How to share responsibility for greenhouse gas emissions between consumers and producers is a highly sensitive question in international climate policy negotiations. Traditional ‘Production-Based Accounting’ (PBA), which assigns responisibility to the region where emissions are released, has frequently been challenged by ‘Consumption-Based Accounting’ (CBA) schemes that suggest that greenhouse gas emissions generated to produce traded goods and services should be attributed to their final consumers. PBA and CBA both lack a sound foundation in economic theory as they do not consider the economic benefits accruing to producers or consumers if carbon emissions do not carry a price that reflects their social costs. We build on well-established economic theory to derive how to share responsibility for trade-related emissions between producers and consumers and apply this novel approach for the most prominent bilateral trade relationships using multi-regional input–output data. We propose an ‘Economic Benefit Shared Responsibility’ (EBSR) scheme, in which China is attributed significantly higher responsibility for emissions than in CBA, while lower emissions and responsibility are attributed to both the US and the EU.  相似文献

Long-term global emission scenarios enable the analysis of future climate change, impacts, and response strategies by providing insight into possible future developments and linking these different climate research elements. Such scenarios play a crucial role in the climate change literature informing the Intergovernmental Panel on Climate Change’s (IPCC) Assessment Reports (ARs) and support policymakers. This article reviews the evolution of emission scenarios, since 1990, by focusing on scenario critiques and responses as published in the literature. We focus on the issues raised in the critiques and the possible impact on scenario development. The critique (280) focuses on four areas: 1) key scenario assumptions (40%), 2) the emissions range covered by the scenarios and missing scenarios (25%), 3) methodological issues (24%), and 4) the policy relevance and handling of uncertainty (11%). Scenario critiques have become increasingly influential since 2000. Some areas of critique have decreased or become less prominent (probability, development process, convergence assumptions, and economic metrics). Other areas have become more dominant over time (e.g., policy relevance & implications of scenarios, transparency, Negative Emissions Technologies (NETs) assumptions, missing scenarios). Several changes have been made in developing scenarios and their content that respond to the critique.  相似文献

The objective of this paper is to assess recent developments and prospects for future changes in United States (US) climate strategy. In doing so, the paper explores some of the key factors that have shaped strategies and policies to date, distinguishing between factors related to institutional and governance structures, linkages between science and policy, energy technology and the role of interest groups. Against this background, the paper attempts to explore future development paths for US climate policy. More specifically, the paper assesses opportunities for policy changes compared to the preferences of the current administration, and the prospects for future linkages between US and international climate change strategies. In brief, the paper argues that substantial changes are unlikely to take place in the near to medium term, leaving open, however, the possibility of wide-ranging changes in domestic politics or major incidents that could facilitate a shift in the perceived need for near-term action.  相似文献
