTs. More than 12,000 people are employed in tuna processing facilities and on tuna fishing vessels. Fish is a cornerstone of food security for many PICTs and provides 50–90 % of dietary animal protein in rural areas. Several PICTs have plans to (1) increase the benefits they receive from oceanic fisheries by increasing the amount of tuna processed locally, and (2) allocate more tuna for the food security of their rapidly growing populations. The projected effects of climate change on the distribution of tuna in the tropical Pacific Ocean, due to increases in sea surface temperature, changes in velocity of major currents and decreases in nutrient supply to the photic zone from greater stratification, are likely to affect these plans. PICTs in the east of the region with a high dependence on licence fees for government revenue are expected to receive more revenue as tuna catches increase in their exclusive economic zones. On the other hand, countries in the west may encounter problems securing enough fish for their canneries as tuna are redistributed progressively to the east. Changes in the distribution of tuna will also affect the proportions of national tuna catches required for food security. We present priority adaptations to reduce the threats to oceanic fisheries posed by climate change and to capitalise on opportunities.  相似文献

Sea level rise and urbanization exert complex synergistic pressures on the provision of ecosystem services (ES) in coastal regions. Anticipating when and where both biophysical and cultural ES will be affected by these two types of coastal environmental change is critical for sustainable land-use planning and management. Biophysical (provisioning and regulating) services can be mapped using secondary data. We demonstrate an approach to mapping cultural ES by engaging stakeholders in iterative participatory mapping of personally and communally valuable cultural ES. We identify hotspots where highly valued cultural ES and high values for biophysical ES co-occur and generate spatially-explicit projections of sea level rise and urban expansion through 2060 to quantify impacts of the ‘coastal squeeze’ on ES. We study Johns Island, South Carolina, USA as an example of a vulnerable community in a low-lying region experiencing both rising water levels and a rapid influx of new residents and development. Our projections of environmental change through 2060 indicate that on Johns Island, cultural ES face disproportionately greater risk of decline than biophysical ES, with almost three quarters of the island’s cultural ES affected. We find that hotspots for cultural ES, such as community heritage sites and scenic vistas of oak-lined roads and marshes, rarely co-occur (only 3% area) with biophysical ES such as high values of carbon sequestration and agricultural production. This confirms the importance of engaging with local stakeholders to map cultural ES and puts them on a more level playing field with biophysical ES in decision-making contexts. Projected declines and limited overlap between biophysical and cultural ES highlight the need for tighter coordination between conservation and community planning, and for including locally valued cultural ES in assessments of threats posed by the ‘coastal squeeze’ of sea level rise and urban expansion.  相似文献
