News organizations constitute key sites of science communication between experts and lay audiences, giving many individuals their basic worldview of complex topics like climate change. Previous researchers have studied climate change news coverage to assess accuracy in reporting and potential sources of bias. These studies typically rely on manually coding articles from a handful of prestigious outlets, not allowing comparisons with smaller newspapers or providing enough diversity to assess the influence of partisan orientation or localized climate vulnerability on content production. Making these comparisons, this study indicates that partisan orientation, scale of circulation, and vulnerability to climate change correlate with several topics present in U.S. newspaper coverage of climate change. After assembling a corpus of over 78,000 articles covering two decades from 52 U.S. newspapers that are diverse in terms of geography, partisan orientation, scale of circulation, and objectively measured climate risk, a coherent set of latent topics were identified via an automated content analysis of climate change news coverage. Topic model results indicate that while outlet bias does not appear to impact the prevalence of coverage for most topics surrounding climate change, differences were evident for some topics based on partisan orientation, scale, or vulnerability status, particularly those relating to climate change denial, impacts, mitigation, or resource use. Overall, this paper provides a comprehensive study of U.S. newspaper coverage of climate change and identifies specific topics where outlet bias constitutes an important contextual factor.  相似文献

The science of climate change is full of uncertainty, but the greater vulnerability of poor countries to the impacts of climate change is one aspect that is widely acknowledged. This paper adapts Dryzek's ‘components’ approach to discourse analysis to explore the media construction of climate change and development in UK ‘quality’ newspapers between 1997 and 2007. Eight discourses are identified from more than 150 articles, based on the entities recognised, assumptions about natural relationships, agents and their motives, rhetorical devices and normative judgements. They show a wide range of opinions regarding the impacts of climate change on development and the appropriate action to be taken. Discourses concerned with likely severe impacts have dominated coverage in the Guardian and the Independent since 1997, and in all four papers since 2006. Previously discourses proposing that climate change was a low development priority had formed the coverage in the Times and the Telegraph. The classification of different discourses allows an inductive, nuanced analysis of the factors influencing representation of climate change and development issues; an analysis which highlights the role of key events, individual actors, newspaper ideology and wider social and political factors. Overall the findings demonstrate media perceptions of a rising sense of an impending catastrophe for the developing world that is defenceless without the help of the West, perpetuating to an extent views of the poor as victims.  相似文献

The way that the media reports and comments on key events in the fragmented global climate governance landscape is one important route to strengthening public accountability of such governance. Editorials and other opinion pieces provide key contributions to the public sphere, but have been almost entirely neglected in media research on climate change. Another understudied aspect in such research is the reporting on the fragmentation of global climate governance across numerous forums. This article provides an exploratory approach to address these two research gaps. It presents a quantitative analysis of how often leading newspapers in seven countries (Finland, India, Laos, Norway, South Africa, UK and USA) wrote about 18 meetings in six different global climate governance forums between 2004–2009 and whether they provided commentaries about them. The study shows that media coverage (articles and opinion pieces) is limited or absent for many meetings that are not attended by heads of state, are the launch of a new process or do not have the convening power of the United Nations Framework Convention on Climate Change. The pattern of coverage differs significantly among individual newspapers and there is no clear distinction between developed and developing country newspapers. The article concludes that overall news coverage, and editorial commentary in particular, of global climate meetings in the selected newspapers is too low and too patchy to significantly support domestic publics to hold their own (and indirectly other) governments accountable with regard to fragmented global climate governance.

Policy relevance

This study is instructive for the media and civil society, who should both act as accountholders of governments with regard to how they act in global climate governance and its implementation. Reporting and commentaries need to reflect the overarching process, not only sporadic coverage of high-level meetings, but also critical analysis of what is achieved. They should also take a broader scope in terms of the kinds of meetings and processes in global governance that they cover. Civil society should encourage the media to increase coverage along these lines, e.g. by adequate monitoring of government actions (or lack thereof) and share this with the media.  相似文献

This paper examines how the claim of a two degrees dangerous limit to climate change is represented in the public sphere. The cultural circuits model is used to frame a discourse analysis and content analysis of UK news media, popular science books and advocacy literature. This analysis is supported with perspectives gleaned from semi-structured interviews with a range of expert actors. The results show that news reports largely ignore the two degree limit and where it is mentioned it is validated through invocation of anonymous expert knowledge. Discourses which do recognise uncertainties surrounding definitions of dangerous change still support the two degree limit. Primary sources show a rejection of the two degree limit as a division between safe and dangerous climate change. Arguments made by advocates that the concept at least allows the public to debate complex climate science is not supported by the manner in which the limit is constructed in public discourses. The results demonstrate that public representations of the two degree limit idea have not evolved, despite developments in climate science casting doubt on the veracity of the two degree limit. The paper concludes that framing climate policy within the two degree metric is not delivering the hoped for emission reductions and it may therefore be appropriate for public discourses to recognise the role of non-scientific factors in defining how much climate change is dangerous. Such a change might prove an important step in the development of a more participatory debate about climate policy.  相似文献

Policy makers have now recognised the need to integrate thinking about climate change into all areas of public policy making. However, the discussion of ‘climate policy integration’ has tended to focus on mitigation decisions mostly taken at international and national levels. Clearly, there is also a more locally focused adaptation dimension to climate policy integration, which has not been adequately explored by academics or policy makers. Drawing on a case study of the UK, this paper adopts both a top-down and a bottom-up perspective to explore how far different sub-elements of policies within the agriculture, nature conservation and water sectors support or undermine potential adaptive responses. The top-down approach, which assumes that policies set explicit aims and objectives that are directly translated into action on the ground, combines a content analysis of policy documents with interviews with policy makers. The bottom-up approach recognises the importance of other actors in shaping policy implementation and involves interviews with actors in organisations within the three sectors. This paper reveals that neither approach offers a complete picture of the potentially enabling or constraining effects of different policies on future adaptive planning, but together they offer new perspectives on climate policy integration. These findings inform a discussion on how to implement climate policy integration, including auditing existing policies and ‘climate proofing’ new ones so they support rather than hinder adaptive planning.  相似文献

Anthropogenic influence on the climate – and possible societal responses to it – offers a unique window through which to examine the way people think about and relate to the natural world. This paper reports data from four, one-day deliberative workshops conducted with members of the UK public during early 2012. The workshops focused on geoengineering – the deliberate, large-scale manipulation of the planetary environment – as one of three possible responses to climate change (alongside mitigation and adaptation). Here, we explore one of the most pervasive and wide-ranging themes to emerge from the workshops: whether geoengineering represented an unprecedented human intervention into ‘nature’, and what the moral consequences of this might be. Using the concept of ‘messing with nature’ as an analytical lens, we explore public perceptions of geoengineering. We also reflect on why ‘messing with nature’ was such a focal point for debate and disagreement, and whether the prospect of geoengineering may reveal new dimensions to the way that people think about the natural world, and their relationship to it.  相似文献

By growing awareness for and interest in climate change, media coverage enlarges the window of opportunity by which research can engage individuals and collectives in climate actions. However, we question whether the climate change research that gets mediatized is fit for this challenge. From a survey of the 51,230 scientific articles published in 2020 on climate change, we show that the news media preferentially publicizes research outputs found in multidisciplinary journals and journals perceived as top-tier. An in-depth analysis of the content of the top-100 mediatized papers, in comparison to a random subset, reveals that news media showcases a narrow and limited facet of climate change knowledge (i.e., natural science and health). News media selectivity reduces climate change research to the role of a sentinel and whistleblower for the large-scale, observed, or end-of-century consequences of climate change for natural Earth system components. The social, economic, technological, and energy aspects of climate change are curtailed through mediatization, as well as local and short-term scales of processes and solutions. Reviewing the social psychological mechanisms that underlie behavioral change, we challenge the current criteria used to judge newsworthiness and argue that the consequent mediatization of climate change research fails to breed real society engagement in actions. A transformative agenda for the mediatization of climate change research implies aligning newsworthiness with news effectiveness, i.e., addressing the extent to which communication is effective in presenting research that is likely to produce behavioral change.  相似文献

This study explores two pre-eminent features of transnational media coverage of climate change: The framing of climate change as a harmful, human-induced risk and the way that reporting handles contrarian voices in the climate debate. The analysis shows how journalists, and their interpretations and professional norms, shape media debates about climate change. The study links an analysis of media content to a survey of the authors of the respective articles. It covers leading print and online news outlets in Germany, India, the United Kingdom, the United States, and Switzerland. It finds that climate journalism has moved beyond the norm of balance towards a more interpretive pattern of journalism. Quoting contrarian voices still is part of transnational climate coverage, but these quotes are contextualized with a dismissal of climate change denial. Yet niches of denial persist in certain contexts, and much journalistic attention is focused on the narrative of ‘warners vs. deniers,’ and overlooks the more relevant debates about climate change.  相似文献

As climate change policies and governance initiatives struggle to produce the transformational social changes required, the search for stand out case studies continues. Many have pointed to the period between 2005 and 2008 in the United Kingdom as a promising example of national level innovation. With strong cross-party consensus and a first-of-its-kind legislation the UK established itself as a climate policy leader. However, early warning signs suggest that this institutionalised position is far from secure. Through a novel application of discursive institutionalism this article presents a detailed analysis of the role of ideas in unravelling this ambition under the Conservative-Liberal coalition administration (2010–2015). Discursive interactions among policymakers and other political actors were dominated by ideas about governmental responsibility and economic austerity, establishing an atmosphere of climate policy scepticism and restraint. By situating this conspicuous and influential process of bricolage within its institutional context the importance of how policymakers think and communicate about climate change is made apparent. The power of ideas to influence policy is further demonstrated through their cognitive and normative persuasiveness, by imposing over and excluding alternatives and in their institutional positioning. It can be concluded that despite innovative legislation, institution building and strategic coordination of different types of governance actors the ideational foundations of ambitious climate change politics in the UK have been undermined.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

This article answers calls from scholars to attend to a research gap concerning the visual representation of climate change. We present results from three Q-methodology workshops held in Melbourne (Australia), Norwich (UK) and Boulder (USA) investigating engagement with climate change imagery drawn from mass media sources. Participants were provided with a concourse of climate change images drawn from a newspaper content analysis carried out across all three countries, and asked to carry out two Q-sorts: first, for salience (‘this image makes me feel climate change is important’) and second, for efficacy (‘this image makes me feel I can do something about climate change’). We found results remarkably consistent both across and within country cohorts. This may indicate the presence of a dominant, mainstream discourse around climate imagery. We found that imagery of climate impacts promotes feelings of salience, but undermines self-efficacy; that imagery of energy futures imagery promotes self-efficacy; and that images of politicians and celebrities strongly undermine saliency, and undermine self-efficacy for the Australian cohort. These results, if widely replicable, have implications for climate change communication and engagement. Our results suggest that imagery plays a role in either increasing the sense of importance of the issue of climate change (saliency), or in promoting feelings of being able to do something about climate change (efficacy) – but few, if any, images seem to do both. Communications strategies should assess the purpose of their messages, considering these findings regarding salience and efficacy in this study, and choose to employ images accordingly.  相似文献

Public concerns about environmental problems create narrative structures that influence policy by allocating roles of blame, responsibility, and appropriate behavior. This paper presents an analysis of public concerns about transboundary haze resulting from forest fires in Indonesia, Singapore, and Malaysia for crises experienced in 1997, 2005 and 2013. The source of the information is content analysis of 2231 articles from representative newspapers in each country. The study shows that newspaper reporting about haze has changed from a discussion of the potential health and economic impacts of fires resulting partly naturally from El Niño-induced droughts, toward an increasing vilification of Indonesia for not ratifying the 2002 Association of South East Asian Nations (ASEAN) Agreement on Transboundary Haze Pollution; plus criticism of Singaporean and Malaysian companies investing in palm oil plantations, and ASEAN. Attention to climate change and potential biodiversity loss linked to haze, however, remains low. The paper argues that newspaper analysis of public concerns, despite political influences on the press, offers insights into how public criticism is voiced in these countries, and how perceived responsibility for action is changing.  相似文献

The lack of ambitious climate change policies in large anglophone countries, such as the United States, has been explained by the strong media presence of denialist arguments against climate science. Such counterarguments are less visible in the news media of most European countries. Why do many of these countries nevertheless fail to enact ambitious climate change policies? This paper suggests that influential organizations may block ambitious climate change policies in corporatist countries without an extensive media strategy or a strong denialist message. We draw from theories on the policy process, policy networks, influence strategies, and comparative politics to formulate hypotheses about the existence, influence, and strategies of organizations that oppose ambitious climate policy. We test these hypotheses using an original combination of media data and survey data on the national climate policy network in Finland, a corporatist European country that has long lacked ambitious climate policies. The findings show that a coalition that prioritizes economic competitiveness over climate change mitigation is influential and occupies a central position in the policy network. This pro-economy lobby does not question the validity of climate science or actively seek media visibility. Rather, it influences the policy process using other strategies, such as inside lobbying, and appears in the news media less often than other climate policy organizations. Our results suggest that opponents of climate change mitigation can be powerful despite a weak media presence. This implies that studies on climate politics should pay more attention to strategies of influencing beyond the media spotlight.  相似文献

As a significant emitter of greenhouse gases and a country rich in fossil fuels, Russia plays a crucial role in achieving a comprehensive solution to climate-related challenges. Yet, Russia's official position on climate change has varied considerably since the beginning of global negotiations, with the country playing everything from policy leader to laggard. While there are a number factors that shape domestic policy positions, this study offers a comprehensive investigation of newspaper coverage on climate change in Russia. How have Russian newspapers discussed the issue since the Yeltsin era? We approach this question by compiling the largest data set of Russian newspaper coverage to date, which includes 11,131 climate-related articles from 65 papers over a roughly 35 year period. After introducing a “computer assisted” approach to measure the core themes running through climate change coverage, we statistically evaluate the national- and newspaper-level factors associated with how coverage is framed, focusing attention on 23 high circulation papers over the period from 2000 to 2014. We find that national-level predictors—particularly economic conditions—are highly influential in determining whether climate change is covered and how the issue is framed, while paper-level factors such as the presence of an energy interest and ownership structure also have notable effects. Overall, this study offers a rich data set and useful methods to better understand the drivers of climate communication in Russia.  相似文献

Climate change poses a challenge to countries across the world, with news media being an important source of information on the issue. To understand how and how much news media cover climate change, this study compares coverage in ten countries from the Global North and the Global South between 2006 and 2018 (N = 71,674). Based on a panel analysis, we illustrate that news media attention varies across countries and is often associated with political, scientific, and (partly) societal focusing events. Based on an automated content analysis, we also find that news media do not only cover ecological changes or climate science, but that they focus predominantly on the societal dimension of climate change: They emphasize how humans are aware of, affected by, battle, or cause climate change. Overall, the study illustrates important differences between the Global North and the Global South. While countries from the Global North cover climate change more frequently, countries from the Global South focus more on its challenges and implications for society at large, i.e., the societal dimension of climate change.  相似文献

This two-part study integrates a quantitative review of one year of US newspaper coverage of climate science with a qualitative, comparative analysis of media-created themes and frames using a social constructivist approach. In addition to an examination of newspaper articles, this paper includes a reflexive comparison with attendant wire stories and scientific texts. Much research has now been conducted into the representation of climate change in the media. Specifically, the communication of climate change from scientists and policy-makers to the public via the mass media has been a subject of major interest because of its implications for creating national variation in public understanding of a global environmental issue. However, to date, no study has assessed the situation in India. As one of the major emerging economies, and so one of the major greenhouse gas emitters, India is a key actor in the climate change story. This study analyses the four major, national circulation English-language newspapers to quantify and qualify the frames through which climate change is represented in India. The results strongly contrast with previous studies from developed countries; by framing climate change along a ‘risk-responsibility divide’, the Indian national press set up a strongly nationalistic position on climate change that divides the issue along both developmental and postcolonial lines.  相似文献

Public opinion in the United States about human-caused climate change has varied over the past 20 years, despite an increasing consensus about the issue in the expert community. Attitudes about climate change have been attributed to a number of factors including personal values, political ideology, the media environment and personal experience. Recent studies have found evidence that the temperature can influence one’s opinion about climate change and willingness to change behaviour and/or support climate policy. Although there is some evidence that individual cool or warm years have influenced large-scale opinion about climate change, the extent to which temperature can explain the past variability in public opinion and public discourse about climate change at the national level is not known. Here we isolate the relationship between opinion about climate change and temperature at the national scale, using data from opinion polls, a discourse analysis of opinion articles from five major daily newspapers, and a national air temperature database. The fraction of respondents to national polls who express “belief in” or “worry about” climate change is found to be significantly correlated to U.S. mean temperature anomalies over the previous 3–12 months. In addition, the fraction of editorial and opinion articles which “agree” with the expert consensus on climate change is also found to be significantly correlated to U.S. mean temperature anomalies at seasonal and annual scales. These results suggest that a fraction of the past variance in American views about climate change could potentially be explained by climate variability.  相似文献

This paper aims to contribute to media studies on climate change through a study of the ways in which the adequacy of transnational measures of tackling climate change are represented in media outlets in the UK, Ireland, Sweden and Finland. Media texts on the European Union Energy and Climate Package, introduced in January 2008 and approved in modified form in December 2008, are analyzed in-depth. Through an exploratory cross-societal comparison of media representations, the paper traces some of the dynamics of contemporary environmental debates. We argue that the adequacy of proposed transnational measures for tackling climate change becomes a relative concept in the media: measures are not adequate or inadequate per se, but contingent upon social context and relative with regard to time and to the comparisons made.  相似文献

The relationship between climate change and biodiversity was a central issue at the 10th Conference of the Parties (COP 10) to the Convention on Biological Diversity (CBD). In this paper we draw from participant observation data collected at COP 10, and related policy documentation, to examine how concerns about climate change are shaping the conservation policy landscape – in terms of the knowledge and rationales used as inputs, networks of actors involved, objectives sought, and actions proposed. We find that debates at the intersection of climate and biodiversity were overwhelmingly framed in relation to, or through the lens of carbon. Through a discussion of four core Climate-Motivated Responses, we illustrate how “carbon-logic”, and the initiatives that it generates, simultaneously creates threats to the objectives sought by some actors, and opportunities for the objectives sought by others. We situate our observations in the context of some of the historical dilemmas that have faced conservation, and discuss this current moment in the dynamic trajectory of conservation governance: a moment when decisions about conserving biodiversity are becoming entangled with carbon-logic and the market. In this case, while some actors seek opportunities for biodiversity ends by riding the coattails of the climate agenda, the threats of doing so may undermine the biological and social objectives of the CBD convention itself.  相似文献
