Integrated water resources management (IWRM) has been lauded as an integrative and participatory form of governance. However, critics claim that actual implementation remains problematic, because of deep path dependencies and the entrenched interests. This paper investigates this claim by looking at the formation of collective choice rules in integrated water resources management reforms in China’s Yellow River and the Ganges in India. The two rivers provide a natural experiment—similarity in physical scale, complexity, and integrated water resources management reforms, but highly different in social and policy contexts. Using the Q methodology and Ostrom’s Institutional Analysis and Development (IAD) framework, we find that, despite differences in policy contexts, narratives amongst the stakeholders in the two rivers are surprisingly similar, including a continued role for a negotiated local approach, and the presence of normative incentives for collective action, underwritten by deep historical meanings of the rivers. These narratives in turn provide some explanation for the choice of collective rules in use. They suggest that a modified form of integrated water resources management, taking into account narratives and collective choice rules, is useful for the governance of very large rivers across different contexts.  相似文献

The spatial and temporal dynamics of water resources are a continuous challenge for effective and sustainable national and international governance. The watershed is the most common spatial unit in water resources governance, which typically includes only surface and groundwater. However, recent advances in hydrology have revealed ‘atmospheric watersheds’ – otherwise known as precipitationsheds. Water flowing within a precipitationshed may be modified by land-use change in one location, while the effect of this modification could be felt in a different province, country, or continent. Despite an upwind country's ability to change a downwind country's rainfall through changes in land-use or land management, the major legal and institutional implications of changes in atmospheric moisture flows have remained unexplored. Here we explore potential ways to approach what we denote as moisture recycling governance. We first identify a set of international study regions, and then develop a typology of moisture recycling relationships within these regions ranging from bilateral moisture exchange to more complex networks. This enables us to classify different types of possible governance principles and relate those to existing land and water governance frameworks and management practices. The complexity of moisture recycling means institutional fit will be difficult to generalize for all moisture recycling relationships, but our typology allows the identification of characteristics that make effective governance of these normally ignored water flows more tenable.  相似文献

In this paper, we analyze a major controversy regarding the allocation of water for Indian Premier League (IPL) cricket matches during a period of extreme drought in the state of Maharashtra in India. We use a discursive approach to public policy to understand water policy production and to analyze the competing narratives on water advanced by opposing discourse coalitions during the ‘IPL vs. drought’ controversy. We find that the neoliberal view of ‘water as an economic good’ is dominant and institutionalized in the water allocation priorities determined by the Maharashtra State government. This is resisted by civil society actors like Loksatta and by the Indian judiciary, who view ‘water as a Human Right.’ Our reading of the ‘IPL vs. drought’ public interest litigation (PIL) shows that Loksatta’s decision to target water allocation for the IPL through the Courts leverages the popularity of the IPL in the Indian media, as well as the uneven unfolding of neoliberalism across institutions of the state in India. At the same time, Loksatta’s PIL focuses solely on the IPL and does not pay attention to the water allocation to larger users like industry and sugarcane cultivation that best represent the institutionalization of the neoliberal view of water in Maharashtra. We argue that the focus on the IPL makes it the site of contesting water policy on ideological grounds. We conclude by examining the challenge provided by Loksatta’s PIL to the dominant neoliberal view of water in Maharashtra.  相似文献

We develop a systems framework for exploring adaptation pathways to climate change among people in remote and marginalized regions. The framework builds on two common and seemingly paradoxical narratives about people in remote regions. The first is recognition that people in remote regions demonstrate significant resilience to climate and resource variability, and may therefore be among the best equipped to adapt to climate change. The second narrative is that many people in remote regions are chronically disadvantaged and therefore are among the most vulnerable to climate change impacts. These narratives, taken in isolation and in extremis, can have significant maladaptive policy and practice implications. From a systems perspective, both narratives may be valid, because they form elements of latent and dominant feedback loops that require articulation for a nuanced understanding of vulnerability-reducing and resilience-building responses in a joint framework. Through literature review and community engagement across three remote regions on different continents, we test the potential of the framework to assist dialogue about adaptation pathways in remote marginalized communities. In an adaptation pathway view, short-term responses to vulnerability can risk locking in a pathway that increases specific resilience but creates greater vulnerability in the long-term. Equally, longer-term actions towards increasing desirable forms of resilience need to take account of short-term realities to respond to acute and multiple needs of marginalized remote communities. The framework was useful in uniting vulnerability and resilience narratives, and broadening the scope for adaptation policy and action on adaptation pathways for remote regions.  相似文献

Policy agendas increasingly respond to the perceived security threats of climate change, not least via its effects on water. Yet, solid links between climate, water, conflict and security have seldom been substantiated empirically. Drawing from the conceptual framework and empirical results of the EC-funded research project CLICO (‘Climate Change, Hydro-Conflict and Human Security’) which is presented in this Special Issue, this opening article looks at the conditions that shape conflict and insecurity, with a focus on the role of adaptation policies. We find three main sources of human insecurity: first, democratic deficits, which are more influential than hydro-climatic stresses; second, mal-adaptations, i.e. adaptations that have adverse effects for the security of some groups; and third, structural violence, often related to economic and state development. There is a systemic contradiction insofar as the pursuit of adaptation through state-led economic growth projects ends up producing new insecurities for parts of the population. Adaptation to hydro-climatic change, therefore, is likely to be a contested and painful process. Research on security and climate change must move beyond narrow investigations of conflict and study the links between structural violence and human insecurity, in particular the conditions and processes that reduce the options available to deal with potential insecurities.  相似文献

利用吉林通榆半干旱区农田站和退化草地站2008年的外场试验观测资料,对比分析了不同土地利用方式对蒸散和地表水分收支的影响。结果表明:从全年来看,尽管两个站点相距仅5 km,但农田站的全年总蒸散量比代表自然土地覆盖状况的退化草地站高28.2 mm;且生长季两种下垫面的蒸散量较为接近,差异主要发生在非生长季。同时,农田站的年水分收支总量为51.1 mm,比退化草地站低35.6%。具体来说,生长季,两个站点的水分收支均有盈余;但在非生长季,退化草地站的水分收支仍有盈余,而农田站则处于水分亏损状态。这说明在半干旱区,代表人为土地利用状况的农田站面临着更大的水分供给压力,人类活动导致的土地利用会加剧该地区的干旱化趋势。
  进一步的分析表明,水分盈余并不代表地表的水分状况良好。从 Priestley-Taylor 系数来看,两个站点的Priestley-Taylor系数均远小于1.0,说明在半干旱区,由于表层土壤水分条件的限制,实际蒸散量远未达到平衡蒸散量,土壤面临着水分供给的压力。其可能的原因是,对半干旱区而言,尽管水分收支有盈余,但是由于土壤沙化严重,土壤孔隙度大,大气降水很容易下渗,并以地下水的形式存储起来,使得表层土壤水分供应反而不足。  相似文献

Many development agencies and other actors are advocating that China adopt a system of water markets or of high water prices in order to resolve the inefficiencies of irrigation agriculture and to supply sufficient water for growing urban and industrial uses. We argue that this proposal rests on a series of propositions: that the price of water is too low to encourage farmers to be efficient; that farmers are not charged volumetric prices and so are not encouraged to conserve water; that water is scarce largely because farmers are profligate in their use of water; and that proper pricing of water will not affect equity. None of these contentions is true. Farmers have to pay not only the official charges for water but also the much higher costs of pumping it onto their fields. Once pumping is included, farmers are paying prices that are volumetric. Furthermore, the inefficiency of farmers arises in large part from the manner in which water is delivered to them: the system offers no rewards for care in the use of water and instead rewards greed. And, finally, although it might be true that higher prices do not affect equity within a village, in fact they would have substantial effects on inter-sectoral equity, with farmers becoming worse off in comparison to urban dwellers. The paper concludes by sketching a more appropriate scheme for raising the efficiency of use of irrigation water.  相似文献

Responsible water management in an era of globalised supply chains needs to consider both local and regional water balances and international trade. In this paper, we assess the water footprints of total final demand in the EU-27 at a very detailed product level and spatial scale—an important step towards informed water policy. We apply the multi-regional input-output (MRIO) model EXIOBASE, including water data, to track the distribution of water use along product supply chains within and across countries. This enables the first spatially-explicit MRIO analysis of water embodied in Europe’s external trade for almost 11,000 watersheds world-wide, tracing indirect (“virtual”) water consumption in one country back to those watersheds where the water was actually extracted. We show that the EU-27 indirectly imports large quantities of blue and green water via international trade of products, most notably processed crop products, and these imports far exceed the water used from domestic sources. The Indus, Danube and Mississippi watersheds are the largest individual contributors to the EU-27’s final water consumption, which causes large environmental impacts due to water scarcity in both the Indus and Mississippi watersheds. We conclude by sketching out policy options to ensure that sustainable water management within and outside European borders is not compromised by European consumption.  相似文献

Droughts are natural hazards characterized by a prolonged period of below-average precipitation. Water scarcity is defined as insufficient water resources to meet demands in a region. This paper examines three regions (Spain, California, and the Murray-Darling Basin in Australia) which share similar social and climatic characteristics and face severe water-scarcity problems. The frequency and persistence of droughts in these regions over the last few decades have triggered changes in water laws as well as in the behaviour of water users and managers. This paper compares the major water reforms in these regions and the achievements and failures of the various approaches implemented. This comparison shows how, despite the differences in institutions and governance regarding water allocation in the three regions, recent droughts have catalysed the creation of institutions and the implementation of sophisticated long-term measures to mitigate the impact of future droughts. A deeper understanding of the effectiveness of mechanisms and regulations is necessary to better manage droughts since the uncertain impacts of climate change will require responses of a more effective nature.  相似文献

Narratives and discourses are central to how we interpret and understand the world. The capacity to construct and disseminate compelling stories about particular issues is hence critical to an agent's capacity to advance their interests. This paper examines some of the main narratives through which the conversation about renewable energy in Australia takes place. We label these narratives feasibility (‘Pie in the Sky’); security (‘Keeping the Lights on’); cost (‘Costing the Earth’); and employment (‘Jobs Carnage’). Some of the most effective narratives are those that are constructed around some of the ‘legitimate’ concerns that pertain to an issue. The renewable energy narratives identified in this paper build on ‘reasonableness’ and ‘common sense’ concerns, and their effectiveness is determined as much by contextualising information absent from the energy conversation as present. While our focus is Australia, some of the narrative dynamics revealed have application to energy politics more broadly.  相似文献

The dispersion of heavy particles subjected to a turbulent forcing is often simulated with Lagrangian stochastic models. Although these models have been employed successfully over land, the implementation of traditional LS models in the marine boundary layer is significantly more challenging. We present an adaptation of traditional Lagrangian stochastic models to the atmospheric marine boundary layer with a particular focus on the representation of the scalar turbulence for temperature and humidity. In this new model, the atmosphere can be stratified and the bottom boundary is represented by a realistic wavy surface that moves and deforms. Hence, the correlation function for the turbulent flow following a particle is extended to the inhomogenous, anisotropic case. The results reproduce behaviour for scalar Lagrangian turbulence in a stratified airflow that departs only slightly from the expected behaviour in isotropic turbulence. When solving for the surface temperature and the radius of evaporating heavy water droplets in the airflow, the modelled turbulent forcing on the particle also behaves remarkably well. We anticipate that this model will prove especially useful in the context of sea-spray dispersion and its associated sensible heat, latent heat, and gas fluxes between spray droplets and the atmosphere.  相似文献

Avoiding further aggravation of the consequences of global environmental change remains a complex governance challenge. Social relational structure among actors plays a key role for enhancing the capacity of collaborative approaches to environmental governance. We present an encompassing conceptual framework to advance understanding of the mechanisms that shape dynamics in environmental governance entities. Narrative theory is integrated with insights on group dynamics grounded in social network theory to contextualize local social complexities in governance processes. We assume that social relational structure between actors, and narrations they tell, co-produce narratives and dynamics at the group level. Three important mechanisms that influence dynamics are described: (1) the interplay between collaborative relationships and narrative congruence between individual actors, (2) the characteristics of actors, and (3) the actors’ embeddedness in the wider social structure. A set of testable hypotheses on the interplay between narration, narratives and social relational structure in environmental governance processes is presented. We conclude by discussing why we regard this framework useful to study local and regional governance entities in the context of addressing global environmental change.  相似文献

Fluctuating plume models provide a useful conceptual paradigm in the understanding of plume dispersion in a turbulent flow. In particular, these models have enabled analytical predictions of higher-order concentration moments, and the form of the one-point concentration probability density function (PDF). In this paper, we extend the traditional formalism of these models, grounded in the theory of homogeneous and isotropic turbulent flow, to two cases: namely, a simple sheared boundary layer and a large array of regular obstacles. Some very high-resolution measurements of plume dispersion in a water channel, obtained using laser-induced fluorescence (LIF) line-scan techniques are utilised. These data enable us to extract time series of plume centroid position (plume meander) and dispersion in the relative frame of reference in unprecedented detail. Consequently, experimentally extracted PDFs are able to be directly compared with various theoretical forms proposed in the literature. This includes the PDF of plume centroid motion, the PDF of concentration in the relative frame, and a variety of concentration moments in the absolute and relative frames of reference. The analysis confirms the accuracy of some previously proposed functional forms of model components used in fluctuating plume models, as well as suggesting some new forms necessary to deal with the complex boundary conditions in the spatial domain.  相似文献

As climate change challenges the sustainability of existing water supplies, many cities must transition toward more sustainable water management practices to meet demand. However, scholarly knowledge of the factors that drive such transitions is lacking, in part due to the dearth of comparative analyses in the existing transitions literature. This study seeks to identify common factors associated with transitions toward sustainability in urban water systems by comparing transitions in three cases: Miami, Las Vegas, and Los Angeles. For each case, we develop a data-driven narrative that integrates case-specific contextual data with standardized, longitudinal metrics of exposures theorized to drive transition. We then compare transitions across cases, focusing on periods of accelerated change (PoACs), to decouple generic factors associated with transition from those unique to individual case contexts. From this, we develop four propositions about transitions toward sustainable urban water management. We find that concurrent exposure to water stress and heightened public attention increases the probability of a PoAC (1), while other factors commonly expected to drive transition (e.g. financial stress) are unrelated (2). Moreover, the timing of exposure alignment (3) and the relationship between exposures and transition (4) may vary according to elements of the system’s unique context, including the institutional and infrastructure design and hydro-climatic setting. These propositions, as well as the methodology used to derive them, provide a new model for future research on how cities respond to climate-driven water challenges.  相似文献

Equations of motion, valid for a water droplet or a dust particle less than about 50Μm in radius moving through the air, are derived. Thus, the behaviour of a particle in some simple nonuniform fluid flows is discussed. In particular, it is found that a particle may follow an approximately closed trajectory in an axisymmetric flow about a horizontal axis. Thus, it is argued that turbulence should cause particles to fall at a much slower rate than their terminal velocity, even in the absence of a mean updraft.  相似文献

The development and use of indicators is common practice in efforts to promote urban sustainability. Indicators used to measure urban sustainability tend to focus narrowly on describing the current state of the urban system. Although a time series analysis using these indicators may lend insights into trends towards or away from certain ‘sustainability’ goals, existing indicators of urban sustainability do not provide information on the ability or the likelihood that the current system state can be maintained or improved over time. Indicators that incorporate a measure of system resilience would provide useful information on system sustainability. Through development of a new indicator, Water Provision Resilience (WPR), we provide an example of how measures of resilience could be incorporated into sustainability indicators. The new indicator adds six color codings to the existing indicator ‘percent of the population with access to safe water.’ Each color coding represents a measure of the ability of the water system to maintain or improve the current percent of the population with access to safe water in key areas of the water provision sector: supply, infrastructure, service provision, finances, water quality and governance. The metric is then applied to three cities. The goal in developing this metric is to provide a starting point for re-thinking the metrics used to measure progress and sustainability in order to incorporate the ability to absorb and adapt to stresses into sustainability analysis.  相似文献
