Concerns about the climate crisis and the escalating pace of global consumption are accelerating the pressure on governments to moderate public demand for resources like water, food and energy. Notwithstanding their increasing sophistication, standard behavioural change approaches continue to be criticised for a narrow understanding of what shapes behaviour. One alternative theoretical position comes from practice theories, which draw on interpretive and relational understandings to focus on practices rather than people's behaviour, and hence highlight the complex and distributed set of factors shaping resource use. While practice theories have gained considerable interest from policy institutions within and beyond the UK they so far have had limited impact upon policy. It has even been argued that there are insurmountable challenges in reconciling the ontological commitments of practice theories with the realities of policy processes. This article advances academic and policy debates about the practical implications of practice theories. It works with evidence from transdisciplinary research intended to establish whether and how key distinctive insights from social practice research can usefully be brought to bear on policy. We pursued this through co-productive research with four key UK national policy partners, focusing on effective communication of social practice research evidence on agreed issues. A key outcome of collaboratively negotiating challenging social theory to usefully influence policy processes is the ‘Change Points’ approach, which our partners identified as offering new thinking on initiatives promoting reductions in people's use and disposal of resources. The Change Points approach was developed to enable policy processes to confront the complexities of everyday action, transforming both how problems are framed and how practical initiatives for effecting change are developed. We discuss the case of food waste reduction in order to demonstrate the potential of Change Points to reframe behaviour change policy. We end the paper by addressing the potential and limitations of informing policy with insights from practice theories based upon the successes as well as the challenges we have met. This discussion has broader implications beyond practice theories to other fields of social theory, and to debates on the relations between academic research and policy more broadly. We argue that, through a co-productive approach with policy professionals, and so engagement with the practices of policy making, it is possible to provide a partial and pragmatic but nevertheless effective translation of key distinctive insights from practice theories and related research, to reframe policy problems and hence to identify spaces for effecting change for sustainability.  相似文献

Interest in the role that cities can play in climate change as sites of transformation has increased but research has been limited in its practical applications and there has been limited consideration of how policies and technologies play out. These challenges necessitate a re-thinking of existing notions of urban governance in order to account for the practices that emerge from governments and a plethora of other actors in the context of uncertainty. We understand these practices to constitute adaptive governance, underpinned by social learning guiding the actions of the multiplicity of actors. The aim here is to unpack how social learning for adaptive governance requires attention to competing understandings of risk and identity, and the multiplicity of mechanisms in which change occurs or is blocked in urban climate governance. We adopt a novel lens of ‘environmentalities’ which allows us to assess the historical and institutional context and power relations in the informal settlements of Maputo, Mozambique. Our findings highlight how environmental identities around urban adaptation to climate change are constituted in the social and physical divisions between the formal and informal settlements, whilst existing knowledge models prioritise dominant economic and political interests and lead to the construction of new environmental subjects. While the findings of this study are contextually distinct, the generalizable lessons are that governance of urban adaptation occurs and is solidified within a complex multiplicity of socio-ecological relations.  相似文献

Linkages between vulnerability, resilience, and adaptive capacity   总被引:9,自引:0,他引:9
This article uses a systemic perspective to identify and analyze the conceptual relations among vulnerability, resilience, and adaptive capacity within socio-ecological systems (SES). Since different intellectual traditions use the terms in different, sometimes incompatible, ways, they emerge as strongly related but unclear in the precise nature of their relationships. A set of diagnostic questions is proposed regarding the specification of the terms to develop a shared conceptual framework for the natural and social dimensions of global change. Also, development of a general theory of change in SESs is suggested as an important agenda item for research on global change.  相似文献

Co-production, the collaborative weaving of research and practice by diverse societal actors, is argued to play an important role in sustainability transformations. Yet, there is still poor understanding of how to navigate the tensions that emerge in these processes. Through analyzing 32 initiatives worldwide that co-produced knowledge and action to foster sustainable social-ecological relations, we conceptualize ‘co-productive agility’ as an emergent feature vital for turning tensions into transformations. Co-productive agility refers to the willingness and ability of diverse actors to iteratively engage in reflexive dialogues to grow shared ideas and actions that would not have been possible from the outset. It relies on embedding knowledge production within processes of change to constantly recognize, reposition, and navigate tensions and opportunities. Co-productive agility opens up multiple pathways to transformation through: (1) elevating marginalized agendas in ways that maintain their integrity and broaden struggles for justice; (2) questioning dominant agendas by engaging with power in ways that challenge assumptions, (3) navigating conflicting agendas to actively transform interlinked paradigms, practices, and structures; (4) exploring diverse agendas to foster learning and mutual respect for a plurality of perspectives. We explore six process considerations that vary by these four pathways and provide a framework to enable agility in sustainability transformations. We argue that research and practice spend too much time closing down debate over different agendas for change – thereby avoiding, suppressing, or polarizing tensions, and call for more efforts to facilitate better interactions among different agendas.  相似文献

Would somebody be more willing to start recycling if they knew that their friends were all recycling? Social influence refers to the ways in which our behaviour is affected by what other people do, or by what other people think. Various insights from theories of social influence have been applied as part of interventions to encourage resource conservation, such as the use of social norms, social learning, and social comparison processes. The question arises: Is social influence as effective as is sometimes assumed? This review compares the effectiveness of different social influence approaches to encourage resource conservation via a meta-analysis and outlines what remains to be learned about the mechanisms linking social influence to behaviour change. A random-effects meta-analysis with a sample of 29 studies revealed that social influence approaches were effective when compared to a control group. They were also more effective when compared to another intervention, although in this case the effect size was small. The effectiveness was different for different social influence approaches and for different target groups. These findings raise a number of important questions, which form the basis of a research agenda for better understanding the processes through which social influence approaches encourage resource conservation.  相似文献

This paper, based on the results of a comprehensive interdisciplinary research programme focused on five countries of the Western Sahel, suggests a framework for analysing the complex and constantly changing dynamics of the relations that Sahelian societies maintain with their environment. Firstly, tools for understanding local variability are required. Demographic variables and the diversity of the modes of land use are combined to show that the type and intensity of exploitation of natural resources varies dramatically from one locality to another. There are significant differences between Sahelian social systems and cultures, and these influence their relations with the ‘nature’ they exploit and transform. Secondly, understanding social, economical and technical changes in the Sahel requires that we recognise that powerful and conflicting processes of transformation are taking place (in contrast to the image of “tradition” widely associated with Sahelian societies). These changes are found to be the result of an interaction between the state, rural producers, urban speculators, international development agencies, and other actors. Practical lessons emerge from the analysis. Access and negotiation over natural resources must be facilitated between many actors who compete for them, and local social and environmental problems must be seen in the context of broader patterns of influence and change. The State will retain its importance in the region. “Participation” in development must not only involve local “populations”, but also the “developers” of all types, in contributing to and understanding the human dimensions of environmental change in the Sahel.  相似文献

Natural resource management and conservation programs that promote building capacity and social learning among participants often lead to the formation of learning networks: a type of social network where learning is both a goal and potential outcome of the network. Through forming relationships and sharing information, participants in a learning network build social capital that can help a network achieve social and environmental goals. In this study, we explored social capital in a learning network that emerged through a large-scale marine governance effort, the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security. Through a mixture of social network analysis and key informant interviews, we examined the major patterns of information exchange among individuals who had participated in regional learning exchanges; evaluated whether the network's structure resulted in information sharing; and considered implications for strengthening network sustainability, capacity building, and learning. We found that the Regional Exchange network fostered information sharing among participants across national and organizational boundaries. While the network had individuals who were more central to information sharing, the network structure was generally decentralized, indicating potential resilience to changes in leadership and membership. Participants stressed the importance of the knowledge and connections they had acquired through the learning network; however, they expressed doubts regarding its sustainability and stressed the need for a strong coordinating entity. Our findings suggest that conservation learning networks have the ability to bridge cultural divides and promote social learning; however, a strong network coordinator and continuing efforts to support information sharing and learning are crucial to the network's strength and sustainability. The tangible learning and capacity development outcomes cultivated through Regional Exchange network underscore the value of and need to invest in conservation networks that support peer-to-peer learning.  相似文献

Plural valuation is about eliciting the diverse values of nature articulated by different stakeholders in order to inform decision making and thus achieve more equitable and sustainable outcomes. We explore what approaches align with plural valuation on the ground, as well as how different social-ecological contexts play a role in translating plural valuation into decisions and outcomes. Based on a co-constructed analytical approach relying on empirical information from ten cases from the Global South, we find that plural valuation contributes to equitable and sustainable outcomes if the valuation process: 1) is based on participatory value elicitation approaches; 2) is framed with a clear action-oriented purpose; 3) provides space for marginalized stakeholders to articulate their values in ways that can be included in decisions; 4) is used as a tool to identify and help reconcile different cognitive models about human-nature relations; and 5) fosters open communication and collaboration among stakeholders. We also find that power asymmetries can hinder plural valuation. As interest and support for undertaking plural valuation grows, a deeper understanding is needed regarding how it can be adapted to different purposes, approaches, and social-ecological contexts in order to contribute to social equity and sustainability.  相似文献

Knowledge is a vital resource for both understanding and addressing pressing social–ecological challenges of our time. Sustainability scientists have thus increasingly turned their attention to the role and relevance of knowledge for societal change. However, as identified in this study, the research landscape is very broad and fragmented, with little convergence on definitions between scholarly communities. We comprehensively map knowledge-related concepts and their uses in sustainability science, while eliciting points of agreement and controversy across bodies of literature. Clarifying terminology is a first step towards better empirical science and theory building, and ultimately enhances our ability to leverage knowledge for action and decision–making. Our analysis also suggests five entry points to thinking about knowledge in sustainability science: (1) knowledge as system; (2) as entity, or (3) as process; (4) knowledge for and through learning; and (5) knowledge at interfaces. We discuss how, taken together, these perspectives can contribute to a better understanding of the multiple ways in which knowledge can serve sustainability.  相似文献

Despite the growth in work linking climate change and national level development agendas, there has been limited attention to their political economy. These processes mediate the winners, losers and potential trade-offs between different goals, and the political and institutional factors which enable or inhibit integration across different policy areas. This paper applies a political economy analysis to case studies on low carbon energy in Kenya and carbon forestry in Mozambique. In examining the intersection of climate and development policy, we demonstrate the critical importance of politics, power and interests when climate-motivated initiatives encounter wider and more complex national policy contexts, which strongly influence the prospects of achieving integrated climate policy and development goals in practice. We advance the following arguments: First, understanding both the informal nature and historical embeddedness of decision making around key issue areas and resource sectors of relevance to climate change policy is vital to engaging actually existing politics; why actors hold the positions they do and how they make decisions in practice. Second, we need to understand and engage with the interests, power relations and policy networks that will shape the prospects of realising climate policy goals; acting as barriers in some cases and as vehicles for change in others. Third, by looking at the ways in which common global drivers have very different impacts upon climate change policy once refracted through national levels institutions and policy processes, it is easier to understand the potential and limits of translating global policy into local practice. And fourth, climate change and development outcomes, and the associated trade-offs, look very different depending on how they are framed, who frames them and in which actor coalitions. Understanding these can inform the levers of change and power to be navigated, and with whom to engage in order to address climate change and development goals.  相似文献

National economic systems are investigated in a 3-axis diagram where three different indicators are used to account for resource use, societal organization, and goods and services produced, respectively. This framework is consistent with an input-state-output (environment–society–economy) scheme based on a logical, physical and thermodynamic order between the three dimensions of sustainability. This approach highlights which input-state-output relations are realized and which relations are less common in the behavior of these systems. It assesses and overcomes major drawbacks of common representations of sustainability. Within a cube diagram, 99 national economies are ranked and grouped into 8 categories, which are labeled to reflect the main characteristics of their behavior according to the three environmental, social and economic parameters. A cluster analysis is also performed in order to statistically support the classification and strengthen the interpretation of results. Results show that no countries exhibit a dematerialization of economic activity and that non-sustainable economic activity can take place over a wide range of income distributions (Gini coefficients).  相似文献

Within the environmental social sciences, theories of practices are used by an increasing number of authors to analyze the greening of consumption in the new, global order of reflexive modernity. The use of practices as key methodological units for research and governance is suggested as a way to avoid the pitfalls of the individualist and systemic paradigms that dominated the field of sustainable consumption studies for some decades. With the help of practice theory, environmental governance can be renewed in three particular ways: First, the role and responsibilities (not) to be assigned to individual citizen-consumers in environmental change can be specified. Secondly, objects, technologies and infrastructures can be recognized for their crucial contribution to climate governance without lapsing into technological determinism. Third, the cultural framing of sustainability can be enriched by looking into the forms of excitement generated in shared practices of sustainable consumption. We conclude by discussing the need to investigate the globalization of practices from a post-national perspective in both science and policy.  相似文献

Private governance of environmental and social performance of organizations, processes and products is gaining prominence in market and policy arenas, and thus, increasingly influencing sustainability outcomes. This study presents a concept of rival private governance where multiple initiatives compete for rule-setting authority. Specifically, we argue that heterogeneous actors organize in network form to establish legitimacy of new sustainability governance fields. In an effort to preempt threats from these new fields of governance, nonparticipating actors create rival private governance networks and compete based on each network's ability to access unique relational assets from participants. Based on the cases of carbon off-set standards, green building rating systems and sustainable forestry certifications, we suggest that this competitive market vetting results in pressures toward the convergence of governance rules over time, but not a single winning set of rules. Our findings illustrate that multiple and competing networks can provide innovative, legitimate and dynamically evolving governance of sustainability, while presenting new challenges for public and private sector actors.  相似文献

Business research has repeatedly been criticized for its lack of engagement with pressing issues such as climate change, despite a surge of publications on corporate sustainability topics in recent years. We are therefore interested in identifying the knowledge development and knowledge gaps in business scholarship on the relationship between firms, environment and society. This paper provides a systematic review of the corporate sustainability field in form of a bibliometric analysis based on citation data acquired from the Social Sciences Citation Index. The final dataset contained 3117 records published between 1953 and 2011. Our analysis shows that, over the last 50 years, the field of corporate sustainability has emerged from a few primary nodes of research and developed into four distinct conceptual genealogies: corporate social performance theory, stakeholder theory, a corporate social performance versus economic performance debate, and a greening of management debate. The results of our analysis suggest four key findings. First, the four genealogies only comprise a relatively narrowly focused research scope. Second, there is very little integration and citation of work in other disciplinary areas such as ecology or environmental science. Third, the existing literature has a strong focus on empirically examining the relationship between a firm's environmental and/or social performance and its financial performance. Finally, there is little consideration of managerial implications and consequences of climate change in the corporate sustainability literature to date. We suggest that while this may be a reflection of an insular field, it may also be a role played by the management literature turning away from problem based issues in favor of empirical results, theory building, and the identification of variables that influence firm profitability and can be subjected to direct managerial control. We conclude by outlining pathways for future research.  相似文献

The ‘Anthropocene’ concept provides a conceptual framework that encapsulates the current global situation in which society has an ever-greater dominating influence on Earth System functioning. Simulation models used to understand earth system dynamics provide early warning, scenario analysis and evaluation of environmental management and policies. This paper aims to assess the extent to which current models represent the Anthropocene and suggest ways forward. Current models do not fully reflect the typical characteristics of the Anthropocene, such as societal influences and interactions with natural processes, feedbacks and system dynamics, tele-connections, tipping points, thresholds and regime shifts. Based on an analysis of current model representations of Anthropocene dynamics, we identify ways to enhance the role of modeling tools to better help us understand Anthropocene dynamics and address sustainability issues arising from them. To explore sustainable futures (‘safe and operating spaces’), social processes and anthropogenic drivers of biophysical processes must be incorporated, to allow for a spectrum of potential impacts and responses at different societal levels. In this context, model development can play a major role in reconciling the different epistemologies of the disciplines that need to collaborate to capture changes in the functioning of socio-ecological systems. Feedbacks between system functioning and underlying endogenous drivers should be represented, rather than assuming the drivers to be exogenous to the modelled system or stationary in time and space. While global scale assessments are important, the global scale dynamics need to be connected to local realities and vice versa. The diversity of stakeholders and potential questions requires a diversification of models, avoiding the convergence towards single models that are able to answer a wide range of questions, but without sufficient specificity. The novel concept of the Anthropocene can help to develop innovative model representations and model architectures that are better suited to assist in designing sustainable solutions targeted at the users of the models and model results.  相似文献

Understanding how science, technology and innovation can best help to accelerate progress in achieving sustainable development remains a grand challenge for researchers and practitioners. In the context of the global consultation process for preparing a post-2015 Sustainable Development Agenda, various science-based actor networks have emerged, aiming to translate research into political decision-making and to inform transformations towards sustainability. Over the last years, these networks seem to have taken an ever-growing role in structuring the science-policy interface in global sustainability governance. The question arises, however, how they understand and organize ‘scientific knowledge integration’ in sustainability politics. This study offers a structured comparison of twelve global science-based actor networks engaged in the implementation of the Sustainable Development Goals. It shows that these networks use two types of strategies to foster scientific knowledge integration in sustainability governance. A new framework emerges, in which each strategy corresponds to two main approaches of scientific knowledge integration: The entrepreneurial strategy generally seeks to advance advice-oriented and solution-oriented knowledge processes, while assessment-oriented and learning-oriented processes in scientific knowledge integration are mainly promoted through a mediating strategy.  相似文献

Humanity faces a major global challenge in achieving wellbeing for all, while simultaneously ensuring that the biophysical processes and ecosystem services that underpin wellbeing are exploited within scientifically informed boundaries of sustainability. We propose a framework for defining the safe and just operating space for humanity that integrates social wellbeing into the original planetary boundaries concept (Rockström et al., 2009a,b) for application at regional scales. We argue that such a framework can: (1) increase the policy impact of the boundaries concept as most governance takes place at the regional rather than planetary scale; (2) contribute to the understanding and dissemination of complexity thinking throughout governance and policy-making; (3) act as a powerful metaphor and communication tool for regional equity and sustainability. We demonstrate the approach in two rural Chinese localities where we define the safe and just operating space that lies between an environmental ceiling and a social foundation from analysis of time series drawn from monitored and palaeoecological data, and from social survey statistics respectively. Agricultural intensification has led to poverty reduction, though not eradicated it, but at the expense of environmental degradation. Currently, the environmental ceiling is exceeded for degraded water quality at both localities even though the least well-met social standards are for available piped water and sanitation. The conjunction of these social needs and environmental constraints around the issue of water access and quality illustrates the broader value of the safe and just operating space approach for sustainable development.  相似文献

The seasonal patterns of total cloud amount (TCA) responsible for El Ni?o/La Ni?a-Southern Oscillation (ENSO) Sea Surface Temperature (SST) anomalies were investigated using the ISCCP-D2 cloud and NOAA OI.v2 SST datasets for the period of July 1983 to June 2008. The results show three main ENSO-sensitive regions obtained by spatial overlapping of seasonal correlations, two in the western tropical Pacific and one in the central tropical Pacific. These regions were named WTP1, WTP2, and CTP. In all three regions, except the JJA (June?CAugust) WTP2, the TCA changes were significantly correlated with the Ni?o 3.4 anomalies during the four seasons (December?CJanuary?CFebruary (DJF), March?CApril?CMay, JJA, and September?COctober?CNovember (SON)). Remarkable differences in the seasonal variability of TCA were observed in these regions. In the WTP1, the DJF TCA always remained the highest value among the four seasons in all years. In the WTP2, the maximum TCA occurred during JJA in most years. In the CTP, the extreme value of TCA was mainly observed in DJF or SON near the peak time of ENSO. Seasonal cross-correlation analyses also showed significant relations between TCA and Ni?o 3.4 SST in these regions, which may be helpful for forecasting the evolution of ENSO.  相似文献

Resent research has identified the existence of social networks as a common and important denominator in cases where different stakeholders have come together to effectively deal with natural resource problems and dilemmas. It has even been shown that social networks can be more important than the existence of formal institutions for effective enforcement and compliance with environmental regulations. However, all social networks are not created equal. On the contrary, the structural pattern of relations (i.e. the topology) of a social network can have significant impact on how actors actually behave. This clearly has implications for actors’ abilities to manage environmental challenges. This review aims to add more precision to initial insights and pending hypotheses about the positive impacts of social networks on governance processes and outcomes, by reviewing and synthesizing empirically based literature explicitly studying structural characteristics of social networks in natural resource governance settings. It is shown that significant differences in governance processes and outcomes can be expected among networks experiencing structural differences in terms of density of relations, degree of cohesiveness, subgroup interconnectivity, and degree of network centralization. Furthermore, the review shows that none of these structural characteristics present a monotonically increasing positive effect on processes of importance for resource governance, and that favoring one characteristic likely occurs at the expense of another. Thus, assessing the most favorable level and mix of different network characteristics, where most of the positive governance effects are obtained while undesired effects are minimized, presents a key research and governance challenge.  相似文献
