以Twitter、Facebook为代表的社交媒体在防灾减灾方面的作用越来越受到关注.中国是世界上海洋灾害最为严重的国家之一,海洋防灾减灾是目前我国面临的十分紧迫的问题.近年来,智能手机和网络的普及让中国的社交媒体进入了人们的日常生活.借鉴国外社交媒体在防灾减灾方面的经验,我们认为中国的社交媒体在海洋防灾减灾中同样拥有巨大潜力.本文首先介绍了"21世纪海上丝绸之路"沿线的几个国家利用社交媒体开展海洋防灾减灾工作的情况,随后总结了当前中国在海洋灾害预警、灾害信息传播及灾害管理等方面的实际情况.最后,借鉴国外先进的经验和做法,为进一步提升中国社交媒体在海洋防灾减灾工作中的作用提出了启示性的对策建议.  相似文献

1961—2010年青海省霜冻灾害变化特征及风险区划   总被引:2,自引:0,他引:2  
基于青海省历史日最低气温、青海省农作物种植总面积、农作物产量等要素,运用数理统计构建致灾因子危险性、暴露性和灾损敏感性指数,采用图表法和指数乘积法开展青海省霜冻灾害变化特征及风险区划。结果表明,青海省作物种植区均有霜冻灾害,中心集中在东部农业区的门源、大通、互助、湟源和湟中,柴达木盆地东部的德令哈、都兰和乌兰,以及贵南和共和等地;发生时段主要在4—9月,5月发生频率最高;年际间霜冻灾害呈波动增加趋势,但趋势不显著,年代际间霜冻灾害呈显著波动增加趋势;霜冻灾害高风险区主要分布在东北部的门源、互助、大通和祁连东部。  相似文献

选取2007—2019 年影响广西南部县域台风的致灾及灾情数据,采用灰色关联法计算各灾情指标的关联系数,结合层次分析及熵权法确定组合权重,构建综合灾情指数序列,对影响广西南部县域的台风进行灾情评估。结果发现:防城港市、北海市、钦州市及与其毗邻的县域综合灾情总指数均大于9;南宁市辖区周边多数县域的综合灾情总指数不仅大于 9,且受灾频次不低于 14 次;沿海及经济发达的县域易受到台风袭击并造成灾情,大部分内陆县域受台风影响较小。  相似文献

选取闪电密度、雷暴日、经济损失风险、生命损失风险等作为各县(市、区)雷电灾害易损性评估指标;并在此基础上,建立雷电灾害评估体系,对各县(市、区)的雷灾易损性进行了综合评价,进行区划分析。基于南充市雷电监测数据和人文经济指标而制作的全市雷电灾害风险区划,可以为全市雷电灾害防御提供科学依据,能有效降低因雷电灾害带来的生命财产损失和社会影响,提高灾害天气预报、预警能力,提升气象防灾减灾能力。基于南充市雷电监测数据而统计出的闪电密度、雷暴日数更具客观性。  相似文献

利用2000—2016年的县域台风灾害历史灾情数据,选取受灾人数、死亡人数、倒损房屋数、农作物受灾面积和直接经济损失为评估指标,在对各项指标进行分级的基础上,通过灰色关联分析法建立了以县域为单位的台风灾害综合灾损指标,对所选取市县的台风灾害损失情况进行了分级评估分析。结果表明,所选取的指标能够快速实现不同台风灾害、不同市县间的台风灾害严重程度的对比分析,具有实际应用价值。灾害等级分布结果显示,东南沿海市县为台风灾害多发区,浙江省、广东省和福建省的各市县为严重灾害(特大型、大型灾害)的易发区;8月、9月为严重灾害的多发时间。以不同登陆地点、不同影响范围的1210号“达维”台风和1513号“苏迪罗”台风为例,对灾情评估的合理性进行了验证。  相似文献

Feeling affected by climate change related disasters has the potential to mobilize belief in climate change, concern about the issue, and support for mitigation policies – even when accounting for the effects of physically living through a disaster. In this study we use a two-wave survey design where respondents in the United States were interviewed before and after Hurricane Florence to better understand who feels affected by such disasters. First, we find that being worried about climate change increases the feeling of being affected by the hurricane among those who regularly discuss climate change. Second, we find that those who are high in perspective taking are more likely to feel affected. However, those who are high in empathic concern, but feel obligated to help victims of disasters, are less likely to feel affected. This suggests that hurricanes may cause a collapse of compassion, where those who are especially sensitive to the suffering of others down-regulate their emotional response to costly disasters.  相似文献

Normalizing economic loss from natural disasters: A global analysis   总被引:3,自引:0,他引:3  
Climate change is likely to lead to an increase in the frequency and/or intensity of certain types of natural hazards, if not globally, then at least in certain regions. All other things equal, this should lead to an increase in the economic toll from natural disasters over time. Yet, all other things are not equal since affected areas become wealthier over time and rational individuals and governments undertake defensive mitigation measures, which requires normalizing economic losses if one wishes to analyze trends in economic loss from natural disasters for detecting a potential climate change signal. In this article, we argue that the conventional methodology for normalizing economic loss is problematic since it normalizes for changes in wealth over time, but fails to normalize for differences in wealth across space at any given point of time. We introduce an alternative methodology that overcomes this problem in theory, but faces many more problems in its empirical application. Applying, therefore, both methods to the most comprehensive existing global dataset of natural disaster loss, in general we find no significant upward trends in normalized disaster damage over the period 1980-2009 globally, regionally, for specific disasters or for specific disasters in specific regions. Due to our inability to control for defensive mitigation measures, one cannot infer from our analysis that there have definitely not been more frequent and/or more intensive weather-related natural hazards over the study period already. Moreover, it may still be far too early to detect a trend if human-induced climate change has only just started and will gain momentum over time.  相似文献

Crop and livestock farmers must respond to climate change, including a range of physical and cultural impacts and risks. In rural northern California, farmers face extreme drought and catastrophic wildfires with increasing frequency. I draw on an extended case study of farmers and agricultural advisors in Siskiyou County to understand how rural agriculturalists perceive risks when navigating climate change discourses. While farmers are changing their management practices in response to the physical effects of climate change, many perceive substantial social risks within their communities if they align themselves publicly with climate change beliefs or actions. Perceived social consequences included loss of access to the benefits of membership in formal and informal farming groups. Efforts focused on educating or convincing farmers of climate science may, in some contexts, increase rather than decrease the perceived social risks of climate action. The framing of climate policies, programs, and practices – especially by public agricultural advisors like Cooperative Extension Advisors and local USDA staff (e.g., Farm Service Agency) – is important not only for increasing farmer participation, but also for reducing perceived social risks associated with climate change. Interventions that focus on livelihood impacts and validate existing land stewardship-oriented values have more potential to increase the pace and scale of climate change mitigation and adaptation in agriculture.  相似文献

There is increasing policy and research interest in disaster resilience, yet the extant literature is still mired in definitional debates, epistemological orientations of researchers, and differences in basic approaches to measurement. As a consequence, there is little integration across domains and disciplines on community resilience assessment, its driving forces, and geographic variability. Using US counties as the study unit, this paper creates an empirically-based resilience metric called the Baseline Resilience Indicators for Communities (BRIC) that is both conceptually and theoretically sound, yet, easy enough to compute for use in a policy context. A common set of variables were used to measure the inherent resilience of counties in the United States according to six different domains or capitals as identified in the extant literature – social, economic, housing and infrastructure, institutional, community, and environmental. Data were from public and freely accessible data sources. Counties in the US Midwest and Great Plains states have the most inherent resilience, while counties in the west, along the US-Mexico border, and along the Appalachian ridge in the east contain the least resilience. Further, it was found that inherent resilience is not the opposite of social vulnerability, but a distinctly different construct both conceptually and empirically. While understanding the overall variability in resilience, the BRIC is easily deconstructed to its component parts to provide guidance to policy makers on where investments in intervention strategies may make a difference in the improvement of scores. Such evidence-based research has an opportunity to influence public policy focused on disaster risk.  相似文献

利用1990—2012年影响浙江省的41个台风统计资料,分析了浙江省台风灾害成因中自然属性和社会属性特征。结果表明,台风导致的灾害程度与其带来的风雨潮密切相关,其中平均降雨量、降雨量极值与直接经济损失的相关系数分别为0.509 6和0.584 1。当台风登陆中心附近最大风速达到30 m/s及以上时,灾害程度会明显加重。准确及时的气象监测预报服务是防御台风最重要的依据。倒塌房屋数量与死亡人数密切相关,相关系数达到了0.862 5。防汛抗台设施的高标准建设有效减轻了台风的灾害损失。2000年以来,浙江省台风灾害导致的直接经济损失占本省国内生产总值比例呈现下降趋势。政府防御指挥水平是减轻灾害的重要保障,其中,转移人口等防灾措施有效减少了人员伤亡。  相似文献

通过辨识影响福建省枇杷生长发育和产量的主要致灾因子,分析枇杷对气象灾害的敏感性和暴露性,考虑种植区的防灾减灾能力,构建出枇杷气象灾害综合风险评估指标体系,利用枇杷种植区1971—2011年气象资料,1992—2011年枇杷种植面积、产量及其他社会经济资料,采用层次分析法和熵权系数法融合方法计算各风险指标的权重及各评估单元的风险指数,进而构建枇杷气象灾害的综合风险评估模型,应用GIS技术制作出风险精细区划图,评估枇杷气象灾害的综合风险。结果表明:致灾危险性对综合风险的影响最大,起主要作用;重度以上的综合风险主要分布在福建省5个主要山脉的中高海拔山区以及枇杷种植面积大的莆田市、福清市、云霄县,轻度综合风险区主要分布在中南部沿海县市的低海拔种植区 (除种植大县和东山县外),其余种植区的综合风险属中度。  相似文献

There is a large body of research and development into the low emission energy technologies that has the potential to assist developed and developing countries transition to more sustainable energy systems. It has long been recognised that public perceptions can have a fundamental effect on the market for technology and this issue raises questions about the role society will play in developing a low emissions energy future. Understanding how the public will respond to the range of low emission energy technologies as part of a climate change mitigation package is therefore critical for researchers, policy makers and industry stakeholders. In the current research, we investigated the Australian public’s likely acceptance of a range of low emission energy technologies by assessing the diverse ‘orientations’ that have emerged in response to low emission energy technologies. In a survey of two Australian states we measured the support for, and knowledge of, a range of low emission energy technologies. Using self-organising maps, a relatively new approach for segmenting response profiles, we identified that at least four distinct ‘orientations’ have emerged toward the issue and are characterising the likely acceptance of these technologies: ‘Disengaged’, ‘Nuclear Oriented’, ‘Renewables Oriented’, and ‘Engaged’. The implications of these multiple public viewpoints are described for climate change mitigation policy and for future research into the social acceptance of alternative energy technologies.  相似文献

This article contributes to the existing literature by investigating the importance of value orientations for the Norwegian public's climate change concern, by analysing data from a national Gallup Poll from 2003 to 2011. Logistic regressions were conducted to investigate the importance of individualistic and egalitarian values for climate concern, and whether the groups of different value orientations have polarized in their climate concern over time. Respondents who hold less individualistic values and those holding egalitarian values are found more likely to be concerned about climate change than are those holding individualistic and less egalitarian values. Furthermore, the analyses find polarization in climate concern in the period for both value orientations. Increased focus on policy instruments in the political debate may be one explanation for values being increasingly salient. Future research should focus on studying ways to formulate policies given variations in values. One way would be to develop solutions that have co-benefits across groups of different value orientations. However, not all mitigation policies have immediate co-benefits for everyone. Research on how changes in the institutional setting may enhance the logic of social responsibility seems crucial.

Policy relevance

It is an important social science contribution to increase our understanding of public positions on climate change for developing effective responses to this vexing problem. This study identifies polarization over time between subgroups of different value orientations in their climate change concern. This may have implications for policies, as political solutions may be increasingly dependent on the composition of political leadership. Society and politicians should look for mitigation policies that have co-benefits across groups of different value orientations when possible. However, not all mitigation policies have immediate co-benefits for everyone. One option then is to change the institutional settings from enhancing the logic of individual benefits to enhancing the logic of social benefits for behaviour crucial for mitigating climate change. Finally, narratives about a low-emitting society that are attractive for all groups of value orientations should be emphasized.  相似文献

Under global warming, the risk of heat injury for crops increases, which leads to increasing instability in agricultural production. In this study, based on phenological observation data and yield data during 1981-2011 and daily meteorological data during 1961-2011 in the middle and lower reaches of the Yangtze River (MLRYR), the risk of heat injury for single-cropping rice in this area and its response to climate change were assessed and analyzed. The risk was decomposed into such elements as hazard, exposure, vulnerability, and disaster prevention/mitigation capacity, in accordance with natural disaster risk assessment theory and the formation mechanisms of agrometeorological disasters.First, a hazard assessment model was established to identify spatiotemporal variations of the heat injury in the MLRYR during 1961-2011, and the relationship between heat injury hazard and air temperature was analyzed to identify the response of hazard to climate change. It was found that the heat injury hazard of single-cropping rice was positively correlated with the mean and maximum temperatures during the rice heading period of 20 days, with the hazard increasing sharply when the mean temperature exceeded 26.5°C and the maximum temperature exceeded 31°C. Then, exposure, vulnerability, and disaster prevention/mitigation capacity were also quantitatively examined. The results show that vulnerability and hazard were the two most important factors in the heat injury risk assessment for single-cropping rice at most stations in the MLRYR.The risk assessment considering only the first three natural elements produced high-risk values (> 0.46) mainly in the northeast of the study area. By adding the regional capability in disaster prevention/mitigation into account, the risk assessment produced high-risk values in a much smaller area in the northeast but some-what larger areas in the southwest of the study domain. In general, the risk of heat injury differed greatly within the MLRYR. Particular rice varieties should be adopted for specific regions, according to the local risk features quantified by this study. Under the warming climate, the risk of heat injury for single-cropping rice is likely to continue to increase.  相似文献

People’s perceptions of changes in local weather patterns are an important precursor to proactive adaptation to climate change. In this paper, we consider public perceptions of changes in average rainfall in India, analyzing the relationship between perceptions and the instrumental record. Using data from a national sample survey, we find that local instrumental records of precipitation are a strong predictor of perceived declines in rainfall. Perceptions of decreasing rainfall were also associated with perceptions of changes in extreme weather events, such as decreasing frequency of floods and severe storms, increasing frequency of droughts, and decreasing predictability of the monsoon. Higher social vulnerability—including low perceived adaptive capacity and greater food and livelihood dependence on local weather—was also associated with perceptions of decreasing rainfall. While both urban and rural respondents were likely to perceive local changes in precipitation, we show that rural respondents in general were more sensitive to actual changes in precipitation. Individual perceptions of changes in local climate may play an important role in shaping vulnerability to global climate change, adaptive behavior, and support for adaptation and mitigation policies. Awareness of local climate change is therefore particularly important in regions where much of the population is highly exposed and sensitive to the impacts of climate change.  相似文献

为了有效利用气候资源,趋利避害,合理规划和发展陕西苹果产业,促进县域苹果种植布局优化和健康、可持续生产,结合陕西省苹果种植区地理、气候的实际特征,计算和分析了代表不同气候类型的4个代表县的苹果各生育期的干旱指数;并对4个代表县进行了分生育期的苹果干旱风险分布分析。结果显示:萌芽—幼果期是陕西苹果全生育期旱情最重时段,其次是果实膨大期和着色—成熟期,再次是越冬期;延安果区苹果全生育期的旱情在整个陕西果区最为严重,其次是渭北东部果区,再次是渭北西部果区,关中果区苹果全生育期旱情相对最轻。研究成果可为陕西苹果不同生育期、不同果区的防旱抗灾工作开展和县域单元内苹果产业防灾减灾决策提供参考。  相似文献

The ‘climate justice’ lens is increasingly being used in framing discussions and debates on global climate finance. A variant of such justice – distributive justice – emphasises recipient countries’ vulnerability to be an important consideration in funding allocation. The extent to which this principle is pursued in practice has been of widespread and ongoing concerns. Empirical evidence in this regard however remains inadequate and methodologically weak. This research examined the effect of recipients’ climate vulnerability on the allocation of climate funds by controlling for other commonly-identified determinants. A dynamic panel regression method based on Generalised Method of Moments (GMM) was used on a longitudinal dataset, containing approved funds for more than 100,000 projects covering three areas of climate action (mitigation, adaptation, and overlap) in 133 countries over two decades (2000–2018). Findings indicated a non-significant effect of recipients’ vulnerability on mitigation funding, but significant positive effects on adaptation and overlap fundings. ‘Most vulnerable’ countries were likely to receive higher amounts of these two types of funding than the ‘least vulnerable’ countries. All these provided evidence of distributive justice. However, the relationship between vulnerability and funding was parabolic, suggesting ‘moderately vulnerable’ countries likely to receive more funding than the ‘most vulnerable’ countries. Whilst, for mitigation funding, this observation was not a reason for concern, for adaptation and overlap fundings this was not in complete harmony with distributive justice. Paradoxically, countries with better investment readiness were likely to receive more adaptation and overlap funds. In discordance with distributive justice, countries within the Sub-Saharan Africa and South Asia regions, despite their higher climatic vulnerabilities, were likely to receive significantly less adaptation and overlap fundings. Effects of vulnerability were persistent, and past funding had significant effects on current funding. These, coupled with the impact of readiness, suggested a probable Low Funding Trap for the world’s most vulnerable countries. The overarching conclusion is that, although positive changes have occurred since the 2015 Paris Agreement, considerable challenges to distributive justice remain. Significant data and methodological challenges encountered in the research and their implications are also discussed.  相似文献

选取2016—2020年朔黄铁路沿线40套自动气象站降水资料,结合周边国家站区域站近15年资料、行政区县地理信息、社会经济信息等,基于ArcGis技术,采用层次分析法等方法,从暴雨灾害的致灾因子危险性、孕灾环境敏感性、承灾体易损性3类因子构建了朔黄铁路暴雨灾害风险区划模型,并绘制了朔黄铁路暴雨灾害综合风险区划图。结果表明:朔黄铁路沿线暴雨灾害风险划分为高、次高、中、低4个等级,整体呈东部高于西部;4个高风险段与朔黄沿线各工务段收集的暴雨高发信息基本一致,该研究成果对于朔黄铁路暴雨灾害预报预警具有较好的参考作用。  相似文献
